1:29Speaker 1

I call this meeting to order since we're already a minute late. Secretary, will you please call the roll?

1:37Speaker 2

Yes. Chair Harrison? Here. Vice chair Kroll is currently not here at the moment. Member Wasek?

1:45 – 1:56Speaker 2

Member Reese? Member Osbeck? Here. Member Nelson is currently not here. And member Hersl? Here. Okay.

1:58Speaker 1

I forget. Is any of you ladies a veteran? Is any of you ladies a veteran? No. Alright.

2:08 – 2:56Speaker 1

Well, would you care to do the pledge of allegiance anyway since you're closest to the flag? I'm pleased to see that we have about doubled the audience we normally do. Do we have any public comments preregistered?

2:58Speaker 2

Anyone in person? No? Okay. We will go to Zoom. I don't have anyone with their hands raised.

3:09Speaker 1

Okay. We'll just wait a moment for Richard to join us.

3:15Speaker 3

Good morning. I apologize for my partiness. Alright.

3:30Speaker 1

So looks like my dear wife does wish to make a comment.

3:44 – 4:34Speaker 4

Fixed and is generally safer for people to cross, but this is the big but. The curb cut, they have now installed, and I will be bringing this up to City Hall with lots of vigor and lots of floors. The curb cut they've installed, although it's better designed, it shoots you right into the middle of the intersection instead of into one of the crossing lanes where people actually walk. So, yeah, could still use some improvement. If that's how they're gonna be improving the streets, I'm gonna be bitching about it because people with walkers, people with assistance devices of any sorts, canes, people with strollers, they need to be able to know that they can get into the street and across it safely without being shunted into the middle of the cross of the intersection.

4:36 – 5:19Speaker 4

So, yeah, Lemon Valencia has been fixed. This was actually a very, very dangerous crossing. What was it? October two years ago, a car crash happened at noon hour, almost took out the crossing guard, and almost killed the kids in the play area. And that was where the kindergarten kids played. So I've been trying to get city hall to make a move and fix that. But it shows that if they're gonna fix that that way and fix it incorrectly and actually make it both safer and not as safe, they're gonna do that with all the other curb cuts as they fix the different intersections.

5:20 – 5:38Speaker 1

I will have a quick comment on that when it's my turn to comment. But, we have our committee member and staff communication on a report. We might as well just go across the row. Susan, would you like to start? Do you have anything to talk about?

5:42Speaker 5

No. Not really. I don't have anything

5:46Speaker 4

Okay. Wendy? Is this the

5:50Speaker 6

time that I'm supposed to talk or is that later on the agenda about the senior club?

5:57Speaker 1

Well, senior club is a separate agenda item. So you get to talk about anything else you want to bring up now.

6:03Speaker 6

No. I'll do that later in that.

6:07Speaker 1

Okay. Rosie?

6:10 – 6:35Speaker 3

Well, I would comment about the Lemon signal also in that the left turn lanes change to be left turn, whether there's traffic there or not. And I thought it was gonna be a smart signal that I don't know who to notify. I mean, it's not senior related, but it bogs down Lemon, which is a pretty busy street. When I need to get to the freeway, I'm waiting and there's no nobody in the left turn lane and you can't go.

6:38 – 7:13Speaker 1

I too thought that was going to be a more clever traffic light. That and the default design of Fullerton's curb cuts, is something I will I too will be bringing up to the city council. And we get no resolution there. Senior and disabled friendly curb cut design will end up in our final report to the council if they haven't acted on this before. The Yolanda there was correct.

7:13 – 7:40Speaker 1

The default design gives you a one wheelchairs one wheelchair with ramp with the yellow bumps diagonally directly into the middle of the intersection. So it doesn't matter which crosswalk you're going to use. First, you're going out into the intersection partially towards the traffic in the direction that has the green light, which is really not a good thing. Richard.

7:41Speaker 7

I have nothing at this time. Thank you.

7:45Speaker 8

And, Jeanie? I have nothing at this time.

7:49 – 8:21Speaker 1

Okay. The other things I wish to talk about are actually on the agenda. And now we are fully fully seated. Welcome, Sharon. Not to hit you unprepared, but we were just doing the committee member reports, and you can have your few minutes to talk about anything you want to.

8:25Speaker 9

Has everyone already given the report? Yep.

8:27Speaker 1

We have just finished. It's your turn.

8:29Speaker 9

I I will pass for today. Thank you. Alright.

8:37Speaker 1

Secretary department updates?

8:41 – 9:05Speaker 10

Good morning, Chair and committee members. We do have a department update on behalf of the Parks and Recreation Department, a general kind of inform you of what we're what we've been up to in the last month, month and a half, and also at our senior center and some of the programs that are ongoing. So recreation supervisor, Miriam Duarte, will give a brief presentation.

9:10 – 9:44Speaker 11

Hello, committee members. Okay. To start off, it's just overall overview of our department highlights. So first off, we are still going strong with our Farmers Market on Thursday nights. Those will be running up until September 25. There's a band every week and lots of lots of vendors, so come on down. And, we also wrapped up our Camp Hillcrest and Hunt Camp last week. So we had a very successful summer. Everyone was safe, and the kiddos had a lot of fun. And then we've been having our community yard sales.

9:44 – 10:06Speaker 11

Again, those are very successful. We had one two weekends ago, and the next one will be October 4. So if you wanna come participate as a participant or if you wanna come shop, please come. And then, we also had our movies at the park. These took place on Wednesdays in July all throughout the city at different parks.

10:07 – 10:35Speaker 11

And we had our fourth of July event, which was very successful. We had a car show in the early morning, took up a little bit of a break for setup, and then we had our live band, and we finished off the whole event with fireworks. And then we currently have our Friday night live concerts. Those are happening Fridays in August. K.

10:35 – 11:16Speaker 11

Next up, we have our senior program highlights. So we're at the community center. We hosted our senior golden masquerade ball. We had about 80 participants. We had sponsor for the DJ, light refreshments, and we also got a prom and key prom king and queen. So miss Katie and mister Walter were the winners. Miss Katie is over in the audience. And we also hosted our golden days older adult camp. So this was the first year that we do this over at the community center. So we took the idea from our kiddo summer camps and did a week long activity filled, week.

11:17 – 12:02Speaker 11

So we had a lot of arts and crafts. We had exercise classes, and we also invited people to come do lectures. We did a nutrition bingo, and overall, it was a great week. We got a lot of positive feedback. Then earlier in the year, so in May, we had Mother's Day celebration. We got to do DIY flower bouquets, which was very popular. All the moms really loved it. Lunch DJ, dance, raffles, which were sponsored by boomers, and we had about 140 people attend. Okay. And the next few slides are gonna be updates on all our programs and attendance.

12:03 – 12:30Speaker 11

So here on this slide, we see July was very popular. I think the most popular exercise class we have is fit and healthy with Kenny. So Kenny comes in on Wednesdays and Fridays, and it's super popular. We do food prep, mentally sharp. So we try to really hit every aspect of a person's well-being, so health, mind.

