We did have an executive session to discuss some of the details within this agreement. The final piece of legislation we had in committee this evening was on second reading 2026-15, an ordinance authorizing the mayor to enter into a contract with the Regional Income Tax Agency, RETA, a regional council of governments organized pursuant to Chapter 167 of the Ohio Revised Code for the Administration, Collection, and Enforcement of the Municipal Income Tax of the City of Green, Ohio, and declaring an emergency. We did have an executive session. We came out of executive session, and we had a report from our finance director and from the mayor and from representatives of REDA. This is the second reading, and the committee would request time.

Thank you, Mr. President. At 810, we had the opportunity to meet. All members were present. However, we had no items of legislation, no old or new business, so we did not meet.

Next committee to report is Public Safety, chaired by Mr. DeVitas. Thank you, Mr. President. All members of Public Safety were present tonight. We did have several items in front of us in committee tonight. The first two were liquor license items. The first of which, TMP 5409, MAPCO 2035, C1 and C2 liquor license transfer, 4900 South Main Street, Green, Ohio, 44319. So this is for a current existing... C1 and C2 liquor license. Mapco is the company that's buying from Sammy's Enterprises. This is the convenience store and gas station on the southwest corner of Main and 619. As we typically do, we request any information from the Sheriff's Office if there's been any liquor-related issues at these businesses. No issues were given to us. We also open discussion to committee and council, and there was no other concerns presented. So at this point, I'm going to make a motion to not request a hearing for TMP 5409. Second.

Thank you. The second liquor license item was TMP 5410, Fresh Food Deli, Inc., new D1 liquor license, 5 East Caston Road, Green, Ohio, 44319. This is actually the business on the opposite corner of Caston and Main, on the northeast corner. They currently sell wine and some spirits. This would just add beer to their sales. This is a new license. Again, we requested any other information from the Sheriff's Office. There was no concerns brought to our committee. We opened that discussion to the committee and council. No further comments or questions, concerns were brought up. And at this time, I'd like to make a motion to not request to hold a hearing for TMP 5410.

Okay, the last item we have was on third reading. It's 2026-R26A, a resolution authorizing the City of Green to enter into a second amendment to the policing contract, fiscal years 2024 to 2026. with the Summit County Sheriff to include flock safety cameras to enhance services within the City of Greene, and declaring an emergency. As we noted in committee, we had an extensive discussion at our last meeting. Tonight, we kind of took a hold on further discussion because Last meeting's conclusion, we were instructed by our law director that if we wanted to request changes at the county level regarding this contract between the county and flock safety, each council member could provide those comments to our law director, Mrs. Dean, and she forwarded those anonymously to the county. As far as we've been made aware that the county is actively in discussion with FLOC if they will make some of the changes that our committee had requested. And yeah, at this point, there's not really anything to report, any changes since our last meeting. And we're going to take time until our second meeting in July, or I'm sorry, the only meeting in July. So I'd like to request time for 2026-R26A. Okay. Time will be granted. Okay, so there was no older new business for safety, and we adjourn.

The first of which is on third reading, and it's item 2026-R25-19. A resolution approving the final plat and performance bond for Stony Creek Estates Phase 5 and declaring an emergency. Again, this is 27 new lots. There are one single family lots in the back of Stony Creek, varying in size from a third to a half acre. And the performance bond is for the sum of $844,590.53. Again, since this is on third reading, I'm going to make a motion to adopt 2026-R25. Second.

Our next item of the legislation is also on third reading. It is 2026-10, an ordinance to amend section 157.134, subsection C, subsection, I'm sorry, subsection five, subsection C, design and layout of chapter 157, planning and development code of the codified ordinances of the city of Greene. A public hearing is scheduled for September, this ordinance on Tuesday, July 28th, 2026 at 7 p.m. in council chambers. This is for a edit to the code related to drive-through bypass lanes. Since this will be pending our public hearing, I'm going to request time on 2026-10. Time is granted. Next, the item is on second reading. It is item 2026-R24, Resolution Authorizing a Municipal ECONOMIC DEVELOPMENT GRANT AGREEMENT WITH HOOVER, CATION, LLC IN DECLARING AN EMERGENCY. Again, this is an economic development grant for somebody bringing their business to green. It's got certain requirements associated with it. The total grant is for $12,000 spread out over three years, and it's basically a 50% income tax reduction during those three years. This item is on second reading, and so I'm going to request time on 2026-R24. Time is granted. That includes our items of legislation. We had no old or new business, and we adjourned our meeting at 826.

There were no items of legislation before us, but I did bring up during committee some concerns that were expressed to me by a couple of residents in my ward regarding the trash accumulation along some of the major thoroughfares here in the City of Green. So I'll be following up with the administration to see if we can do something to kind of raise some awareness and maybe start doing some more enforcement or signage around the city. And with that, we are adjourned.

