I just wanted to say that the committee who worked on. The finishing of what the policy music festival. um, was from what the city started to where it ended, um, has had a meeting and we are, um, working on and Tracy will back me up on this. So she's part of our committee, um, a Columbus day weekend festival where our friend Friday night, we will do a very fun, lively band Saturday day. We will be doing a burger and beer distillery, burger, beer, and bourbon, something like that, contest, as well as Saturday night we will be piggybacking off the Ample Theaters concert for the Texas Longhorn Association's concert. Last year it was a sleep at the wheel. We don't know what it is this year, but we know it will be big. So we'll be picking back up with that. And then Sunday we were doing the jazz brunch on the square again. I just wanted to give you guys a heads up. committee's working on ideas, putting it together, and we'll be presenting everything to you guys here in the next month or so.

It is my honor to recognize Ms. Christy Wilson and her dedicated team at the Glen Rose Animal Control Shelter for achieving a remarkable milestone, earning official no-kill status and joining a select group of shelters across Texas to receive this achievement. To put this into perspective, Texas has nearly 400 animal shelters and not even half have ever achieved the no kill status. A no kill shelter is recognized as one that saves at least 90%, is that correct? 90% of the animals that enter its care. Through strong partnerships, community support, and the hard work of Ms. Wilson and her team, Glen Rose Animal Control has exceeded that benchmark and become a model for so many communities across our state. What makes this accomplishment even more impressive is the shelter's transformation from a facility-facing staffing and resource challenges into one that is giving more animals a second chance at life and the citizens that we serve. Congratulations, Christy, on this well-deserved achievement. We thank you for your dedication, compassion, and commitment

I hate to ask that silly question, but is B2 the proper zoning for that, for a church? Shouldn't it be an assembly?

It would be an assembly, yes.

There's one small plat that they've missed in all of their paperwork that they've talked with David about that they will need to decide if they want to bring that into one plat or just leave it outside of it. It's a tiny corner. They're not using it.

And that tiny piece of land is sound what. That's also in our 1. okay. Is it usable would it be usable as residential once they.

Change the plan to my understanding it was a house there and. The church obtained that property, and I guess they needed some of it to that homeowner off of English drive and then. Now, it's just they didn't realize they owned it. I guess.

No, it's off of English street. So it actually would be landlocked if they didn't change it. So I don't know what they would do with it.

No. They can. We can't do that change without the paperwork from them on it. Sure. And they've had some controversy of who's really in charge over there. They've kind of given their construction guy full power of attorney, but he was only doing what he was told to do. So he's trying to get the members of the church clergy or whoever is in charge to

it ought to be one okay though go to restate just so that i understand right now it's these parcels but they want to do put it all up into one build a new church but that will leave one small piece of land not usable for really anything as far as the way it is today it's an r1 they can have an easement so that somebody can access that land if they want to sell it as an r1 for residential there's all sorts of things that can be done with it

So can you restate that in English? I mean, we're trying to understand if we want to take it to a flat, right?

No. So what is happening is right now they own multiple lots of land. Correct. Part of that land is zoned residential, and they need to rezone it commercial. Once that is done, then it's called a minor plat that does not go to council. It's an administrative plat that we will give them, here is now one lot instead of three lots. But because there is no utilities being moved, none of that, it's not considered a major plat. It's a minor plat that David can just sign off on. So it's the rezone is what you guys are having to discuss. So you've got a property that is owned by one commercial entity, nonprofit, but commercial entity that is backed at the front part of it is on 67 and is business. The backside of the property is residential and they want to turn that residential piece to business as well. So planning and zoning looked at the whole thing and said, yes, this makes sense for what they're trying to do with that property. Now you guys have to make that decision too.

And the shot clock doesn't, may or may not play into this.

So in the past, the shot clock in the state of Texas was a 30 day. When somebody turns in their paperwork, they have 30 days to take action on it, which is approve, approve with conditions or deny. Rezoning. It's not under the shot clock for Texas law as of right now that we can find. So a rezone has to go to city council, and it doesn't have to meet the 30-day window.

Okay, so the notes on one of those forms, we can disregard.