12:32 – 13:10Speaker 11

Yeah. So this next slide is focused on music and dance. Here, we can see, again, July was more popular, and these classes are great because we really get to embrace different aspects of the dance and singing, and we get to experience different cultures as well. And here we have our resources. This slide really excites me because there's so many people that are able to take advantage of different resources that we offer.

13:10 – 13:40Speaker 11

So grocery distribution and our taxi trips are the most popular. Grocery distribution in June and July, we had only two dates instead of three, so that's why June and July are lower numbers. But overall, it's one of our very most popular programs at the center as well. Here we have arts and crafts. We have our crafternoons that is led by our coordinator, Amy All.

13:40 – 14:03Speaker 11

Very popular. It's constantly sold out every month. And Caring Companions, they put together treats for people in either hospice or in hospitals or brightens their days. And here we have our games and socializing. So our Tuesday evening dance, very popular every week.

14:03 – 14:27Speaker 11

The room is full, and bingo is also a successful program. So, again, come join any of these programs. They're really fun. Here, wanna highlight our partners and sponsors. So we work very closely with all of these organizations to provide either the fitness classes or be able to sponsor our dance programs.

14:28 – 14:55Speaker 11

So these people are really amazing, and we're really thankful to have the partnerships with everyone here. K. And these are upcoming events that are focused on our seniors, but everyone is welcome. Next or this upcoming weekend, we have the seniors fight back. So it's a self defense class, the sixth place over at the Hunt Branch Library in the front lawn.

14:55 – 15:27Speaker 11

This starts at nine. And the next couple, I don't have the start times, but those are the dates. If you call our community center, you can get a lot more information on all of these events. These are upcoming meetings for a group to meet. And just so the group is aware, we are happy to have you come have a booth at any of our programs or events so you can raise awareness about the senior programs we do and the advisory committee as well. Just let us know.

15:32 – 16:03Speaker 1

Anyone else, wish to ask any questions about what we were just shown? All right. Since the few people in general who comment and seek me out, Maureen included, are users of the taxi program. With the popularity in the summer here, what is the allotment? Or how much can any one individual call upon the taxi program currently?

16:05 – 16:18Speaker 11

Currently, we have no limit on rights to the community center from the person's home. So if they wanna come participate in any program or meal program, it's totally free from their home to the community center and from

16:18Speaker 3

the center back home. Mhmm.

16:20 – 16:38Speaker 11

There's no limit on that. And on medical trips, it's four round trips within Fullerton, or there's some satellite locations outside of Fullerton that are also available. And for recreational trips, it's also for round trips at a $7 fee. K.

16:38Speaker 1

And that would be per month?

16:40Speaker 11

Yes. Per month.

16:41 – 16:55Speaker 1

Thank you. Okay. Looks like the senior club, presentation is next. So please feel free.

16:56Speaker 4

Okay. Does everybody have this? Okay.

17:02 – 17:25Speaker 6

All right. The senior club is located in the community center here in Fullerton. We are a nonprofit organization. We were established in 1960. We provide recreation, socialization services for seniors 50 years who reside in Fullerton in nearby cities.

17:25 – 18:18Speaker 6

The club provides a wide range of activities to enrich the lives of senior citizens by cultivating interaction through recreation, cultural and education opportunities. These activities include classes, social interest programs, excursions and social events. Our club operates solely on the basis of volunteers. The office hours are our club office hours are Monday and Wednesday nine I mean Monday and Wednesday nine to one Tuesday and Thursday nine to two and Fridays nine to twelve. Yearly it's $15 a year to join and that also gets your newsletter delivered to you, you know, mailed to you.

18:18 – 18:47Speaker 6

Our annual membership meeting is held each December to elect officers and directors. A free lunch is provided at this meeting. Once a month our newsletter Fullerton Senior News is mailed out to our members. Membership fees go toward providing a newsletter to inform seniors on both city and club activities. We have three socials a year where anywhere from 130 to 140 people attend.

18:48 – 19:20Speaker 6

Our socials are time for our seniors to gather, socialize, dance, listen to music, eat and have fun. The senior lounge is a room inside the community center that provides a place for seniors to socialize, watch TV, read books, do puzzles and play cards. We have several programs that are sponsored by the club. That is our Monday bingo at 12:30 every Monday. Bunko once a month.

19:21 – 19:59Speaker 6

It's the fourth Wednesday of the month at 12:30. Creative coloring is every Thursday at 12:30. Karaoke is every Wednesday night at four p. M. Mexican train Domino's is twice a month. It's the first Tuesday and the third Tuesday of the month at 12:30. We also have a needle craft that is every Monday at nine a. M. And this needle craft there they make things for nursing homes and other charities. It's not just to come in and do whatever you want.

19:59 – 20:20Speaker 6

It's a charity event. And then our walking group is Monday, Wednesday and Friday at eight a. M. Also included in our club is our travel department. Our office hours are Tuesday and Thursday nine to two We have approximately 150 people that travel with us on a yearly basis.

20:22 – 20:54Speaker 6

Our club membership is required to participate in travel events. Additional fees are required depending on the trip. Travel department is an important part of the senior citizens club of Fullerton. Its purpose is to provide seniors the opportunity to get out of their homes, meet new people, and visit different areas of interest. The Travel Department makes traveling easier and more affordable for seniors by booking the reservations, buses, paying admission fees and purchasing tickets and planning activities.

20:55 – 21:38Speaker 6

The travel department provides approximately 20 trips yearly, day trips ranging from museums, casinos, shows, gardens, California missions, outdoor events. We also have overnight trips twice a year including Laughlin and Las Vegas for our casino people. And it we also do travel through three companies that are AFC, Friendly Excursions and Majestic Tours. They help plan the trips all over North America and Europe at another fee. That's not included.

21:38 – 21:57Speaker 1

I'm going to highlight for the audience and presume broadcast of the this meeting that in this weather we've been having, even with the cost of electricity for those who even have air conditioning, this is a place to stay cool and get through the days. Definitely.

21:57 – 22:08Speaker 6

What are the hours for the senior lounge? I think I don't have that right on me. I think it's most of the day, like Monday through Friday.

22:08Speaker 1

So a chance to escape the heat.

22:10Speaker 6

Right. Definitely. Definitely during the summer.

22:12Speaker 1

Yes. Is the senior so anyone can answer this. The senior center open at all on weekends?

22:20 – 22:44Speaker 11

The whole facility is open on Saturdays from 8AM to 3PM. So there's access to the facility. We do have rentals on Saturdays and Sundays, but the senior library does become our private bridal suite on Saturdays, so access to that space, could end between twelve and one.

22:45Speaker 1

Okay. So it's a good cooling resource for those who need it. Yes.

22:51 – 23:21Speaker 10

And, Cher, if I may, just to add, Wendy, I don't know if she shared, but she's the sitting president of the board, the senior club. We as staff work collaboratively with the senior club and making sure, you know, we we all the seniors are are Fullerton seniors. So whatever we can do to support them and they support us, vice versa, we truly appreciate that relationship. So and I know there's a couple of board members here in the audience that, are here to support.

23:26Speaker 4

Any other questions?

