All right, it's 4:30. Let's call the meeting to order. Just let the record show that the meeting is being video and audio recorded and will be posted to the city's YouTube account. First item on the agenda is an approval of the minutes in the June 9th meeting. Make a motion to accept the minutes as second. All in favor say I. I. Old business um commission all commission policies. Has anybody had a chance to review them? Yes. There any additional changes or modifications to them? Hearing none. Like that speak at Blanchard 23 East Thomas Road of the great town of um yeah normally I would uh I have to come before you because Bob Benning was always my friend for so many years and if I had a question I could just ask Bob. But uh uh and I'm I'm speaking today for myself and not for the 14 uh people to play on Wednesday from 10:30 for 3 to 10. But I wanted to ask the commission what the rationale was of charging uh $20 uh per member from our group for tea times uh that we have had for 50 years. and only 35 if I've been there, but for a long time. Um, not that you own everything forever, but uh we just uh

you know, our group has always tried to support the club as much as possible and we made uh we worked hard on that 16th pole, I think, uh to get that uh driveway done. just wanted to know the uh commission's rationale for for charging $20 for a uh for a tea time cuz most of all of us most all of us uh in the group are members here. Well, I think the what the discussion that led to December's decision to implement those policies was to try to support all three businesses in town including I think you're talking about meal as well. Go ahead. That's my second question. But right now, just on the $20 $20 last year, we did $5 and we only did it for the afternoon. So that's it's it's nothing that's brand spanking new from what happened, but this year motion was made. I don't remember who did it in December to raise and include all all groups that were pre- booked um including the doctors, including the Thursday morning guys. Um and on Wednesday that also um is as well to include to include everybody that had you know because as as I see it it's a benefit. It's a service. It's a service and a benefit. You you are a lot of those times for the season. Um, and we even get from the ladies that have been there equally as long as you guys um to so that you're not calling in or on the computer trying to get three or four key times in a row because you know back in the day when the first one first serve you know you guys got there and you were always guaranteed to be on the other now where we're calling and we're on a computer if it's put to put to a test you know any group probably won't be back on T sheet So it's for incoming

generation. It's not really for that. I think it's just you know because because you are getting preferred D times and you know with some of the other groups that are that that are um also getting those you know preferred tea times. Some of them are non-members. So um you know we had some members that were complaining because they wanted those tea times and they couldn't get them during the week. So that's why we're assessing the fee for it. We did this oh I don't remember how many years ago probably 10 years ago we sold out the Saturday tea times for $50 a person and um you know people complained about it so then we and I went back on it that's kind of the rationale I I look at it as a service that you're you don't have to go on every week and go book those tea times every week so a buck a week or whatever it is not have to do that for 20 weeks um I think is a reasonable fee to charge people to get that service. What doesn't doesn't the course look at it that you've done a guaranteed three tights and three tea times for the total season until you get 800 members and there's this big of a window to play golf and they see 15 guys 15 guys and 15 guys and what's that 45 to 800 and they go these guys are paying $5 or zero in this case but $5 for those tea times when's my going to get Why can't I have 905 every single Wednesday for the entire year? So, it was $5 for some people. Let's say that just to make it fair, it was $5 for everybody. The 1981 price, $5 should be $20. Everything else has gone up more than four times. So, the five was always there. The 20 is what the price should be. And it was basically hearing complaints from members who said, "I want to play that

time, too. Why can't I play at that time? So 800 people, you can't show in. Basically, it was favoritism was what it was. It was fine when there weren't that many members or the members basically were the majority of all the teams. And we taking Wednesday afternoons, for example, we had three leagues that pre-book their leagues on Wednesday afternoons and take out 75% of the tea. as you know trying to book just trying to book for Wednesday and that's the majority it's impossible to book for Wednesday if you're trying to get a lead mag trying so you know and a lot of those leads have a lot of non-members in it so that yes we get green fee from you revenue source but also to make things you know not fair or level but these guys also pay additional $20 on top so that they can have those blocks cuz you know those those leagues are 10 12 groups and they're never going to get 10 groups or try to call and they're trying to do a computer. Um, does that answer the question? So, no grandfathering basically a few times that and does the commission plan to do this next year so that we can plan I I think I would assume it's going to continue. Yeah, I I thought the thought process that we went on is we let it continue for this year and then revisit it as we go into the winter. Can't grandfather a municipality. That's the biggest thing. Somebody privately owned the golf golf course may want. We can do anything else with the bowling alley, but it has to be the same for everybody. For preferential treatment, it's kind of hard to justify preferential treatment to the people that are getting preferential treatment. Correct. And that doesn't say we aren't very grateful for what you guys raised for the 16th. I know, but we also have other people that have donated for various reasons too. So, it's just kind of across the board level. It's

We certainly weren't trying to ruffle feathers or upset anybody. It was just how do we make it as fair as we as we can. Have we had much other feedback on I don't think anybody likes paying more money. Um, in general, we deal with complaints all day every day and we're at we're at 700 members right now. Well, it's especially tough for me because I have my original blueberry money. So, Second question is uh regarding the uh regulation that um people who play tournaments um must use the restaurant upstairs uh at a fixed price. I'm not sure whether you have the whole regulation down, but I had asked you, I think at one time when that originally came out, whether whether a municipality can set a regulation that uh gives preferential treatment to an outside corporation. That's something that the city solicitor is looking at right now. Yeah, city solicitor is looking at that as to whether or not we can do that. So, we're not mandating that people pay that $15, but they want blocked out tea times. It's not fair to the restaurant to contract with the city and then block out all tea times where their business would come from and now they get no business because we blocked it out. It's it's just being fair to the restaurant and everybody. Um, I think, you know, my opinion, I don't know if I agree, but um we're stronger as a golf course with a successful restaurant out there. I really do. I think we are in not trouble but if we don't have a viable restaurant out there we take a hit as far as people that we come to travel to play with.