We've been learning more as we were digging into things. David has been very helpful in making sure that we are abiding by laws.

I just... Me and my husband want to open the store. So it all started with this. I'm going through my second battle with cancer right now. We have eliminated as many toxins and things from our home. And I want to be able to pass that along to other people on how to do that, how to live a healthy life and get the preservatives and toxins out of their body through food. currently make all of that for my home and I'd like to be able to teach people how to do that I think it's a great idea we mill our own flour and it makes a big difference in their life yes I know my own flour and make my own bread and I'd like to be able to sell the the wheat berries and the mill and the classes and all of that so people have have a good spot to get it and any questions for the applicant Council

I have a question. So what's the difference between what you're providing and what's provided at the pink door? Because a lot of this sounds very similar.

It does sound very similar. Where at the pink door, I had spoke to her whenever she had first opened because I had this idea also. And she has a lot of prepackaged stuff. I don't want to do really much of all prepackaged. I want to... your bulk oats and your bulk salt and your bulk wheat and that sort of thing. And you're able to make those things because once it's packaged, there has to be preservatives in it. And that's something that we've tried to eliminate from our lives.

So you're going to provide, you have all these ingredients and part of your mission is to teach people how to use these ingredients and cook and do all that. And then they can also follow up with coming in and buying those ingredients once you've taught them that.

Yes, ma'am. My goal is like granola cereal. I make that for our house. And so I want to have all the oats, all the nuts, all the nuts. The fruit and everything to go in there. I want to be able to sell the ingredients. I want to be able to sell the recipe. I want to be able to sell the classes for them to do that. And then that way or sell the already made stuff. And then that way they have a place to purchase it.

Especially you want to teach people to live off the land.

So, really, when you look at the competition side of it, you're, you're really 1 step before read a store. You're providing those ingredients and then she's providing finished. Pre baked bread package all done. So it's a different product.

And we also talked to her about the pharmacy. And so, because we wanted to compare those are the 2 stores that are most similar to what she's looking for. And so. she really has described it's a niche that is different than what the pharmacy is doing and different what big door is doing but it does fall into our artisan um category that she is making teaching and providing and so um piano naming and zoning did approve um and recommend an approval for this specific use okay council any questions for the applicant all right i'm gonna

Thanks Jim. Council Members, for the record, my name is Keith Kendall, Vice President with Effort Tech, Gibbs and Todd. Last session, application process and it's due July the 30th. It's 100% grant. They're looking at municipalities from 1000 population in less than 1001 to 10,000 and so on and so forth of different levels of funding that can be available. No commitment by passing this resolution tonight, but it is part of the application and must be included in it to be accepted on July 30th. In working with Jim, Chris Hay, they put together a Replacing is the older part of the city. It's a lot of water lines as best as cement lines along Harvard street. A couple of still lines downtown as well. Those are the ones that cause a lot of lakes and a lot of our headache for public works as well. We're also going to be redoing the tanks. I believe that well, We put the census resolution establishes the ceiling. You can't apply for anything higher. That's why we're at 6,000. also some time of inflation and other things going on so that's the reason why at least that was that sitting a little higher but the timeline hopefully will take a look we've got a good record eht does with the city of glenn roads i'm getting grants for you several million dollars for the wastewater treatment plant so but there's going to be a lot of competition for this uh you know every city is aware that it's a hundred percent grant But this is the 1 part we need for the council, but the city to do is to pass this resolution and we'll include any application as required by the board.

Any questions I have a question. Thank you for coming. I appreciate you turn it over and explaining this to us. Is this a, is this going to be an all or nothing grant? Or are we going to make 4 or 5 individual. Applications that rolled up equal 5 something.

It's only one application per entity. Yes, sir. You can submit four or five within it. There is just one application. You can't have multiple projects like we have here at Waterline and replacing both stand pipes and ground storage tanks, same for elevated storage, water lines, et cetera. Only one application for the municipality. Water supply corporations are not eligible for this. The way the wording was done in the legislature, they fortunately were left out.

Aren't those generally for-profit organizations?