23:27 – 23:40Speaker 1

Any other questions on Okay. The senior we have, I believe, a blank consent calendar, but it's still a formality to approve it.

23:41Speaker 2

There is one item on

23:43Speaker 2

Yeah. The minutes.

23:45 – 23:59Speaker 1

Do I I may not have seen it on my paperwork. That one that doesn't show. I'm not here we go.

24:04Speaker 1

Since it mentions you by name, would you care to move to accept it?

24:10Speaker 7

I move that we accept the previous minutes as distributed.

24:14Speaker 1

Okay. I'll I think I can second that myself. This takes a formal vote.

24:20Speaker 2

Yes. So we have a motion and a second. Member Herzl?

24:28Speaker 2

Member Nelson?

24:39Speaker 2

Member Osvec?

24:42Speaker 2

Member Reiss? Approve. Member Walcic?

24:46Speaker 2

Vice Chair Kroll?

24:50Speaker 2

And chair Harrison?

24:51Speaker 11

Approve. Passes.

24:58 – 25:12Speaker 1

Okay. Alright. So that, that, I believe, takes care of the minutes, or do we do this now?

25:19Speaker 2

That take takes care of consent calendar. So now you move to regular business.

25:23Speaker 1

So now we have the meeting minutes from our last session. I presume other members beside myself have read them.

25:34Speaker 2

Oh, you just voted on the minutes from the last meeting. Yeah. So you go to regular business.

25:39 – 25:56Speaker 1

Alright. Alright. Mhmm. Alright. So we have regular business, the formation of subcommittees to support the 2025, 2026 work program. Shall we just discuss this, or is there a staff presentation on the subject?

25:56 – 26:14Speaker 10

Chair, I don't have a presentation, but I do wanna kinda, review the report, make sure that, the committee is aware of the work plan, reiterate it, and then I can, share kind of the staff's direction, to then allow for the discussion, if I may.

26:14Speaker 1

Please go ahead. Okay.

26:16 – 27:24Speaker 10

So, again, the item before you is for the formation of subcommittee support, the 2025, 2026 work plan that was previously established by the committee. In this work plan, there's, I believe, five goals that us for staff, would require the support of the committee to accomplish, in moving forward. And if you recall, one of your attachments identifies the work plan and, and the five goals, which I will get to. I just wanna share that in order to accomplish this and to, not validate any brown acts, there will be, between two to three committees per, goal as we complete the work plan, which would then, at the end of the year, we would create a report on the accomplishments of the work plan and present it to counsel. Each subcommittee, as shared, will include two to three members, and they'll be responsible for identifying specific tasks, organizing activities, and reporting back to the full committee on progress.

27:25 – 29:19Speaker 10

To highlight the five goals that were established is to increase senior visibility in the community, two, to strengthen access to essential resources, three, to advocate for age friendly city policies four, to build intergenerational relationships and five, to prepare an annual report as city council. And those subcommittees would include a, one, a community visibility, again, the resource access, three, the age friendly policy, the intergenerational engagement, and annual report, and that's what we named them. We ask that each committee member sign up for at least one subcommittee during this meeting, and by consensus or vote, a chair within that subcommittee to help guide the group's progress and the efforts along with the the staff will be assisting each subcommittee with scheduling initial meetings, providing materials or direction as needed, and, again, resources, due to sometimes the staff's availability, and just scheduling, most of the coordination and outreach would be the responsibility of the committee members on this work plan. This approach does align with the advisory nature of the committee and offers members an opportunity to actively shape our programs and our partnerships in supporting our aging population in Fullerton. So, again, one of the attachments does highlight each goal, some of the potential activities for each goal, and then the second attachment, is kind of a roles and descriptions that we've outlined as a draft that we would need to, either approve and move forward at this meeting.

29:19Speaker 10

So, that's my, report. I'm happy to answer any questions.

29:24 – 29:51Speaker 1

Thank you. And there will be a there will be a few questions. I I have an opening comment on that, and then I'm certainly going to throw it open to all of the rest of this committee to comment as they see fit. This starts with the old adage about being careful what you wish for. And that goes beyond just these five proposed subcommittees.

29:52 – 30:55Speaker 1

It starts with me my with I myself. I and my wife have been fairly vocal at council meetings about the handicap of how long it takes us collectively to formulate an idea, have it agendized, discuss it, give direction to staff, staff to come back, us to vote on things, and actions to happen. Doing anything is a six, nine, or twelve month process to where we had our doubts whether we could get a report for the council done in our twelve months. And perhaps I overcomplained to the council. And any of you who are in a schedule by now because we became a committee that meets six times a year instead of four times a year.

30:55 – 31:41Speaker 1

You have in part me to blame for that, and I apologize, at the sudden 50% increase in our collective workload. I know many of us do many other things as well. So I wish we could get stuff done faster, and that wish was granted by the city council. And now we are looking at this quite comprehensive plan for five subcommittees. And I personally do not think we are going to be able to meet that goal, although the six of you may surprise me with the amount of time and energy you have available.

31:41 – 33:09Speaker 1

And I'm certainly open to anyone wanting to meet any of these. I am certainly very much for the fifth goal, which was our original intent to have something concrete to take to the city council by the end end of the year and forming a specific subcommittee, presumably of three of us, to get the most possible onto it since we can only be up to three talking together without it being a public meeting. I think we should definitely pick which three of us are going to spearhead that effort and get back to the rest of us to make to give us something to report on. As for the other four, subcommittees, they are all excellent goals. However, certainly given my allegedly retired life, the tasks of living, the tasks of working part time to enhance my alleged retirement income and all the rest are not going to see me being a key force in the quite sizable work of organizing something like a specific senior day at a park.

33:11 – 33:44Speaker 1

I don't think I would end up as a committee member subcommittee member on that, although I do have a strong intent to show up at other city public events in parks and whatnot in order to talk about the committee and what we are trying to do and draft any aid we can get. So that's the goal five that I'm very much behind and a soft push by myself for goal one.

33:47Speaker 11

Chair Harrison

33:48Speaker 1

are all things I want. But please, after I answer the secretary, everybody else should weigh in on this.

33:56Speaker 2

Yeah. Before discussion, we'll go to public comments.

34:00Speaker 2

So if we have anyone in chambers who would like to speak, you can come up. If not, I have one hand raised in Zoom if you wanna go to Zoom.

34:09 – 34:21Speaker 1

Right. Anyone wish to speak up or stand up? I see a put wavering hand there. Did you have something to say? No. No.

34:23Speaker 8

Okay. We have one

34:24Speaker 1

Yolanda Harrison.

34:26 – 35:10Speaker 4

Yeah. I'm half the reason why it's now six times a year instead of four times a year. I complained that there was nothing there was no way for the senior committee to get anything done if it takes one meeting to come up with an idea, second meeting to put it on the agenda, third meeting, maybe discuss it and finalize it. And the fourth meeting, at that point in time, it's a year. And so blame me if you want. I don't care. I'll take the blame. The the subcommittees, they just seem like it's make work projects for you guys. At least that's my opinion. Why all those different subcommittees?

