And I asked him about the thermostat and he just skipped over that part of my email and only answered the part about the weight machine. Like I had two questions. So I might have to email him again and say, "Hey, you missed this little piece. Who do you think taped it? Maybe the wrestling coach. That's what I don't know because we've been there before. We just We've been leaving on eight. Just turn it down like so it just doesn't come on while and then someone could just set it back up and turn on awesome again. Miss Wilson knows what they do. Okay. So, the proclamation be resolved. The city of Gerard recognizes the future business leaders of America week to be February the 9th through the 14th, 2026. the whole thing.
Okay. All right. Whereas Futures Business Leaders of America FBA is a nonprofit educational organization and whereas FBA is a professional business organization dedicated to bringing business and education together in a positive working relationship through innovative leadership and career development programs. And whereas members perform community service activities and strive to build a students understanding of the realities of the modern business world. And whereas FBLA teaches middle school, high school and college students, businesses and leadership, sorry, business and leadership principles and assists in the transition from school to work. Now therefore, I Nick Gene, mayor in and for the city of J Gerard Dubai here proclaim February the 9th, 2026, ending February the 14, 2026 as future business leaders of America week dated this 26th day of January, 2026. And then usually you guys want to whatever you guys normally do. I have no idea.
Kids usually give their names and parents or whatever they want to say. I'm Joseph. I'm the son of Mike and Emily and I'm our chapter vice president. I'm Madison Cranston. I'm the daughter of Greg and Holly Cranston and I'm president of our chapter. I'm Seth Wilson. I'm the son of Beth Wilson and Scott Wilson. I'm our chapter's student council representative and I also serve as the district one vice president of the state board. I'm Caleb Humble. I'm the son of Nick Humble and Jess Humble and I am our treasur. I'm Ben. I'm the son of Mark and I'm officer.

we actually host our district competition. It was supposed to be tomorrow but it's been cancelled or well postponed. So it's the following Tuesday. We have 335 students coming to compete from 17 schools. So that'll be next Tuesday instead. We have 92 members and they're very active locally and statewide and even have recognition at the national level. So thank you for your support and always working us into your schedule for this because um we actually get points as we're working towards the gold chapter that we have that connection with our our chamber and with um our city administration. So thank you for making that easy for us. No problem.

This is a standard agreement that the city signs, specifically the mayor and city clerk to um appropriate funds to our project. We get grant funding from KOT. We actually have a north summit that has been approved and a south summit. The south summit project likely won't be till 2027. Um but this document will need to be signed by mayor and city clerk. So you'd have to motion to approve it. Do we need the stuff you sent us earlier about that? Well, Kat's take it or leave it. They're giving us money. Okay. Quite a lot of money. I just want to make sure
I I highlighted those. I wanted to make everybody aware of some of the provisions that I thought. Yeah, Steve and I were talking about it prior to you walking in my office and a lot of it's like scheduling and stuff, but they they do they will change that if if we need to. Okay. The next item, letter D, discussing potentially changing meeting times. So, how this came about was when I was going around talking to people, I had a lot of people come up and say um they would like the meeting time changed to later. Um that beial people showed up and I had people saying they had to take off work to come to these when they presented stuff. So that's kind of where that came from. And if you guys will decide on a time that you want it, this is a ordinance. So Steve and I will have to write an amended an amendment to the current ordinance which says five. So you'll just have to tell us what time you want them to be at. I'm assuming Monday night's still fine. Yeah. Okay. It's just the time.
Yeah. Nobody complained about We just leave it on Mondays and let's look at the time. Yeah, that's what we talk about. I like five o'clock, but uh if you want to go any later, I I would recommend or my choice would be 5:30. That gives anybody that gets off work at 5 time to get here or 4:30, like some of our council people get off at 4:30, they get here.
That doesn't make it so late. Mine when I started it was later. Um I don't see a big difference other than just what Nick's talked about. Maybe if someone can't make it at the five o'clock quitting time. Um I think when I start it was 6:30. I think it was 6:30. That's what I was telling Steve. It was that late. Yeah. I know that was to me that was a little bit late. I mean a little bit too late. 5:30 or 6. 5:30 would be good. Yeah. I can see you going a little bit kind of like the middle.
If you guys have a consensus on 5:30, I'll write it for 5:30. I'll bring it to the next meeting. You guys vote on it and then we have to put a start date. So, it won't be next meeting. All right. Letter E. Consider a golf course recommendation of p purchasing a block building for pump house and selling building that was already bought or supposed to be bought, right? Bought. Yeah. Yep. I guess it was bought and brought.
