I am gonna freeze. Can we turn it down? Hey, Nick. Who's hot? Yeah. October. I have a jacket, but it's like going to I don't think this will be like a super long meeting though. Hopefully.
Yeah, they are. She was supposed to send me something and didn't. But I can give just a real quick update if she did send me something. I can't find it. Supposed to were on supposed to soon. Which I thought was like last week, but she said they're close.
We're almost there. 600 days for Did you see that? I think that's expect a long time. Go get it. You want me to go grab it?
Cuz you have to talk. I don't at the beginning. I better turn mine off. Okay, cool. Yeah. Everybody wants to do
I know it's quite Okay, this for me.
Heather's gone. We got one minute.
Was it there the whole time? I could have I should have looked around.
Oh, so I do. Okay. Yes. And then you just go through or I'll grab them from you and we can hand I would have forgot. Don't mess it up.
All right, we're going to call the meeting to order if you take roll. Morgan Johnson here. Lucas Stanbury present. John Lee here. Daryl West. I'm here. We have a corner. All right. You all please rise. We're going to do a prayer first. Ask with us tonight. Help us to make the right decisions that's best for the city. Amen. Amen. All right. Ice to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all.
All right. Can I have a Sorry, Mr. Mayor. You know what I was gonna say? Um, we need to make I need to make a motion remove item J from the regular business. Oh, for tonight.
I second the motion. Okay. All in favor? I I Okay, motion pass. All right. So, we just need to go to the consent agenda, right? No, we have to pull. All right. Have a motion for acceptance of the agenda. As amended. Oh, as amended. Sorry. Mayor, make a motion to accept the agenda as presented. Second motion. Okay. All in favor?
I opposed. Okay. Motion pass. A motion to accept the consent agenda. Mr. Mayor, I make a motion that we accept the consent agenda as presented. A second. Okay. All in favor? I oppose. Mr. Mayor, I abstain on item G of the consent agenda.
You have an abstension. That's allowed. Um there has to be a reason for the happens is the abstension in a motion or in a resolution counts in favor of prevailing votes. So if you have three yays, it counts as a fourth. If you have three ns, it counts as a fourth. Doesn't apply in an ordinance. Okay. Right. Yes. I'm just waiting till you guys are done. Oh, okay. Got all. Hey, that was you throw me a loop there. Anyway, you're good. The reason for the abstension is that uh there was no interview by the golf committee or the golf committee chairman of Scotty.
Okay. So all in favor hold on is is that something that is normal normal protocol? Yeah. Okay. You can do it anytime you want to. Oh not what do you mean normal protocol? The name is interview. for interview. Usually they're not involved from the way I understand it. They were involved in the previous interviews, but not this one. That's the reason for my abstension. There was a courtesy that wasn't a requirement when we didn't say it was a requirement. I just said it was an abstension. That's all there is to it.
Yes. Okay. All right. Okay. So all in favor took took already took the vote took it passes. So we're good. Passes with an extension. All right. So move on to public forum. Tony Stonerock and Lane Reed. I put on there lane and road. So hey. Oh no. Lane road. Sorry. Oh no. It's my chicken. My handwriting.
I'll win the poor handwriting contest. So, it's been a number of months. I was in here. We had a different different council and different mayor. So, I wanted to come up and meet the the new people, one I knew, two of them I haven't. So, I appreciate doing that. And uh the reason coming last fall is the same reason now. And I just want to um I guess for the record bring up to speed a little bit. where I live out on um North 130th, there is a lane that's shared by two other people. And years ago, uh the city stood the resources or the cost and had the county uh do a double chip and seal on that lane. And probably about seven years ago, and it's worked really well. And but two years ago when we had the horrible drought uh as it's done with other roads around or county roads or it's got some feasures in it and from where the ground really separated quite a bit and the reason I bring it to your attention I know that there'll be scheduling of roads repairs. I know you got water pipes that you're working around those schedules but just wanted to bring it to the attention again. I'd left a card with Jackie before and I'm going to do it again just so you come out and take a look. Maybe he's already been out and taken a look and that's great. But um just want to bring it up so that when the planning comes for any chipping and seals or any overlays or any projects in town that maybe we get a look. My only concern being if we go down the road another year or so, it could really start to come apart. It's not a paved road. It's a double chip and seal. Uh it's it has stood up well. had one neighbor. Um, I mean, all of us use the same trash service. Even with we weren't maybe happy, we still use the same one. So, we don't double the amount of heavy
truck. And so,
I'm just making mention that um I can't remember what it cost then. I'm sure it cost twice as much today with the cost of oil and stuff, but I think the city spent $45,000. Much appreciated. Uh, we were annexed 20 years ago. Um, we're on real water. We do get a couple street lights. We all buy city electricity and that's about that lane's about all we get for the rest of taxes. So, we do appreciate the lane a lot and I'm just bringing it up because we don't want to see it go to hell and get bad shape and then cost twice as much to put back. So, that's the only reason for my visit. Want to come up and meet new council, new mayor. I knew Johnny, but I mean I enjoyed meeting you guys and and I know the rest. So that's the only reason I'm here. Just want to be of record and try to make sure that we're we could be thought about if there's a plan for for road work beyond your water issues and and that stuff. Okay.