35:10 – 35:41Speaker 4

Why all those little different groups of meetings? You know? It it just it seems like make work, and you can't actually focus on what you want to focus on. You know? It I feel like I'm gonna probably bring this up at City Hall on the next Tuesday that they're there. It it feels like not not just make work, but that they're trying to sabotage the work that you are trying to do.

35:44Speaker 1

So I will take some disagreement with that after public comments. I don't see anybody else preparing to stand up. Do we you said we had at least one remote?

35:54 – 36:16Speaker 2

Yes. We do. Call in user one. You can unmute. Calling user one.

36:16Speaker 12

Good evening, everyone. Maureen Melton, or should I say good morning?

36:20Speaker 1

Could you boost Maureen's volume a little bit?

36:22Speaker 12

Can you hear me okay?

36:25Speaker 1

That's better, Maureen. Yes. We can.

36:27 – 37:00Speaker 12

Okay. Thank you so much. Yeah. All all the ideas, I am absolutely amazed that when you were asked about comments, the people on this committee are civic. They are not social. They are civic. This is a civic committee, not a social committee like the senior center. That is strictly social. We are not this committee is not social. It is civic.

37:00 – 38:05Speaker 12

And my thing of it is that not one person brought up any ideas that they wanna bring forth in the future, what they wanna add to the committee or or or to this committee and to make it something for the seniors. There are seniors in assisted living homes. There are seniors in unvalescent hospitals that can be reached. And this is the thing, why aren't you thinking of ideas to bring forth to make life better for the seniors in this city as individuals. As I say, senior committees or senior housing, accountable life and hospitals, there are so many things that you could do.

38:06 – 38:33Speaker 12

Get out, and if you don't wanna get out and do something for the seniors, then why are you on the committee? So I really appreciate it. And please think of of ways to make life better for us. I mean, I'm sitting here and thinking, have any of you been in an assisted living home? Have any of you had an occasion to be?

38:33 – 39:09Speaker 12

Or have any of you lived in a convalescent hospital? There are things that need to be changed in those, and this is where you you have ideas to go forward. And but they have to go forward in noncombative ways. You have to go in as though you're doing it for yourself, not for anybody else. So, anyway, this that's what I think of.

39:09 – 39:23Speaker 12

And I we need to have to me, I wish we'd I wish the committee would meet every month instead of every every other month. As Yolanda said, trying to get something done

39:23Speaker 1

is almost impossible.

39:25Speaker 12

Okay. Thank you. Bye.

39:29 – 40:18Speaker 1

Thank you, Maureen. And I personally have not spent personal living time in such a facility. But in the long painful process of losing my previous wife, I spent the better part of every day for a year at first inside one with her and then with her through the outside window of her room when I was locked out by COVID. So I well understand the position and situation of someone in such a facility, and they do need the help. And I appreciate your comment about the civic rather than the social aspect of this committee.

40:18 – 40:59Speaker 1

And Yolanda, subcommittees is how reasonably big committees get stuff done. It's the it's the process. And I don't see it as make work, specifically not since we're about to figure out which of these things are practical and which of these things we can actually get done with the individual resources we have. I already spoke my piece on that. The military do senior speaks last on the idea, so I should probably go have gone last.

40:59 – 41:10Speaker 1

And, Richard, I'll let you be the wrap up. So let's go all the way down to the end. And what do you what do you have to say about all of this, Susan?

41:10 – 41:21Speaker 10

Sorry, chair. Just point of clarification. It's, technical, but they would be approved as ad hoc committees. Not subcommittees, ad hoc committees.

41:21Speaker 1

Ad hoc committees. Okay. Wrong language. Thank you.

41:28 – 41:57Speaker 5

Okay. So I have, aside from the the subcommittees or ad hoc committees, I guess, I I've heard it brought up. I know it's by by the same person, the two meetings I've been to about our assisted living or convalescent homes. And, you know, they need improvements. I I don't I'm not aware of what the city how the city has any kind of, I don't know, laws, rules.

41:57 – 42:45Speaker 5

I'm I'm assuming there are some, but I'm just not sure the city's role in that. I know the state has a hand in those, probably the county health department. So I guess it would be maybe good if we could find out on the committee what what role our city has in assisted living facilities and and that because I I'm just ignorant on that. I'm not sure. But since that is the one thing that's been brought up to our committee by the public, at least we can, you know I don't know if what kind of power we have or, you know because I know this the role of us would be to just maybe, you know, look into it and then recommend to the city, you know, things like that.

42:45Speaker 5

But I I just don't know what kind of role the city has in that.

42:49 – 43:08Speaker 1

I know the city has touched at least tangentially on this, the whole previous mess with the rentals at Ventana, as an example, which is not a full on assisted living facility, but is

43:08Speaker 5

More senior than

43:09 – 43:52Speaker 1

certainly bordering on being one in the people at houses. And there was some ability of the city's rules and code enforcement to have a voice in what was happening with the tenets of that establishment. Although, again, it's not a fully county or state or federally or Medicare licensed facility. At least I saw our city council and city staff have a voice in assisting those residents. So we should probably plan to see what else we can find out on that.

43:52 – 44:35Speaker 5

Okay. So then thank you. And then as far as the subcommittees, I think it's a great idea. I think it just I need a little more clarification on what that means. I mean, there's seven of us, and there's five subcommittees. And we're supposed to be on, you know, one or two of them, which I'm willing to, you know, help out, but I'm I'm not sure. Is there an expectation of a time commitment. You said the city can assist in when we wanna have meetings. Does a city staff member have to be at the meeting? I would need like a little more, especially if I'm elected chair of one of these or even just sitting on one to help, like, what's the scope?

44:35Speaker 5

Like, what does this mean for us? Like, what's the, you know

44:38Speaker 1

Yeah. Yes. A little more about the process of being a An ad hoc committee. Being an ad hoc committee would be helpful.

44:46 – 45:24Speaker 10

Yes. Of course. So, no. Good question. So I'll I'll touch a little bit first on the the living. If there are private on private property, if there's issues, code enforcement does address those. However, you're absolutely right. There is, there's some limitations of what as a city we can do on those type of properties. However, aside from that, for example, we can the committee can say, hey. Engage more with those, the assisted living facilities, share the share that there's a senior center, maybe create relationships.

45:24 – 45:46Speaker 10

That's something that the, senior advisory committee can advocate for versus going in there to regulate. Right? We can create that bridge. In regards to the formation of the ad hoc committee, it, ultimately, the as for each goal is to accomplish that goal. We can facilitate the meetings.

45:46 – 46:19Speaker 10

We don't necessarily have to be present at every meeting, because then that would also create some challenges on scheduling. But by by having two to three members at on each ad hoc committee, that would allow you to work freely and ultimately reach the end goal, which, for example, increasing your visibility in the community. Through our department update, we shared that the city our department has multiple special events throughout the city. And what does that look like? We already have the booth.

46:19 – 46:37Speaker 10

We already have the tables. A member of the committee can attend and just share, hey. You know, the senior center, we have an advisory committee. If there's ever anything you'd like, new programming you'd like to see, I'm happy to chat about it. That's already semi accomplishing that goal.

