Oui. Avant de passer aux commentaires du public, puis-je obtenir une précision sur notre retour sur Zoom ? and on the difference between the comments of the public and the fact of asking questions during the meeting. Of course, I just wanted to talk quickly about the way we manage it, because I know I got caught up. We see questions on Zoom and we answer them, whereas in normal time, in face-to-face, we don't take questions along the way.
Very well. Okay, thank you. I won't take three minutes. So, uh, Bob Carroll, 72 East Street. Uh, I don't have any children at school. I had some. They all finished. So, uh, maybe one day little children, but not right now. Uh, I just wanted to make a few comments on the 30th of July meeting. Uh, and you know, in my opinion, I think we went the wrong way. You know, there have been a lot of exchanges on social networks. I know that the press has taken over the story, at least two media. And there was at least one letter that I saw, I think, from the primary school of South Grafton for teachers of maternity and CP. So, I understand that the policies that you create, approve and manage in the system. They, and you know that they are based on the general law of Massachusetts for good reasons. And then there are others that offer a certain flexibility, like the school programs, don't they? How can we wait? Because the districts are different and we want them to be able to define what is best for them. So, I understand. Some have a certain margin of maneuver, others don't. And, you know, all this concerns the hiring for these few positions. And I also know, because I have a copy of the letter addressed to the school committee, and I would just like the school committee to answer the question. Why is correspondence not included, you know, in the preparatory dossiers at meetings, or finally in verbal proceedings, because it seems to be a rule at the city level? E. You know, we can disagree on some subjects, but E. After all, you know, I understand. C. You know, you do your best and everyone tries. So thank you for that.
Thank you. E. I. We generally do not answer, but I would like to say that, for the same reasons that you mentioned, most of our correspondence is not intended for the public, because we are often asked not to disclose them.
Did you have anything to add?
Oh, I was thinking. I was just thinking. What did you say? But I just wanted to say that in the past, and we can talk about it later. I asked, hum, do you want? Sometimes people say, I want this to be read in the verbal trial, and we make sure that this is the case, but it was a gray area, and just to note, hum, most of these letters arrived very little time before our meeting.
Um, and before I start in the PowerPoint presentation, I just wanted to take a moment to greet Ryan Mercier, who is my um, my half for the summer enrichment program. He is the other co-director and, um, does a fantastic job, but he could not be present tonight, um, due to another commitment. But, hum, I appreciate everything he brings to the program and he, hum, often takes the lead on a good number of the most technical aspects and on the financial part of the program. So, I appreciate what Ryan does at this level. So, thank you, Ryan. Very well, what you see on the screen are photos of this summer. And I must say that it was a fantastic summer. So many positive feedback from the children and parents. And hum, we had hum some children in tears at the end because they were so sad that the enrichment program was over. And for me, that's all I need to hear. Hum, we are really very satisfied. We had 462. Students enrolled in total and we proposed 57 different courses, some of which were organized several times during the summer. We filled 1540 seats with a total of 123 camp sessions proposed over five weeks. They, students going from kindergarten to first grade, 1-1TH grade, participated, the majority being in primary school up to CM2, 6TH grade, and they the very first day of opening the enrollments, we recorded 144. It was therefore a good indicator for us that the parents were interested in the program. We did a survey at the end and the average satisfaction rate of the parents was 4.82 out of 5. The total number of enrolled students was 1,452 last year, against 1,547 this year. The number of sessions per enrolled person has gone from 3.15 to 3.33. The average of lunches has slightly increased, going from 99 last year to 115 this year. And the satisfaction of parents has also slightly improved, going from 4.78 to 4.82. So we have seen improvements in all our categories. What worked well? Well, I would say the strong commitment of the families. Many students were enrolled in several courses, which showed us their confidence in trusting us with their children during the summer. E. Operational preparation. The use of our lunch program and the constant demand for sessions tells us that the services provided were greatly needed and appreciated by families. And this year, we have aligned our start and end hours more closely on the I's, which has helped parents who had to juggle with several jobs at the same time. We will continue to use Arbitrar and make sure that parents and staff feel comfortable with this new software. We have some small adjustments that we want to bring to this level. In addition, we will integrate MySchoolBox to merge registration and payments, which will be very useful. Some specific parents' requests were for better communication before the program, which we can absolutely put in place, as well as a way to make the recording more organized. We are always trying to improve things. Every Monday marks a new camp week with hundreds of children coming, so we are always trying to make this process as organized and fluid as possible for everyone. So we really look at the question and we seriously consider it. The little graph at the bottom shows the question that was asked. If we set up a preschool program for working families, what would be the probability that you would use it? A certain number of families were interested in this option. So we will certainly study it. To conclude with a word of thanks, the Graveton's summer enrichment program 2026 would not have been possible without the incredible support of all our wonderful teachers, our professional assistants and all of you. We had 30 teachers who participated this summer and 22 professional assistants who helped us make all this possible. We also want to sincerely thank the Graveton High School for hosting the summer enrichment program. Without this space, it would not have been possible. A huge thank you to Shona Carlson and her team for the countless hours they have devoted, day after day, to ensure that everything works for us. So thank you all. And I'm always relieved and happy the last day when everyone comes home satisfied with their projects. It was a good summer. We are happy about it. Great. Questions? Comments? I have a comment. Yes, of course.
I really like the idea of extended schedules. I know a lot of parents who, if you could ask them, could not enroll their children because of that.
So, the cost varies according to the course. Okay. Generally, it starts at $ 85 for the week. Yes, by course. And this concerns either the morning or afternoon, for a duration of 4 days.
And there are supply costs that add up to these $ 85.