Not all of them. A lot of them are non-profit as well. But even for the profit water supply corporations, they are able to access funding from one of them on the board via their regular state revolving fund programs and others. They just don't get the discount that cities do since they're not...

So am I looking at the right paperwork here? I see an application not to exceed 10 million. Okay.

I make a motion to move forward with the application for the Texas Water Development Board financial resolution and instruct EHT to continue in our application process.

Thank you. Number six, discussion regarding approval for incentive improvement program.

Heather Bianco, 6629 Crespo Court, Dallas. I'm the historical preservation officer for those that I have not met. And this might be in your packet, but I'm not sure. Consolidated the request on the one page. And I wasn't sure if the actual ordinance was in your packet or not. But there is an ordinance that was passed in 2024 by the city council that does give incentives to historic properties. or preservation and improvement and this does cover any historic property in your overlay so it could be commercial or it could be a home we do have one, two, three, four properties that did fill out the appropriate paperwork and brought that to the Historic Preservation Commission. This was voted on to be brought to you, the city council, for final approval. Just so you know, obviously we have a lot of homes and businesses that would have qualified for this. And we did send out a letter to all of those homes and businesses and did put that together. It was sent out last year. So everybody should have been aware this existed. I don't think a lot of people probably know since it was back in 24. But we did send a letter, and I'm just hoping with these coming forward and possibly people talking about it, other people will take advantage of it. And so we do have property at 115 Elm Street. Their total investment was $900. It was for landscaping. This improvement... Grant or incentive, I guess we could call it is perfect up to 50% of their city tax ad valorem tax. So, in this case, their total city tax was 929 dollars. So, half of it would be 464. Are you laughing?

No, no, no, no, no, no, no, no.

Tell me if I got it wrong. Okay. And so we've got the four properties. You can see 102 Walnut was for mortar joints and paint, 804 Northeast Bernard signage, 702 Southwest Bernard landscaping. And if you do look at the incentive ordinance, all of these things are covered in that ordinance. And so these owners would be due 50% of their city tax. And then I don't know what's in your packet. I do have all the applications and all the paperwork and all the checks that showed this work was bought and paid for. If anybody's interested in seeing it, it might be in your packet. It's in there. Okay.

This is an ongoing benefit. It is an ongoing benefit at this point. Yes. Okay. And, um, it is possible. We will, we do have plans and we haven't done this yet to host some type of, um, guess get together for people that do own historic properties so that possibly we could educate people what type of things are available to them as far as the city and then last year we had the facade grant program which we did have some applicants for and people are beginning to do that work so we have talked about having some type of get together where we could potentially educate people that this is available um so that maybe more people would take advantage of it

Is it an open application or they do by a certain time or?

We did. Last year we did send out a letter and we did say it was due by a certain time because it was for 2025. We were pretty late, I have to admit, getting it out. But we did allow some leniency into 2026 to get their paperwork in so that we could bring it to. I think we brought it to historic in February, maybe. How many times?

Yeah.

This replaced the tax abatement that we had done for five years and it went away and then this replaced that. We sent out the letters. They had till the end of 26, excuse me, the end of 25 to turn it in by December the 31st for the incentive. The facade is the one that we gave a little leeway on. But this is what y'all voted on to replace and then it dropped off. This is an ongoing every year for these property owners.

So we do send out a letter and there was the deadline, December 31st.

Wasn't it supposed to be, and I'm just going off of my memory, 50% of the project not to exceed

Yes, so some of these have spent more than that. And so I was just putting in here, like, let's just take one.

Well, I was looking at 804 Northeast, but that's where I'm questioning this, because it says the investment was $300, so 302 and change. Right. But the incentive to them would be $240.

50%, right, so that's still under what they put in.

So I guess what I'm questioning is, shouldn't it have been 50% of the total investment, which 50% of the three?

It's really, I think it's worded that it's 50, well, I could be wrong. 50% of the, let's look.

Whichever is less.

Commercial property owner are eligible 50% of the city of Glen Rose tax, whichever is less. Or 5,000, whichever is less. So up to 50% of the ad valorem tax. That's numbered. Well, this is not even numbered correctly now. tax.

But not to exceed the total investment.

Not to exceed $2,500.

