I've been doing a festival here in Fulton for 30 years annually. We generally do it in Carver Park, but we've done it in the city park. the veterans park a couple of times. And last year we got it over as well. We're planning on doing it again this year. I usually align myself with the chief police. I don't see him here today, but and I usually come and present it to the council for you to just be on the same page as far as moving forward with the festival. Thank you.

Yes, sir. I would also like to say thank you to Councilman Hinchy for filling in this evening. Deputy Mayor West is out and obviously Mayor Myers is out as well. So thank you for stepping it and I appreciate that. So during the month of April, we had a busy month and I was really excited and a lot of our team members were excited to be part of the inaugural Celia Day event and to be able to speak in front of a group of people over at the county courthouse and recognize the hard work of the Celia Foundation members. As well as card be was really meaningful so really happy and proud to be part of that The other thing I wanted to highlight was we've made some significant strides with the carver park project. So if you've driven by there, which I hope you have, you'll see the inclusive playground is in. And then we also have a lot of significant improvements with the basketball courts, the fencing is now complete. And I know that the park staff is working on finishing out the last few pieces before we do a open house essentially for you guys mid June. So we're putting together those plans now and we will let the council know when that official date as well as the newspaper, when that will be. And then some things I can't necessarily talk about just yet, but we have some exciting things coming up from an economic development standpoint as well that we made really significant strides in the month of April as well. So with that, the staff are here, and if you all have any questions, we're happy to answer those for you.

The only concern I have on that is when you have them open like that. I can understand they have partial closers and maybe an opening, but when it's open like that, you're gonna have an opportunity, there's gonna be times when the ball's gonna roll, somebody's gonna make a bad pass and it's gonna roll from one end to the other, and then you gotta go retrieve it and it may go into the road. going to the road and in the past, I don't think you had a problem with the fences. I don't think you had a problem with the fences being up. So I can't understand the reason why we're not closing or a partial closing on that as well.

April included two payroll cycles, and overall year-to-date financial performance remains consistent with budget expectations. I just wanted to mention the groundbreaking for the utilities on June 10th, I believe it is. You know, it's been a long time coming for this community to have the vision and being led to have the vision that's securing utilities in the future i think many of you on the utility committee know i have a kid kid in texas and their electricity just kind of goes on and off the whim nobody can quite figure it out and you know i think that's one of our important functions to get our utilities piece and then just on a lighter lighter note since i've been in town i've been become a fan of the one read program at the high at the library and their book this time is uh What is it? Remarkably Bright Creatures. I have no idea what it's about. What I know is that I've read those books every year, and they've been kind of interesting. But I probably wouldn't buy this book if it wasn't on the list. So it'll be an interesting experience to see what it is.

First, good evening everybody. I have one thing to say. It's not anything bad, but it's kind of whatever. Anyhow, the other night, the other morning I get up and my lights are off, okay? No electricity. I thought, uh-oh, I got a squirrel or something that got in the wire or something. So I waited and waited and waited and I didn't go out and check anything. I just was in the house. So finally I did call and realized that what was going on was there was a new meter being put on in my Yeah, the young man out there that was preparing or putting the new meter in was fairly new, I believe. He seemed to be a little bit nervous. So, of course, I called Darryl. He got out there and took care of it. But I just wasn't notified. I know I'm just the one house. They were replacing that. But I think maybe we need to consider letting people know if it's going to affect our utilities if something's being done. And thank you again, Darrell, for your help.

We have struggled with that over the years. There's a lot of people that work second and third shifts, and if we knock on their door and say, hey, we're changing the meter out, they get upset because they were asleep. So it's kind of, it cuts both ways. But we will look and see if we can maybe do something. I do know that I think over the last couple of years, Courtney can correct me, but I believe we have collected quite a bit of customer information as far as phone numbers and texting, so we might be able to re-look at that. But before everybody got so smart, it was definitely a double-edged sword then, so we'll look at it again, okay? So you scary? Is that what you're saying?

This code amendment was written by City Councilor Tom Riley to address recreational marijuana as well. So again, if there are any questions, we're happy to answer those, but this is the state of Missouri's language to bring us into compliance.

A copy of the boundary adjustment plan identified as Exhibit A is on file in the Office of the City Clerk and incorporated herein by reference. Section 2, that this ordinance is an emergency ordinance with a meeting of Article 3, Section 3.10F of the Fulton City Charter due to legal matters and clarification associated with the subject property and the need to allow for timely action related to the development and use of the property. To ensure timely action on this matter, all three readings of this ordinance must be completed at one meeting. Section three, that all ordinances or parts of ordinances in conflict with this ordinance are hereby repealed. And section four, that this ordinance shall be in full force in effect after its passage by the council and approval by the mayor.
