Um and so Chris grand likes to go to those but um yeah somebody had said that it's a little suggestive.

Well, I really didn't um I did have EDC board meeting, but I attended the um employee task force meeting on Wednesday. Um didn't have a lot going on there. Um talked about um uh looking for some lunch and learn topics. Um they had some that sounded interesting. So they're working on that. Um, uh, Crystal, uh, HR director did bring up the benefits and, um, you know, um, talked about, uh, if there was any concerns to be talking to to, um, co-workers or whatever, if they heard anything, anything they want to change, anything they should be looking at, and didn't really have a lot of conversation or complaints or anything about that. So I was surprised because again I thought that that um venue was tight the kind of place to be able to error their grievances if they had something to be able to look for you know something in the future that um there wasn't a whole lot um said about that. So assuming everything is good with u the benefits going forward um EDC um board meeting um just talked pretty much about things in general. They did talk about the bed epic program that will be um coming up um in the future. um talked about destination boot camp and community representation there and um I think Terry's working uh with that with Kelly and I think they're going to attend the the Denver boot boot camp destination boot camp. Um otherwise um and that was um uh Nikki

did talk about electricity and energy issues ongoing challenges with EverG and I thought we kind of had all that under control. We talked about that six or seven months ago. um that um said there was still some issues and of course national concern about energy supply and grid capacity and wind wind energy. Um and then um talked about building up this and how many were issued. We had that information earlier. Um otherwise um we had some um conversation or or one of the people attending had brought up the um data centers and uh this past week it just seems like there was an upsurge of uh data center information. I was I I read and was listening into quite a bit of that that information. you know, as far as I'm concerned, you know, I I I feel like I don't not sure what all they, you know, they're probably a good thing for somebody, but you know, platinum men in um counties without a lot of um feedback from community um is concerning. Um I didn't realize, you know, Sedick, Butler, Harvey County, Re Reno County, and of course, Miami County. I think they're still fighting that. that you know I think Seduick County is getting a a data center. Um I um the um Seline County Commission just voted uh to place a moratorum on the construction of the data center new nuclear uh power and hydrogen based energy facilities in in the unincorporated areas of the county which that makes sense and we might need to have conversation about that because I I

think it would be a good opportunity for people to be able to be uh you know put a more moratorum on it. If there if it comes up then people will have the time to do some more of the research since it's relatively new and it's more seems to be more prevalent coming into this area. Um but they were pretty adamant about not having in in the unincorporated areas because there there wasn't power or water infrastructure and and who's going to bear that cost? So so that made sense. But you know as far as um you know I don't um you know like like I talked um at the initial um on start up with these data centers you have the um the employees that will build the facility but afterwards there's just one or two people that man those so you know it's not a lot of opportunities for jobs or anything else. So I think it is a something to consider in the future. Um otherwise um legislationwise um the um property tax bill that they passed um late um I had conversed with uh Representative Butler on that. Both him and Johnson did did vote um no against that. Um, I thought that it was again putting some additional work on uh the county clerks and the treasurers and um, you know, I guess I I don't understand, again, I do understand the whole nature of trying to put all this stuff together, but it just seems like, you know, people want to u want their taxes to be lowered and, you know, the fight with Cushion and Fullen and then end up with Dun is just aggravating people

Um she did and actually I told Representative Butler some of the things that she talked about I liked. Yeah. You know and so you know again they they voted that one down. So, um, uh, Nate said, you know, they're going to, you know, wait to see see what happens with it, but, you know, at least, um, I appreciated him asking, but, you know, and that was, I think at 10:00 at night, they just started their debate. So, it was, you know, one of those things they push all that stuff to the to the 11th hour and then try to throw everything into it and that just aggravates me, you know, that that's the that's a strategy. Yeah, it is a strategy. A lot of that's ego, too. not