Yes, were these costs higher than the previous year or did we try to maintain the rates? No, it was the same thing. More or less the same thing. It was the same thing. I have another question. Last year, when you were there, we talked about the exit of students and the fact that some, the students in particular, needed an exit permit. Is it still the case that children can take their bikes? Some children took their bikes this summer. So, when you think about it, I know we're looking at this from afar for what it is, have you thought about what we? No, honestly, Christy, we haven't thought about it. We're not there yet, but we'd be delighted to have your feedback when we get there. As for the content of this schedule, we would keep the students, because in high school, the staff needs to clean the rooms. Yes, well, thank you. As always, every summer, I hear wonderful things about this program. So, continue like that. Thank you, thank you, Rachel. We were really satisfied with it. We have a good feeling about it. And we're ready. We had a meeting yesterday about next summer. Great. So, stay tuned. Stella, do you have a question? It's a bit redundant, so I'm not going to say too much, but I also had incredibly happy family returns from the program. Yes. And I also heard other parents with older children who could not work and were looking for a job for them. So, I don't know if it exists, you know, maybe an opportunity to volunteer or something where they could, you know, come and ...
So it was nice to see. Did you have something? I, you have answered one of my questions. Because I thought that the extension would consist of going outside or playing games together, which is great. I echo myself, you know, thanks to everyone. They and they, oh mince, I had a question but it escaped me now. So, thank you just for everything you do and they, to the pleasure of hearing about next year.
Ouais, allez-y. It is therefore supposed to be a service given to the community, without costing us more in golf carts or others. But it should not be an additional source of income either. We really wanted to offer it in an affordable way, without cost, and that it is balanced, and I think we have managed to maintain this balance. So, so, we don't really have one. I agree. Yeah, so, thank you. I agree. Yes, please. Thank you very much, Rachel.
But I will collect funds for a golf cart. I mean... I mean, it's not necessarily a golf cart. I think we have one for the physical trainer. So, there is quite one on the campus. We could organize contests to decorate it. I love it. Oh, that would be fun. A parade.
Eh bien, merci. Merci beaucoup. Merci, Rachel. J'apprécie. Remercie Ryan de notre part, aussi. Merci, Ryan. Passons à l'année scolaire prolongée avec Mélissa. Bienvenue. The partnership between the enrichment program and our ESI program has grown so much over the past few years that it is really a team effort. So, bravo to them! It was a great summer and excellent programming here at the high school. I am therefore delighted to talk about the extended school year of last summer. The school year extended to 2026 is now over. We had a very nice summer. Once again, our program took place at the Graveton High School. Our main program started on July 7 and ended on August 6. Due to the problems of CVC encountered the previous summer, we have offered compensatory days to families who missed classes. On Monday July 6 and Friday August 7 were therefore compensatory days for families who missed the program the previous summer. About 30 to 35 families took advantage of these days of compensation. It was a typical day. The children came if they were enrolled in a half-time program last summer. They came for a half-time program during these two days. Some may not have had an extended school year program this year, but they chose to come to take advantage of the planned program. So, this is something that we did this year and that was a little different. But otherwise, as I said, it was an excellent program. Regarding all the students, the changes made last year at our entrance, located more towards the college, were beneficial. Everything went very smoothly this year. Everyone knew where to go and the transports knew where to go. So it was a start-up and a really smooth program from the start. Congratulations to the staff and teachers who gave time to give the lessons. It was really a great summer. Once again, positive program changes. So, unlike a few years ago, when students came maybe one Monday a week, for example, today students come daily for reading, for 45 to 60 minutes for their sessions, and it works wonderfully. Parents come regularly, they know the planning, so it's an extremely positive change of schedule. And once again, this team work, everything depends on the preparation of the school year and the pay teams, who have positive, constructive and collaborative exchanges with families during these meetings. To look at the attendance figures. In 2025, we had 195 students admitted to the extended school year program. This year, 186 students were admitted to the extended school year program. A key element of our partnership with the enrichment program was to ensure that students in need of paraprofessional support could benefit from it within this program. It was therefore a major partnership between the two programs to ensure that these students could fully enjoy their enrichment program thanks to the support they had. It was really very important. Here are some funny pictures of children in the classrooms having fun. And then, as Rachel said yesterday, we held our very first meeting on the enrichment of the extended school year 2027. We therefore have, as I said, constant discussions on what the program will look like. Once again, it is about maximizing the learning of students by ensuring that they are in line with the individual needs of each one for their summer program. We also focus on time by ensuring that the time devoted to tasks is sufficient. We examine the days, schedules, duration of the program and weeks to ensure that we have set up the best possible program. So it was, as I said, a brief summary. I am completely open to your questions, reflections or comments on the extended school year.
I have a question about the figures. I want to make sure I understand well before asking my question, but it seems that more students were admitted last year, but a huge number. In my opinion, a much larger number has been effectively taken care of.
They were so happy to be there. There was also an increase in staff. This shows once again the partnership between us and the enrichment service. We wanted to make sure we had additional staff to ensure that the students had the professional support and the necessary programs. Wonderful, thank you, please.
Have you ever thought about conducting a formal survey with parents who choose not to use this service?
D'accord. Merci. Thank you, Melissa. It's very encouraging. You are always doing such a good job. I think you have answered my question and I hope it has not moved. But with your new position, do you still plan to manage it? Yes. Why? And okay, that, it will not change. Yes. So? I was just talking about it during our meeting yesterday. My plan is always to coordinate the extended school program for the coming summer. Yes. I know we are still discussing to see if I will always be the site coordinator during the summer or if it will be someone else. E. But the coordination part, that's for sure. E. I'm a fan of good boarders. So ? Donc, carrément. Donc, absolument. Why not? Why not? Very good. So, let's move on. Yes, well, we're going to combine the beginning of the school year and the update of the superintendent. So, it's up to you.
Okay.
Yes. Oh, I see. Because they understood.
Oh, yes.
Delivered by... Oh, yes, I see his back and forth.
