And so this application is for the preliminary plat we have went through the DRC review with this development and it meets the code and so we're just here finalizing the preliminary application approval. So you can see here these are half acre lots with lot for being a 1.21 acres because of the strain of easement as well as there was a frontage issue if we tried to squeeze in another lot here initially. They're doing their road dedication and bringing it back into South Street. And so, I mean, there's no concerns from staff.

I will now open the public hearing for Agenda Item 1, which is the proposed preliminary flood application for Arborn Acres, located approximately 500 South and Hale Street. It's pretty straightforward. I thought the staff did a good job of outlining the neighbor. It looks good. It's in a great spot. More opportunity for some more people to get some nice little property out here. Yeah, it looks good to me.

No questions. Yeah, it's really to see that at least they're happy for lots that conforms with the current zoning and that... It would reduce the opportunity for people to be worried about it. I did have a question. Is Cranberry Street a current street? Sorry, Shelby, I guess I should ask you to come back to the podium.

Yes, Cranberry is currently built out. Just sidewalk, curb, gutter and pavement on the north side and then just gutter on the south side. And so they are dedicating land here and putting in sidewalk.

They'll put sidewalk all the way around. project. So there is sidewalk all the way around now that so the lots are butting each other I guess on the rear and so entry to the lots will be off of Cranberry Street and South Street?

Correct and we have added a note saying that there's no access off of Hill Street because Hill Street is considered a collector and so we don't want secondary access off of Hill Street.

Yeah I tried to read through those notes but It was, even though it's electronic, it was hard to do because they are small and I tried to make them as big as I could, but I saw that that was noted on there. And so do we know if this is being proposed as a HOA?

It wouldn't need to be an HOA.

There's nothing for an HOA to maintain. I mean, I guess besides the easement, unless you're going to have the property owner at lot 104 maintain that. No. No. No.

Okay, so the city is going to be responsible for enforcing no access points off of Hill, right? Correct, yes. I have seen homeowners take liberty, and it's kind of frustrating that we have to enforce that, but as long as that'll be clearly delineated out, that'll be fine. I'm sorry that'll create more work for city officers.

Well, that's what code enforcement's for, so.

No, you're good. So this is an amended and reinstated development agreement. This development was approved back in 2022 by Resolution 2022-40 and 2022-41. All the lots except for 2 are a half acre lot or all the lots except for 2 or 1 acre lots with 2 facing old Lincoln highway that are 1 acre lots and phase 1 is built out this amendment and reinstatement is changing. the dedication of open space to now a fee in lieu because the development has stopped. And so the dedication of the land isn't as valuable as it was at this time. So the city has chose to go with fee in lieu. And hold on. We have asked for, sorry, it's a long MDA. And this is the template that we have approved. The city has kept everything the same except for the fee in lieu. We've added an easement. Sorry, I want to show you guys the plot. We've added an easement for the road as well as the sewer line all the way through. And then one lot is being added right here, approximately. So this portion of it has been built out and I'll pull it up, but I believe it's this lot or just slowly down. But here's initially where the five acres were, but because this portion is not being built out, there won't be any access to it.

It'd just be old space.

Yeah. And so it just doesn't make sense right there. Nafi and Lou made more sense. Because this one is already built out, we really just included what was in the previous development agreement in this, including the prior road cross-section deviation. And then the half acre, the two half acre lots. And then there were setback deviations on the two half acre lots. Other than that, everything else meets code. With this, the developer or the one lot that's being developed out will also need to provide, they'll build out the full road on the frontage of their lot. Maybe if I can.

So here is this project. Let me pull up the GIS. So you can see the 2 1⁄2 acre lots. Then we have these lots here. And then this will be the last lot that's built out with Champion Drive being extended all the way through. And then we have the sewer line easement that approximately follows this. And then it'll come up and come across a minute here. But the sewer is already installed. The water is installed. The applicant... doesn't want to develop this back portion out and just wants to finish building this one lot. So staff doesn't see an issue. Um, we worked closely with applicant to amend the development agreement and now we're just prepared to review the class.

So I assume it was maybe financial reason why it's so, um, financial.

And then there was an issue with, um, this portion here being in the wetlands and, um, And so then it was just stopped, obviously, financial to take that out of the wetlands and work with the Army Corps of Engineering.

So the developer was financially responsible in the city as far as improvements, dedication. Correct.

Question in the five acres will never be developed. It's it can't be.