Since I'm on the golf committee, I guess I'll go over this real quick. I left everybody a price sheet. Um, this is something I came up with As far as a materials list for uh the block building, uh it comes out to 5935 for the materials. Uh we've got people that have volunteered in the past and offered to volunteer again for labor. So really the only cost is for the block building. We're going to have to pour a pad anyway for the wooden building. And according after discussing with the golf committee, the uh old building was wooden on on a concrete pad, but it was starting to rot out around the bottom and this and that. And the idea here is it may be a couple thousand dollars more than doing the wood building, but it would last longer. going to be a block building that's holding that it's enclosed a water pump. So, there's going to be water leaks and it's got a the building we have now has a wooden floor that we're going to have to cut through to get the lines and pipes through and the pumps and everything. So those were the two issues that we looked at as a committee and the committees recommended that we as a council looking possibly building the block building rather than the wooden building. And the wooden building we can either sell or there may be a department in the city that could use it for storage. That's the
Yes, it's sitting on the corner there by number two green. Oh, that the red building that little building down there. The pump house is the old building. has been pushed to the side. That's pretty much it. The theory was spend a few more dollars now and in 40 years we don't have to replace or 20 years we don't have to replace a wooden building with a wood floor. And with volunteer help really all we have to do is put a roof on it because the wiring and everything else would be done by the city anyway. So we didn't include all of that as far as So this is what a cement building would cost.
Yes. So it' be 4,300 more than what we'll be spending on the wooden one. I mean if you if you take out the concrete pad00, right? But I mean to buy the new block spray insulation and the 32 by sixes by 10s. Yeah. Because otherwise we're buying all the other stuff, right? 595 insurance provided coverage. We've got the form that they fill out non-disclosure like term liability. Yeah. Yeah. Liability rel that volunteers.
Correct. Really the only volunteering would be is to put the roof on it and set the door.
Um I printed off for you guys this. It's the reserve fund balances. So that's basically kind of how much savings each department has. So the golf in the top um chart up there for equipment has 8,200 and capital improvement has 57,000. Um you guys can decide how you want to utilize those funds. If you want the block building over the wooden building and spend the extra money on that. I believe we also want to get golf carts and I don't know how much golf committee wants to leave as a balance in there because you don't ever want to leave at zero. We're going to have a big we'll have a big cost eventually with irrigation
and to finish the cart project. So, I don't know if maybe kind of like that plan you were looking at the other day that had a list of the things we want to do per department. Like maybe we need to do that with the golf course and get cost estimates for all of it because what are you guys What do you think the priority would be? Pump house. Okay. Yes. I think in the long run you would think the pump house because if you ever had tournaments or something, you could always rent out some carts if you had to, right?
You know, a lot of people bring their carts in. I'd like to see people sit there and pay their $5 trail fee when they come in and bring their own card in because uh sometimes they I don't think they charge them because you have kids out there working the thing, you know, and everybody should have to pay if they bring their card out and they're using the trails, you should pay the $5, you know, everybody else charges it. So, I mean the the car path fee when you bring your own car is very inconsistent. They were they were charging it. Some were charging and it somewhere. Yeah, I'm with you. You know, so that's probably a training issue. We get a new manager. One of the issues that need to be taken up
because everybody that pays a has their card out there, they pay the shed fee and they pay the trail fee. But then when you have people come out and play, they need to be consistent and charging the $5 because it it doesn't seem like much, but I mean they don't charge it then it adds up over a year. Do you know how many um people carts? I don't know the exact number, but the dollar number was over $35,000 in cart fees last year. I'm guessing
I would say a lot of people like when an individual goes in that's what was on the you gave me was 35,000 on fees. Yep. That's when I said I think Heather was wondering if that was the yearly though. Yeah, for the whole year. Okay, I get what you're saying because whenever they get a season pass, don't they do a yearly trophy? Yeah, when they get a season pass. So, I misunderstood what Heather was. Trophies are separate if I understand right. Right. Yeah.
Trophies are in one column and the rental fees are in another and the number I remember was 35,000. I don't we don't have it here. That was for fiscal year 25. So, we kind of need to decide, does the wood wooden building suffice? Do you guys want a block building or do you guys want a list of things that we need to purchase at the golf course and prioritize them and approve them that way? Or how do you want to go about it?
What I'd like to see is get this pump house issue taken care of and put the bed one way or the other. And then as as we go down to the carts and has and whatever else. U that's basically for discussion because and it'll get brought up during the budget process too. Yeah. And there's Yeah. funding issues will come up. I would still like to call insurance because workers compensation liability is a liability. We need to check.
Right. I think we even had to have the school kids when they picked up trash sign liability releases. I mean, we can ask. I don't know. Will they be running any city equipment or tools? Not city equipment, but maybe just tools like Okay. I mean, we did it when we seated the fairways, right? We've done it when there was brush to be picked up. Volunteers came out and did that. It's not something that we haven't done before. Agreed. I mean, they're still volunteering. Yeah. It's not like you're getting paid,
right? Yeah.
