Next is the council work report works partop report from Monday May 11th. I won't read that to you. It is available online if anybody would like to review that. Next item next item is the public comment. So if there's anybody in in the audience tonight would like to make public comment, please let us know.

Uh we've got a public hearing for the P plan and specs for the uh SA stabilization of 4 and 6 First Street Northwest. So given this this giving it being the time and place for the public hearing in regards to the plans specifications form of contract and for and of four storefront stat stabiliz these are big words stabilization at from four and six first street northwest. I, Mayor Bertzell, will over the open open the hearing at 603
and I'd invite uh Mr. Johnson, did you have some information and kind of review the the project for us and then we can see if there's any any comments. You bet. Thank you, Derek Johnson, ISG. Uh this is a continuation of the work that's been ongoing at 4 and six. uh street and uh we've completed the plans and specifications. They've been issued for bid and uh tonight the process is to complete the public hearing and seek approval of the plans specifications and form of contract and then um later in the agenda we'll consider uh award of bids and can talk about them at that time.
All right, be happy to answer any questions if there are any. Anybody got any comments, further questions? We've had a a ton of them already already on this on this project. So, uh the are the plans going to include new windows and the doors in the front? The windows were bid as an alternate and so the city council will have an option to choose to accept that alternate. Moving on. old old business. We don't have any of that. So, we'll move on to our new business. This is a consideration of employer employee health insurance renewal and employer cont employee contribution. Mr. Dant,
uh thank you, mayor. I don't really have much to add. We went over the renewal at the workshop on Monday. Um it's a 3% uh increase and this is uh with Walmart. And then uh also would ask for as part of your motion uh when if you if you approve to state that the employee contribution I think you agreed to Monday would stay at 13% for fiscal year 27. Any questions?
Not hearing any. I would entertain a motion uh to approve the proposed Wellmark Insurance REM renewal with employee employee contribution staying at 13% for fiscal year 2027. I'll make a motion to leave the contribution for 13% for fiscal year 27 and to approve the renewal of Walmart and to and to remove what he what he said. It's a lot of work. opposed. Motion carries. Thank you. Next, we have a consider agreement between City of Hampton and ISG for consulting services for the storefront stabilization of 4 and 6 First Street Northwest. Mr. Dunt. Yeah, this is a a AIA document. It's a standard form of agreement between the owner and uh ISG. And I guess I would just have uh Derek, you're come up to the podium and just kind of summarize the agreement.
You bet. Yeah, as you uh have probably noticed, this is a little late in the game for the agreement. We've um submitted a work order and started on that and um earlier in the project there was a emergency catalyst grant and in talking with the EDA and working through that there was some pressure on the city and everyone to act quickly to make sure that we'd stay qualified for those funds. So, um, not having been through a contract process with the city, uh, we presented a work order that outlined our scope and fee and what we would do and then, um, move forward in good faith, believing we'd get through the AIA portion and having a contract with a a project like this on an existing building. there's always a lot of unknowns and believe strongly it's a good um a good type of project to make sure we've got a contract that protects you as a city and us as a design firm and make sure everybody's insured and all the eyes are dotted and te's are crossed. So um we move forward and uh got to this point and uh kept everything in line with the EDA for grant qualifications and everything. And so this agreement's been reviewed with uh Ron and the city attorney and ISG and uh while coming to you late in the game, it's in line with the work order that was earlier in the project. Be happy to answer any questions or dive into anything any further.

This is the resolution ordering construction of the 2026 2027 HMA street re rehabilitation program and fixing a date for hearing and taking bids. Mr. Crawford, would you like to brief us in that one? Good evening everyone. Um, this is the first step in the bidding process for the 2026 2027 HMA overlay program. Uh, this action tonight will allow the city staff to publish the notice of public hearing and publish the notice to biders. uh for the plans uh for the project. Uh those actions will take place in June. So we'll be back in June with um the public hearing uh and the bidding of the project. So this is just the first step in several um actions to get going with bidding process. All right. Any questions from Mark at this point? Next one is a resolution 2026-08. This is a resolution adopting plan specs and form of CP contract for the estimate and cost for the storefront stabilization of four and six first street northwest. Mr. Johnson. Again, similar to the public hearing, this is uh the next step in uh going through the uh public bid process. So, um seeking your resolution to approve the plans, specs, form of contract um which then allows us to continue with consideration of bids.