There's a record. There's data. In the backup. That Laura loves. I know. She spent a lot of time on your spreadsheet. On my spreadsheet. Oh, that's right. I did it. Yes. Good. I spent a lot of time. No, I'm serious. I want to believe it. Stellar and I were the subcommittee on transport costs.
Madame la Présidente.
Yes, could we make less noise in the gallery? I never had to say that before. Rick, sorry, thank you. No, it's just that I can't concentrate if I hear others. No, it was quite noisy to be worrisome. So, before we start, we took all the transport costs of exercise 2026, we compiled them and this is what this exhibition presents. Great, thank you. So, the cost to get there. For the exercise 2026, we spent $ 173,000 in sports transport. And here is the detail of this amount. It is 280 trips by bus with a billed team, 125 districts and school sites served and the average cost was $ 618 per trip. Go.
Do you want to be interrupted? Do you want questions over and over again?
Are you okay? Of course. When you say 125 districts, like different places we've been to,
125 distinct places. Yes, so, if three teams have played in this or that school, you... You counted this school only once. Yes, I can check it on my data. I'll look at the sheet too. Okay, I just want to make sure I understand that it's 125 distinct places.
Like...
In reality, it doesn't matter if it's 1 or 125 because...
Yes, I was just curious to know this number. So... On the invoices we received, what we saw is very rudimentary. So we had to ventilate everything, and that's why the data contained in the backup on the disk was so important. So we did the best we could, because sometimes things went wrong. So this is the most precise detail we could get from the invoices received. So it's about an approximation. As you can see, hockey on the grass cost us $ 8,000 against $ 27,000 for athletics. That struck me, it's crazy, isn't it? $ 27,000 for athletics, including waiting times. Athletics is long, it takes a long time to wait. It's just another way to show how the costs climb over the seasons, which is normal. Obviously, October and May, the peak of autumn sports and the peak of spring sports, we move a lot. So, what makes the bill go up? Obviously, high school is the main cost factor of this bill. They are the ones who move the most. They represent 150,000 in total, while the college only represents 22,000. It struck me because I didn't really know the contract behind these bills. When I saw the average of 618, it seemed huge, and here's why. Our basic rate for children to get on the bus is $ 526. This is the basis. It is a fee for any journey of less than 30 miles. This is what we pay. If we exceed this distance, each additional mile costs $ 5.15. And then, every hour. After the 4 hours, we bill $ 68 of waiting fees. So 4 hours are included in the $ 526. Yes.
Okay. So a classic basketball game is probably covered by that. There is a waiting time. Let's say probably unless you agree.
It also depends on the distance. There is a distance. Yeah. Yes. There are a few places where each sport goes a little further. Doctor. Is it on the drive? Because that's not what I have on the drive. This one? I sent it to you by email.
D'accord. Pour mieux détailler tout ça. Ça me semble être la même chose. Mais... Non. Je crois qu'on regarde le 99. Je ne sais pas. Peu importe.
This year, in 2027, our base rate and additional mileage will increase by 6%. And these are the amounts you see. It will be $ 557 and $ 546. Next year, in 2028, another 6% more. We have guaranteed a 3-year contract, but we could extend it to 5 years, which Grafton has historically always done. They opted for the 5-year option on the transport contracts. And if this is the case, if we extend for exercise 29 and 30, the rates will increase by 7%. Yes. Now, the waiting time is a separate case. They do not follow the same rules of 6 and 7%. So, for exercise 27 this year, it goes up to $ 75. These are fixed figures. It has increased by 10%. Next year, it will go up to $ 80. This represents 6.7%. The following year, the waiting time will go up to $ 100. This is a 25% raise. And the following year, exercise 30, it will go up to $ 110.
Per hour.
Per hour.
Beyond 4 hours.
Beyond 4. Yes. So, this is still an approximate estimate. If we just take this contract that we had, what we paid this year in 2026, and that we add 6% next year, then 6%, then 7% each additional year, it would come back to $981,000. This will certainly be more than that, because it does not take into account the fact that the waiting times also increase according to these amounts. You understand? This does not show how the waiting time will increase, because it would be too complex to detail. So, it's the absolute minimum. And one thing we also learned, is that according to the seasons, the programs change, don't they? This year, I think Ashley said that we had more home games than outside, didn't she? She told us that next year, we should, finally for this school year 2027, we should have more games. outside than at home. Exactly. And the following year, the situation will be reversed again. So it's the estimate, the best estimate we can make. We examined our comparison with other high schools and Stella. We simply looked at the schools close to our area and the cities against which we play to see what they offer in terms of costs. As you can see here, there are two school districts, including us, which currently do not charge any fees, namely Auburn and Spencer. And then, let's move on to the next slide. You can see here how it varies depending on the cities. They, then, Shrewsbury, Sutton and Oxbridge are obviously among the highest, they collect more fees compared to other cities, and we are, we, in the zero zone with Auburn, Spencer and Grafton. So you can see the difference between the cities and the amount they receive for sports fees. That's right. And as Stella pointed out, some of these cities impose ceilings, others don't. I believe that only Sutton really has a family ceiling, while the others only have individual ceilings. And the ceiling is not really a ceiling in itself because, as Stella noted, you can only play three sports per year, per school year. So, he's talking about ceilings, but if we take Shrewsbury for example, 325 multiplied by 3 gives 975. Obviously, you reach the ceiling depending on the maximum number of sports you can play. So yes, as we said, Grafton is a bit of an exception and we showed it on the previous slide. So we examined what would happen if we had to set up these fees, because we had to make recommendations. May I ask, I noted by reading this, why we did not include Milbury or Upton? We don't necessarily play against Upton, but Milbury, many of our teams play there, they are close to us. I just wanted to know how you selected these cities. We reduced them to about, I think, 12 districts. We are based on what Dr Cummings did during his presentation at the school council. It is generally 12 districts that he studies. We followed what had been and we examined a few others. Yes, but for visual clarity, I think everything is in. Okay. I was just curious to know why you chose this one. Yes, I mean, we could choose each district because we play against North. At some point, it would become. Okay. We didn't make an arbitrary selection, if that's what you're asking. We didn't sort these districts on the fly. We said, here are the districts that we're going to examine. Let's just see what they make. It's not like we looked at it and said, oh, Milbury doesn't make anything. Remove them. Remove them. No, like you. Yes, that's not how it happens. And we also looked at the team matches calendar. So, I'm not 100% sure we're not playing against Milbury. Maybe that's why we didn't put it, because we looked at what the... What the...
