City Council - Special Meeting

All right, so we're going to bring this special meeting to order. Special meeting for City Council, July 22nd, 6 p.m. We have Rob Pell in attendance online. We have Victoria in attendance online. We have Rick in attendance online. We have Joel in attendance in person and Seth in attendance in person. So we have five. We have a quorum. Council action item for tonight's special meeting is a resolution authorizing the City Manager to lease 5th Street between G and H to Main Street Grants Pass for an upcoming event. Aaron will lead us in a small presentation to get you guys familiar with what we're doing tonight.

Yep, certainly. Thank you, Mayor, Council. Just real briefly, as the Mayor stated, there's a resolution in front of you authorizing a lease of a portion of 5th Street This is all pertaining to cruise the rogue 2026, which is a 4 day event happening here. Uh, the event is expected to draw a large number of people. And 1 of the activities is a private farm to table plated dinner, which is going to be held on Thursday on 5th street in between G and H. the activity is limited to 100 ticketed guests and there's a charity event, which is going to benefit the children's museum boys and girls club and grass high school. On July 21st, staff learned that the farm table event planned for Thursday includes the provision of alcoholic beverages. We reviewed our city ordinance to determine that such activity would not be allowed under our current municipal code. And so we looked at other opportunities to allow for this activity to continue. One avenue that we've mentioned is what we were talking about today, which is to provide an opportunity for the city for the Cruiser Rogue to lease the property similar to Boatnik or similar to the Saturday Market where they lease property from the city. An ordinance change right now wouldn't likely work because it's not an emergency that we're doing and only emergency clauses can be enacted immediately. It'd take 30 days for this to go into effect if we change the ordinance. The city has a pilot project already established and or we're establishing a pilot project and we'll be probably looking at some code changes after the pilot project has been completed. So, in your packet, you have a, uh. Potential lease agreement it is for the opportunity to provide, uh, beverages, alcoholic beverages during the. The event, and your alternatives are to approve the resolution, approve modifications. And there's a potential motion there. And we do have Michael O'Coin also here present representing Cruiser Rogue who can answer any questions specifically to the event.

Okay. Before we go into questions, I'm going to point out a couple things just so everybody's pinpoint focused on this. This will be a resolution for a lease very similar to something that Citi does on a regular basis with a Boatnik event and other events and basically transfers temporary ownership to that piece of property to the event coordinator. So they have more control on that. With that clarification or just enunciation, I'm going to go into questions. Rob, do you have any questions?

Next year, the application could be filled out so that we don't have to have this type of meeting.

Yes. And we, as a governing body, are actually working on our ordinances and our procedure through this allot pilot program to actually shore up all of these small Swiss cheese items that could allow things to fall through the cracks like they did tonight. Anybody in the audience would like to weigh in on this current council action item that we are deliberating tonight? Seeing none, I'll bring it back to council for further deliberation and or action. I would then, if there isn't anyone else who wanted to have discussion, I would just go ahead and move to approve the resolution authorizing the city manager to lease 5th Street between G and H Street to Main Street. Grants pass for an event and... I also appreciated the mayor stating it's a lot like what we do for boat neck it seems like the same thing to me and it's also for charity for children great. Great thing to do this for.