What's that what's that street again out there? It's it's a we're on 130th road which is the Gerard Bypass, right? The one that goes up to where you live at. What's that road? Well, the one that goes up the lane doesn't really have a name. There's three addresses on that. I'm 140. I think one of the neighbors is 138 and one might be 142. Okay. Okay. It doesn't have its own I like that name. Okay. All right. The 130th is the pave road that goes around town to the cemetery. Mhm. That's that's that road. Yeah. Okay. Okay. I hate to call it the dry bypass, but that's what circle called it. Okay. So, it does not have its own street, Nick. I want to make sure you know that.
I didn't know that. But no, it doesn't have its own street name. Okay. But there's three of us that live on. Right. Yeah, I know. I know what you're talking about. Okay. All right. All right. Thanks for asking. Just want to bring it up. Nice meeting you. Good luck. Thank you. All right. Thank you. We'll take a look. All right. So, now we're going to go on to regular business. Item A, bid opening for relocation services for K North K7 project. Okay. So, I just open these up, right? Open them one at a time. Announce which one you're opening and then the amount of money they bid. All right. So, CDL Electric.
All right. Then do the amount, right? Yep. Total amount. Okay. 64,529 even. Okay. The next one's Shoemaker and Suns. Open these up. Open them up. I should rip them open.
Sometimes it's hard to find the amount. It takes a second. All right. So this one's there might be two numbers. Yeah, there's two on this one. There's actually three because it was it was bit out two different ways. One is if they bore the entire thing and no open trench. The other is if it's a mix of open trench and bore. So they probably need to add those numbers together. No, there's two separate. So I think like there's a bit alternative. So I think so the general aggregate would be one right no general aggregate I said that word right here
one of them is the entire job of the board the other one is if it's oh right here my bad sorry that's not what is what is that I don't know why he included that but it's there's okay insurance so this one is 79,000 for boring Maybe is that just boring or is that both? It says bore the entire project minimal trenching combination of bore and open trench is the same 79,000. 79,000 79,000. No, there's another one. All right. and Rael Underground say
radel sports equipment all different. All right. All right. And this one is the same also. $33,582.71.
Will you say that one more time please? 33,582 and then.71. So since there is a discrepancy, can we give those to Jackie or even Cliff for them to review real quick? Can we bring up Can we move on and come back to it?
He might they might be able to do it by the end of the meeting is what I'm saying. But sometimes when there's a difference like that, they've got a unit number mixed up or haven't added something right. That's a big difference. So, I think we can move on. Let Jackie review it and maybe he'll be done with his review by the end of the meeting. Yeah, he's going to do that. And I I would point out all three of these came out and walked and looked the job. They all showed up. What are they relocating? We're boring 600 ft for and then crossing the road for water.
Water. Okay. A 2inch water line that's being paid for by K DOT. That is a relocation in conjunction with the seven expansion. Super super 27. So our line is coming off Ryan and goes out this one. We're going to go about where the lion sign is. We're going to tie in there and go 600 ft cross under and then all the way to the last house. We have three houses out there that are on this line. Was that about a mile north 1,995 ft? A little over a mile. So this with a wheel several times.
You guys have probably noticed we had to move the electric lines, too. So that part's done, but it's all reimburseable through KOT. Did you have to move anything in town? I'm sorry.
They did the electric and we're going to be within seven feet of their pole and right away. Okay. Okay. So, we can move on and then come back. If he's ready, he can talk to us again. So, I say we would move on, give him time and place it on hold, come back to it if we can. All right. So, everybody good with that? Yes, sir. Yes, sir. Okay. Item B or letter B. Water project update and lease agreement format approval.
Water project update. Um, contracts have finally been signed. Notice to proceed has been approved by USDA and issued. um they don't have their submitts in for the pipe yet. You know, we changed the scope from four to sixes and eights. He's still talking about t starting April 1. So, we did leave a little bit of language in the notice to proceed if they just absolutely can't get the materials. Um and then the lease agreement format. I can't remember if we talked about this at the last meeting, but um letting them use the Adair building to stage their materials and equipment. And Steve, did you look at my lease agreement?
So, if you guys are fine with that lease agreement, it was $800 a month. It was initial term was a year and any party can terminate with 30 days notice. And that lease agreement is what we've used as a city in the past. You leased a city building before some of you were here to Thomas Manu. They're out now, right? Yep. So, we leased a building to them. similar leases. So, no surprises. So, if you guys are good with that lease agreement, since it is a contract, you probably need to approve it for mayor's signature as long as shoemaker agrees to the terms and the price. I haven't even sent it to them yet, but I think they'll be agreeable.
And one little point to that, it's the building and the lot. They want to stage their equipment right outside the building, which is no problem. Did you say it's it's just inside the um Right. But some of the brass and some of the some of the But it's not But it's not across the alley, right? Going across. Is it across the I can't remember what you said. Is it just the alley over to the building or past the alley? Maybe past the alley, too. Down toward the end of the lot, too. We just don't know how much pipe they're bringing in. A lot of it is going to be the equipment. It's going to be right next to the building. Then you got the fire department and then a little bit in that lot.