I know it just is that so I don't know if there'll be any time for any relief again this year but um anyway basically that's that's all I had that's all I' I've been kind of watching all that data center debate seems like all over the state of Kansas but uh I think we just need to be doing our research and when if the time comes that we are in the position to to uh have at least um done some research on it. Also, I just wanted to mention, you know, I was watching the Seline County Commission because they were they of course put place that milk moratorum on the um uh you know, the the data centers and for the three years, but they sure have a good camera system and I don't know if maybe we should um reach out to them to find out, you know, the cost of what theirs was. It sure was nice. you could hear clearly. This the picture is clear that you could you know the camera seems to move around and really seems to be pretty function functional. So

Well, last week I was gone, but the week before um I did attend the um tall grass healthc care um camp on campus for their new memory unit that they reinstated. Um something very needed, you know, a security unit for those suffering Alzheimer's dementia. Um it was very nice. They just have, you know, they have they eat there. They have recreation there in their rooms and it's secured. So, um, and they had closed that down during CO and so they up. So, so that's good. And then, um, I attended another of our, uh, region the regional um, economic uh, rural um, RC. I can't remember.

Anyway, um, for rural communities, recreation um, economic rural communities. And uh so we've been working on that and um Terry and and Jordan are doing a great job with that and looking forward to May. They're gonna have um uh the 27th and 28th they're going to have the presentation of all the things that you know they recommend and and different things that we can do. Um and uh so I'm looking forward to that. That would be the end of May. And then um attended the military affairs breakfast and um the Stephen A. go and um I make sure they talked um about uh all the the available um services that they provide and that they're up and running and um getting you know starting to get some patients and um and hopefully that'll be some of the other uh mental health agencies and get people that they need. So, thank you, Kathy. I was unable to attend. I was on FMLA. Um, I think the only thing that we uh had to postpone that I was hoping we wouldn't have to is we had um somebody recommend that we get a uh for lack of a better term a blessing box or an area where people can donate extra food or clothes or whatever so that if we have employees that are in need that they're able to come in and take what they need, give, get, whatever. We don't have the details and stuff worked out. Um but I was going to talk with the uh task force next month. Um, but we've had some people say, "Yeah, we'd like to donate things for employees." Um, but I wanted to know what the commission's uh, and again, nothing's set yet. It's just

if you guys are supportive of it, and if you're not, then I don't waste the task force's time. I think it's a great idea. I just don't want I mean, what if we get so much stuff where we're going to keep it? That's Yeah, if we get too much, we'll just have to start rejecting things. We've got too many clothes. We don't need any more clothes. We don't have, you know, we're just going to be asking for like shelf stable food. If we get some donations of fresh garden stuff, we'll put that out and anybody can come and get it. Um, but yeah, we'll uh have to have somebody That's a blessing box. So, is are you going to limit I mean, are you going to say close?

So, like every month we'll put it in a different location, have it like the second Wednesday of the month or whatever, and then just have it in our conference room over at the sheriff's office, parttime, health department, public works, whatever. And just have it move to make it convenient for whoever needs it. And then nobody knows who keeps going in or out, but people can go donate things. People can go pick things up. We're not gonna ask anybody to sign in, whatever. You'd have a list of needs. Yeah, we we could have a list of needs and we could also have a keep a list of what's in there. So if somebody says, "Well, I need diapers." And

you know, we've got people with babies, but maybe their babies outgrew the size one diapers before they were done. Got extra size one diapers. So a new parent could come over and grab those size one diapers. I do too. Um that would make it though that somebody's going to have to manage it. I think you want it to be as easy to manage. Yeah. We don't want everybody just donating everything. Yeah. We want it to be specific to to what can help our county employees. So, we'll work out the details through the task force um and see who can uh have the time to to do some of it. I was meaning manage wise as if when you put it in different locations, you know, I would hate that to lie on another of yours. You know what I'm saying?

