I didn't have a whole lot. EDC board meeting was canceled. And then with the, I didn't have any other meetings I've gone this week. So cattle drive, I went there for just a little bit. See the cattle go across the road there. I didn't stay. I had something else I need to be at, so I didn't stay. But that's always kind of... There was a lot more people out there this year than last year. Anybody else? Do you want to go ahead and go?

No, I mean, I think we all were at the chamber meeting and we all know the results that came out of that. Of course, I see enough cattle as it is, so it's no big deal. It is impressive.

When I went there last time. Now, I had some calls about our roads and our bridges, and so this weekend I spent some time on windshield time going around looking at things. I didn't bother Jeremy until this morning or night. Yep, he would definitely put it on his radar and take care of it.

Was it because of washout? Yeah, it was just all because of the storm and heavy rains. It wasn't caused by neglect, but whatever, it pretty much just washed out.

There's one bridge that they had. around the end of the bridge, and the gentleman that called me, he's about as mild-mannered as you could get, and he was madder than a hornet. So I knew something was wrong, so I told him I'd go look at it. I took pictures of it, but I told Jeremy, there's got to be some other design, maybe do more concrete on the approaches to come, but this guy farms, He can't get across to get to his hay field to put up his hay. There's other people that use it. It's not a heavily traveled road. As a matter of fact, they've got to get in sign up there. But anyway, that's always something. But I drove down the roads and told Jeremy about them. He said that they're actually going to start really Getting back to chip sealing this week because the weather is going to be good. On a happy note. I got 11.8 from my neighbor. Good entrepreneurship, you know. Starting young. The mom was sitting there, you know. Dad was grilling or smoking or something. Anyway, it was really nice to sit and visit with him. That's all I got.

Well, I just wanted to make a comment about chamber meetings. in the transition we're going through. There were some people asking why we didn't put out the EDC positions open to the public, and that is our plan to do that. We just have our employees there temporarily, and I just wanted to reiterate that that is just a temporary thing until we figure out what we're doing, and then we will open up our positions.

Yeah, thanks for saying that. Again, I've had a few people ask me, and that's what I said. They're just kind of token post holders until we get this in place and get the structure completed.

I just don't think it's fair to put somebody on there and then let them know what we're going to be doing in the future.

Correct, but I don't think that people understood that. I think we had a RERC tabletop that had a bunch of good information in there. I think they're plugging along on that. I'm excited to see the plan that comes out from that. And then, of course, we had our budget and the cattle drive. I was really excited to see all the people at the cattle drive, but then I went down the market, and I had never seen that many people at the market. A bunch of people came down to the market because they had the horses down there too. I had to stand in line to get my peaches, which I had never had to do before. So I was excited to see people there, and I hope that maybe some people didn't know we had a market on Saturdays, but hopefully that really exposed that and more people will be going down there over the weekend.

On the RERC, I was in on the Zoom meeting and I had to stop midway there, but did they talk about, I saw on the information that they had, they had something on there about 15 minute cities. And, you know.

They did. And then there was also about smart cities too. That was in the report. That is just a preliminary report. and i know that somebody had contacted me about a concern about that um because i i wasn't sure what they you know what that was and so i i have to bring up on that but um that was that is probably just a template that they have on those kind of reports um it had never been brought up right and i had heard it so um But yeah, but I am glad that Rose spoke up because, you know, the CBB should be involved in the plan as well. But I think there hasn't been CBB participation in that for a long time. So that was one of the reasons why.

Well, what I read about the 15-minute city, it was brought to my attention too, concern about it. But what I read about it, I thought, well, that didn't sound really too bad at 15 minute city, meaning that all your resources are kind of within a 15 minute radius.

Yeah, you just have like your neighborhood where you have everything you need in your neighborhood.

And that's what I gathered from, I didn't hear the conversation, so I thought. There wasn't, there wasn't a conversation.

It was mentioned in the report. And then I was not familiar with smart cities, but apparently Topeka is a smart city. So, you know, I think it's stuff we need to be cognizant of and do our due diligence. And the smart city was, I didn't know. Just that, you know, it's like all... technology-based kind of thing. And I know the concern that was brought to my attention was that they had surveillance, you know, and I know there's been a lot of talk about the flock license plate readers. I do know from, you know, prior to being a police officer prior that that is a very valuable tool, but I also know that it has been not not that I know of here, but in other places, has been abused.