That's also where our sidewalk contractors usually like to go. And that's probably going to be a concurrent project. Yes. Yeah. Okay. So, I don't think we need any motions except for approval of the lease agreement for mayor signature. Joanna, who's the uh just from my knowledge like who's going to be the liaison with shoemaker in the city from from their company? Is it Jerry Goings? I'm pretty sure. Okay. I mean, he's been the one that's been coming in talking to me in my office. So, so they'll have someone that's But we'll also have a construction inspector from Midwest. From Midwest. Yeah.
I guess I can give an update on that, too. Uh the mayor, myself, public works director, assistance public works director, um met with Midwest over that amendment to their agreement with for the additional 212. And I think we came to the agreement that we don't need to do that at all because they have enough fees built into the original contract. So
I'm sorry. Oh, okay. You did. You're just going to need us to approve your sign on the lease. Y. So, Mr. May, I move that we approve your signature on the lease to Shoemaker. A second. Okay. All in favor? I opposed. Okay. Motion passed.
All right. So, item C, executive session for contractual discuss easement negotiation for primary supply line. Mr. Mayor, I move we go into executive session for contractual discuss easement negotiation for primary supply line 10-minute session to include mayor, city council, city administrator, public works director. Okay. All in favor? I opposed. Okay, motion passed. Second is a very good contractor. I don't know why they're half
The only bad thing is Only reason I know that brought that up.
I got that thing. Oh, I know.
I can see how it happened with a little kid. probably name it. Good. All right, let's call the meeting back to order. We're going to move on to item D. Approve resolution 202604 banking authority.
This is just adding um Shauna to our banking authority to be able to sign and take the puzzles and stuff to the bank. Sean is our our new utility billing clerk. Carol, Mr. Mayor, make a motion we approve resolution 2026-04, banking authority for Shan Vance, the deputy. Second. Sorry.
Time to finish it. Oh my gosh. All right. So, we got a second. All right. All in favor? Oh, which one? He did first. Second the motion. All right. All in favor? I oppose. Okay. Motion pass. Item E, approve resolution 202605 CD authority. Same thing. Just Adam Sha. Mr. Mayor, make a motion that we approve item E. Approve resolution 2026-05 CD authority for Shauna Vance the deputy clerk. What? She's the utility bill.
Utility billy clerk. Excuse me. Second. Okay. All in favor? I oppose. Okay. Motion passed. This just reminder about this stuff, right? Yep. Okay. So, reminder on item F here is spring cleanup is April the 24th, 8:00 am to 4 pm, and then April the 25th, 8:00 a.m. to 12:00 p.m. And there is several things. If you have some more questions, you can call up here or there has been several things posted on social media. And I believe Phillips the citywide is the weekend prior and they can call you for to place their ad in the paper. If you're a subscriber, you get it free this year.
Okay. If you're a subscriber, you get it for free. That was it. All right. Where do you take the stuff to? Um forest to the east of fire department. It's like behind FMI. Yeah, east of FMI. Yeah, that's a way better description. Thank you. Is it free? Yep. for Gerard resident or utility bill. Is that what we bring? Bring a utility bill. Yep. Or they'll know you. All right. Okay. Mostly they know you. Y. Next item. Item G. Discuss golf course expenses, HVAC, prep table, and pump house.
So, basically, I think we're wanting to ask if we still want to go with the block pump house. Jackie thinks that's going to be more than the $6,000. We had KDH come out and do the food inspection. We can't open till we buy a new prep table. I have no clue why, but prep tables are really expensive. How much was the prep table, Jackie? $2,39. And then our HVAC is done in the kitchen and that's going to be between8 and $9,000. So if we just keep you go ahead. So there's about $14,000 over the last couple weeks, right? 2000 in lights. So, we
Oh, I forgot about I knew we did something with the lights, but I couldn't remember. That was inside the clubhouse, wasn't it? Like 16 or Yeah. Yeah. Like 15 or $16,000 expenses. Right. So, we I mean, it's up to you guys. So,
I'd like to table the pump house discussion. the uh numbers that I got. I don't there's a lot of discrepancies between the three issues and I didn't have I had to go to a funeral today. I didn't have time to uh compare. If we could talk about that next week or next meeting, I'd appreciate it. I think one of the other issues we had too and maybe Steve a needs to weigh in because I know we were talking about having electric department do the electrical in there but they aren't licensed electricians. Okay. We thought it might be an issue with work compility.
Okay. another reason to unlike that table. I second the motion because it's something seems like we're have to deal with. I think we have time just won't have we won't I mean it's nice out. So So on the So you want to table that but on the prep table and the Hback it was all in my spend authority. I just wanted to bring up that we had we had some unexpect unexpected expenses that added up to over $15,000. I mean individually they were within authority table.
