City Council - Regular Meeting

All right, I'd like to call to order the regular city council meeting for Tuesday, June 23rd, 2026 at 530 PM. If you will stand for an application, please.

We ask that you continue to guide us in the work of the of the operations in the city of Glen Rose, and that we would all have a heart for service for the community and service for our fellow citizens. the bottom the bottom line i mean we don't have any major projects scheduled in in water this year so so a couple of the big items like in meters water meters and capital improvements those those numbers went down um brand so that'll go down to zero The same thing a couple of below that for vehicle replacement. That's going to be a 0. So, we eliminate no, almost 400,000. so, so. The bottom line there will be 286,847, so that's on the streets and parks and the general fund. So we'll be coming back from that.

Everybody knows No secret. Okay. So there's a few things. Our website and our management system is upgraded. So we will have a little bit more cost in 1065-5228, website and email management, 228, website and email management. So that might go up to possibly $18,000. And the other just my things is that we have inherited a new building. So all of our... Have increased, I'm going to take the next couple of months of bills, average them out and then try to get a close estimate to what. Internet as electric is going to cost us. To run all 4 of these buildings and next budget cycle and then the only other thing works under attorney fees, we need to increase that from 10,012.

sure she's staying within budget especially if we receive this next budget year that's it thank you david development services good thank you i don't have any major changes uh just basic increases on your wages and Contract labor, you know, we got a few things coming in, kind of help assist in the building department as far as, like, third-party plan review stuff, software updates, mapping, and training. So that's my biggest focus there, try to get some of that cleaned up.

I'll explore Glen Rose. Hello. Before I. And we even have some cute. But just about the budget. Just to highlight a couple. We. features of that software. So that's in development. Accident last year, we should have, it should have said, it should have said 7,000 in our hot fund grants. We missed a zero last year. We only had 700 budgeted, which was, yeah, that hurt. So I put it, and I feel like that is a very important feature. We need to be able to offer these grants. I want the Tourism Advisory Board to be able to offer these grants to productions. Add four things at the bottom. So those are brands. What's the highlights?

All right, we will dig into those numbers next meeting. Be prepared. It'll probably be a lumber 8 at the franchise agreement ordinance add up to 1st on the list. George, you want to introduce that?

Yes, sir. So. I can't get in my own laptop because I don't know my own password, but. In the packet was a franchise agreement from Atmos for our franchise agreement. And Veronica emailed you a little bit of research that I've done the last couple of days about about natural gas sales and our ability to regulate those and in exchange for that opportunity to purchase, I mean to sell and market natural gas, there's generally a customary franchise agreement that is paid. And you see on the form, I just went out to the web and looked at some representative cities. You see I picked up two or three that are pretty good size and then some smaller cities. And so it has their term, their effective year, how it was settled, meaning paid yearly at the end of a quarter, generally kind of close to when the franchise agreement was adopted that those cities had. And then that 50% relocation clause, some cities had a And yes, it's reimbursable up to 100% if there was a grant kind of attached to it. And there's some ways that if at most, kind of gave us the information and it was passed through and made a part of the grant. And the grant, whoever we received a grant from would accept it as a kind of a necessary and ordinary expense. Sometimes they wouldn't, sometimes they would, but you see that there's a little bit of a flavor with Plano. Plano has an agreement where they have a line extension option. And this agreement with Austin is old, granted, but their settlement, and I'm sure it's because it's such a large amount, their settlement is quarterly with a late fee if it's not paid by sometime certain. But basically, they all range from 10 to 25 years. And what we have been submitted is a 25-year agreement with a 5% franchise agreement. And it looks to... all of the rest of these cities that have signed a franchise agreement with Atmos and almost word for word with the City of Sanctuary, the City of Athens, the City of Corsicana, the City of Grandview, a very, very similar franchise agreement. Hello, my name is Lisa Dees. I'm the manager of public affairs and Glen Rose is one of my communities. And based on the payments, I have 27 cities and probably I'd say five education foundations. So we will be supporting that and be more visible if there's things that y'all want, you know, that we're your partner here in the city. And any way that needs somebody to go out, we have leak detection. with sniffers on it we have a drive the streets from 9 to 6 a.m automatically alert our service technicians to go out and physically look around where those monitors dinged off

The person for one of those outreach type events. Yes, absolutely. At our last meeting, you know, we talked about kind of safety broadly. For sure. In the community. For sure. That would be a great thing to add to our schedule.

So, I mean, yes, definitely. We do the touch of trucks.

We bring the connection trucks out.

What kind of advance notice do you need?

I can usually, you know, three to five days, two weeks, you know, I mean, it's, it's.

Do you need a little bit much?

Absolutely. I have another question. Hold on one. That's just my question, I guess, changes on how we derive revenue. And I suspect that there will be a lot of discussion about whether or not those things could be subject, but it's kind of like recapture, like what they did with the school districts. They're going to do with other municipalities. And, you know, we, Everybody wants to get paid, and that's a great thing. But, you know, just like y'all, you know, you have costs, and they go up every year. Is that term something that we could consider as well?

