Thank you. Good evening, Chair Bondle, commissioners and members of the public. The item tonight before you is for an architectural review and, site review permit at 230 And 260 Los Animas Avenue for a new contractor's yard for O'Neill Lath and Plastering Corporation in the M1 Limited Industrial Zoning District, Murray Los Animas Overlay District, and the Industrial Park General Plan Land Use designation. This site includes two undeveloped parcels for a total of 3.6 acres located on the South Side Of Los Animas Avenue between Monterey Road and Murray Avenue. It is bordered to the south and east by offices, a vacant parcel to the north, and a currently vacant parcel to the west which was approved last year and is in building plan check for a new light industrial warehouse.

The business has been in operations for the past twenty years, providing scaffolding and plastering materials in the Bay Area. The materials will be stored at this location and then transported to job sites. They will operate Monday through Friday from 7AM to 5PM. They expect a maximum of 18 daily truck trips, nine in the morning and nine in the PM, and two employees to maintain the storage, load and unload the trucks, and minor maintenance of vehicles. The site improvements would include installing aggregate base rock for the ground cover, outdoor storage of materials such as scaffolds, stucco equipment, debris boxes, and trucks.

The outdoor storage would be limited to a maximum height of 10 feet to ensure landscape screening would be able to be sufficient. There will be six parking stalls and bicycle racks provided. The site will have two access driveways from Los Santos Avenue with a loop driveway and that will be, fire truck accessible and a new fire hydrant installed to the rear of the site. There will also be a six foot tall chain link fence around the perimeter and the off-site improvements will include installing a class two bike lane. The only building that will be constructed is a 120 square foot 11 foot tall restroom.

It will be in stucco with a bronze metal roof. The landscape screening includes 31 new street tree trees planted along the entire perimeter. The tree species will include California buckeye, Chinese pistach, California sycamore, and Bay Laurel. So in summary, the proposal is consistent with the M one limited industrial zoning district development standards and the by right use of a contractor's yard. It meets the Murray Los Animas Overlay District with enhanced landscaping and neutral building tones.

It meets the industrial design guidelines with an attractive streetscape, smooth on-site circulation, and screening around the outdoor storage. And it is consistent with the general plan land designation, which intends for low intensity industrial developments in this area. Staff finds this project to be exempt under CEQA per section 15,332 for infill development due to the site being less than five acres, consistent with the general plan and zoning, has adequate utility infrastructure, and no other environmentally sensitive characteristics. Staff received one public comment, excuse me, after the agenda was published from a community group called the Bicycle and Pedestrian Advisory Committee, which provided some recommendations to consider, including EV charging stations, methods for a VMT analysis, shower locker and dressing facilities, bike fix at station and to promote transit ridership. The project will be required to comply with the green building code in regards to EV charging stations.

A VMT analysis is exempt from this project pursuant to the governor's technical advisory which exempts projects that are less than 110 daily trips. It's called a small project exemption. And it offers offering showers or a bike fix it station is not a requirement currently. That would be voluntary on the applicant to provide that. And the site is within a quarter mile of the bus stop Route 68 on Monterey and Los Animas.

And the project will be promoting transit ridership with the connection to that bus stop by including a new bike lane. So in conclusion, staff has analyzed the proposed project and recommends that the Planning Commission based on its independent analysis determine the project is exempt from further environmental review pursuant to state CEQA guidelines section 15,332 and adopt a resolution approving the proposed architectural on-site review permit AS 20. And that concludes my presentation, and I'm available and the applicant is also here for questions.

So, I don't know, is there another species that we can use or maybe make sure that it's one sex? Sure.

And then the last thing is this is completely, if they would like to do it, it would be fantastic because they're gonna have the bike lockers there and as someone who used to commute on bike, you always knew where the repair stations were, where you could get, air and if something should happen, there's really nothing else around there. It's completely up to them, but they do have the lockers and if they had a repair station for someone like me rather than saying, hey, can you come pick me up, they could lock their bikes up, maybe do a minor repair and get back on the road, but it's up to them. And for the January meeting, since the first Thursday, it's going to be on January 2, and staff have proposed rescheduling that to the following Thursday because it was very close to the winter holidays right after January 1. And then for the March meeting, the same thing as last year too.