It's like where you can put the lettuce and the tomatoes and the onions and it has a countertop that you can get everything ready on and Yeah. And then the underneath is a refrigerator and I think it wasn't holding the temperature as it was supposed to. So, we have to order a new one. Well, we already ordered a new one. In fact, I think it was supposed to be there today. If it wasn't, it's tomorrow. Did you check on used ones like a Joe Harding or somewhere? No, we bought one at Home Depot. Should have called Joe Harding. It's usually a little cheaper.
Well, hopefully this one will have a warranty and last a while. I hope. I don't know how old that other one was, but it's probably been out there a long time. Probably since the kitchen was built probably. When was that? Whenever the building was built a long time ago before I was here. That was like 20 plus years. Like 20 30 years ago, I would say. I don't remember when it was built. I wasn't around then. So do what? 11. Okay. Somewhere. I was around then.
I don't have a clue when it was built. Any other questions, comments, or anything? Mr. Mayor, I move that we table the golf course pump house discussion till next regular business meeting. A second. Okay. All in favor? I opposed. Motion pass. All right. Next item is item H, electric update. This goes back to the what we're doing quarterly with department head reports. I think I uploaded that too. So you guys could also
So so far this year since January, we've only had 16 call outs on power outages this year. So that's that's pretty good. A lot better than it used to be because I remember when I first started it wasn't nothing. like 10 10 and a half hours overtime in in a week. I've set 19 poles around town and we usually set over a hundred in the year. So, we're about right on track. I think put up nine transformers and we've cut down seven trees and trim trees around town. This is what this time of the year is. We're just usually trimming trees around town. How long?
We've cut seven down. And I don't know how many trees we trim. A lot.
A lot. And at the power plant, it they have ran 21 and a half hours this year so far. And I I don't know. It just depends on the year how much we'll run when the SP calls. Um, and they're starting to run the gas line for the new CAT generator. That's all inch and a half pipe. And for the projects that were ready to start and we already started, we're wanting to get back out to seven highway and finish relocating those poles. We haven't been out there for a couple months just because we've been cutting the trees and trying to get caught up on these. Um, and then setting poles around the power plant. We those poles are getting pretty bad. So, we're going to get all those upgrade to get ready for that cat generator.
And the Catholic Church is doing their upgrade on their Padmount transformer. It's already here. They paid for it. And hopefully we can get some loopholes on east on the east loop. And for new projects, as you all know, we just spent that money, the 2 megawatt solar. Um, it's going to start there. Uh, I think it's April 14th, but they said construction starts of this year and it might be done by October. We're hoping by October. What kind of prep ground did they have to do for the ground? Nothing.
Nothing. It was all there and they they had to do all these uh soil tests and I mean it took months and months to do. They don't have to put gravel down or anything? N it's all good as we know of until they start pounding the beams into the ground. And the cat generator, it's supposed to be here hopefully they got we got the pad poured. That was in February and hopefully in October or December the generator will show up. We hope they sometimes we hope
like we're not sure
it keeps getting pushed back and there's so many of them going in that the generator people can keep up but the containers they can't keep up to building around the generator cuz it's all enclosed. It looks like a box cart more or less with doors and stairs on it and everything. And for new addition information. We're looking at AMI hopefully down the road and a call out system and I don't know why I put that on there. We got the new bucket and digger truck ordered already. So, thank you.
And AMI will be our next big purchase because it's like expensive. Might have to save up for that. But that's basically um you don't have to go out and read the meters. You can do it from the office. It'll It gives you a lot more info digitally. Is that what we have on the water now? Yeah, kind of. No, it's AMR right now. We have, right? We got it on electric, too. Yes. It just I don't want to say I don't like the company that we have. You could do some of them. It's So, we're looking into AMI. You can shut it off and turn it on. Yeah, but we can read the electric ones, too. Now, we just can't shut off. Mhm.
So that would be to shut them off on and off everything. Yeah. Be quick. You could it would be like we wouldn't have to send off somebody's house would actually be able to do it here. Okay. And it's about 10,000 a month for that. Hey Cliff, how how's the pole yard going? How's the pole yard going? Don't we have to put fence around something at some point?
Yes. Um I forgot about that about that. He It's probably 1 of April or um end of this month. He called me a couple weeks ago and asked me if he could start on it when he gets these houses done that he's building. So he it probably won't take him very long because he'll have it all strung out and drill the holes and start planting the poles and stringing the wire. And then there'll be a gate. Yep. Or something. There'll be two gate. At first I He was wanting to do a 50ft gate and now he's going to do two 24 foot gates so we don't have to have that 50 foot open
in the middle of the night or something then close it. because I told them 50 foot gate, ice storm, snow, you know, that's going to drag and won't shut. But so hopefully a 20 foot two 24 foot ones will shut.
Might be a stupid question, but why do you have to have a they still in poles? No. Well, it's the poles and transformers EPA makes us. So people won't be messing around because some of the old transformers they're PCB contaminated and I gota Y and they're trying to steal copper. Yep. It'll just help our insurance too. Any questions? I think so. Thanks. Thank you. Thank you. Jody texted into the prep table 16 years old. Oh, wow.
Kind of funny. Did you guys hear that? 16. All right. Okay. Item I, public works update.