All right. So this resolution is um for consideration of the award of contract for the project. Uh a little bit of an update there. So we bid this project on May 7th. There were six plan holders. We received three bids and uh those bids ranged from uh 300,000 with alternates 300,000 to 463,000. Uh what we're asking tonight is for you to table this award until the next meeting. And the reason we're asking that is we're going through some due diligence with the contractors. So, uh, two of the contractors are, uh, contractors that we haven't worked with before. So, we're calling references. We want to review their schedule of values. Um, we're asking for their list of subcontractors. So, we're familiar and confident with the way that they're going to approach this project. And the contract documents allow for them to hold their bids for 30 days. So, uh, we don't view this as, uh, seeing any problems, but this is a project that is unique in nature in which we're tackling an existing building, partial demolition, stabilization, and with the contractors that we haven't worked with. We want to make sure we go through the process and make sure that our recommendation uh, has checked the boxes, called the references, uh, and reviewed their partners on the project. So, um, I'm not alarmed with where we're at. I just we want to make sure we complete the due diligence and come back to you with a recommendation. Um so my ask is that you consider tableabling this until your next meeting
which would be uh 6 p.m. May 28th. I'll make a motion to table till May 28th. A second motion by Mr. Lamos, second by who was it? I don't know, Mr. Roie. I think it got here first. You get it first. So, this is to table resolution 2026-059 until uh May 27 28th of 27 26.
And and if I may, just for peace of mind, these bids came in lower than what the estimates were going in. And so the work that you did to put the financing in place, uh this is all falling below what we were estimating and how we prepared for the funding. So, um, I think we're in a good spot. opposed. Motion carries. Thank you. Brings us to our staff reports. Chief Morrison. Yeah. This week we've uh worked with the school on emergency drills with the officers and staff. Um, we also had the or we have the southside kids coming tomorrow for tours. So, we have four classes coming through. They'll see police cars and and what kind of goes on on a day-to-day basis at the police department. Um, we have been spending time reading with the kids down at Southside. Um, we continue to look for new officers and are continuing to hire, looking for two. And we had court on nuisances on several cases today. Um, and that's all I've got on that part. And then the more important thing is I'd like to introduce Officer Todd Dolan. Um, he's the newest officer of the Hampton Police Department. Officer Dolan is a resident of Hampton and North Butler graduate. Officer Dolan was active duty in the United States Army for four years. He served our country while being deployed in Afghanistan. Officer Dolan has expressed his desire to serve the community in which he resides. Officer Dolan has said he understands the importance of public trust in law enforcement and he is committed to serving the citizens of Hampton with professionalism, fairness, and integrity. In working with him over the past couple of weeks, his positive attitude, calm demeanor, and passion for becoming a law enforcement officer has been contagious. Over the just the last couple of weeks, he has demonstrated his ability to jump right in and help wherever he is needed. All of his fellow officers are looking forward to working with him. The next officer next step for officer Dolan is starting the Iowa law enforcement academy in September.

Doug, you had um replaced some of the outfield fencing for the baseball fields? Yes. I was just wondering is was there any of the old fencing that was salvageable? Uh we kept it. As far as salvageable, what we may use it for is to put it back in uh like concrete for reinforced uh to reinforce concrete a little bit. Um I wouldn't say it's of good quality by any means. Okay.

I'd like to welcome welcome Todd and attended two meetings today. The first was the design uh committee of the chamber and the certified local government committee meeting. And just a couple things there. The class of 1976 memorial bench has been ordered should be received tomorrow. So that'll be in at some point. And then May is preservation month and the again doing a historic scavenger hunt. So, if you're interested in looking at what buildings are around town by looking at a small piece of the building and then figuring out what it is, you can pick up the forms at the Chamber, Christensen Jewelry, or at the Windsor Theater. And then I also attended a tourism board meeting this afternoon. We gave out three grants and then they're again doing a photo contest. So, if you're interested in a photographer, we can get you a real sure on that. And that's all I have.

recently I've been actively involved in a 2026 Active Healthy Nation Iowa Hybrid Walkability Action Institute. That's a mouthful. This project has been active throughout the United States for the past 12 years and it's presented by the directors in various fields of health and fitness, transportation technical support strategy, fundraising, land use, and independent living. The goal is to improve walkability and moveability for all ages and abilities through improvements to community and transportation design as well as to increase local community capacity to successfully acquire resources that result in active transportation infrastructure improvements. The course was presented from directors across the nation and the plan is to bring together cross-disciplinary teams representing public health, planning, transportation, and elected officials. There were only six Iowa County locations that were selected for this project and Franklin County was very fortunate to be selected for this program through the efforts of our Franklin County Iowa State Extension Outreach Director, Liil Velesco. The other counties selected were Cedar County, Clinton County, Crawford County and Franklin, Musketone County, and West Padam County. Um, since March 23rd, all counties have been meeting regularly via Zoom. And last week, we spent two full days at the Iowa State University in Ames with the instructors and the planning people. Um, the Franklin County team is led by Liil Velesco. Also on the team are Jeremy Johnson Miller. He's the grants manager for Iowa Department of Transportation, Travis Koig, community development planner from North Iowa Area Council of Governments and our very own Doug Tar from Hampton public works director and myself. And within the coming weeks, our group looks forward to presenting information to the council about this
important initiative for your consideration and review. So something to look forward to. Thank you. All right. Thank you, Miss Grey. Um, other thing we have is the uh, we have a hazardous waste collection coming up June 8th from 3 to 6:00 pm. And the collection trailer will be at the airport airport out here. So, we got three day three hours that day to get rid of them laptops and TVs and and there's a list of stuff on here that uh that they take. So, it's time to get rid do some more clean up. Uh the only other item is the uh workshop for May 25th. Uh we will reschedu that for Tuesday May 26th due to Memorial Day. So we'll have that on Tuesday that week. That's all I got tonight.
