County Council - Regular Meeting

Hey everybody.

Mr. Vice President you have a quorum. and let the record show that uh Mr. Beaver is sick and that's why he's not attending tonight. Uh next on our uh agenda is the invocation pledge. Uh Tim rise. Heavenly Father, tonight we pause to remember those who serve and sacrifice for others. We lift up the family and friends and fellow officers of Beach Grove officer Brian Elliott who gave his life and service to his community. Grant them comfort and strength and peace. We also pray for the members of our armed forces who have lost their lives in the conflict in Iran and for all those who continue to serve uh in our military and law enforcement. Protect them, guide them, and bring them home safely. and we as we gather here tonight, grant us the wisdom, humility, and clarity needed for the decisions we make. In your name we pray.

Um this is one of several that says they want paste sort retroactive to beginning of the year. I'm not sure if that's appropriate, but I just like to understand.

Yeah. 131. Should we tape table it to just in general? This is the certification p it was this one is for the certification. So certifications I can understand that's what this assessor if it's retroactive it should just be to the retroactive to the date that it was that you became certified not to the first of the year. Okay. Any further discussion? I think going forward if I can just say one thing. Um we get a lot of 144. So when the audience hears that that's usually has to do with pay or job description when we have these and we have changes I'd love to I think it would be appropriate because with the budget books and budget hearings we we put oral charts and things like that in place and if things are shuffled mid year having an update on that would be helpful.

I don't know how you all feel about that. I think we big picture have talked about um where and it wasn't related specifically to these but there have been others requests that have been made around um job descriptions that maybe are extremely outdated like tens of years

and we need to come up with a process that ultimately allows people to uh accurately update at the right time and so I think as a council we're going to have to figure out how we move forward and I know that with 1400 employees it's not an easy task to undertake and so around budget instructions that's not going to be doable. So we're going to have to come up with a longer term solution in order to evaluate this is a a net um increase in that line item right for your salary is positive

U. If you look at the justification was not department of edge correction not fully funding our 2026 grant as originally requested. What was the original grant? Why wasn't it funded? Good evening. Um the way that the DOC grant budget uh that works versus the county uh budgets being approved, there's a delay. So, when the county uh with that we submitted our budget to the county last year with we were removing $250,000 from our project income line, we were going to have that paid for with DOC grant funds. Yes,

we had not received or we had not requested an additional uh any additional grant funding in over 10 years. So, in talking with the Department of Correction, they encouraged us to increase our ask. We were initially we were hopeful that we would get that money. We weren't cut, but we did not get the full funding that we asked for. So essentially what this request this is doing is it's moving that initial $250,000 that was going to be in our project income fund and that we moved into the grant. We're going to go back to the project income at a later date to reimburse the grant that uh we did not receive the full amount for. So how much did we apply the grant for for sorry how much for every grant did we apply for? How much did we actually receive? We received uh 2.54 million.

And how much did we apply for? uh $250,000 more than that. Okay. All right. So, that was that this is the exact delta. Okay. All right. That's what I was trying to get at. And did they give you a reason why we didn't get the 2.8 million? They did. They cut grant funding from uh numerous um community corrections agencies across the state. And unfortunately, um we're staring down another um cut of about $250,000 if not more going into 2027. Did SEA1 come up in the conversation? That's exactly what it is.