You guys have been getting my bi-weekly reports and a lot of the information. I think you've been getting them. Um, a lot of the information is in there. I could talk for six hours if I read all that stuff. Um, I wanted to start out by explaining there are three types of maintenance that we're dealing with. The routine, which we know about, we do emptying trash, just routine. scheduled. That's like your um your uh oil changes or equipment changes or we know have to we have to clean that one covert every six months or we have to u check the lift stations every day. It's scheduled. The third type is emergency or I call it panic maintenance. You're supposed to live in the first two. We live in the third one which is emergency or panic. Unfortunately, for example, today we started the day had everything laid out and then found that a road would undermine and we ended up spending a lot of time uh county assisted did did the work and we did the um isolation setting up the the work zone and the county dug it out and we provided the covers but that was unexpected. We turned and went from there to a water leak. Um, so those are emergency or panic maintenance. We we do too much of it. So what we're looking at or what we've been doing is the project management for the plant rebuild. Haven't got very far on that because there's just too much work going on. I can't seem to find the time to get a lot of progress on that. We're working on the water distribution lines uh planning. I think the the final I heard today was now that we've got everything signed,
the drawings haven't been updated. So, the drawings of the contractor can't order material because he hasn't got an updated sizing and drawings. I called Midwest and said, "Hey, they're waiting on this." No, they don't need it. Well, you call them because they say they need it. I don't know what kind of a delay that's going to be. I was told they haven't even the way the project goes is we bid out the water lines or the plant work. They have to give us what's called a submitt and the submitt is we're going to use schedule 80 pipe. We're going to use this that and the other. We have to approve that before they can start ordering materials. That hasn't been done yet. So I think the April 1 start dates of pipe dream. I think it's down the road and then depending on once they get the numbers, they get the submittals in, then they order the material. So that might be 6, eight weeks, might be two months. I I just don't know. We're hoping to get some clarity, but it's still down the road. Been working on a a street repair plan, doing measurements. I think we got the measurements. been hiring staff, been working on covert repair plans like today. Uh you just can't see that big hole in the bottom of that metal culvert, but we're trying to get to those. We're looking at the opening of the pool and of course um golf course operations, what the clubhouse and such we've been working on. Uh, like I said, this is just an abbreviated list, but some of the projects we're looking at has removed the bar screen. I've got all the approvals. We just haven't set up a a time to do it. Uh, we've got a a $10,000
valve we have to install on main lift station, but we're having trouble with it because it's 300 lb. And so, we're having to build this little crane system to be able to lift it so we don't get anybody hurt. Uh, like I said, the water plant project. We're going working on the distribution system, the sidewalk repairs. Um, bump out. We've been working on uh getting measurements and such for the mayor on that. The pump house, which we've gotten the I did some cost estimates on it for some comparison, but I think I got tabled. Uh, the Republic repairs to the clubhouse building. Uh we did go ahead and order the uh HVAC system and that table. Um we're looking at new staff at the pool, so we're getting ready. That's going to be a big thing next month. Um still doing emergency waterline repairs. One yesterday, one today. Um, I've got to write and advertise and develop about 16 scopes of work and I'm behind on that. Uh, doors, the building, the oxygenation base and the painting, the replacement of the plumbing, replacement of the chlorine system, uh, working on the tower and the skater system. So that'll be ready to go when uh the project if the water line project ever gets on track. Uh
Jackie, can I say something real quick? Sure. This water plant rehab that he's talking about is the USDA funded where um USDA has approved Jackie to do a lot of it because of his credentials and that's how we're saving some money with our engineer. But as you can see that it's a lot tens of thousands of dollars and it's more than 16 scopes of work. I think if we gave it to a certain engineer I think it'd be about a half million honestly. But that'd be on the cheap side. Yeah. So this is why I'm saying Jackie's
I'm going to slip out of town and hide for two days or three days down in Witchah which is the conference water conference. And one of the reasons I have to go or want to go, well, first KRWA has me helping out, but they have these vendors set up and this is going to be pretty critical to go around to them to see what they have to offer that I can roll into this plant rehab. I've been to that conference. It's excellent. Yeah, it's a good one.