So, if you look at high school on average, it's about $200 per athlete and per sport. In high school, it would be about $100 per athlete and per sport. If we look at the whole district, what do we pay for the whole district, divided by the number of athletes in the district, we get to about $175. Are unified athletes included? No. Okay. So, and if we looked at that, it's a way of seeing things, or rather two different ways. We looked by school with the average, and by district with the average. Here's what it would give by individual sport, isn't it? Like golf, we have 15 athletes. What we pay for golf, according to the previous slide, divided by 15, would give $ 328, isn't it? If you look by sport. Personally, we find this method very complex, because following the costs in this way is complicated, but you would recover everything. We could install a ceiling for $ 200. The same principle, but we limit it to $ 200. Obviously, we do not recover the totality, because a part is lost with this ceiling. You recover about 85%. Our recommendation after all that we have examined. Oh, and when we talked with Ashley too, what I think we should mention is that she told them that she did not think that there would be a drop in the number of athletes by adding sports fees. So, and that most of the other cities she has seen and against which we play have such a thing. So, our recommendation would be to aim for 2027 to 2028, obviously not this school year, but the next one, and to put in place sports fees in high schools of 200 dollars per sport. We think that the college should obviously be able to try things out, see how it goes, that it is the least expensive for us, but once in high school, where other districts have sports fees, it would make us comparable. And we would set up, unlike many districts, a $ 800 ceiling. This would mean 4 sports per family, unlike other districts where you look. No, finally, one had a family ceiling, but others were like 3 sports per person. We aim for 4 sports per family. And of course, we should plan an exoneration based on the needs. The fees will not prevent students from participating in sports activities, just as it does not prevent them in other cities, and no fees for unified school sports. And I just wanted to explain that when you receive fees for sports transportation, these fees must be devoted to sports transportation. It would be a restricted account. These fees should be affected. It's restricted. However, the amount we spend on the general account for transport would not be restricted. So it could go elsewhere. So this is what we have so far. Okay. I have a few questions. Does anyone have something before I start?
Go ahead. Very well. So, I took a look at the cities and I don't know if you had the opportunity to do it. It wasn't really part of your mission. I examined the 10 same cities to see if they charge general transport costs. Three of them do. Seven of them don't, while we do. I also have, in a rather interesting way, when I started this approach and looked at how much it would bring in relation to what we perceive in current transport costs, it is in a way a useless game. So, one of the things that came to mind is that we now have an increase in the tax rate for parents and citizens. We are paying for transport. Now, we are going to be paid for something else. And I wonder if this money can help us gradually eliminate general transport costs.
We have a general idea, but nothing concrete, because each promotion is different. You could have a very sporty family with 5 children practicing 3 sports each, and you would only get $ 800 from this family. So what? So, here's what I think about this subject. Okay. Have you thought about how exoneration would work or when we would collect the fees? Do we collect them before people pass the selections and do we have to refund them if they are not taken in the team? Well, I think we should study how the other districts proceed. As for exemptions, I think we should do as for the current transport costs. Dr Cummings, is it like the free canteen bill? Exactly. That's it. So, I will use the system that we have already put in place here. I will not create a new system to determine how to pay the fees. We already have what we need. And most of the school districts use the arbitration system, which Rachel was talking about. That's where they are, and some of them have a non-responsibility clause. If, of course, you are not taken in the team or if you give up the first week, you will be paid. I saw that in a few cities.
Jay, what is our success rate? You may not know it, in terms of people filling out the lunch form. Reduced?
It's not very convincing, it was once because it was directly linked to the effective lunch payment. Now that lunch is free for children, it has decreased, at least through transport, most of the families we know quite well, and they go. either contact the director or join me if they are not at ease with the paperwork and we will find a solution.
D'accord.
To feel a member of this community or to participate is something that I do not support. And I look at these three districts that do not charge sports fees. And I would consider them as those to which we should aspire, and not as those that we should consider as exceptions. This is my personal opinion, but I am very attached to it. So, I appreciate all this work, but I do not support it.
Okay, if I could just intervene on that, Mrs. President. So, although this is true, we have an obstacle to go to school at the moment, which is the transport fees. In addition, wait. In addition to that, we have students in, say, math in high school where the price of a calculator exceeds $ 120. I would consider this as fees to obtain a graphic calculator. And it's an obstacle for this class and it's part of your basic program.
