City Council - Regular Meeting

All right, you notice our esteemed City manager is not with us tonight. He is unavailable for the meeting so he won't be joining us We've got everybody else so we'll move on First item on the agenda is to approve the agenda. So I'd entertain a motion to approve the agenda as posted and sent to the news media 25, 24 hours prior to the meeting.

That says the city of Hampton endeavors at all times to promote and model the principles of professionalism, trustworthiness, respect, responsibility, fairness, caring, and citizenship. And in conducting this evening's meeting, we expect that all participants will act in a respectful manner consistent with these principles. Thank you. The council workshop report from Monday, July 20th, that is available online. I will not read it to you. If anybody would like to review that. The next item up is public comment. So if there's anybody tonight that has public comment, please step forward. Hearing none, we will move on. We have no public hearing tonight. We have no old business. So we'll move right into our new business. We have Caleb Hayes of ISG. Presenting change request 5, 7, 10, 13 for 4 and 6 First Street Northwest.

Caleb. Good evening, everyone. We had a couple additional items that need to be addressed on the storefront renovation. And I will just go through them in order, give pricing, and then kind of a background as to why they came about. So change request five, that is to, we were originally planning to infill the back lot with gravel. And after going out there, Doug Tarr and Ron took a look at it, and the contractor had proposed doing concrete in lieu of that to help with some of the moisture mitigation. The neighbors had complained about having moisture in the basement previously before the project had even started. So to try and help combat some of that, that will make the water sheet drain rather than just draining onto the gravel, and then it has a... chance to penetrate some of those or all those basements are old limestone foundations so they don't really have any sort of sort of moisture mitigation to them so any water that's penetrating rock will penetrate those walls as well so we're just trying to help that And that change order is $16,592.18. And that'll help just kind of the overall building, all of those buildings in the area, and then help that foundation wall last longer as well. And we did review... I had reviewed all the pricing, and with a lot of this pricing, I do review based off of our systems, and I talk to contractors in the area, and then I also know quite a few contractors in Fort Dodge. So just to get pricing, make sure everything's fair with them, and that pricing came in very fair. We were happy with the numbers, so that would be six inches of concrete as opposed to the six inches of gravel that would go back there. um change request seven that is for additional framing and so what that is there was a small wing wall that we found when the walls were taken out that one's in need because there was a cavity wall that used to be there at one point it was cut out when those additions were put on and we have to frame something back there otherwise you wouldn't be able to seal the building back up The cost for that is $4,531.08. And that's for framing, moisture mitigation, and new siding to go up the side of the building. That would be on building four. And then change request 10 that's drilling drilling epoxy dowels into new footings so we put new footings down the basement for the new exterior wall and after Looking at the field conditions back there We wanted to put some additional dowels to make sure that that doesn't have any chance to shift the cost for that one is five hundred and fifty three dollars and eighty five cents And then the final one, change request 13, that is additional tuck pointing in the brick on the interior of the building. After they started doing some of the tuck pointing, they found that some of the areas that we, well, they did tuck pointing and brick replacement. So some of those areas that they did brick replacement, as they got into that, they found that some of the interior brick was in worse condition than we anticipated, as well as some of the adjacent bricks need to be replaced to accommodate that replacement. So it was an additional 200 square feet. That work is completed because it needed to proceed for the strength of the building, and there was concern that if it remained open that it could cause further issues. That change request is $6,051.54. All right.

Mr. Lamos? They're framing the back wall, I see. Is that two by sixes? Yes. Will that have insulation put in eventually?

We did not plan insulation because we didn't plan insulation for the rest of the building. So that'll just have the framing, plywood, and then steel on the back.

Vapor barrier?

Yes, it will have a vapor barrier.

All this work, is there in the bid to put a new electric service in?

No, there's not. We had talked about that. There's currently not a new electric service, and it'll have to be run from the power lines to the building. So we decided not to.

Are you using a temporary service now?

Yes, they have temporary service out there. that was set up for the abatement work and we just kept it out there for this duration of work as well.