So, it's going to be u pretty important. I mean, I other stuff, too. We have got to get a camera system for these sewers. Our camera equipment is obsolete and flat out doesn't work. We had the emergency water or sewer line repair over on Western. We ended up trying to get CDL to go down the line to figure out where the water was coming from and their equipment didn't work. And so then Eric had some contacts up in Fort Scott and he called them and they brought their camera equipment down and they ran the sewer line. We did not know where the brake was. So they ran the camera up and at 319 ft we found where it was just pouring in and where it was coming from was the creek. The creek was emptying into the sewer. So we were able to pinpoint where to dig. Worked pretty well. Uh we ended up having to dig about a 30 foot trench to find it, but we got in the neighborhood of it. That's another one of those panic maintenance that you don't plan for. That took two days. So, um got equipment repairs. We're not going to get the backhoe back for about three months. I think they said they can't even order the transmission. And there's such a backlog on transmissions for another they'll order it sometime in April and then it takes six weeks or so to get it. Um the highway 7 project for those who didn't understand what we were opening up the super 7 or super highway 7 going to be a super highway they call it super tube. Yeah. And we have a water line
that is too close to the road that feeds houses out of the city limits. There's three of them up there. Um probably from years ago when rural water wasn't there because rural water comes up to the house next to the last one we do and they're across the street, but we still feed water to those three houses. So we're going to be putting a 2-in line in. And in fact, we're going to ask him to start with that section, shoemaker to start with that section so we could tie in right away and not have to loop it back around and keep using the old line. Um, it starts about where the lion sign is and goes north for about 600 feet, crosses the road, bores under the road because I wanted to get away from all that that garbage trees and we didn't want to get back in there in that pond. it would just didn't want to go under the pond. So, we're going to jump back across and follow it out until we reach the end of the line and we'll have to relocate three meters. Uh we've been doing some training for the staff this last week. We had uh in fact the entire staff a lot it was very well attended. We did a sexual harassment training um put on by KIT. Um still short staff, missing one. Um several lift stations have serious issues. We're working on trying to implement a work order system so we can track work. I've got uh in a couple of weeks we're going to be talking to some people about what their system looks like. Um, we still need to work on an inspection system for the sewers, the valves, and the streets. We're working on that. Um,
a lot of it we we would we're supposed to have for KDH. We're supposed to have a valve exercise plan. We have it, but we don't do it because the valves are so scary. We're afraid we're going to break them. But as we get new ones in, we'll start implementing a inspection program. We're also I got to get a camera so I can start doing these sewer lines because that's the first question ask when there's a claim is what's your what is your program? And we do have another claim that's working its way around because that last little rainstorm backed up into a basement. And so insurance is dealing with that one. Uh we had to put a plan in operation for the west tower. Even though it's been sitting there not used, we've got to get it online. Uh we've been started work on some of these yard repairs that where we tore stuff up and we have a major project uh for the brush pile if we ever get the back hole back. So I mean that's just an overview. I I mean like I said I've sent you
I'm Excuse me, Jack. On the brush pile you got here. You pushed it up and burned it. Yeah. Okay. We're still burning it. We just need to clean it out. Oh, I understand. Yeah. But that last time you said you had a lot of big logs and stuff. They're in there, but we can't do anything with them. But you did get part of it burned. Oh yeah. We used We use the skid steer to push it up best we can. But it's nothing nothing like the backhoe.
If we use somebody that had a big backhoe, could we like hire him out to do it? I I would rather work with the county and I think um see if we can borrow one of their p We're in talks. We have a plan. Um we borrowed one today kind of didn't we or they helped us out today? I tried to get them to leave it behind but I have a large esava escavator and I said I said can you leave it for 10 years and they quickly said no. Mhm. But we could probably pull a lot of that out with one of their I think they let you let you borrow something recently too, didn't they? When we
they have been pretty awesome to work. Yeah, they have been they're help with the road and stuff too. Right. Great. Between that and the uh bi-weekly, is any questions? I think you covered it very well.
We're trying. We're still one short and I've kind of causing my own problem with it because pretty much holding the line. Whoever we hire is going to have a CDL. I have one piece of equipment we might as well get rid of that dump one of the dump trucks because nobody can drive it except Eric, myself, and Jud. Because back in the day, you took your CDL license. It didn't make any difference if it was an automatic or a stick. whatever you got that. But few years ago, they changed it. If you're going to drive a stick shift, you take you have to test on a stick shift, then you can drive an automatic if you want. And one of our trucks is a stick shift. And so, nobody has that endorsement on their CDLs. So,
the one we just hired, he didn't have a stick shift endorsement. No, nobody does. Nobody Everybody's got automatics now. That's a dinosaur. Do you have it, Bo? Yeah. I wouldn't have told Jackie that. Every one of my guys, but it's a it's a dying art. They just or you might have a stick shift, so you had them test on it.
But we're trying to find somebody that has a CDL. We have looked at some training programs. Um I think there's a program up at Fort Scott and we can train somebody. It's going to cost about $4,200 to train somebody. And that kind of just changed too because now you have to go get the schooling, right? And it's you have to pay the before you could just study. There's a place in Joplin that does that. I don't know. The Fort Scott one actually teaches and it's Fort Scott Community College, but they're at Pittsburgh somewhere. Uh, don't they have it on 60 highway out there? I think so. It was at the I heard one at Jop was a lot cheaper. I don't know.
It might be. Yeah. I don't know. Yeah, I kind of thought 4200 not everybody wants to get it. That's part of the problem. Some of them just people want to work. They don't care about um getting water license or wastewater license or CDLs. But is Kelly still working on that? She's still in the apprentice program. She's also going to the conference tomorrow and she'll be there and I think she's testing for her water one on Thursday. Good. Good. Pardon? Water one. It's not as bad as three
or a four. Four was a bear. It was the hardest water or wastewater test I've ever taken. Kansas has a knack for making it stupid hard. Hey Jackie, before you sit down, I don't want us to forget. Did you have time to look at those bids? Yeah, I gave them to him. Okay, perfect. Didn't want to forget do that. Okay. Sorry. I do need a copy of that one when you're done. Okay. Because he has his submitts attached. So, I'll need to look at those and I re Oh, you need my recommendation? Yeah.