Yeah, or the total investment. Or it would give somebody back $2,500 if they only spent $300. Right, exactly. Yeah.

council any questions any ideas i just got one question on the uh the quest on um i guess it's 702 southwest bernard street yes on her request it says 706 southwest bernard street those are two properties side by side and this one really is seven oh

Sorry. It is. I was looking at one of them. I think it's 702. I did the application.

Anybody got an idea up here? Last question. So this will, if somebody wanted to go through this again, this would reduce potentially their 2026 city tax. So they would need to turn it in and get this approved before January.

We'll need to talk to HPC, but then we'll send out another letter and that we will say to everybody, this is available. It is due by December 31st. If you want to take advantage of it. So the taxes have already been paid on these properties, so are these going to be reimbursed?

They're going to be reimbursed. Okay. Okay. So you either do it ahead of time, reduce their statement, or? More than likely, it's always going to be after the fact.

Reimbursed. Okay. Okay. People, like, get the word out. And it's only for exterior things, as you see, like forward-facing exterior things that would improve the look.

I have a question. Are the details of this program available online? I think it's available. Okay.

When we sent out the letter, we didn't put the details.

And you had a public comment to make?

I did. Just to clarify for the City Council and the new members on the City Council, Heather's We sent out those letters to everyone. In that letter, we sent the letter. We sent the ordinance. We sent the application. We gave it a December 31st deadline. We looked at all of these in January and February when they came back into HPC. As she stated, this is an ongoing every year due by December 31st. And since I'm the one that sent out the previous letters, i will be the one to send out the next letters and they will go out in the mail and they have been told that this is there for them we send it out in on your letterhead we send it out in an envelope from the city of glenrose and across the front it says it'll this year it'll say 2026 historic tax incentive credits. So I put that all on that envelope and mail it to every property owner of a historic property.

I just wonder when they see the word tax that they don't just throw it in the trash.

Well, I'd love to help.

We've talked about it. We've offered spaces for it. It's just getting the Texas historical commission here at the same time and all of us, and we are working on that and it is our goal to have it done. This year, I would say by December 31st, when will the letters go up the letters for the tax incentives? They all went out in October.

This was a little more broad at one point. We did bring back in, I think, 25. Used to say plumbing and there was some other thing facing electrical.

So we took all that out.

So it's just really what do you see? I guess the right direction too.

So when you stamp the letter, what you said, October, correct? And they have to be back by December. How long do they have to get the work done the following year or?

It could be, it could go back historic. So if like last year in January, I painted a store come.

I could still send that in through December 31st. As long as I can prove it happened in this year and I have a receipt and I paid for it.

So when these letters go out in October, it will be for anything that you do or have done from January 1st of 2020

day that happened like just because somebody turns in some paint and a receipt like we would really go by and look did they paint you know make sure that the event really occurred you're fine good so it took us a while because one of these was landscaping and we were like did that happen and so we had to like verify and go by and look and so it took us a while to get it all to you thank you heather i'd love to accept the

I wish that I had an electric bike when I was a kid, but it's really, it's out there. They're, they're going around. They're on the sidewalks. They're on the square. And I talked to Buck, Jim and I've talked Veronica. We see it all the time. It's getting kind of dangerous. There are laws requiring a helmet at certain ages for these things. And we're going to have, an issue. We're going to have an injury if we don't. And I think a public, I've already talked to Allen West about a public come together with the Sheriff's Department, our police department, maybe have some give outs, but talk. It's really a parenting issue, but we know how that goes. If we make it a public issue, we can hopefully improve the ridership, I guess I would look at it. So just an idea. It may not happen, but I'd like to try to start it.

before we started, I was talking to you about, I saw a police department host. It was actually Dublin. They've made a, it's of course a flyer, but it's about e-bikes and electric scooter scooters. It says, share the road, share the responsibility, 20 miles an hour. One bad decision can change everything. These devices are welcome in our community, but they're to be operated safely and responsibly. And they go to, they list a whole bunch of things that I think y'all would be interested in. So I'll send you this is they're proactive. Um, just for personal experience my husband my my brother lives in fort worth my husband drives to his house every day to go to work was coming out right on sycamore um government leave he watched the scooter go past my brother's cul-de-sac they turned they went straight across sycamore street didn't look the kid didn't look got hit by a truck he was okay thank goodness but That they're just, they don't pay attention. So it's it's drive aware, make kids aware. That's the thing. Make your kids aware of across the street and they are getting really bad on this square specifically on the square side box specifically.