Thank you, Mr. President. By way of update for the Arlington Road Improvement Project, utilities are currently being moved. The contractor is beginning to mobilize in preparation of a start date that is tentatively set for July 6th. We've met with a number of groups. We had a neighbor meeting, if you will, for neighbor businesses and residents. Council was invited to. We've also had specific neighborhood meetings for Spring Hill Neighborhood, Briar Creek, and Parkview. Tomorrow we meet with the residents of St. Edward's. This is important, and I hope council will help me share this. Reminding residents to register for text emergency alerts. This is the most effective way that we have to let residents know anytime there is a short-term adjustment in traffic, road closures, et cetera, relating to the project. being able to geofence and let people know how it's gonna affect them is important. So if folks want to be on the list so that they're getting real-time information about the project, please send them to cityofgreen.org slash alerts to receive text messages. Construction has also begun on the Southwood Drive extension to Tabbs Drive. The project is expected to be completed by early September. Another FYI, the contractor building the new Chick-fil-A at Arlington and Arlington Ridge will be closing down the southbound curb lane on Arlington just south of Arlington Ridge beginning July 6th for three weeks. Summit County is also sending notice that the property tax bills are going out late. They will be going out this Wednesday, June 24th. The reason for that is there needed to be adjustments made to reflect changes that the legislature has put into place. And so bills are now going out. If you're used to seeing it and expect it by now, it's coming. They'll still be due in July. way of events thursday june 25 uh wicked for good 6 30 p.m at central park presented by jw dadado electric stage works in the city of green 6 30 p.m for food and activities 7 30 p.m is the feature presentation And, of course, Freedom Fest is this weekend, Saturday, June 27th, beginning at 12 p.m. at Butler Park. As you know, it's a day of celebration. This year is special because it's America 250. Admission is a donation of a new school supply to benefit Green Good neighbors back to School Drive. The event is sponsored in part by Consumers National Bank, JW Dodonto Electric, Kemp Thorne Motors, and T-Fiber. There will be 15 different food trucks. Games and activities will range from 12 to 9 p.m. At 6.15 to 7.15, the live music begins with Van Salen on the Kempthorne main stage. At 8.30 to 10, the headlining performance of Crush will be on the same stage. Skydivers are happening at 8.30, and of course at 10.15, fireworks. On July 4th, the Rain Tree 4th of July 5K will be happening. Registration is open for the annual Rain Tree 4th of July at cityofgreen.org. Also on July 8th, in honor of America 250, community members are invited to attend a public reading of the Declaration of Independence on Wednesday, July 8th at 6 p.m. at Central Park. The event, in partnership with the Catherine Richards Chapter of the National Society Daughters of the American Revolution, also in partnership with the Green Historical Society, it is free and open to the public. You might wonder why we're picking July 6th. That was the day, or July 8th, that was the day back in 1776 the Declaration of Independence was originally read out loud for the public. The reading is part of a broader statewide effort to mark America's 250th, the official state commission responsible for spearheading Ohio celebrations and commemorations. Attendees are encouraged to dress in patriotic or historic costumes. A winner for best costume in each category will be selected. So bring your Uncle Sam hat. Following the reading, cookies and fresh mints courtesy of Acme Fresh Market will be served. On July 19th, we'll also be holding this year a Sweets of the World event in conjunction with the NEO Jazz Orchestra. This is a free concert from NEO Jazz. Currently, we're seeking bakers to share their favorite family or ethnic dessert at the event. Bakers, residents, businesses, or organizations may register at cityofgreen.org slash register. For good and welfare, the MAPS Air Museum is hosting a Flying Legends of Victory Tour this weekend through Sunday, June 28th, featuring two historic planes, a B-17 and a B-25 bomber. They will be offering flights all weekend, weather dependent. Flights must be booked online. Plane tours are offered for $15 per person or $30 per family of four from Thursday to 9 a.m. to 5 p.m. and Friday and Saturday from 2 to 6. Also, Naughty Vine on Main Street is taking part in the EarthCam America 250 project. EarthCam is installing cameras to highlight the beauty of America at 250 sites throughout the country, and green has made the map. Mr. President, that completes my report.

As far as new business go, I'd like to extend a thank you to Detective Cadwell. He's been with us for a number of years, keeping us safe here during council meetings, and he's on to some... Some new adventures in life and we appreciate your help, Sir. Additionally, I would like to recognize our clerk. Miss Messner just got elected to a city seat for the Executive Board of Directors for OMCA. So it's quite an achievement. Is there any new business to come before Council?

Just a comment that I was at MAPS today, and I got to tour the B-17 and B-25. It was pretty cool. So if anybody would like to take opportunity of that, that was a very neat experience. They have a C-130 there also. But they did mention that they're going to try to do flight line over Freedom Fest on Saturday as they're doing these flights. So that might be a cool experience to see those planes come overhead too. I believe the B-25 is a little bit smaller than the B-17. if you can tell the difference. Thank you.