Fredels, even though they are quite a bit lower, we've worked with them very successfully. Very, very successfully. And that's the primary thing they do, right? Is they do so that's probably why they're less all three of them are good contractors, right? Um but um since it is the state, they're they're going to want all of our the bids we received. And if we choose one that's not the lowest, they're going to be like, why? And they gave me that's the reason if you look at the contract I wrote in red, must be Americanmade. Must be American A because they pounded on me. Yep. Must cliff dealt with that.
I asked all of them that and they said they were. Okay.
So, can we make a motion to approve it contingent on meeting all Kad requirements? Okay. Can we do that during the public works update because it kind of matches what's going on. Yeah, I think it does. We did the bid opening on a go back if you wanted to sort of for a little while on it. Okay. All right. So, we're going to move back to item A, which is the bid opening for relocation services for K North K7 project. The recommendation is
contingent on meeting K dot requirements. Mr. Mayor, make motion that uh on the bid opening for relocation services for K North K7 project, we accept the bid from Redell Construction for 33,58271 contingent upon meeting all KOT regulations. Second. All in favor? I opposed. And motion passed. I think you're down to Jend, right?
All right. So, item K, approve February 2026 judges report showing total collected of $3,55412 with a total to the city of $3,20.95. We have a police report. Yes. Steve, I just had I just had one question, Mr. Mayor. Sorry. Just because I was more interested. Um whenever it just says there's like no amount there is that because is it still if there's a line item with no information is that because it's not required or
so when we collect any fines you have to remit some of those to the state and that's the remaining amount that we keep I mean I mean if there's a blank line on someone's like you look through there's a blank line does that mean they haven't collected it Not sure what you're talking just curious. It's on the uh I don't know how to turn my screen form that you send out that shows that like it say Steve Banker speeding $34 plus court cost or whatever. It runs left to right.
Because they haven't paid. No, I see it now. Yeah. So, there's still something there. It's just not right.
Yeah. I'm not sure how Yeah, I can catch you later. I think there's just no date paid. Is that what you're saying? Yeah. Right. So, I bet they just haven't paid out form now. Yeah. If there's blank on date paid, obviously they have know people are making payments. True.
We have some we give them. So for those that haven't been to municipal court and you're welcome to come and observe and some of you have um and so we have court once a month and we'll have several dockets. We have a first appearance docket which is people who are charged with an infraction or misdemeanor and they appear before the judge and state what they're pleasing. guilty. They can plead not guilty and that means a trial at a later date or they can plead no contest and I have to agree with that. And no contest means that they believe that if they went to trial there's enough evidence they convicted but they're not guilty. So unique little thing in our law. So there's that docket. Then we have the status conference docket and those are people left over from other dockets that we've either offered a plea or we're trying they try to get in compliance to meet a plea like get a license for example we have a lot of citations for no registration no insurance that takes up seven of our unique tooutheast Lots of people driving around uninsured, not registered, nonliced drivers. Some of them are foreign nationals, some are here, some live here and were born and raised here. So there's no discrimination there. It's just southeast Kansas. So we have a lot of that. And so we'll give them a minimal amount of time. We'll increase the fine if they get their license because we want to be a licensed driver accident involved. No deal. No accident. give them some time to get licensed and reasonable time and then if they get licensed better for our citizens, it's better for the economy and it's better for them because they have to have a
license to drive. Um, and then some point it's fish or cafe bait and they either have to have a license or they're pleading to no driver's license which then results in probably them being suspended even further more fines more costs and strangely in Kansas if you do it three times twice it's jail time serious about it no driving so those are some things to do with and then we have the attorney do people are charged with misdemeanor where they can actually have jail time and so they if they're in if they're indigent they can't afford an attorney or they can hire an attorney their attorney comes and we talk about their cases and whether we're going to trial or not and then trials if they have trials. So you're welcome to attend and see some of the uniqueness we see. There's 3% of the population that nobody sees in this room that we see on a regular basis. They're in this court. They're in front, they're in district court, they're in Pittsburgh court, and they just make the rounds. There's some of those people and they they it's just a reality of our society. It's not anything unique to. And then other folks are just good folks that got a speed and take it right.
Right. Mr. Mayor, make a motion we approve the February 2026 judges report showing total collected $3,55412 with a total to city of $3,20.95. Second motion. Okay. All in favor? I opposed. Okay. Motion pass.
All right. So, that's the last thing on the agenda. So, we'll go to governing body comments. Morgan, you're up. I'd like to thank the city employees for all they do day in and day out. Thank you to the police department, fire department for keeping the city safe and protected. Um, citywide cleanup is April 24th and 25th. It's a great thing the city does for its citizens. Take advantage of it if you can. Also, we are starting to see some things rolling here pretty quick with the water project, which is exciting. Uh, ball season is here and nicer weather. Kids are outside playing. Please drive safe and pay attention to your surroundings.
And I think that's about all I have tonight, Mr. Mayor. All right. Thank you, Lucas.