Do we have a block? Do we have a block house somewhere else? I mean, I know or pump house. Aren't the other building Do we have just in the city? Somewhere else or a block building. They have a block bathroom. Well, yeah. Yeah. At the uh skate. Yeah. Yeah. Bathrooms. I think it's a good idea long term to get it do get it right the first time or at least not so much right but just plus the wear and tear that's what I'm thinking
you know because I got some wood at the house that's rotten you know and you start thinking you know maybe I should well I don't think we this is anything we'd have to go out and get quotes for Daryl volunteers make sure that insurance is covered. Right. Definitely. So, we need to decide where the money is going to come from. Right. If we're going to do it,
well, it would have to come out of these reserve funds, but I'm saying anytime you spend any money, you're picking one thing over another. You know what I mean? And there are some other things the golf committee wants to do, but Daryl says this one is the priority. And he's the chair of the golf committee. like he's the one that discusses all this stuff with them and they do make recommendations. You guys have ultimate um decision.
Yeah, that's the thing. That's the golf committee has no power to enforce anything. Anything that golf that I bring or the golf committee brings is a recommendation and their recommendation is to do the block house for long-term investment versus the wooden Just to make it simple. Is that one one already out there? So out there and it was what? 3,100. So we've already spent 3100 since October I believe it was end of September.
So the plan was to use that one and then golf committee met and they wanted a block one. So we'd probably have to find something to do. How much money did you get? 31. Whatever you price it at, whatever somebody pay for it. We surplus things and then people bid on them. Is that what you have to do with that, too? You can put a minimum. Yeah. You put it on eBay. Yeah. I think our We just changed our ordinance. What did we say? We have to let bids come through for it first and if we don't accept any of them, then we can dispose of it on anyway. Yes.
So maybe get like half of that back theoretically. I don't know. All of it. Brand new sitt 12 by 10. No, it's 10 by 12. So letter F was consider golf course recommendation explore pricing to purchase 10 to 12 new golf carts and I think we just kind of and I think that that could be tabled but because Darl and I had discussed um maybe doing our own tournament at the golf course for to raise money for the golf course because you know how people come in and do just a Crawford Hills hosted tournament
be kind of like You know, we do league, we get the greens fees, we get the card fees, and so on and so forth. I think it'd be kind of cool to do like a season opener or whatever tournament it would, you know, you could there's all kinds of different tournaments. Two man scramble, right? Fourman, one man, whatever. I don't know that much about golf. I've tried. It's really hard, but I think it's good idea. Golf cart cost typically, uh, the last time we looked at it, we looked at replacing fleet which was 6500 uh I think the one offer was like the carts we have are 2014s and 2011s
and they're they've been cobbled together for a long time. So anyway, they were going to offer us like $1,300 a cart to trade in, and I believe the difference was around 4,300 a piece. And I think it came out to like $70,000 for all new cards. And didn't we actually talk about like surplusing those and seeing if we could get more from them individually, too? So, I mean, there's probably just more of a proposal we need to give you guys because we could Do you think they go for more than the What was it? Well, they're all gas, and that's what everybody wants. I would think they might go for more than the average I think it would average more than that. Some more, some less. So yeah,
that's just me thinking. I don't know. Right. Need to consider that too. But um I don't think the girl was ready to go on golf carts completely yet because we were still thinking about those things. Plus uh like I said, the the last pricing we got was in last fall and it was on complete fleet and uh Yeah. after discussions and public input and such, that was a lot of money. So, we talked about maybe just doing half of the fleet, which is 10 10 to 12, and then maybe in a year do the other 10 to 12. How much were they wanted to pay for one? What's that?
How much were they willing to pay for a golf? Like the trade in value. 1300 or 1500. The 2011s were 1300 and the 2014s were 1600. Mhm. For the trading. We could sit there and try to sell. Yeah, that's what we're talking about. Maybe surplusing them. I sorry I keep saying surplus, but here if we're going to outright sell something, we have to surplus it first. Be cheap. I mean, we might make Yeah, we might make more money off of it that way, but you don't because it's still a good golf course and Gas is better than battery. I bet you could sit them out there with a sign on them and put for sale $2,000. Honestly,
we do have to surplus them first. So, we'll just have to come up with a proposal. Maybe we could sell three or four of them and then buy three or four and keep going. I mean, now would be a good time probably to put them for sale when people are about golf season's about to start. You want to surplus them? I mean, because they're still pretty good shape because they're not like getting beat up and Not anymore, you know, right? Since no more Fridays. So, yeah. Friday's the kitchen. Had to go out there cuz people play bumper cars in them and you have to ride out there and tell them to ride off. You have four people riding on the back. Yeah. Fun times. Popping wheelies. Okay, we'll come up with something and bring it back. How about that?