Um, can I give it to you and then you'll put out in some area that's accessible?" because we can't just have it in an area where everybody has to check in or check out. But for example, if we have it here in the conference room, we'll just prop the door open and then leave it and then people can find out if somebody has a spare spare office or room stays there and and people know that's where it's at.

We can always do that. Right now, we don't have anybody using it. So, we've got the closet right next to HR. That's the um uh lactation room. So, we can always keep it in there unless somebody needed the lactation room. So, that's actually a good idea. just leave it open. Anybody can go in anytime. Yeah. I mean, if it gets big enough, but like I said, I with clothes and stuff, I'd probably Yeah, I think we would limit it. We don't want just I mean, right now, we do a good job. If anybody has extra stuff, we put it in the break room and then take at it. But when it's specific for kids, whether it's food or whatever, I think it'd be nice to have it. If somebody monitors it and there's a need for

And then on Friday, I will be going to Emporia for a bit. um the past president, current president for KAC will meet together to discuss the performance evaluation for the executive director. So, we'll be doing our thing on Friday. Um and I think that's all I have for this week. And then next week, next Wednesday is administrative professionals day. So, we will be doing our donuts and fruit and bagels as usual. And everyone is welcome to come in and thank our administrative professional staff for all the work that they do because we couldn't do what we did or do without them.

All right. Good morning, commissioners. Tammy Robinson, finance director. I have the rest of our financial or monthly financial reports for your review. This first one that's on the screen is the treasur's duplicate statement and voucher sheet. This comes directly from the treasur's office and them tracking their cash balances. So you can see at the end of March we were at 36,335904 which includes our checking our petty cashache and the CDs that we have. And then along with that we have the uh statement from CIC on the cash inside our financial reports and that shows the same amount the 36 335 904. And then finally this fund status report which is our actual GL ledger inside CIC gives you that same number the 36 335904. So with that, the cash was balanced for the month of March. Any questions?

So, okay, the next one we'll look at is the quarterly uh report for payroll. So, with payroll, we're at 26.92% into the year, and that's because we've had seven seven pay periods out of the 27 that we'll have in 2026. So, the ones in blue are highlighted so that you can see that we're just over that 26.92%. Um, we're actually in really good shape. If you look at the general services, we've had uh actually quite a few separation of services where we had to pay out some funds as well. We had to pay just under 25,000 for our audit, our payroll audit um for work comp. And so that also gets posted to that line item. GIS is just a little over. And the thing on these on the um benefits, keep in mind that work comp is paid at the beginning of the year. And so the sanitarians work comp is a little bit higher. And when there's only two people inside that department, it does affect where we're at on percentage that we've spent. So as we move throughout the year, you'll see that um get more in line with where we're at. But with two employees any small deviation does have an effect. Um then with the waste disposal again same thing work comp we have one and a half employees inside that fund and so anything with that does affect and and work comp being paid right up front has that effect where it's just over a little bit. Are there any questions on any of those? fire would be the same thing with the benefits. Their work comp is relatively high and so paying that all at the

beginning of the year kind of skews where we're at. Any questions? Okay. And then the last report for the financials is our uh expenditure and revenue. And so with this one, we're 25% into the year. The ones in blue are just exceeding that point. And the Gary County general fund, we're at 26.57%. Keep in mind, we had the transfers, the appropriations, we pay insurance. Um, also our bond payment, one of the bond payments has already been made, and so that pushes that number up a little bit more than, but as we go through the year, that will even out. library and economic development. Those are based on when the timing of the distributions take place in the library and the economic development is when we pay those appropriations which is January and July. So as we go it'll even out then in July we'll hit a high again on economic development and then it'll even back out by the end of the year. library. It's going to be cyclical on the distributions and so you're going to see ups and downs as we get to the end of the year to get to that 100% mark. Uh no concerns from me on any of those three. Are there any questions from you guys? Okay. And then this is the rest of the funds. And you can see none of those have blue on them. So, we're good on all of the additional funds. This one is your general fund by department. And so, the district court is out there just a little bit higher, but they had some expenses that they paid on their server equipment. And so, that should even out as we go forward as well. Um, and then we've already talked