Well, they're not. They've been here for years, though, haven't they? They have.

They have, but there's just been more people aware of what they are. We have a lot more than we used to. I mean, there used to only be a few, but now I believe they're posted in television systems. yeah and just monitoring monitoring people you know it's a legitimate concern but you know I think that but we also have to be brush interstate I understood you know a couple years ago they were talking about the usage of that and how you could track people they're know going that way and follow them and see where they went you know on steps well i mean that's how they do the interaction they see how many cars come over from the border and you know and those kind of things and it is a good tool for the law enforcement and there is no expectation privacy driving on a private road so um i mean but it also does not need to be abused and and there has been some you know so just regulated against it yeah i don't necessarily have

Those were interesting that I hadn't heard of those either. Yeah.

I mean, you know, most cities, big cities like that are 15 minute cities. Like, you know, they have grocery stores, funeral homes, um, uh, hardware stores, butcher shops. They're all within one little neighborhood. And that's what I see as a 15 minute city. I mean, I don't know if that would work in a city our size. Where are you going to go though? I mean, that's how in Brooklyn where, you know, my family's from, I mean, that's, I mean, everybody, that's where everybody, you know, there's a church there, school, you know, everything's all in one neighborhood, so.

And that's kind of old school when you say, Henry, that's the way it was when we grew up, you know, there was markets all, I mean.

Yeah, because nobody had two cars back then, you know, so. And they would walk into the bikes and there's transportation within that radius too, so that's kind of interesting.

I, I hope they do fix the bike paths and stuff. You know, when you go to Florida or something, that's why we got, we got bikes because we had so much fun riding around when we were there. He said, we got one. And it's like, I don't know, I'm going to drive down the street here because you know, it is a little scary.

Well, you know, I'm surprised yesterday too. And I was going up ash. And, you know, I saw two little kids on, they were almost like those little mini Enduros.

Yeah, these kids. And I saw him going across the highway. And he stopped, but he was just like a 13 or 14-year-old going across the highway, you know, going west. And then he went across the thing. I thought, well, good, he's staying on the sidewalk. And then he got right on the road and was going right down the middle of the road, two of them. And I'm just shocked that the unicycles and scooters and all those things anymore are on our streets. I guess it's gonna be one of those things when somebody gets hit or killed or something, then it's gonna be someone else's problem. But I was just surprised that those kids were on the street like that, so. Okay, we're gonna move on. Crystal's here with the HR report.

Good morning, Commission. Crystal Machos, HR Director. Short but sweet update today. Last Wednesday afternoon, I was at KAC to assist in their interviews for a position to replace Jay Hall. We had a couple good interviews. I believe we all agreed on the applicant, but I don't know if the position's been offered yet, so I won't go any farther than that. But it was an honor to be asked to participate in that, and I think it went very well. Today we have a new hire at the treasurer's office and we had the employee task force last Wednesday. I wasn't able to attend because I was on FMLA that morning with my parents. but I believe went very well. They confirmed the date of the training day to be September 21st, discussed assisting with the back to school backpacks, things like that. And then we'll get more information about the Our next one is scheduled tentatively for the 14th of August, sorry, the 12th of August, but I was told that's the first day of school for some of the people around here, so I don't know if we'll keep it the 12th or change it, but I'll let you know as soon as we have that. I know my granddaughter goes back to school on the 13th, so we'll see how that goes. Otherwise, all I have is that we're doing training at the sheriff's office Thursday morning. Tiffany and I, she'll be, updating on time clock plus making sure that they know how to clock in clock out and the supervisors know how to review the time and i'll be updating on workers compensation so that they know what's expected when they're supposed to report it how they're supposed to report it and what to do if they need additional um services with doctor's offices and stuff not to go to your own doctor but to go the ones that we refer them to so and then one uh Wichita, my son's grandmother passed away, so we'll be going down there.