So in the development agreement, we have a clause that he has to He has until like 2030 or 2032 to develop out the land. If not, the PUD goes away and he would have to reapply for an application. He could or someone else could if the PUD expires. I mean, it's in our code, but yeah, we gave a timeline so that it wasn't indefinite that it had the PUD over it.

Gary, do you have any questions for Shelby?

Do we see any issues with lot 210 with setbacks in the building? The ability to build on that lot, how that is shaped? I know it's later, but I'm just looking at this. Are you on the... It's the triangle.

It's the one at the... At the roundabout?

I think it's the triangle, the top of the triangle on the top.

It was, this is not being built out, so just up to lot 106. Shelby, can you put a 1.2 in there?

Is the term date 3035 supposed to be 2035? Yeah. I think that's a A typo that needs to be corrected. 1.2, you said? 1.2. Yeah, it should say 2035. Sorry. No, sorry. Thank you, Tyson, for catching that.

Yeah, so if I go back to the GIS, the triangle piece that you were talking about that would be here is not being developed out. It's just this one 1.2 acre lot that would be developed out.

Will the road access there be paved or not?

Yep, he'll put in the sidewalk and then the pavement because there's no curbing or there is curbing on this, sorry. So he'll do the full thing on the frontage.

Okay, we'll move on to agenda item three, presentation, public hearing, discussion, and consideration for the recommendation of the proposed amendments to the Grantsville City Master Transportation Plan.

No, you're good. Presentation, if you would state your name and who you represent for the public record.

Okay. I'm McLean Farmer. I worked for Johnson DeVille Engineering. And we've been working on this Transportation Master Plan for almost a year now. We are now to the public hearing stage. I'll kind of explain where we've been and how we got here really quick. We started this project back in probably August of last year-ish with a lot of data collection. We started with, actually it wasn't August, it was more like October. We started with a lot of data collection. We got all of our data inputted. We ran our models that took about 4 to 6 months and then we started the public involvement stage. We met with the planning commission in a joint planning commission meeting with the council to go over the plan itself. So the planning commission has had a chance or should have had had a chance to review this. And along with the council, we then had a open house where we allowed the public to come in and comment on it. And the city did advertise this on their city website to allow the public to comment on it as well. We did receive some comments online, most of which, and I'll let Shelby explain this a little bit more, but most of the comments that we got were more complaints about roads rather than suggestions having to do with the transportation plan.

Current roads? We never hear that. Are you kidding me?

Shelby, do you want to add anything to that portion of it?

The comments, instead of complaints, the comments were really just directed at adding sidewalks, especially to West Street. From this North Star development, a lot of those kids are walking to the junior high and the high school and the elementary, so adding a sidewalk on West Street, finishing the sidewalk on Durfee Street, just ensuring that we are building safe roads and that we're planning for not only vehicle traffic, but pedestrian traffic and safe walkable areas.

So we do address some of that in the plan. Am I good on the screen or do I need to connect to Zoom?

We can see it. I'm not sure. Oh, there it goes. Okay, sweet. Thank you, McLean.

Um, so the public did have that chance to comment. Um, we have addressed most, if not all of those comments minus the ability for us to go construct things. Um, most of those comments have been addressed, um, in the report thus far. Um, I don't know that I'll get into a lot of detail. We did between the last meeting we had with the planning commission, we did make a few updates to the mapping, most of which came from the public open house having to do with the Romney group property. There was a lot of comment in that area specifically, and we made significant changes to that area to accommodate for that public comment. So that is one area of the plan that has changed since the public saw it in the public open house. But this has been publicly accessible to the public since we have the open house. Let me just show you what that looks like now. One of the biggest concerns the Romney group had was we had this road going straight through their property where they had a bunch of buildings planned, which is fair. And they did install a track, some tracks for trains through here as well. So we just modified it to match up with more of what they had planned as well so that they could build out what they had planned too. Another thing that we changed was the highway here that's planned. We had the wrong alignment that UDOT had shifted since the last time we got the alignment. So we've shifted that alignment to match up with what UDOT has now. And you can see that up there on the screen. That's that orange road that runs north and south. Other than that, for the planning commission's sake, that's most of the changes that have been completed. There's a few changes up on this northwest side of the city for the future, or sorry, northeast part of the city for the future roads. You can see this road connecting in here. Um, we modified that due to some comments that you don't have, um, because of the airport expansion that may happen later on. Um, so there's some minor changes that we made from the last time we presented to planning commission, but not anything too significant. Any questions or anything that you want me to specifically address in the public hearing portion.

