FULTON COUNTY REPARATIONS TASK FORCE

The Reparations Task Force shall have the following members: Each Commissioner shall appoint two (2) members, for a total of 14 members. Each member shall be a resident of Fulton County at the time of the appointment. A member shall serve for a two year term and subject to removal by the appointing Commissioner for cause. No member's term shall exceed that of the appointing Commissioner, but shall remain as a voting member until replaced or reappointed by the successive Commissioner. Term = 2 years. The Reparations Task Force shall sunset on December 31, 2025 unless continued by action of the Board of Commissioners. At the November 19th, 2025 Second Regular Meeting (Item #25-0890) the Fulton County Board of Commissioners adopted a resolution that extends the term of the Fulton County Reparations Taskforce for a period of twelve (12) months after the December 21, 2025 end date. FULTON COUNTY ARTS COUNCIL

The Arts Council shall be composed of fifteen (15) residents of the county. Initially, each member of the Board of Commissioners shall appoint two persons to serve on the council, one person to serve for a one-year term and one person to serve a two-year term. No term of any member shall extend beyond the term of the District Commissioner who appointed the member to serve on the Arts Council Board; thereafter, each year, each member of the Board of Commissioners shall appoint one member for a two-year term. Each member may continue to serve beyond his/her term until replaced. The Chairman of the Arts Council shall be appointed to a two-year term by a majority vote of the Board of Commissioners. The Council shall elect a Vice-Chairman and a secretary from its membership. Term = 2 years Term below expired: 12/31/2024 Brandon Tonge (Abdur-Rahman) Vice Chair Abdur-Rahman has nominated Brandon Tonge for a District reappointment to a term ending December 31, 2026.

FULTON COUNTY COMMUNITY ZONING BOARD

The Fulton County Board of Commissioners shall appoint seven (7) members to a Community Zoning Board for unincorporated Fulton County. Each member of the Fulton County Board of Commissioners shall nominate, for full Board approval, a member to the Community Zoning Board. From the membership of the Community Zoning Board, the Board of Commissioners shall appoint a Chair and Vice-Chair to serve no more than two (2) years. Members of the Community Zoning Board serve at the pleasure of the Board of Commissioners and may be removed upon motion of the nominating Commissioner and affirmative vote of a majority of the Board of Commissioners. Term = The members shall serve a term consistent with that of the member of the Board of Commissioners making the nomination. Members shall serve no more than two (2) terms, either consecutive or non-consecutive. Term below expired: 12/31/2024 Frederick Caldwell (Abdur-Rahman) Vice Chair Abdur-Rahman nominated Frederick Caldwell for a District reappointment to a term ending December 31, 2028.

FULTON COUNTY HOMELESS CONTINUUM OF CARE (CoC)

One (1) representative will be nominated by each of the Commission Districts for a total of seven (7) members; this includes one representative from District 1, 2, 3, 4, 5, 6, 7. Each representative will serve a two-year term and could be re-appointed to serve additional terms. Notwithstanding the foregoing, no term of any member nominated by a District Commissioner shall extend beyond the term of the District Commissioner who nominates that member. Term = 2 Years Term below expired: 12/31/2024 Kareemah Hanifa (Abdur-Rahman) Vice Chair Abdur-Rahman has nominated Kareemah Hanifa for a District reappointment to a term ending December 31, 2026.

COMMISSION ON DISABILITY AFFAIRS

The Commission on Disability Affairs shall consist of a total of sixteen (16) members to serve staggered two (2) year terms and appointed as follows: Each member of the Board of Commissioners shall appoint two (2) members; one of them said appointees shall have an initial term, of one (1) year; No term of any member shall extend beyond the term of the District Commissioner who appointed the member to serve on the Commission for Disability Affairs; The Commission on Disability Affairs shall appoint two (2) members, who receive the consent of the majority of the members of the Commission on Disability Affairs and one (1) of the appointees shall have an initial term of one (1) year. The Commission on Disability Affairs appointees shall be made for the purpose of maintaining diversity. Woodruff Arts Center, Inc.). Series 2026 in an amount not to exceed $90,000,000.00 (the "Bonds").

Request approval to close out a contract - Department of Real Estate and Asset Management, 22ITB134833C-MH, Fire Extinguisher Testing and Maintenance Services, in the amount not to exceed $10,582.20 with (B) Summit Fire & Security (Loganville, GA), to cover the final payment to close out the contract for services rendered. This contract provided on-site fire extinguisher testing and maintenance services for Fulton County facilities for FY2025. Effective upon BOC approval.

Public Comment

Citizens are allowed to voice County related opinions, concerns, requests, etc. during the Public Comment portion of the Commission meeting. Priority for public comment will be given to Fulton County citizens and those individuals representing businesses or organizations located within Fulton County, including their employees, whether such persons are commenting in-person, via Zoom or other electronic media (i.e., phone call). Non-Fulton County citizens will only be heard after all in-person Fulton County citizens, representatives of business and organizations located within Fulton County, including their employees, have been heard and the time allotted for public comment has not expired, except as otherwise provided in this code section. County staff shall verify the residency of each public speaker prior to such person being heard by the board. Speakers will be granted up to two minutes each. Members of the public will not be allowed to yield or donate time to other speakers. The Public Comment portion of the meeting will not exceed sixty (60) minutes at the First Regular Meeting, nor will this portion exceed sixty (60) minutes at the Second Regular Meeting. In the event the 60-minute time limit is reached prior to public comments being completed, public comment will be suspended and the business portion of the BOC meeting will commence. Presentation of the Fulton County Operational Report

Community Development

Request approval to renew an existing contract - Department of Community Development, 25RFP1347583B-EC, Housing Rehabilitation Program in the amount not to exceed $1,002,791.54 with Meals on Wheels Atlanta Inc. (Atlanta, GA), to provide housing rehabilitation services including general program administration. The action exercises the first of two renewal options. One renewal option remains. Effective dates: April 1, 2026, through December 31, 2026.

Public Works

Request approval and adoption of revisions and updates to the Fulton County Standard Details, Specifications, and Pump Station Manual with regards to water and wastewater infrastructure. The proposed updates establish the new standard details, specifications, and guidelines that the development community will be required to follow. Effective upon BOC approval.

Senior Services

Request approval of a recommended proposal - Senior Services, 25RFP1421145A-KM, Food Services Management in the amount not to exceed $669,600.00 with Nourish Food Services (Grayson, GA) to provide food service management services for the five senior multipurpose facilities and three training centers. Effective March 2, 2026, through December 31, 2026, with two renewal options.

Request approval of a Resolution affirming the protection of Constitutional Rights at Fulton County facilities and limiting ICE enforcement activities