I just wanted to add that, uh, you know, I had spoke with Ron a little bit on this and, uh, so far i need to change requests that have come through the four that we're talking about tonight you know or the stuff that uh are necessary you know we're not we're not bringing in some any wants on this these are all stuff that we really feel that we need to get done and keep moving forward so so i think we're in a we're in a good spot so If there's no other questions for you, I appreciate it.

Um, I chose Talia and John Schmidt for the July image of pride. Um, they've lived in their current home for five years after spending five years in their previous home, but Talia has called Hampton home since elementary school. They've put a lot of work into their home, especially within the last year. After the hail storm, they installed new siding and a new roof, which I feel really enhanced the appearance. They've also done countless projects inside as well, like new flooring and paint. One of the main reasons I chose them is because of how amazing their yard looks year-round, as you can see from the picture. Spring and summer have a lot of flowers, and there is a gnome garden in there as well. with plans for a painted rock garden and a butterfly garden as well. They also decorate for each holiday season. It's always fun to drive by and see what kind of decorations she'll have for fall and Halloween and Christmas. My favorite is the I smell children sign from Hocus Pocus. She puts it on her fence for the elementary kids to see. It's clear that they take pride in how their house looks and their yard, and I feel like it does show every season. So in saying that, I would like to make a motion to award Talia and John Schmidt the July 2026 Image of Pride.

All right. We have a motion by Ms. Rowdy. I'll second. Second by Mr. Davies to award John and Talia with the Image of Pride. I'll just say that I drive down through that a lot. And it's a very nice looking vehicle, or residence. And we appreciate that. So with the motion and the second, I would entertain all in favor.

Yeah, we had another good fair week with no major incidents. We had the storm come through and we're still finishing up fixing stuff and cleaning up reports and getting all that stuff for insurance companies. We're looking ahead to the new school year and the new school orientation for the new teachers with craze training, which is the civilian response to active shooter events. We're also working on National Night Out, which is August 4th, 2026 at 530 to 730. And then we have hired a new officer who will start on July 30th. And so I will bring him to the next council meeting for introductions.

Still down one officer? Yep. We're still looking for one more. What's the status of the graffiti? Graffiti. The garage. Did that go to court yet?

No. So his initial, for some reason, it got continued, of course. And so the court date was today for the criminal matters for his initial appearance. And then they will set a, if he showed up, they will set another court date for a trial if he pled guilty by some chance. It would have been done today, but I haven't heard yet what happened there. As far as the nuisance goes, I'm not sure where that one stands without looking it up. But I can get it back to you tomorrow. All right. Thank you.

All right, like as Chief Morrison said, you know, we had the Franklin County Fair, and at the museum we have a guest book have people sign. And we had 960 visitors, and, of course, not everyone signs it. But I went through that. We had 88 Iowa communities besides Hampton. CAME THROUGH THE MUSEUM AND WE HAD PEOPLE FROM 25 STATES OTHER THAN IOWA COME THROUGH. SO IT'S JUST, YOU KNOW, THE FAIR IS AMAZING, BUT I THINK THOSE NUMBERS TOO, IT'S REALLY AWESOME. attended the chamber board meeting this last week and the hampton main street committee that's being set up to help coordinate the main street program that answers to the chamber board they met this week and then just uh thank everyone for um with all the storm cleanup that's all i have thank you i got a question for jim man sure does the chamber have a new office now or is it Yeah, the chamber, well, they're still in transition to be moving. They bought the building, like, next to PJ's Barber Shop. I know it. I'm old enough. It's Lee Bloom's former office building. Thank you. Right around the corner. Right. Right around the corner. Oh, you know I'm going to have something to say. I want to say, I'm so excited about the pharmacy project. We're under budget. It's moving quickly. I appreciate you being here with updates at the city council meeting. I know when you... present for change in finances and getting a little more money for something. It probably makes people nervous, but I do want to reassure people. We're under budget and it's just moving along great. I feel really good about that decision and a lot of people do come in, even people from out of town. Oh good, you're saving a building downtown. I think it's great. I owe Barry and Jeannie an apology about Zillow. They quit doing bids in 21. I had to go home and look it up because I did do some bidding online with them before. They quit doing bids in 21 because they lost $500 million. I think that's probably a good plan. Anyway, that's all I got.