This is a nutshell since 2019. That's when this was last done, correct?

Technically adopted, yes. There was one done in 2022, but it was never adopted.

So the 19 plan, did it go into this much detail as well with the mapping of the roads and conditions?

No. Well, no. I love the technology. That's an opinion, but no.

So it's a significant change.

Yeah, it's a huge improvement.

Basically, this will just take the place of that 1. Okay. Um, it's not really an update. We pretty much treated it. So, yeah.

Okay, with that major collector from Durfee street onto 138, Utah, and it was another some discussion. In the city council meeting about how do you. Do you straighten that out? Has there been any more coordination or coordination with UDOT at that connection? Are you talking on this piece here? Right there, yeah.

Is it coming? Because as it's turned right now, it turns up. That's going to be a very difficult and expensive connection. The only way that I see that feasible is if you did like an oblong roundabout to keep it safe. That's really the only way you're going to get that intersection to function. That's going to take a lot of right away. A lot of property and a lot of money to be honest. Um, and so out of whose pocket do you.

I mean, seeing down the future who who's responsible for that. I think that's all that you got thing or is that a city thing?

I think there's going to be contributions from all 3 county city and and you got okay. Oh yeah, I see it at least.

That was part of my question was, and this is maybe one you can't answer, but what's planned for new roads as a percentage? What's going to be borne by UDOT, the city, and developers? We actually have that.

So if you click... Right here, there's this TIP list. If you click on that dropdown arrow, it gives you phase one, phase two, and phase three. If you click on each one of these, it's gonna tell you what agency is going to be the ones responsible for that. So for example, this road here, City County, but maybe, let's see if I can find, oh, this yellow road here. So Main Street, the widening on Main Street, that's all you got. So you can click on each one of the segments and you can see who the responsible party is to do that project itself.

Do we see bursar being utilized more often? And I just wonder, especially with this connection, we're in alignment with the amount of growth on the west side of the city. Do we see there being more and more emphasis put into fixing that road and making it a more usable, travelable, if that's even a word, road?

The modeling that we did does show that as continuing to increase. So at a certain threshold, you're going to, there's going to be a need to fix that. That blue line that you see there is the intersection realignment. That's what we show in blue. It's going to need to happen. How quickly that happens depends on how quickly you grow. We have this as part of phase one, for example, because we see the need for that connection up to IAD. Yeah.

Did a lot of work on this before the light at Parachute Lane went in. Yeah. And of course, you know, funding is always going to dictate what can and can't be done, I'm sure. I hope, you know, there's some possibility that maybe we can take advantage as a smaller community of some additional federal funding. Hopefully we'll come through. I've heard that that could be a priority in the coming years. So that is good.

I assume it's anticipated that much of the RED will be funded by developers.

Correct. So basically all of the RED. The only One that I. So, like, if I click on this, if it'll let me city developer. So most of that's going to be developer driven. This red line. Portions of it's going to be the city and portions of it will be developers. The one that is kind of up in the air is the depot road. That's going to probably be a combination of. County city. I mean, possibly you got. that one sounds like it's a little more down the road than some of the other ones as well is that in your phase 3?

I'm surprised it's on here actually because last I heard the Army Depot was not going to see it in property ownership that's in phase 2 is it? I'm not a fan of that one I have to put aside my personal feelings.

This is great, great work. The nice thing about this is you can pull up the phase three and you can see all the roads that need to go in. And then the black ones are ones in phase one and two. Phase three is in color.

That is great technology.

existing streets like the federal government helps on these major freeways is there any do we have access to anything like that in cities usually to prove these their own own streets yeah um i can talk about that for a second um in fact we'd be happy to

meet with Public Works as well. So part of the reason we do roadway classification is because there are federal funds that are allocated for certain types of roads. So for example, UDOT has a fund called the Joint Highway Committee. The Joint Highway Committee funds road projects for major collector roads or higher. You guys are technically in what they call a small urban pool, I believe. Your population's way less than 50,000, right?

Yeah.

Okay. So you're in that small urban category. Jones and DeBille, we are very good at helping cities get these types of funds. And so any purple road that you see on the left-hand side, you're going to have to like just ignore the right-hand side for now. The left-hand side, anything in the purple on the city or Jones and DeBille could help you with the application to go get funding for those roads to build. The one caveat that I will put on that is they have a cap of $1.5 million in grant money. And $1.5 million does not get you hardly anything. Right?