Yes, go ahead. Uh, yes, I don't know if what I'm going to say will be very useful. I also appreciate, and I know that we entrusted you with this mission, it's an excellent result and a very good job. So, I really appreciate it. Uh, you know, I have some thoughts. My first thought, to echo, is that I do not support the exchange of fees. And I recognize that it is a privilege, but we can bypass them. You can take your child to school. You can do carpooling with someone else. You can hire someone, or not even, high schoolers can do it. So, you can come here. I don't like that. I don't think it's a solution, far from it, but there is a way to bypass the problem. It looks like it's not sports fees, but transport fees for sports. So I wonder, if I am a family, could I take my child to all the games and how would it work? So my question is, why now? What problem are we trying to solve? I think you answered it a little, Christy, when you projected how much the transport costs would increase. And I understand that this is a kind of future problem, but for me, I don't really see why we're making money. I don't agree to say that sport is a supplement. I understand, yes, maths, we have some mandatory subjects, but they are very few. So, I could say that other things are just options, aren't they? Apart from history, English, science, and history and maths. How could I forget maths, you see? So, everything is possible. I have the impression that because someone said one day, we can bill sports fees, and that everyone found that great. I think back to the time when we tried to set up later return times, which we never managed to do, of course. I understand that transport costs are increasing, but I am not convinced that we have established why a new tax is necessary now. And even if we are talking about finance, we want to show ours, you know. Our budgetary responsibility. In reality, we are not showing it. We are just taxing our families more. We are simply increasing the costs for families. We are not showing any discipline on our part. We are simply saying, yes, it's expensive and your children may want to do it. So now, you pay. So, I mean, it's not a surprise, but I... Madam President. So, I respectfully disagree, Laura, because I think it's a matter of vision for a year. We know that the money of the overpass is only a thought, isn't it? We know that in three to five years, we will come back to ask for money. And people will say, well, what have you done over the last three to five years to try to reduce it or try to increase revenues by other means? And if you want to remove the transport costs that we currently bill, it's $ 200 to go to school. $200 per student to go to school. Yes. So, eliminate them. Let's delete them and see how it affects our budget. How much do we earn thanks to this, Dr. Cummings?
About $140,000. $140,000.
So delete them. So let's vote as a committee to delete them. But we cannot continue to have transport costs to go to school without thinking about the transport costs for our athletes. et aux autres coûts pour nos autres élèves en classe. Our job is not to generate income. You know it, don't you? I understand. Believe me, I understand your point of view. I appreciate the enormous work you have accomplished here. And I understand that it costs money.
Educate your children at a cost. And I really think that athletics is part of the educational experience that we propose here. There are things learned on these fields, in these locker rooms and in the face of adversity, which are essential to train functional adults. E. I don't think that anyone here will contest the graphic calculator or the $200 to go to school. E. We received a letter from a family who asked not to include it in the file and that their identity be preserved, but who asked us to discuss parking fees as well as transport and weight fees that this represents for parents, and I am simply not at ease with the idea of adding additional charges. I follow your logic 100%. We have been clear from the beginning about the fact that the extensions only last a certain time and that there will be others unless the financing formula at the level of the state changes, and now we are still adding costs. The economic moment is the worst possible choice for our families and the impression that we have asked for their support. We have obtained their support in an overwhelming way and now we are imposing new costs on them.
Non. D'accord. Very well, all those who are in favor of the implementation of athletics fees for the year 2027 to 2028. Opponents? Okay. Thank you. Thank you for your hard work.
It's really. May I make a remark, because I find it interesting, Christy, when you mentioned the other obstacles. I'm really interested in the other obstacles. Really. And I have the impression that we are on the same wavelength for many of these points. So, I just wanted to say that I want to hear about it. Thank you. Yes, I agree. I think we should vote at some point on parking fees and, honestly, let's talk about it.
We have hired a lot of people by other means. A lot of people.
That's really what I was trying to make you understand. 42, with the new sporting director who will start, I hope, Monday. E Marcus Blain. It's been 42 since July 1st. So, a lot of people. Wow, that's an important step. E, with that. I repeat myself, but I think it deserves to be said again. I would like to thank our maintenance and maintenance staff as well as the technical team for the work done this summer. The schools are absolutely magnificent, from top to bottom. They replaced the sidewalks, the alleys and made a lot of paint. An element caught my eye today in North Grafton. They repainted the gymnasium and installed a new lighting. It's a totally transformed space. E. We have the lighting of the high school gymnasium. You may remember that they worked on it last year. They will come back in the next two weeks. E. Some CVC units have been replaced. The signalization lights of the school areas. E. A snowmobile hit the lights in front of South Grafton. It is a road belonging to the state and it sent us all the materials this week. We will therefore assemble them on the new line of North Street. E. Des choses assez passionantes. Finally, we have a few additional projects that will be implemented. One of them is the repair, finally, of the roof of the portico. All these old metal roofs. I mean, this building is not that old, it dates back to about 2000. But this portico is the last element we're dealing with. We are using the investment funds from last year, which are already planned. They will be charged over the coming week. And then, unexpectedly, regarding module C, if you look at the high school on the right, the closest part of the college, we have two huge CVC units for the entire school. But in the middle of each of the three modules, above each, we have a smaller condenser and a smaller CVC unit. The one above the CE module dropped us this summer. It did not affect our summer programming, but we worked with trains to replace it, and they are intervening. I think yesterday afternoon, the permit was delivered. They will take care of it. There will therefore be a crane on site. There is not a lot of work, but if you go to high school, you will see a giant crane for a few days. This should not have any impact on the interior of the building. And I think that's all we have. Really exceptional, if I haven't insisted enough. Really an exceptional beginning of the year. The most fluid I can remember. Do you have any questions for me? Very good. Great. Thank you, J. All the pleasure is mine.
They really control our way of working together. It's not about what we do outside, but rather the way we treat each other, the people in the district and the meetings we have. So, if that doesn't bother you, Stella, it would be perfect. Here are, if you want, the operating principles of the Graveton School Committee.