Yeah, we've had some near near misses there. So, anyway, it's just something I'd like to council's support to put together with Buck and with Alan. And, you know, probably very little cost to the city.

I think it would be an awesome thing to even have some helmets available for people that can't afford them or don't

I'll get to you and get corporate sponsors to help with that.

Yeah, we do have a whole safety coalition.

You want to have that. Well, if we have support. Yeah, there's no funding.

So for the longest time, that billboard held some form of the tourism logo and a visitor center with an giant arrow says come this way because that was before we had the text dot sign that Helen Kerwin just put up with the downtown that right there gets real real messy if you're not paying attention so it was a good pop visual I do not like the thing that's up there right now I think you can't read it you don't know what you're looking at it I think it used to be a five-year contract I don't back in the day, a longer than a year contract from what I can remember. We did it. I don't ever really think he cared necessarily how many changes you make. We never really changed it unless it started getting old because the whole point was get people off 67 to downtown with the visitor center and the arrow. Um, i really think it's beneficial because like i said it gets really congested right there to point people this way especially because there's no other sign between there except the new one now that tells you to turn to get people downtown which is what i think the city council has tried to bring people downtown in the last few years if you have any more questions about the sign i'll be happy to answer because we have never really changed it i don't remember changing that sign It's changed. Hello. Since I submitted that report, there's just 1 very minor change. I. Submitted the grant application I put in there that we have been working on it. But it is now officially submitted. So hopefully we will get some money for that organization so that they will have a great convention and championship show. And then I just wanted to highlight a few other events that are going on soon. We have every Friday and Saturday, the Little Mermaid is playing at the Texas Amphitheater. We got rained out this last Saturday night, and so I just want to encourage each one of you to support our local business and this Macias family and this beautiful, amazing production. It's a must-see. Also, we will be having movie nights in Heritage Park on two Sunday nights. You may want to reference, I have a little flyer just to kind of maybe keep on your refrigerators. June 14th and 28th. June 14th and 28th. And those are free. And in Heritage Park, we're going to be playing Sandlot and The Greatest Showman. And on the 27th, as you can see on your little flyer, I've got the we've got a book signing. We've got an author who has written 20 books about traveling around Texas. She takes her little boxer. No, no. Oh, shoot. It's a box terrier. It's this little where you have the Boston Terrier. Thank you. Thank you. I needed my pet friend to help me. Um, and, uh, the 21st book that she has written, the, the little dog is coming to Glen Rose. So, uh, she's bringing her pet too. So, uh, so that his name is trip. So the The book is all about how Tripp goes to Dinosaur Valley State Park. He admires our courthouse. He even has a little visit to Shoofly and eats some ice cream. hops up on one of those little stools, so it's pretty cute. So if you don't get to go to the book signing, please pick up one of those books that we will be selling in some local shops on the Square. And then, of course, the July 4th parade is upcoming. We are co-hosting it with our friends from the Chamber. Chamber of Commerce. And so Brittany actually put together a Google Forms so you can register online. And we have been publicizing that. And it's on all of our websites. So right now we have five people, five entrants into the parade. So I'm sure we're going to get a whole lot more. It's going to be a big deal. So any questions?

Another fun fact, I invite all of you to the Visitor Center because the friends of Dinosaur Valley are allowing us to keep their animatronic dinosaur in the Visitor Center. So it is very exciting in the Visitor Center now. Pearl especially. So, and also Pearl today started unleashing all of her July 4th decorations. Beautiful. So, uh, she and Buck, uh, spent a lot of time decorating the walls too and putting, uh, a lot of our, but it, it, it's, it's had a facelift. And so I invite everyone to come see it because it just is, uh, It's just looking great, and it's a really sweet spot for people to start their trip to Glen Rose.