Is that per year?

Yes. You can get that per year if you apply. But still not much.

What is that, like two blocks?

Three, if you're lucky.

Three blocks.

Yeah. So...

So it's not a match grant.

You do have a 6% match on it, which is, I mean, it's pretty good. But it's still three blocks at a time. Um, there's other grants out there that I could come talk to council and you guys about as well. Um, there's the raise grant that, uh, is now called the build grant. Each administration kind of flips it. It's now called the build grant. That's a federal grant that can help with roads. Um, and there's, I mean, there's endless grants out there. There's some that are a lot more competitive. Like the federal ones are way harder to get. Um, But a lot of cities now are looking to their representatives in the area to to go help them with earmark funds as well. So that's an option as well.

Well, Park City has done this for a while and some other small resort towns, even though it seemed like it really wasn't real feasible. But any thought for public transportation and roadways that would accommodate it?

That's a tough question. That's a very broader, much more broad study that we would probably need to look at. So that wasn't considerable? No.

Public transportation is a specific agreement that's based off tax dollars. So you probably want to inform and involve the public a lot before you even start talking that way. Because they can make a commitment, but you'd have to get buy-in.

The first thing you'd probably need to do is a feasibility study with public input on ridership. So who would use it? And I don't know if UDOT's done any kind of study like that.

Not probably.

Or UTA. I'm assuming they've done that in the Tooele Valley, but I don't know specifically for Grantsville if that's been accounted for.

We used to have bus service that came through Grantsville way long ago, and they didn't have the ridership to sustain it, and so they went to this on-demand. And I know UTA has just expanded their scope of on-demand, so it's It's an ideal that's not going to go away, although I don't know if they've done very good in documenting the effectiveness or affordability of it when it comes to cost effectiveness and stuff. This is right up your alley, isn't it? When we moved here, there was bus service. There was a stop that came down Burke. It kind of lived around in the inner city. came down Cork and then went back out towards the Tooele area and up on the freeway. So probably a little bit more of a harder moving target to catch. But if we can figure out a way to encourage ridership, it must be easier to come up with solutions to be happy.

And as far as updating this plan, we typically recommend it every five years. So you'll probably be seeing this in the next three to five years is my guess. Just so you don't have to spend as much money on it every five to 10. It's a lot cheaper to update it as you go instead of one big update like we did this time. cell phone drive around in the interim oh yeah for a city yeah for sure and the city is going to be equipped with that um well we're talking they're talking about it at least still they'll be a cell phone well yeah they actually have a kit already they can drive that daily if they want um we can do it ourselves yep yeah we've trained public works on how to get it set up and everything so it's really worth it so grantsville hasn't ever been set up with it but

coming from a city that was set up with it, it is a tool that's needed.

I agree. That's great. That is good. Do you have a cage? Did we leave you one?

Yeah, you left us a cage.

Is that actually part of the plan that we have?

Um, that's not part of the plan, but the condition or the, the treatment types are part of the plan. Um, but you can continue to update that as 10 goes on.

Gary, what thoughts do you have?

It's, I mean, just more conversation, so I'll just. I mean, just questions I have that go through my mind, but not perfect to this. So. I'm good.

I have a lot of questions, but I wonder, for a transportation study, if that's something that Wasatch Front Regional Council could help us with. Maybe we could, if they have availability, we could apply to them for some help on that because they really should be the ones, that AOG should be the one helping us with that, right?

With the public transit?

Yeah.

Yeah. They could be along with UDOT. They'll probably defer to WFRC, though. I'm thinking more like a, you know, just a line to connect it to.

Not so much around all the streets.

Yeah, just like a hub, like a Salt Lake to Grantsville. That'd be nice.

Had Johnson DeMille asked or worked with the county on this at all in that industrial area that we've gotten, or can anybody, does anybody know if the city's gotten commitments or been approached by the county to help with the costs in that industrial area for some of those roads?

Are you talking in this area? Yes. Do you know anything about that?

so 33rd parkway would be like a county um responsibility but uh the majority of those roads are um developer driven it's gonna be i mean if you're talking sheep land specifically um udot has actually put the um extension of what's that road called mid valley highway oh um yes um on like a more important list so they can try and get that built out sooner and faster

That was my question. How many public, how many cakes you want?