Operating principles approved on July 22, 2026. The role of the school committee The members of the school committee should recognize and respect the fact that their authority is exercised when a quorum is reached, and not as individual members. 5. The management and personnel issues are taken over by the superintendent, while the role of the school committee is systemic and strategic. We are mainly responsible for what, not how. Conduct meetings. 1. During meetings of the school committee, we strive to act in a way to serve as a model for our students. 2. We will operate in a transparent and respectful way, preserving confidentiality and respecting the laws on public meetings. 3. All members can freely express their opinions, concerns and ideas, and can change their views without discomfort. Even in case of disagreement, we treat the staff, the members, the public and ourselves with dignity and respect. 4. Each of us watches over his individual speaking time to allow all members to be heard. 5. We speak as defenders of all students and not as representatives of any one. Oh my God! Of a circum, circumscription. 6. We vote according to our convictions, but we defend and support the decisions of the committee once they are taken. 8. We preserve the confidentiality of executive sessions. and communication with the superintendent and staff. The school committee of Grafton and the superintendent recognize that an effective partnership relies on mutual trust, respect and clear communication. The superintendent acts as the general director of the committee and the main source of information on district operations. Consequently, communication between the committee and the district staff will go through the superintendent, except for the opposite indication. 2. We recognize that the staff is not responsible for responding to the individual priorities of the members of the school committee. 3. Before making such a request, we will respect the time, energy and professionalism of the staff members. 4. The school committee and the superintendent recognize the importance of proactive communication to avoid any surprises during meetings. If the members of the school committee have questions or concerns, they commit to contacting the superintendent well before the meeting. Do you want me to read the definition of surprises?
Of course.
OK. Surprise is a relative term, but it is appropriate to make sure that the superintendent is aware of important problems or delicate questions that will be raised in the meeting. This does not prevent a member from asking questions or raising a point that appears during a discussion or a debate and which, despite the best intentions, could not have been anticipated. 5. The committee members will transmit the questions or important concerns received by community members to the superintendent, only ability to investigate. The superintendent will provide all members with the necessary information to answer a question. 6. The committee members pay attention to their comments on the staff or the superintendent. Performance problems are treated in private and formally. Public communication. 1. The superintendent serves as the main spokesperson of the district for operational issues. 2. The president of the committee expresses himself on behalf of the committee on governance or political issues, and any communication must be addressed to him. 3. The individual members of the committee, including the president, must specify, when he expresses personal opinions, that they do not represent the views of the committee. And finally, the role of the President as defined by the Association of School Committees of Massachusetts. We recognize the importance of respecting our norms and beliefs and we accept to take the responsibility to remember it together when we move away from the right path. Thank you. D. Okay. E. Order of the future day. Oui. I was wondering if we could have an update, without revealing everything of course, but I'm sure the community is asking questions, and I know I talk about it often. I talked about it to Tim McCannerney in general because I thought it was linked to the city several years ago, but I would really like to have an update on cybersecurity. Thank you, genre, at the next meeting or something like that. No, I mean, at a next meeting, when Marine can, you know. I want to support what Laura says, we really need an update on cybersecurity, especially since we have received a lot of phishing emails. Uh, I'll tell you what my son told me, who is very interested in cybersecurity. He has a lot of concerns, just like others, about security. I support what Laura says. I would really like this to be done as soon as possible.
And another thing that I would like to include in the calendar is the advisory council of the students. I know that we only met them three times last year in high school, which was better than the previous year, but ideally we should meet them once a month according to our policy. Is it once a month or every two months? This one, it's every month. I think it's every two months. But it's more, it's more than what we've done, that's for sure. Yes. Do we want to use the group? consultative of Tracey's students as our consultative advice, because before, it wasn't. Finally, we did it because we had a hard time finding students. Well, if you look at the Massachusetts law, I think it's supposed to be only four or five. It's not supposed to be such a large group. I should. Laura, do you remember what it's supposed to be? I know it's much smaller. I firmly disagree with the law, but it's them, they're supposed to be, like, elected, aren't they? And them, don't we have them? I don't know, I'm going to do like Jay, but I don't actually know any school district, because I raised it to the MSC, which really organizes the elections, but I understand that it's the law. Uh, because I just don't like it, I don't know. I have the impression that if people want to be part of a consultative council, why would we never refuse them? Exactly. It's true. And I have the impression that it's like a barrier. A barrier. A huge set of barriers. Who is going to introduce themselves? You want to get started and you say to yourself, you know, and I want more diversity.
But even this advisory council of the students last year at the high school, I know for sure that it was necessary to apply and that all the students were not accepted. Exactly. So? So there is a barrier and if we saw what it was. It was not diversified, so it seemed not to be a good one.
The way the selection process was carried out, it was clearly not a diverse selection. To discuss and see what we have. I had a hard time with that, I think it's very precious. What are we going to talk about? And we were trying to find subjects, and once again, I say to myself, okay, you have problems with that, I can advise you like, you know, a person, right? Yeah, sorry, I'm always in all directions, I think it's super important, you're looking, I'm trying to find. So that wouldn't bother me to think about what we, and in fact I remember that I wanted to.
On the other hand, we just force them, right? We land in their classroom and we say that you must now, it must be done organically, right? It's not like that anymore, when we are so lucky that a student comes to us. It also goes through the friends of our children and the people who, you know, if they are on a, you see what I mean, genre. They, maybe if you tell them that snacks will be provided, they will want to join us. We bought these children. Calculators will be provided. The pizza, all that. Yeah, it's us. J'ai l'impression qu'on progresse chaque année. Donc, je n'offre pas de solution parce que je ne But I tell myself that if the students apply, it should go through us and not through the high school. I don't know if we can choose the group or others, it was. I don't know, but it wasn't quite diversified, in my opinion. And when I heard about other students who had applied and had not been retained, I said to myself, oh, crap. There didn't seem to be any obstacles with what KO does. These are two different things. Yes, yes. So maybe the answer to your question wasn't the auras, but the law says they must be elected.
Interesting. That's it. So for me, they are automatic even if they have not been technically elected.
Isn't it? Well, the president of the student consultative committee is a member of the school committee's office without the right to vote, without the right to attend the executive sessions.
So, basically, that's it. So. That's it. So we have two of them. Yes, and we do it better than many districts where they just come to make a presentation and leave. That's it. And to be fair, you know, I think we manage our members.
All treated, you see.