Mr. Mayor, I just want to add uh additionally what Morgan has said, uh, positivity uh, with the Facebook post. I know that I've had several comments or constituents say that they enjoy the the transparency and also just the activity. So, I want to pass that along to I believe that's Abby who's doing that work. Um, I like it because it's also informative and it also gives a way for the citizens to get involved. Also, the water project upcoming, it's been a long time coming. and I'm excited for it to start. Just another reminder that it is going to be a lot of work and a lot of I just want to say I'm trying to find the right word. Just there'll be a lot of u I guess work going on as far as move dirt and everyone having stuff.
I don't I don't I don't understand. I can't think of the word. But basically, just be patient with us with the contractors because just like you and me, they're doing their job and there's going to be stuff that we run into because even though you you dig safe and you uh make the calls and people mark, there's always unknown things in the ground. So, again, be patient as we start to do the water project and when it's done, we'll be happy it's done. And another side note to that, Mr. Mayor, and this is more after the project, but I know it's going to take at least a year or more. Well, I think our estimates are a year, 18 months.
18 months. Um, but while we're doing this, I I do know that we've had, you know, Tony was in here tonight. There's several individuals that have been talking about roads, and that is going to be on the the next, well, we'll be working on those also coming, you know, in the near future. I just want to add to that if we can. Um, there are some places that have a lot more traffic. So before we start that project, if we're able to go out and look at some of the high traffic roads and maybe put some more time into those areas, more of a long-term solution. I know there was a someone reached out, someone reached out from 502 West Buffalo to me and said that there was heavy traffic on that road. There's a lot of times it starts to I guess they'll heave up or they'll start you get that winess in it. And I told him that long term we would hope to look into areas that are high traffic. I don't know if we can do permanent solutions but
um I think what they were preparing and mayor was on that meeting was a kind of a short list for this year with the county for more jobs. Right. Yeah. like the length just like repairs of big potholes and like not the whole length of a road and then they were using some kind of software to prioritize roads for when we can do a full milling overlay. And we talked to county about rent a milling machine together and but they said if we were doing shorter distances for this year to coincide with the distribution project that um they have those capabilities. Do a what about the four-way stop?
Four-way stop. The plan was when we get a contractor in here or a concrete contractor either doing the sidewalks or north 7, we'll ask for How long is that going to be? The sidewalk project should be bit out in a few months. We had an issue with the government shutdown and bats in the trees. I don't remember if you guys remember, but those roads it's getting really bad, right? a few months isn't satisfactory. It is what it is. Yeah. It's not easy to get or big contractors like that to come in for little things. They want or if you're going to do a little bit of asphalt, you could do a little bit of asphalt there. True. Like from the corner up just right.
Sorry, Lucas. But they probably won't be able to do that till the summer. I mean, that won't happen till the summer. Yeah, because we don't have hot mix yet. Yeah, because they can't. We're getting a this together and give it to the county and they're going to go do stuff with it and help us do the past job. And then there's that rating system. I don't know what it's called. I can't remember what it's called either. The rating system you ran like one through 10 or something like that on I don't remember which way it goes. And then those are the roads that we hit first, the ones that are worse and kind of and I believe Eric said he had had a training on how to do all that. So he's going around and they're supposedly making a list after they do the patch stuff. Um and we give that to the county. They're supposed making a list citywide or we get some kind of rotation or whatever that they used to have to keep going.
Yeah. Well, it's supposed to all be done by the fall. Okay. That plan is supposed to be put in place by the fall. Yeah. I think too, it's just more and like we've spoken tonight, it's good we talk about it because I know the citizens, the ones that have those issues, we will look at them and and prioritize them the best we can. Um, other than that, Mr. Mayor, just years just getting started. looking forward to the consistent weather instead of being up and down back and forth. So, other than that, that's all I have. Thank you. Thank you. All right, John.
Like to thank the uh city employees for doing such a good job on trying to keep everything together. Heather and Johanna, they're doing a really good job. Steve, going through all that stuff and getting that contract worked through because it sounded like it was quite a bit of reading. I uh I can't stress the ballpark still because I live down there and there's still people that just want to boogie down that road and kids on bikes and stuff. So, just keep an eye out for them. Um golf course is going to be getting open here pretty soon. If it's not, go out there and support Gerard. Go to the pool, buy a season ticket, do swimming lessons. help out the community. That's what I got today.
All right. Are we talking about the west side or the east side before we stop? Mhm. Okay. All four of them actually, but the east is the worst.
East is the worst, right? I just like to thank the employees, Cliff, Jackie, all the guys, all the girls up at the office and the guys in the office. Everybody's doing a good job. Echo what everyone else had to say. And uh John lives by the ballpark. I live by the swimming pool. And there are four-way stops all the way around the swimming pool that are ignored almost 50% of the time. So when the swimming pool opens, I would really appreciate if people would slow down and stop at the stop signs around the park, especially when there's little kids there. Other than that, I don't have anything else. Thanks.
Okay. I told Daryl All right. I don't have anything tonight. So, if somebody wants to make a motion to adjurnn. Mr. Mayor, a motion we adjourn. Second. All right. All in favor? I. Okay. Motion passed. I guess I could have waited that much longer.