Anyway, June 24th to July 7th, we average 105 for the average jail population. we took eight accidents we assisted outside agency 55 times we had zero battery assaults we had one burglary in that two-week time frame issued 86 citations we served 138 civil papers we went to two domestic incidents we took three drug investigations enforced six duis we had zero motor vehicle thefts We did six prisoner transports, zero sex offenses, zero shots fired, one theft. We conducted 216 traffic stops, zero weapon violations, and we had a total of 30 arrests in that timeframe. for a total primary incidence of 552 with an additional 173 additional calls for service for a total of 725 calls for service in that two-week time frame. Any questions about the two-week stats? Okay. NAMI, we don't really do too much city in reference to that, so it's going to be most likely a city thing, but no. Okay.

I'd like to say that it seemed like the four-day has worked out better because in the 11 o'clock cutoff time, that has worked out well. You don't hear stuff going off all the time.

So we actually, yeah, so it was kind of interesting that Tammy was doing that. I brought that up to Tammy and she said, the eight hours for five days because of kids and school and all that, like, sure. And then the other one's going to rotate to four tens, and then I have a couple on hybrids, which they leave early on Friday. And we kind of offset, you know, so make sure certain people that have certain job descriptions, they split, like, one will do it Monday through Thursday, and then one's a Tuesday through Friday, so we have that covered.

Wow, two of those two are managing the schedules.

It's working great. And so, you know, Gilbert's in charge of the administrative part, which is mostly his people that are on the admin side of things. So he's primarily the one that oversees that. But it's not too difficult to manage a schedule, and that's helping morale and family, make sure they're focused on the family. So I think it's very beneficial.

friday was friday when i came in here and i was like gosh there's only like six cars in the parking lot but you know but there's cars over on the side there and i and then courtney's like well kathy it's friday you know whatever i said i wasn't even thinking about that it's just like did everybody take off today and i didn't know and whatever you came there was two several people coming out of the or up the door looking with their phones in the and sitting in their cars so

We often I'm the audit partner of James Gordon and

as well as our required communication letter inside your packet you should have a separate letter and this is our required communication letter what i want to highlight within this letter is that we did not have any new accounting standards in 2025 under the kmag don't anticipate any moving forward tammy and the rest of the county staff did a great job providing us the information as fast as they could we did not have any other difficulties during the audit This year, we can identify that we did not have any material weaknesses. We did not identify any significant deficiencies. In the prior year, we had some significant deficiencies that were corrected during 2025, so that's always good. ON THE NEXT COUPLE PAGES ARE JUST OUR LISTING OF AUDIT ENTRIES. THESE ARE JUST WHAT I WOULD SAY ARE KIND OF COMMON AUDIT ENTRIES. IT'S REALLY JUST US RECORDING AGENCY FUNDS. THOSE ARE THE FUNDS THAT ARE HELD OUTSIDE OF THE COUNTY'S ACCOUNTING RECORDS THAT WE PUT ON FOR THE AUDIT. SO THEY'RE NOT ENTRIES THAT WERE MISSED BY THE ACCOUNTING STAFF WITHIN THE COUNTY. DOES ANYONE HAVE ANY QUESTIONS ON THAT FIRST LETTER? I'll go ahead and talk about the actual audit. If you go to the second page, this is going to be our actual audit opinion. Overall, we issued an adverse opinion under GAAP, an unmodified opinion under the regulatory basis. We will always have to issue an adverse opinion under GAAP since the county doesn't follow GAAP. The unmodified opinion is the highest level of assurance that we can provide in an audit. In other words, it was a clean audit for the 2025 year. the next couple pages kind of briefly go over management's responsibilities of the financial statements as well as the auditor's responsibilities on page four this is your actual financial statement so this is your summary statement of receipts and expenditures and unencumbered cash overall so what i did since you had a pretty major change in the pvc's cash balances I kind of looked at what was your beginning unencumbered cash compared to the prior year. It was about the same as the ending balance. So overall, we saw about a change in about 700,000 in cash compared to 2024 when we removed the PBC fund. If you include the PBC, you'll see how that cash balance went from 16 million to 10 million. So we didn't want to kind of include that overall when we talked about the change in cash activity. Revenue was $39 million this year overall in the county, and it was $38 million last year, and expenses were about the same. So overall, no big significant changes within the county. Next, about 10, 15 pages are the actual required footnotes. The ones that I want to identify to you guys is on page 12. You will see your changes in long-term debt. So this kind of helps you guys when you're looking at your budgeting moving forward. know how much debt you guys have on the books and the next page goes over those debt schedules and payments for the next five years and then five years after if you go to page 17 this is your summary of expenditures actual versus the budget what we really look for here is you guys obviously don't want to have any funds that go over budget because then you have a statutory violation this year you didn't have any statutory violations which is always a good thing to see the next page continues with the rest of the funds that were budgeted the rest of the report goes fund by fund um was your schedule receipts and expenditures compared to the budget um really nothing i'm going to identify in here unless there was specific fund that someone wanted to talk about overall overall like i said it was a clean audit we didn't have any difficulties you know didn't identify any material weaknesses this year or significant