about the general service with the appropriations, transfers, uh, insurance costs, and loan payments. The next page just gives you each of those departments by months. The next one is your revenue. There you go. Um, again, 25% into the year and at this point in time with the general fund, we received 50% of our distributions, which would make sense because the largest amount is in January and then in June when we collect our taxes in December and May. So, it's just about where it should be with that. Um, as you go through there, if you have any questions or are needing to know what specifically goes in those funds, what makes that up, again, I'd be happy to sit down with you, just stop by and walk through that. Are there any questions on the revenue side? Okay, that's all I have for reports. Then the only other thing that I have, uh, I did let you know that we needed to talk about what days you want to have your meetings for the presentations. They're scheduled for June. And so on the calendar, we have them somewhere between the 8th and the 19th. It will take about four half days to do all the presentations. You could do all of them in two if you want to go the entire day. Um, I don't necessarily have a preference in there as far as when I'm available. I'll be available based on when you've set the time. So, and then they have a uh annual conference at KU as well, and they I had went to it this year because part of your class requirement is to go to it. And then they have people who have um done their projects. There's like I think they had like six of them speak on their projects. Uh, so

what a good way to to do that to get different ideas and and you know and to have leaders be able to come together to think up those projects to do that and then you can insert them into your you know your county. That's that's a good way to the whole program is just a yes good way to that's well and I think one of the biggest advantages in my mind which is what I told Jackie and Travis is that you aren't just working with people who have the same job as you.

So you know I have KBI agents in there and I have people from the Department of Commerce and um Kansas Department of Health and Environment. And so when you put us all together, there's corrections from the state there as well. So when you put us together and you talk about perspectives and you know it's interesting that we come from a different perspective on how we tackle something and I think you know a better perspective because a meeting of the minds you know

um we had to come up with a project and where we would put it and all the factors that would affect it and it was enlightening to to listen to some of the thoughts that people brought up. Even like one of them, a human resource director was in there from the state fire marshall's office and she brought up it would affect cemeteries. If you brought 6,000 more people into your community, you also have to think about even cemeteries that you would have to be able to bury people in. Then do you have that do you have that growth potential which I would have never came up with that but I mean it's true. I mean even something like that is something that you should think about when you're trying to figure out projects and where to put them and and whether there's growth potential. The file fees we collected were $68,120. Copy money, which also includes our public access customers that they pay. Um we have different agreements. So they pay when they can or what we've agreed to. We collected $9,728.50 in the registered beats technology fund. We collected $10,264. The clerk technology fund was $2566. The treasures technology fund was $2,566. And then uh money sent to the heritage trust fund to the state was $5,132. So the total collected from January to March of this year was $98,376.50. And then I always provide the amount to the general fund which is our file fees and our copy money collected and that was $77,848.50. So I do compare from last quarter and then I also look back at this time last year. So from the fourth quarter of 2025, our total collected was down $4,493. And then our total to the general fund in the fourth quarter from the fourth quarter was down $1,669. And then the total collected compared to the first quarter of 2025, we were actually up $15,866.50 from last year. So, our document count, we had 308 deeds, 223 mortgages, 224 releases, which is mortgage releases, those getting paid off and then sent into us. Um, assignments, again, mortgage assignments, there were 40 and then miscellaneous is anything that they don't fit into any of my categories.

So I did reach out to another company called EPN and I've got to look over that MLU and sign that. So we don't have a super accurate time frame to give you right now. It seems like since we signed it though, they've been working as much as they can. They did they were notified that WebEx, who they usually connect to my computer through to be able to look at um different things in the software and make changes, they had stopped supporting the remote access. So, we kind of had to figure out a different way to go about it. We couldn't do it was one kind of WebEx.