46:37 – 47:13Speaker 10

Right? Visibility in the community. At our senior, we have some expos or our classes, just being present, you know, attending one of our Meals on Wheels, luncheons, our social luncheons, and just and and us as staff sharing, hey. We have a senior advisory committee member here. You're happy to share some if you guys have any questions or if you wanna see something new, if you want a third day of bingo, if you want more pickleball in the community, happy to you know, that's already been visible in the community throughout our department and the city.

47:13 – 47:39Speaker 10

So that would be the angle to meet, to accomplish the goals established in regards to the number of times you meet is as necessary and we would guide you through that. If you say, hey, staff, we actually do you know someone at the office of aging? We have some questions. We would introduce you, ask the questions, give you the information. So that's how we would, as staff be able to assist.

47:40 – 48:15Speaker 10

And these, again, if these are, very strong goals, think it's a I, you know, I wasn't here at the last meeting to understand how the conversation went. However, if you feel as a committee kind of to the point that there are, that you'd like to modify them, we can also modify them through this process of of selecting ad hoc committee members. So, hopefully, that that was long winded. Hopefully, it answered your question, though. But you guys kinda set the terms and how you wanna meet and the ultimate goal is to to meet each goal and accomplish that.

48:17 – 48:35Speaker 1

I'll presume that would extend to having a small space available as a ad hoc committee would need to get together so that we're not buying our lunch at Denny's in order to meet?

48:35Speaker 10

We can definitely facilitate a meeting room as needed. Absolutely.

48:41Speaker 1

Okay. All right. Wendy.

48:48Speaker 6

Yes I feel the same way she.

48:52 – 49:31Speaker 6

Susan does. Almost called her Sharon. Sorry. That there's like like you said five subcommittees, seven of us. That's a lot, you know, if you're involved in other things in in the community, I think that's just too many right now for the just the seven of us. Like she said, we'd have to be, you know, chairman, a a vice chair, you know. That's that's a lot of a lot of subcommittees here. Could we narrow it down to maybe three? I think that

49:31Speaker 1

our discussion is going to

49:33Speaker 1

Okay. Pick and choose which of these we can meet and who's gonna do it.

49:39Speaker 6

Yes. Okay. That's what I think.

49:41 – 50:05Speaker 1

This is not, I presume, a mandatory do it all or don't do it sort of, excuse me, sort of list. We, this is, some ad hoc committees that we are going to form such as we think we can handle.

50:07Speaker 1

It is a very nice list of the things we want even if we're not going to be able to accomplish everything we want. Definitely. Rosie?

50:19 – 50:46Speaker 3

Well, I agree with Yolanda somewhat in that it looks like a lot of make work for us. And since we're adding extra meetings, it's every other month now, maybe some of these topics could be delegated to the extra meetings or something. Think there is a way to downsize it a little bit and add it to our regular agendas in some way. Maybe. Thanks.

50:46 – 51:18Speaker 1

Yes. I am looking at this list even as everyone speaks with a critical eye as to perhaps we can agendize some of these things for future committee meetings as a whole without hopefully without adding too much additional draw upon critical city staff and do what we can for ourselves. Let's jump all the way down to the other end and come back towards towards me. Sharon?

51:21 – 52:06Speaker 9

Okay. I just I feel like we don't have enough awareness of who we are. Does the community even know that this committee the community do they know this committee exists? And I think we need to get ideas out there from the senior center and and those members and and from the community of how they what they want to see and what we're trying to accomplish. So with these ad hoc committees, I I mean, I just what are we trying to accomplish with it? I'm just a little that's my question. And I think we we need to get out in the community before we present anything and know what our seniors in the Fullerton community want from from us.

52:08 – 52:22Speaker 1

And I suspect one of these may end up being mutated into how do we build awareness of this committee among all of the seniors Sure. In in Fullerton.

52:22Speaker 9

Right. Starting starting with our community center. I mean, did the people that attend or members and go to the community center, did they even know we exist? And did they know they have a voice through us?

52:35Speaker 1

A very good question. We will we are definitely going to try and try and answer. Jeanette?

52:47Speaker 8

Well I come from a background of strategic planning.

52:51Speaker 1

There we go. That's what we need.

52:52 – 53:47Speaker 8

So when I look at this I'm thinking we haven't when did we and maybe we have and I don't know about it do a community assessment and get information from seniors about what they expect and want so that we are responding so that we are responding to community needs. The other thing is we've got five committees. We've got seven people up here, but it is in our best interest and I'm not sure it's legal, but it's in our best interest to have noncommittee members also on the committee to give us feedback and information about what they want and expect. So I don't think we should be running these committees all by ourselves. I think that we are cutting down information when we do that, and it limits us it to just us.

53:47Speaker 8

So I think we need to know more, and I think we need to, you know, bring in the community and let them comment on it and get them involved.

53:58 – 54:23Speaker 1

Which becomes a which becomes a question for you for you, sir, does an ad hoc can an ad hoc committee, have not just as commenters, but as participants, non senior committee volunteers?

54:24 – 55:03Speaker 10

Not in an official ad hoc committee capacity. No. If I may come to answer the questions of the a needs assessment for the seniors, it's it's ultimately, I think, committee member Nelson shared that being present and being visible, attending the senior center. I don't know how many of you actually have attended or ongoing classes, some of our programs, but if if not, you know, starting there and having those conversations. So part of these ad hoc committees, that would be step one, understanding like, there's there's one here saying building intergenerational relationships.

55:03 – 55:54Speaker 10

We have a boys and girls club at the Fullerton Community Center where the senior center is located. So creating tech days between the boys and girls club and if we you know, and I know we have some tech days already, but with some more intentional purposes already trying to meet those goals. We have youth programming throughout the city that either in December, you know, we have breakfast with Santa, having, youth, senior advisory committee in attendance or for our grandparents' day. So there's there's ways to step you know, our first steps, engaging the interest from from the seniors. Like I shared, I was in in attendance at the last meeting, so I don't know how the conversation was geared, but these were the goals that were established at the last meeting, on behalf of the senior advisory committee.

55:55 – 56:37Speaker 10

And, again, you can modify these. And I understand I kinda heard two or three times of seven members, five goals. If you reduce this, to maybe three goals and then an ultimate final council report as a collective group, then that's two members per per goal per ad hoc committee and one with three. So we can definitely help that as, you know, starting, and then that that can evolve to larger goals for the future, which are more citywide versus, like, senior specific at our community center, at our senior center in our immediate area. So, yeah. As

56:38Speaker 1

many as you'd like.

56:39Speaker 8

Where did we get these goals? This is probably prior to me coming on.

56:46Speaker 1

I suspect the answer is partly going to be from us and what we've said in our previous meetings.

56:52Speaker 10

To my understanding, that is correct. These were the goals established by the committee.

56:56Speaker 8

Alright. But did we talk to other seniors to get that, or is that just our impression of what is needed?