JUST TWO THINGS. I WOULD SAY WE HAD NO SINGLE AUDIT, SO THIS YEAR WE DIDN'T HAVE TO DO A SINGLE AUDIT, WHICH IS ADDITIONAL COST TO THE COUNTY ON THAT NUMBER. AND THAT'S JUST BASED ON HOW MUCH FEDERAL FUNDING WE GET. AND THEN ALSO THE I GUESS THE OTHER THING WAS probably think of it for a minute electronic copy uh we'll also get one that's an electronic copy which i'll share with all of the department heads and then that's also what i'll send for us to meet our emma emma disclosure requirements and it will also be placed on the website thank you moving forward unless something changes i probably mentioned it last year but

A SINGLE AUDIT THRESHOLD WENT FROM 750,000 TO A MILLION DOLLARS. SO YOU GUYS PROBABLY WON'T HAVE A SINGLE AUDIT UNLESS OBVIOUSLY SOMETHING SIGNIFICANT COMES FORWARD. SO THAT WILL BE GOOD FOR YOU GUYS AT LEAST IN THAT REGARD BECAUSE LIKE TAMMY SAID, IT'S AN EXTRA ABOUT $5,000 TO $7,000 FOR THAT AUDIT.

I mean, it won't on that. It's because that won't affect us necessarily as far as how much money we receive, but there's new legislation that the OMB is putting down where they can potentially stop our funding midstream for federal grant funding. And then if you have any subrecipients, it will make requirements if they're under blanket and under Gary County, we would actually have the requirements to oversee everything instead of them just being a pass through and they actually have to meet the requirements that would now be placed on us, which doesn't. Yeah.

Sometimes that's the case if it's an actual sub recipient anyways, but I get, Like the Milford River funds, is that what you mean? Like kind of like those straight pastures?

Well, so I gave an example of Riley County because the RCP over there blankets under Riley County and Riley County does nothing without funding. But now if they do that, Riley County will actually have no choice but to monitor, single audit and monitor everything. And if they don't comply, then Riley County could be in jeopardy. So that's the example that I gave you. okay which that would be the case i don't know how much other funds come through like for these sheriffs off it well the sheriff's office would probably already be on your guys's books anyways right so we really don't have any yeah that would be considered at this point well that could always chime in right um so years ago the health department received a lot in federal grants and and it put us over but they're but they're under us all right right so we already have to oversee it but i'm just

I did get an email about our new resolution. And I shouldn't even say, I mean, we've been supposedly doing that where if somebody had been delinquent on their taxes that they are not to receive any appropriations. They shouldn't get permits. They should not be paid their accounts payable. or serve on any of our boards i mean those are things we should be monitoring all the time so i just i didn't hear about serving on boards no that was just something i thought about because i'm like we should be checking those because you know that's for vendor payments and stuff yeah you know that has been um some time and i don't think it's necessarily been enforced but it it should have been yes correct yes correct and permits i mean especially now that we're doing that we should be checking. I've had a few counties reach out for the resolution on the data center because they want to do the same thing. So they just want one to reference. So I've had city clerks and county clerks reach out across the state.

And I also think that we need to get all the members of the board of whatever organization is asking, because I could just see them just putting it under somebody else's name, you know, if there's somebody that is an eloquent.

I said, oh my God. So I hurried as fast as I could. I get on 77 and I'm up there by Pate's and I get behind. get behind the National Guard, 45 miles an hour. And needless to say, I was late getting to my appointment, and the lady, the doctor, she had left. I mean, she was done and went to work at a nursing home or something. But the nurse says, well, not all is lost. She said, But now I know I'll just go 7-7.