Yes, I wanted deep subjects on their part. I wanted to know, genre. And a single problem will dominate, which, once again, is very good, there is. I imagine that for me, and I know that it is the law. I would return to, what do we want and how to make this information precious? I think we have helped in a certain way, listening to the students is precious, I find it extremely useful. I always want this opportunity. I want it all the time, but I also find it difficult because I can't fix much. You know, as a member of the committee, it's just that we have our ... And I have the impression that it would be much easier to attract young people to the committee if they saw concrete changes thanks to what is happening. And none of this is really under our control or modifiable by us. So, do you see what I mean? Well yes, partly.
I mean, the law does not give us any indication of the reason why we do it. It's true.
It's true. It's something so deadly. Isn't it? So, I mean, the committee will consider the students' opinion to establish policies directly affecting their programs, activities and privileges. I don't want to come back to a closed file that we voted on, but it would have been good to have the students' opinion on sports fees. And I mean, he was talking about two different things. And I raised this point when it is not in the order of the day, I apologize. Well, good God, you raised it, and I did it too, but it's in the order of the day. Two things for me. How do we choose? How do we attract young people?
And what do we do to make it meaningful for both parties? I know it goes against the law, but could we not offer breakfast and coffee at the high school so that the students can come and talk to us? If someone wants to make me part of a problem, I want to hear it. I don't know, I don't know. Obviously, if we don't have enough members, it makes things complicated.
An informal event, isn't it? Rather a free meeting. Like saying, we're here to talk. It might be too much if we were all there, but we can't do it during the day. Exactly, it's an obstacle for us, but it doesn't matter.
I have the impression that enough of us can free ourselves during the day for it to be feasible.
I would say that I do not know to what extent the state ensures a follow-up on this. They do not do it. I would say that...
Uh, as is often the case, there is not really a police of the politicians, is not it? So...
Uh, but I think I like to think about the fact that the costs will come back. On the carpet. In February. At our order of the day, it is a matter of school fees and installation rents, but it is supposed to be a complete discussion. Exactly. We can continue to talk to them about it. I mean, it will not disappear. No, it comes back every year. Yes, and we would even say twice this year. Yes, well, that was the reason for which, because it was a file waiting for last year. Yes, it was a waiting point, an update of the committee, which I appreciate. I'm sorry, I wasn't trying to be relevant. Yes, I just think we're going to talk about it again. Isn't it? So maybe, and it happens. We would like to have your feedback on this subject.
Without it being too broad, and think of policies like. Yes.
You know, like the policy on duties, and having feedback because I know, we all know that the best thing is to listen to your children and their friends, you see what I mean. You have one, we all have. You have some, maybe you see other children, but most of the time, that's our audience. So it would be great, but we also have to build a certain trust. with them. I don't know, I would love to think and discuss more about it, but I think the first question is really, who are they?
Who are they and how to reach them? Isn't it? But I think it's an excellent idea to say that we are going to focus on one thing, honestly, one thing this year, on X.
So, if we consider the student consultation committee for the school year 2020, by focusing only on cybersecurity, tuition fees or others, by targeting the subject well, we would attract really interested young people, as the work group on IA has done.
and which is not imposed by the Massachusetts law, in itself, it is. You know, we are not going to remove our policy against harassment, sorry Tommy, but you see what I mean, some of these policies that we have like. But the dress code depends on us, doesn't it? For the duties, we could discuss. Something like that, the costs depend on us, something like that. That's what I would suggest, the calendar. Okay, but one topic for the year. And then? And then if it's if, for example. Finished, we can start over. Well, yes, next year we'll do something different. But if, for example, your subject is the policy of duties, well, at the May meeting, we'll talk about everything that concerns the policy of duties. Whatever, during our annual policy exam.
Hey, well, it's also difficult because it's so short. And in this way, we could really go a little deeper. Uh, but first, you know, I just want to make sure I think about all the possible traps first. I guess it will be. Because I don't think it's written that it can't be focused on a subject in the... Nothing.
A student of the honor society compared to a football player who is not in the honor society. On both sides. For some children, it is not enough. They want to make sure they are ready for college. For others, it's too much. I mean, it's the children, isn't it? It will not be the same thing for everyone. And the challenge will be that the first to volunteer for this kind of thing are the students of the honor society who are trying to sharpen their horses for college. And I'm not saying that in a negative way. I just say that they are more inclined to volunteer because they think about their way of participating in the community. I didn't mean to say that in the lightest way possible, but we will have to work, I think, to identify the young people who are not always very active, because I think they will bring a different personality.
And make sure they feel welcome and safe.
Okay, exactly. And it could absolutely not be the first arrival, first service, it would be necessary to allow, for example, within
Yeah, to maybe help identify. Yeah, we have to get involved, and that's why I really want to examine it, to see if it's good to think about it and yeah, but I would really love to take that back. I think it's, like, great. Very well, let's put it in the order of the day next time to try two ideas. Cummings, when you talked about updating the RH, will we have an update on what we're going to do regarding the negotiations, like the start date? When?
We can talk about it. Okay. Yeah.
Ouais.
Okay, thank you. Okay. Uh, is there anything else on the agenda? I suppose that technically, no. I have a mess of the information bulletin that I'm going to circulate. Unfortunately, it was not yet ready to be included in the file. It's my fault. Thank you for being indulgent on this subject. Uh, that's very good and you're right. And I just think it's not yet worthy of being published. It's just something nice because we met that, well, we just got together.
You know, if we had put in place fees, I might have added an article on this subject. But in this case, it's just a nice turn of heat, you know, not a new one. I will therefore circulate this once I have brought the modifications that they will have. Speaking of this with the subcommittee, they will have, I think we should add them to the order of the next day, a update of the budget subcommittee, maybe.
Uh, okay. I don't... Yeah, I mean... Just to see what we're doing. Yeah, that's it. And we did say that we regularly meddle. Update the committee. So now, I'm stuck with that. You're right. What? Everything's fine. Oh, and actually, I'm sorry. It's not really... Well, it's a bit out of order, but it's not really... Now that the subcommittee on the fees is over. So, how do we... Close this mission?