57:04 – 57:39Speaker 1

I believe that's going to be, city staff best effort at compiling compiling what we have generally wished could happen into actual a actual concrete mechanism for doing what we said we wanted. Some of it has been with our comments on input we've received from the public, but I don't see anything in these ad hoc committees that isn't something we wished out loud for at some point sitting up here.

57:41Speaker 8

These were all our wishes.

57:42 – 58:06Speaker 1

So these yes. These are these are our sometimes fairly random and scattered desires put down in hard black and white and saying, you want this? Here's what you have to do. Richard, I can see you brimming over with thoughts. Thank you.

58:10Speaker 7

Clarification first. You said ad hocs. In the paperwork, it says sub committees. Should it say ad hocs?

58:20Speaker 10

Correct. Yeah. It's gonna be voted on as ad hoc committees.

58:23Speaker 7

Okay. So so you will fix those?

58:25 – 59:07Speaker 7

Yeah. Okay. And then the other thing I wanna for paperwork, make it easier up for us up here. On here on the second page, attachments one, attachments two. If you could put on the top of the pages attachments one, attachment two, it'll make it easier for us rookies up here to find them. Okay? So for future alright? Thank you. Right off the top, I love number four, goal four. Because, I think when we look at these, a lot of us are already, in one way or another, connected to these goals.

59:07 – 59:25Speaker 7

I mean, they they did come up with this committee before. It was our ideas. It was, several meetings back, and, so I wanna compliment the staff for putting this together. It's it's really beautiful. And it is really what this committee started to do.

59:25 – 1:00:04Speaker 7

If you recall back on the resolution number two zero two four hyphen zero zero seven, the reason why we are here is the duties of the members shall inform the city council of senior and community needs and interests and commit themselves to the following, objects. Promote the understanding among the city council members, city officials, and the public regarding the challenges seniors face in the community. All five of those do that. Access city amenities and services to providing an age friendly city. All five of those do that.

1:00:06 – 1:00:45Speaker 7

Access services and recreational opportunities available to Fullerton residents and visitors of all ages and abilities. All five of those do that. And so it's in line with what the resolution that created this committee. So I I I think it's excellent. I think he even brought up the idea of Meals on Wheels. I'm pretty sure there's somebody on this committee that has some kind of connection to Meals on Wheels. And so that would be accomplished right there. I said that like number four. I'm very active with the youth, not necessarily here in the city. I mean, I started off with with the boys club.

1:00:45 – 1:01:16Speaker 7

I just love the boys club here in Fullerton, and I made so many awesome things. And I still have them today in my house when my grandmother gave them back to me. So and then plus with my wife being for decades a gold adviser for the Girl Scouts here in Fullerton. I've got connection with the youth there plus the and Job's Daughters and Rainbow Girls in Buena Park and other cities around. So I I already have a connection there, so I resonate with that.

1:01:16 – 1:01:49Speaker 7

And I'm sure each and every one of us can look at some of these goals and say, you know what? I'm already doing that. So, you know, we are busy. Every one of us is busy. I don't have a free day on my calendar that I'm not busy, but I think I can fit goal four into things that I'm already doing. So I I I appreciate the staff doing so hard and putting it into words that can give us guidance. So I commend them. I love them. I think they're great. And, yeah, I'm busy.

1:01:50 – 1:02:19Speaker 7

But I think I'd be willing to throw gold four onto my calendar somewhere and make it work. So I think the committee's on the right path. Yes. Sometimes it takes a little long, but anything worth doing is worth doing nice and easy and precise so we don't make any errors. So I like it. I like it. Thank you so much, and thank you, mister chair.

1:02:19Speaker 1

Okay. Thank you. Thank you, Richard. That was short and very sharply on point. I appreciate that.

1:02:30 – 1:03:22Speaker 1

And in fact to your point, your involvement with the youth quotes around the youth since my definition of young has grown larger over time from a longer perspective. And now college students seem youth to me as well, never mind the exact age. And I thought of this as a possible solution to a problem I was not able to help. We heard from Maureen in public comments. She phoned me and left messages that I was not able to get back to, thanks to the press of my own personal calendar, about a problem with her seating walker wheel.

1:03:22 – 1:04:47Speaker 1

Not the kind of thing a formal insurance approved big deal. We'll sell you a new scooter for $5,000. Mobility provider would fix, but the kind of thing where someone with hand tools or access to a school shop could maybe straighten a bent wheel strut or put a new rubber tire on a wheel, that sort of thing where you don't have to be certified or skilled, but there's a simple mechanical problem that is severely limiting somebody's mobility because they can't afford to take a walker or roller or whatever to a formal shop and say, here, fix this and then handle the inevitable huge bill. So I thought of, gee, when I was younger, I would have just grabbed that and bend it back for her, but couldn't. So there is one opportunity, I think, for lightweight mechanical help of one kind or another that can certainly be accomplished by people that are not a licensed skilled trade charging very high prices by the hour for the simple mechanical things.

1:04:48 – 1:05:44Speaker 1

But that's kind of a distraction. Let's get back to the actual business sort of again in the careful what you wish for category. I very much want to be a part of the ad hoc committee for number five since I feel that is in your list of the enabling legislation that is essentially the lead item in that list of what this committee is meant to accomplish. And, I hope to find two others of you that are willing to at least rub our schedules together and see if we can figure out when we could meet about sharpening what we want to say. So the is it October meeting?

1:05:44Speaker 5

Chairman, didn't we vote on the who was going to be on that doing the report last?

1:05:53Speaker 7

That was at the last meeting. That's what I was just gonna bring up.

1:05:56Speaker 5

Think that that committee is or ad hoc committee has already been defined. Right?

1:06:04Speaker 2

It wasn't defined as an ad hoc. It was just three members were gonna work with staff to produce or draft that report.

1:06:13 – 1:07:16Speaker 1

Right. And then I was thinking I was going to hear from staff about reaching about me reaching out to the others who want wanted to do that. Life, as Richard mentioned, has kind of gotten the way, and I did not seize that and reach out myself. I would like to come out of this meeting knowing which two other people are going to work with me on this and so that we can form a concrete plan to get together and define this list, define our bullet points at least of what we are going to end up saying at the end of the year to the city council. As our as our official memory, since people like me, Sarah, get a bit fuzzy brained.

1:07:16Speaker 1

Did we pick who?

1:07:20Speaker 1

Okay. Let me mark my piece of paper. Who?

1:07:25Speaker 2

It's in the minutes. Give me one second.

1:07:29Speaker 5

Or would you It's member Reese and member Wolczyk.

1:07:33Speaker 2

Oh, I'm gonna be on it. And chair Harrison. And Richard.

1:07:37Speaker 7

No. I'm not. No.

1:07:38Speaker 2

Oh, chair Harrison.

1:07:40Speaker 7

Mhmm. That's why.

1:07:41Speaker 3

Harrison is for five.

1:07:45Speaker 5

we voted in May that well, it's in the main meeting minutes that chair Harrison, member Reese, and member Walczak. Okay.

1:07:59Speaker 5

But, like, I don't know if it's official because we weren't we didn't vote it as an ad hoc committee.