It is not my call. We have a legal department, and that is something we can put it back to legal and say, hey, they would like this, you know. We can.

All right, we're gonna move back up to item number six under end individual items for consideration, discussion, consideration and possible action on adopting an ordinance making the 2023 comprehensive plan section three dot B mobility framework and three dot C parks recreation as the Glen Rose Park and recreation plan along with the stated strategy actions of the particular sections until such time as a parks and recreation master plan is adopted and approved.

want something in there george i do um so again another another one of my items one of the things that when when we met back in january with the parks and wildlife they asked us if we had an adopted uh Master parks plan, and we said, no, but we did have a comprehensive plan and the lady who 1 of the ladies who we were talking to offered that we could adopt the section as it relates. Thank you very much. We could adopt the section as it relates to the parks and recreation as far as our parks plan until we have a. Fully fleshed out parts plan, so I've been. just kind of holding that in the back of my head. And I thought, you know what, we probably should at least consider it. And the reason I included that mobility section 3A is because part of the mobility section of the comprehensive plan talks about the interaction between Pedestrian traffic, biking, vehicular traffic at the six, five or six main points that were kind of identified. Critical intersections, I think is what it says. 3B or 3B along with 3C. 3B along with 3C. So that where we have this rockabilly. that we like and where we are, you know, I hope trying to kind of get further out in further connections and different connections that has a part of our parks and recreation plan, the mobility piece of it is included in the piece of it, is included in the conversation. That's why I asked to include 3B. fit with parks and recreation. Talks about what a typical thoroughfare looks like. Large arterial, you know, arterial, you know, that really doesn't necessarily apply to the parks and recreation piece of it. I just want you to consider adopting this as our master parks plan so that when we or if we do decide and so that when we or if we do decide to do another parks and wildlife grant, we would have an adopted parks plan. to be able to present to along with the application.

And she did make the statement we were talking about a potential and they did have some grants and she said to have a plan like what we want to put in with mobility into it. The other is all inclusive, I think but you know, someone want to volunteer to do that and we'll find someone but I like it.

And I don't think, for the best of my knowledge, we don't have an adopted parks plan, which is why if you took a look at the ordinance, it says, you know, this supersedes any other park plan, but I don't think You know one, Jim?

We've had Chauncey Park 30 years. We've had Chauncey Park 30 years. But there are some other things we need to consider in this going forward with soccer tournaments and fees and different things that should be added in. But I think someone ought to make a motion to put this into action.

Maybe this might be beginning our 4th year of text 21 as I see it is that. when the legislature's in session they schedule a a visit to the cap they do all the legwork they line up all the visits and it's an opportunity you know during a little bit of downtime opportunity a little bit during the downtime of the meeting day where you know you can proactively schedule a meeting with our representative and our senator anticipation of it or we have just walked in and cold call on her new office um i think the text 21 organization is a man all of

They're well connected to TxDOT's programming.

Richard coming in and out probably going to say thirty five would be my guess. Thirty five and three seventy seven or maybe two eighty seven.

Yeah, because two eighty seven has kind of been moved up to a more prominent designation in in Washington. Runway to the plane now that's coming in here. No, but I mean, the safety aspect of this corridor for truck traffic. I'm sure they would be willing to two lanes, you know, oncoming traffic on a Saturday in our busiest time of the year. So, you know, I mean, I used to interact with our district engineer and, and those people, you know, a lot closer and, and they have where they were years ago.

So there's, there's been progress.

Okay, the deadline to get in the stuff was in May and it's been submitted. It's been. It's under review. They won't tell us. anything until august but once they tell you it's a really fast turnaround when you have to send them a check to pay for the marker lori thought it'd be best if we went ahead and presented that um i also went ahead and i've done research on all the buildings in that park gives you a lot more history about each of them kind of shows their significance well over the little signs that are stuck out in front that says doesn't know much about this building, but they all do have a lot of historics. It's really pretty fascinating to read about what the buildings have been used for in the past. So I think the main thing is just so that Once that does, I can't imagine it not getting approved. They've already contacted me, wanted more information. I've sent them more information than what originally was required. And so I feel like it will be approved. But that will help us to get other things will be approved. But that will help us to get other things.

Right, Susan, if we get this designated as a historical landmark, then we can have the park. Anne, what is the deal with that?

This is a record as a city landmark. On the National Registry, because once we get it on the National Registry, we then are eligible

We've got one out at the park. But it's historical. There's ones for historic buildings.

They have a marker that just tells you that this is the marker that best fits. And if you want it concreted into the state of Texas out there, we would need to take that up later. Mr. Holder, not only as acting city administrator at the time, but also as public works. So to see if he would want to do that, because that's not part of this marker.

Just get a nice cookie cutter that works. Fill it in.