Let's just say that the mission is closed at this point. Thank you for your service. I...
I don't know how this works for the subcommittee. That's what I... It's true, because it's not... I mean, it could be reactivated if we... But by working on it for the rest of the year, probably. So, yes, I think we just have to close it. Simply, no, because it was said that when your work is over, it's over. So, yes, the work is over. Okay, I just wanted to make sure. Very well, I will proceed with the vote for the approval of the verbal proceedings.
Madame la Présidente. Yes. I propose that the Committee votes to approve the Verbal Procedure of July 22, 2026 as it is written. Is there anyone to support? Support. Proposal made and supported. Comments, modifications, concerns? All those who are for? Perfect. Madame la Présidente, I propose that the Committee approves the Verbal Procedure of July 30, 2026 as it is written. Supported. Proposition made and supported.
Discussions? Just my name which is mispronounced sometimes, but it doesn't matter. It doesn't matter. It should be corrected.
That's very good. Don't do it for that, with the change. That really. All for, isn't it? You have the right to have your name correctly autographed. Very good. E. Financial report. Has anyone had problems with the mandates? There is.
Do we have on the mandate what the committee had voted last year concerning the transfer of money from the treasury to the stabilization account? We would ask that this be registered with the municipal assembly and I just want to make sure that this is done.
Just to refresh my memory, this had been asked to Evan at the time.
Yes. You and I had talked about it and he had been decided to shift it from the spring meeting to the autumn one. You, you have the job. I sent it as the school committee agreed and I handed it over to you. Of course. I can send it back if you want.
Uh, that would be useful. Thank you. And I have a meeting with Evan tomorrow anyway. So the timing is perfect. Great.
Okay. E. Forfeiture subsidies. We must proceed to a vote on this subject. Yes. I would like to ask for the report of this point after the sub-budget committee has met to examine the subsidy reports and other documents that we have with Kathleen. I think that all the rest of this financial information should be reported. I know that we will certainly report the end-of-year reports and the receipts, but what about the subsidies? I would like to report the subsidies. Yes. Does anyone oppose the report of the vote on the subsidies?
I am confused, but okay. It doesn't matter, does it? None.
This will not stop the operations because we could not pay anything. Okay. I agree with the reporter then. We meet next week, so we can discuss it at the next meeting. Very well. And so we skip the end-of-year report and the policy of withdrawals. I pass the floor to the subcommittee in charge of politics. Yes. Thank you.
And so we talked a little about this point, a new policy of the last minute that they demand that we implement. The governor signed the law Protect Act. And it is required that we support a program financed by which the forces of the civil order and the federal immigration services are not authorized in the school grounds during the hours of classes, as well as during the periods of storage and recovery of students. So the masses have worked and developed a quick policy. I'm waiting for it to change. Hum, we actually had to, hum, put it into effect at the beginning of the year, but I also learned tonight that it gives us 90 days, so we can afford not to have done it, given that we are obviously not together. Hum, so we can consider this as a first reading. I heard tonight that some other districts simply voted on it, but I know that we prefer to do a first and a second reading, so both suit me. Pardon.
Ce sera fait.
Ce sera fait. Oui, merci. Hum. So the only changes made to the mask version are in a way references to the Grafton district. Yes, okay. There are no modifications on our part because, at this stage, it's so, so recent. Um, okay. Yes. Uh, do you have a question?
Yes, I have a question. On the mask, they say it's about the ACL policy and there, I don't know if it's different from when it was introduced, but at the end of August, they have one that lists all the cross-references, the legal sources and all that. C'est différent. Et c'est. Et c'est étiqueté à CL. D'accord. Parfait. Hum.
Quelle surprise. Hum, oui. Et ensuite, ajoutez les éléments supplémentaires. Et les références croisées et autres. Parfait.
Je peux faire ça. I have a question. So, regarding the procedures, Dr Cummings, where are they? Finally, you have sent the procedural information, where are they stored? Where are the procedures?
They must be published online, on our website. This is not yet the case. I was obviously waiting for a policy or feedback on the procedures, but once the committee has moved forward, they will be put online. Due to the urgency, I would recommend that we proceed to a first and second reading this evening to finish it.
With the MS version using the MSC version. I mean, I agree.
Many people have said that this is what they did in their committee this evening. What I can update this evening and transmit to you, Jay. Okay. I'm fine.
I take a motion. Ms. President, I propose to accept the CL Protect Act in first and second reading with them the change of labeling and refunds. Press, motion made and press. Other discussions? Very well, if there is none, who is for?
Super!
Thank you guys, thank you all. Clean that up and send it to MC2. Very well, unless someone else, this concludes our order of the day for tonight. E. In fact, I have a question because, as Bob Carle mentioned it for the correspondence, E. E. Should we add that?
I think I should have said it when we talked about the points of order of the day concerning the management of the correspondence. E. I think it deserves that the committee E that we discussed, that we talked about it.
Uh, but I'm glad that we did all our research and that we came back to discuss what will be our standard on this subject. I think what is important is that the public knows the standard. Like Bob, he thought clearly, you know, that we should include them, but there could be some who do because I also think that people sometimes use them as a weapon. So, we can discuss it more. Uh, I don't like that we are not, you know, saying that we are not transparent. We are not trying to hide our correspondence. So, it's...
In fact, I have a question about the correspondence we received on the subject of the 8th year school trip to DC and the resumption of diplomas, what is happening on this subject?
Chris Starr, the director, contacted the travel agency and he is waiting for an answer.
Okay. D'accord. Bien.
Appuyez. Appuyez. Tous ceux qui sont pour. Bonne nuit. Grafton. Salut. Bon retour. Oui. Bon retour. Plus grand. Bon retour.