1:08:04Speaker 6

So Right. Right. Right.

1:08:07Speaker 2

It's official if you guys would like to remove number five on here. You can do that since we've already taken a vote for that

1:08:15 – 1:08:27Speaker 1

last meeting. Do we need one giant vote at the end of this discussion or can we individually, vote these separate five items?

1:08:29Speaker 2

If it is to form ad hocs and to form a chair or select a chair, I would need a separate vote.

1:08:38 – 1:09:17Speaker 10

Chair Harrison, if I may. I would recommend that the chair so how we wrote this to create, like, a chair of of each ad hoc committee was just to be the responsible individual to report out and make sure we're moving forward with everything. I don't want it to create more, like, workload on on the individuals and the committee members. So we don't necessarily need to identify a chair. It would also allow you to have more freedom just to meet as needed. We would just need someone at at the following meetings to give updates on the work plan Okay. Which would be the best recommendation.

1:09:17 – 1:09:33Speaker 1

So the ad hoc committee members decide who is going to actually speak up publicly next Correct. And without it having to be a formal chair or co chair or any anything like that.

1:09:34 – 1:10:20Speaker 10

That's our that that would be our recommendation to allow for each ad hoc committee to have the freedom to meet as needed, and there's no, like, formalized procedures. In addition, depending on how, you'd like to kinda move forward on each goal, I just wanna make sure if if everyone is in agreement at keeping all five, that's fine with us. But if you say, hey. We wanna modify this a little bit. Maybe, for example, goal five, even though it was discussed at the last meeting, we can modify it and have a collective report that's worked maybe amongst the chair and city staff once we have everybody's, like, work plan finalized at the end of the year, and we can assist with that.

1:10:21 – 1:10:34Speaker 10

And that way, it removes four, because I know that's a a, kind of a more detailed report that would be presented to counsel that we would already be assisting in, and a staff can assist.

1:10:35 – 1:11:00Speaker 1

Thank you. Okay. So working from the back of the list forward, for numb for ad hoc committee five, we certainly have kind of predetermined already. Me and Rosie, and I'm sorry. Here's my memory going again. Reese. Reese. Reese. Reese. Reese. Who is the third?

1:11:00Speaker 3

Reese. Reese. Like Reese's paper. Right.

1:11:05Speaker 5

It's Jeanette. Reese is her last name.

1:11:10Speaker 6

Right? Right. Okay. Right.

1:11:14 – 1:11:47Speaker 1

I keep people I'm keeping track of people by first name, so I have to actually look at my phone to translate a last name into a first name. So, Jeanette, it's you, Rosie, and I that we'll have to work out when we can get together and see if we can turn this rather loose concept into at least some bullet points to bring back and discuss at

1:11:47Speaker 5

Can I add to I think

1:11:51 – 1:12:09Speaker 5

Excuse me, chairman. Can I add I I think I like the idea of what Christian is saying? I I almost see number five as probably, yeah, coming up with a report, but a collection of one through four presented as number five and maybe some, you know, other things.

1:12:11Speaker 1

Yeah. With the yes. The the ad hocs information filtered up through number five

1:12:21Speaker 5

into kind of big.

1:12:22Speaker 1

Into one comp into one comprehensive thing. If we can make that work, that sounds like a good idea.

1:12:28Speaker 8

Five is basically a summary of the other four.

1:12:32 – 1:12:46Speaker 1

see it. Deal with it that way. I I I see I see that. Richard, since you feel strongly about number four, would you like to comment further and solicit people to work with you?

1:12:53Speaker 7

Well, I'm definitely on number four. Yes. I don't know if anybody else has an interest already within their calendars that they're dealing with the youth.

1:13:05 – 1:13:30Speaker 1

We mostly deal with old people. It's it it seems you have that connection with the Boys and Girls Club that kind of already orients you in that direction. Do any of the other committee members have a generational up the hill focus that would be of use to Richard?

1:13:32 – 1:13:55Speaker 5

I don't know if I necessarily do. I I'd be willing to help Richard for sure. I'd be interested in being a part of that. I personally I don't know if you're going by one, but I'm interested in in goals one and goals two. Those are kind of what I'd like to sit on.

1:13:55 – 1:14:06Speaker 1

Okay. One and two. One and two. We'll move on down the list in a moment. Anybody else want to speak on number four?

1:14:07 – 1:14:59Speaker 9

I could help assist with number four. I have an idea, but I'd also I'm very interested in goal one and two and teaming with Susan Herzl. My idea would be to what we could go to the Boys and Girls Club and see what we can do to for a parent child partnership to volunteer at Fullerton Meals on Wheels to deliver meals to our homebound seniors, but make it a partnership with their parents because obviously they're driving a car, they need an adult, but that would be a great way for our youth to connect with our community and homebound seniors.

1:15:00Speaker 1

Okay. So that that covers you in two ways there

1:15:06 – 1:15:33Speaker 1

Very, very nicely. So that's Richard, Sharon, and Susan to a certain degree, who I will cheerfully offload to Richard and let him coordinate with those two on this. I got a thumbs up on that.

1:15:33Speaker 7

Absolutely. I'm good with that.

1:15:35Speaker 1

Right. Okay. So we can consider number four kind of covered for the moment. And

1:15:46Speaker 6

Please. I would be interested in goals one and two also.

1:15:52Speaker 1

Was I going to what was that?

1:15:53Speaker 6

Oh, I would be interested in one and two Okay. Which, Sharon was mentioning.

1:16:04Speaker 1

So that's three of the ladies that have spoken up on number two already.

1:16:11Speaker 6

Sharon And one. And we're not allowed

1:16:15Speaker 5

to have more than three. Is that correct?

1:16:17Speaker 1

Because of the

1:16:18Speaker 1

I believe more than three of us can't meet without it being a quorum and then hence a publicly notified meeting.

1:16:25Speaker 10

That is correct.

1:16:26Speaker 5

So we could have more on the committee, just can't meet in the meeting itself. We couldn't have more than three, but probably wouldn't be good to have more than three members of the committee.

1:16:35Speaker 10

Correct. In order to be effective and accomplish the work plan with meetings, etcetera Right. Three at most. Free chat. Here

1:16:45Speaker 3

we go. I'm sorry. What was that? Is it my turn yet for me? Please. Okay.

1:16:55Speaker 8

Okay. So I will say what I'm interested in, but also what I have the skills for.

1:17:02 – 1:17:31Speaker 8

The build the inter intergenerational relationships. I'm very involved with the OLLI program which is a senior program and we go out and we get involved in other groups in the community so I have access to a lot of seniors that are doing that and then increase senior visibility in the community. I mean, I go around dancing all the time to increase senior visibility, you know, which is not me, but the Fullerton Flashers. So,

1:17:32 – 1:17:44Speaker 1

Jeanette, you're the first one to really speak about goal one at all. So that's that's a that's a start there.

1:17:45Speaker 2

Goal one has all three, I believe. It was Herzl, Nelson, and Ozpec.

1:17:51Speaker 1

I'm sorry. Say that again, please.

1:17:52Speaker 2

Goal one has all three.