Yeah. So that that's it's doable, right? It's it's really making sure the rest especially on on a Saturday when you have some of these tournaments where they they're not spending a whole lot of money for the golf course. were tying up their their whole day on Saturday. You only have so many days to make money at the at the at a restaurant in the golf course. Saturday being one of them. Um so having it shut down and people kind of going to dinner afterwards and bringing their own beers, which happens all the time. Um you need to make sure that those Saturdays you can make a little bit of money too. So when will you hear from the city solicitor that? Yeah, which is the attorney. Yeah, that's really my main question. Can you can municipality because he was here? He was here that last meeting. I just got to give him a call, find out where he's at on that. Um, and you plan on doing that next year as well. We we said this this year we revisit revisit and review it, see how it went. So, it's not set in stone, right? It's not. No, it's this year. And yeah, cuz the way I works is we have a chairman every week and it keeps shifting around from one guy to the next. And we've been doing this for 50 years. Uh the chairman always sets up place with who and handicaps and all that and then decides where we're going to go to eat after. Um, and we certainly like having it upstairs. Uh, some of our members are getting elderly, though. It's not easy to get there. I know. And down. Wish I could change. I think it's it's probably more difficult coming down. Oh, it is. Absolutely. And we've been to uh four restaurants in in

probably the last 10 years. And uh my understanding is always so bid on the restaurant this year and it was questionable whether you even get to do that. We lose the restaurant. Nobody other than Nobody's been away from several bids too. Yeah. And and he helps us out a lot. He maintains all that equipment. He does all that stuff inside that we used to have to do. Yeah. So to lose him would be huge for the golf course. He cleans the bathroom. Yeah. things like for instance this year you had to buy a new refrigerator and new dishwasher right we used to have to go up and fix all that stuff we used to pay for it yeah refrigerator yeah you had to build that walking cooler outdoors last year put a lot of money into that fine well thank you for the information and I appreciate it and if I hear from the city I'll let you know I'm just going to I'll give you a hug. Green fees, the cushioning uh golf fees in there, but yeah, most of it's green fees and carts. So, it was it was we were flipping carts all weekend long. the heat. So other than that, I don't

per person and do they pay the $20 because it is a reserve tea time plus um no just those are that's what Saturday afternoon stuff. Well, I the other thing part of that is um we have members that have a restricted, you know, time um on the weekends um they can only play at 1:00 on and also the juniors they can play 2:00 on. So if we have this tournament at 3:00 that eliminates um it restricts um those people about an hour times if well they that gives them a 2hour window to play um those people with restricted memberships and also the juniors it gives them an hour to play. So maybe you can move this to 5:00 or something. I mean I just think I'd like to know, are they going to pay you for the, you know, reserved tea tons, which they should Todd and I discussed that Saturday afternoon is very slow typically. Well, I think we should look at it. Um, I mean, you're everyone's telling me that the teet times are, you know, book solid. So um every single day. So now sad like I said Saturday afternoons are slow. Sunday afternoons are crazy. Yeah. So we talk Todd want to try something like that to again support themselves and try to get some business upstairs. Give us some money in the tea times that aren't taking. Well, I think it's unfair for the, you know, members that have a restricted uh, you know, time and they can play for 2 hours on a

Saturday afternoon. You can also play after the tournament as well, right? How do we charge PE the people for that? Like if I'm only going to play one week, right, and you're going to play one week, you're going to play one. Well, I think too, you know, with with those type of tournaments, we would add $5 for the for two times. Like for instance, when I do the outer, correct, he's going to charge me five bucks for each each person that plays the book two times to Pokemon two times. That target is always $5. So So what you're talking about, I mean, like like Mike is saying, if he's only going to play one one week, he's not going to pay 20 bucks. Whereas season reserve, the ones that that have referred TS, I mean, there is only 20 weeks or 15 weeks. How many weeks you know that they want but not all of them play every week. Correct. But but that's their choice. That's their choice would be these people's choice as well. Have we had people actually complain you about it? Pardon? Have we had people actually complain to you about it? Have you received complaints about that already? No, this is just my feeling about it. What if you know if you have a membership and you go up to play on a Saturday, you want to play on a Saturday at 3:00 tournament weekly tournament. Is this cap the number of people? Can they have unlimited? Yeah. Right now we have 18 times block and he'll be back by tomorrow and so whatever he doesn't use is open back up. Um something is experimental. He said if it doesn't run it's not going to run. I said his his he said his night is very slow on Saturday night. So he's trying to help himself out with a little business upstairs. Um he may do something small this week. Just I think we have to consider the impact of the our members as well. True.

Yeah. Like I said I I have not had any complaints, you know, about that. I think it just came out. Yeah. We put out a couple week and a half ago. I just sent the email. done. Yeah. Um the expenses are at 857 plus the indirect cost of 240. to give us total expenses of a million 97,000 uh which is I believe it's roughly about 63,000 of surplus for the year. Um I'll work with John this week to um transfer the money to cover these these deficits in the budget line items. I think there's enough here to do it. You haven't got the water bill yet? No. No. They said they were going to be for 2 years, right? Trying to get that get that cleared up. I need that like now. Can you reach out to somebody department? Who is it? I don't know.