Oh, we probably had probably 20 to 30. I didn't get an exact count. No, that's really good. We had a few show up right at the end. And then we had probably a good 20 people here, 20 to 30. So it's not a bad turnout, honestly. I've had public open houses where we had zero show up. So that's a great turnout in my opinion.

Saturday we did have a guy fly in with the flag and jump out of an airplane and it was really cool.

We have that on video. He made it in the arena.

It was so much fun. My very first rodeo. What? It is your first rodeo. I know. I can say that now.

So I made a little money too.

So the rodeo was completely funded by sponsorships and ticket sales. So no city funds were allotted for the rodeo.

Couldn't ask for more. Nope. Yeah, they did good.

We're very proud of Shelton and the committee. Yes, thank you. It wasn't one person. It was the whole community.

Do you see more sponsorships next year because of the success this year?

Yeah, we were having sponsorships come in the week of the day of the rodeo. And so there are plans to maybe do something on October 10th. But for sure, something every year.

Real quickly, I'll throw the rodeo grounds in what you're hoping.

awesome that is great i wish i would have purchased those uh the i'll give tickets tailgate tickets that's what they're called that was those were great seats i was really jealous good times well we're gonna kind of review the arena and hopefully we can put more bleachers on the east side and get my telegate seating in it sounds good so we're back on the circuit then

We had contestants saying how much they loved it and showed their appreciation. I've had multiple people reach out, especially the 4-H, enjoying the arena and the new grounds. Hopefully we can start seeing it used like it should be and maintained.

Citi did a good job cleaning that up too. You guys did awesome.

Seriously, it was beautiful. And the word of mouth, you kids. I've done tournaments before and other venues on the other side of the mountain. Board of Mouth is huge.

We had Jesse Wright on Friday for Saddlebrock. And we had a few NFR and PRCA winners in high school. yeah huge names and at the first time rodeo so it was good awesome just remember that you have something please approach the podium bill all right then i won the bet oh gary gary remembered which is even more impressive

So we had a meeting earlier today with a representative from WFRC, who is administering our transportation land use connection grant for our general plan update. And we have some next steps that we're going to push through, including some document outlining our scope for what we want done. And then we will get that out to a potential short list of pre-approved general plan writing teams and companies around the area. And then we will solicit their responses. We hope to send it out to eight and get at least four responses, and then we can vet through those responses and get an even shorter list, and then hopefully get that all done and a contract ready to go in early August. So stay tuned for that. That's going to take a few weeks to get all the way through, but I just wanted to give you an update on the process for that. And look forward to more to come on that.

The last meeting the minutes reminded me that there are some things that we were talking about to make people who are calling in with complaints about applications for conditional uses and what not make it more fair and streamlined and accountable and so I don't know if there's something that we can do is commission members To come up with maybe a checklist or a list of items that folks will have to provide some evidentiary. Proof for before we are forcing folks to go through that process of a conditional use permit.

Understanding was you wanted staff to present you guys some language and so. Our June 19th agenda is super full, so it's being pushed to the first meeting in July because it stays small.

I may not be here for that meeting either.

And it'll be just a discussion, no consideration. Okay. And we'll probably have a few discussions on it just to make sure we have the language right that you guys would like. And then once we have it defined, we'll make sure Tyson's fine with it, and then we'll bring him for consideration. Okay.

That was my recollection.

Yeah, just, you know, make things fair and equitable for everybody. I mean, I would like I appreciate the fact that people feel like they can bring their concerns to the city and the city will address them. That is great. But also, I think the second part of that was the extra burden that it that that we had inadvertently put on applicants that could be something that could be determined by staff instead of having to come in front of the council. So there was that other part of that that I think we should address or readdress or consider or, you know, have a conversation about.

Tomorrow, a couple things on the agenda you guys might be interested in is the Mack Canyon subdivision that's coming in front of us tomorrow. You guys approved that and gave a positive recommendation for it and it's coming in front of us tomorrow night. So we will go through that. And then there might be some solar energy component to the wastewater treatment that we're talking about. And then more of the property taxes. That's always fun. I think that's it. And then I did also want to say I talked to Shelby, too, that I got a ton of messages about the rodeo. It was great. I wasn't there. Shelby wouldn't let me sign up for the mutton busting, so I protested and didn't go. She said I was too big for the sheet. No, I was on vacation, but it was great. No. I'd like to thank city council for their work and considering public comment on the budget and the taxes can imagine how difficult that is, but we appreciate that.