Well, this year first of March lands on a Sunday, so they picked the second why it's not March 1st Sunday. That's just just how they came out with it. And so anyway, just we've got interviews set up for house managers and this week actually and then whoever that person happens to be will have approximately four weeks to prepare be ready to open by March 2nd. Uh we've missed we had a lot of really nice days through the winter that the clubhouse being closed we didn't of course we didn't collect any fees or sell any h or anything like that. So, uh, generally in March, weather starts to straighten up and you'll have more days than not where you can golf. So, like I said, historically they've opened, we've opened on March, the first week of March. So, that's that.
Hey Darl, this year, I know it was contentious last year, but we're not going to do any chain, but how are we going to convey when like the course is closed? because typically let members go as long as it's playable. But if there's a day where there's a lot of rain or a lot of issues, it'd be pretty much kind of like um we did through the winter. It's just me the course is open but the clubhouse is closed. I I don't know. Okay. And we didn't have any issues, did we? I mean, the members usually treat it pretty Yeah, they treat it very well, right? And
and in fact, I think they go pick up sticks and do stuff like that sometimes. Well, that's what we talking about. The volunteers, right? Pick up brush and different things. So, and Johnny can attest to this. A lot of the members police the place themselves. If somebody's doing something stupid or driving across a green or whatever and there's a member there, they'll usually bring that up, put a stop to it or or report it at the very least. And do you feel like there's any need for a course marshall? Probably wouldn't hurt. I don't know. I know that
times where it would it would been nice to have, but overall it runs pretty smooth. Most people that are will let you play through or they'll get out of the way. Some of course you always have some that don't, but even maybe with even really any big issues as far as problems like that between players or destruction of the course or anything like that this last year. I didn't hear anything actually. more about improvements, you know, trimming some trees, this and that. That's mostly what I heard. You know, if there's a a big roof, they usually play through and if not, just go around it. That's just how it works, you know.
So, yeah. And the only little feedback I had was just that was sometimes during the busy busier tournaments or busier times, there could be some more congestion. A lot of that went away when we did away with the $5 Fridays, too. A lot of the issues were coming with the younger people out there having fun rather than golf. And I'll just leave it at that. Yeah. But I really didn't I didn't really hear anything last year that that was major. You know, you're still going to have somebody's going to be a jerk about something once in a while. No real issues. cause any kind of problem. Okay.
Does the guy that run the golf course run the the food part as well? Mhm. It's a manager. And what's something we're Jackie and I are looking at as far as clubhouse manager with restaurant experience of some sort and we haven't really had that for quite some time and marketing it more since we have a communications clerk now. I was going to bring that up. Right. It's it's a shame because it's such a nice kitchen. It is. And it's such a nice place to go out and eat yet, you know.
Hopefully we can get more people out there this year and run specials maybe and put it on the social media. Yeah. Get somebody that can run it and run it correctly. It's a restaurant issue. Oh yeah. It's the hardest business in the world. It's the hardest thing in the world to run too. Be profitable. cut. Oh yeah. Um even today when I know city clerk was trying to make sure the calls were answered and you know the we were still had people that were available at when weather's like this. Um, it is a new year, so I'm looking forward to what we have in store. There's still a lot of work to be to be done. I know day in day out. The new council, the ones you see up here have been doing their due diligence. They've been, I believe, getting they've been learning quite a bit. They've been studying, trying to um figure out how the city works, not just publicly, but behind the scenes. So, I'm I'm really excited to have the new the new council members here. and also working with us to get stuff that the citizens need. Like Morgan just said, he wants to hear from you. He wants to know how you feel and I know that he will do his best he can to to listen. Uh Mr. Mayor, that's all I have.
Okay. All right, John. Well, if there's anybody in W 3 that uh is having any issues, like I said, my number's in the phone book and so uh I'll do what I can. I'll come down and and check it out. I'm really happy with the city cleaning off the roads. They did a really good job and we are dealing with a lot of stuff behind the scenes right now like Lucas said and so u we're getting to the bottom of a lot of things and I think it's going to be a productive year and so just give us some time and we'll make some changes and think it'll all be good. Well, as usual being fourth, you don't get much left to say, but I want to thank all the city employees for I was really happy to see the snow plows out and some of them that we missed the last snowstorm we got this time. I went out and checked and talked to people and very happy with everything that that the city has done. I'm sure Cliff and the electric department uh were happy that we any major issues this time around. So, uh, good job by all. And everybody stay warm and about a week it'll be 50. That's all I have.
All right. I just want to also thank the city employees for all their hard work. It's cold out there and it's not fun to be outside doing stuff. Was outside with my daughter today and it was kind of cold. All right. Um, we're still working on some transparency things with the website. Social media is just going to longer than we would like. That's the way part of it, but we are working on stuff behind the scenes and hopefully we can report some stuff here in the next month or so. Can I have a motion to adjourn, Mr. Mayor?