1:17:54Speaker 1

Goal one. Okay.

1:17:57Speaker 11

Unless you guys wanna see Alright. To do that one.

1:18:00Speaker 10

Yeah. Chair Harrison.

1:18:04 – 1:18:34Speaker 10

I think the only member who has not shared their interests would be committee member, Wasek. So if we wanna see what her interests may be, and then we can shift maybe because I I wrote three names under a couple of different goals, so we can we can then discuss it at the end to make sure everybody has three and everybody has an opportunity

1:18:34Speaker 1

Get it all done.

1:18:35Speaker 10

Preferred, like, their number one and two.

1:18:44Speaker 1

He just named you Rosie?

1:18:46 – 1:19:05Speaker 3

Well, yeah. I was already on goal five with, Todd. From the beginning from May, we already were together on the report. I'm on five, in other words. Yes.

1:19:05Speaker 10

Correct. Was there a second goal that you were interested in? You don't necessarily have to just to make sure.

1:19:12 – 1:19:30Speaker 3

I used to deliver Meals on Wheels. That was fun. And I like the idea of bringing the grandkid along because one of my drivers did bring her kid one time, and it was really the kid had a great time. We sent him in with the meals. I guess I could help out with oh, but that one's already full. Right?

1:19:30Speaker 10

Well, we haven't technically made a motion for I think right now it's just interest and

1:19:35Speaker 3

then Oh, okay.

1:19:36 – 1:20:15Speaker 10

We will formalize it with a vote. Okay. The only one, and it's just a suggestion to modify it. The only one that doesn't have anybody interested in is goal number three, which is to advocate for age friendly city policies. That's a goal that a table for you know, and not include in the work plan. That's totally fine. You can modify it. But if there's someone that's really interested in that, that is more citywide. I think right now, it seems like the focus is senior related specific to, like, the senior center and some activities. So just wanted that's the only one. So up to the committee of what you wanna do with that number three.

1:20:15 – 1:20:59Speaker 1

Yeah. I yes. I think goal number three is sort of subsumed or encompassed in by the very existence of this committee. This is what we are trying this is what we are trying to do with our city with our city council is steer them towards age friendly city policies. So I think as a separate ad hoc committee, there is not really going to be a number three officially formed officially formed by us. Does anybody disagree with that? No.

1:20:59Speaker 7

I totally disagree with that. I think that that that says you all over

1:21:05Speaker 7

I think you'd be perfect on number three.

1:21:07 – 1:21:28Speaker 1

Right. Well, I'm not going to be a ad hoc. I keep trying to say sub. I'm not going to be an ad hoc committee of one. Yeah. Right? Instead, I think number three is this committee as a as a whole As a whole. But

1:21:28Speaker 7

but as a individual interest Yes. You know, you and you and your bride, that seems like something very important.

1:21:35Speaker 1

That is something that is something we are already doing.

1:21:38 – 1:22:09Speaker 1

Albeit she's not a committee member. No. Not quite being old enough or resident enough to be appointed. So Christian I think you can just draw a line through number three as we build what we're going to be voting on. There will not be a separate advocate for city for H. F. Riley City policies ad hoc committee or ad hoc group.

1:22:09Speaker 10

Yes, sir. So we'll just make sure that's included in the in the final motion that Okay. To eliminate goal number three from the work plan

1:22:18Speaker 10

As we establish

1:22:19 – 1:22:30Speaker 1

We're coming on your help to construct help me con help us construct the final motion. So that's why I'm giving you my thoughts as as we have them.

1:22:30 – 1:23:14Speaker 10

Yes. Okay. So kinda going through just to recap, goal one, we have of interest committee, member Herzl, Nelson, Ouspek, and Reese. Goal two, we have committee members of interest, Herzl, Nessen, and Ouspek. And I apologize if I'm mispronouncing because I'm reading these out loud. Goal three, we would remove. Goal four, we have interest from, committee members, Kroll, Nelson, Hazel sorry, Hensel, Herzl. I apologize. Can't read my writing there. Reese and we have we have one more.

1:23:14 – 1:23:29Speaker 10

Oh, Walsick. And then committing or goal number five, we have from the previous meeting, we have committee members Reese, Wasek, and, Harrison.

1:23:30 – 1:23:41Speaker 10

That's correct. So the only ones we would be looking at right now, if the other ones stand, would be goal one and goal four to minimize that to three committee members.

1:23:41 – 1:23:54Speaker 1

Okay. So starting with goal one, you named more than three names. Who is not going to be on the committee? I may ad hoc.

1:23:54Speaker 7

Right. If I may interrupt you just for

1:23:56Speaker 1

a moment. Please do.

1:23:59Speaker 7

Now say you wanted to say something, so here's your opportunity. She's very polite and quiet. So Okay. I'm cutting in for you.

1:24:07Speaker 1

Please feel free to be pushy with me when you have anything to say.

1:24:10Speaker 3

Ability. What? Like, stability.

1:24:14 – 1:24:38Speaker 8

Oh, yes. That's right. One of the things I was thinking and I said to my partner here is that we're volunteering for these committees and we may have too many but are we looking at what we want to do versus what we're qualified to do. And I think that sometimes that can come into play here.

1:24:41 – 1:25:28Speaker 10

So committee member Reese, I think it's up to the committee to share and kind of advocate for what you really are passionate for in these goals. If there was one that you personally led more than others and that's kind of where your passion is with the seniors, I think this is the opportunity to share that. I don't know everyone's qualifications on I'm sure you guys are all qualified for one or more of these goals that are established here, so I can't speak to that. But if there's my recommendation, if there's one that you are just truly passionate about or that you're already involved in, that's probably the one I would, if it was me, advocate more to be on that ad hoc committee than the others.

1:25:29 – 1:26:03Speaker 1

I think, indeed, the issue of qualification runs a far distant second to passion, enthusiasm, and energy. You don't have to be good at something to want to be able to and able to help with a goal. You just have to be driven to do something about it, which doesn't help to choose or narrow focus of who's going to be on it. What is our current list of interest for number one?

1:26:09 – 1:26:44Speaker 10

We have for number one, we have four interested committee members, Hersl, Nelson, Hospec, and Reese. And that is to increase senior visibility in the community. And one of those ways is to ultimately sorry. Objective is to make the seniors feel more connected, seen, and included in Fullerton life in multiple ways. And some of the activities that can be led is some exam and these are just examples doing in kind of a senior day at a park or a similar senior focused event.

1:26:45 – 1:26:59Speaker 10

Attend and attend and represent this committee at a city hosted event or some of the informational fairs, partner with local organizations to do, a senior storytelling or history exhibit. Those are just a few examples.

1:26:59 – 1:27:15Speaker 1

Okay. So of the four that are interested in that, who is willing to volunteer to be the one going off the back of a sled so the huskies can keep the remaining three moving fast enough.

1:27:19Speaker 6

Well, I feel like I'm already kind of involved in that with the senior club and everything. So that's why I wanted to be for number one.

1:27:28Speaker 1

Right. I think you're I think you're the musher on that that group since we don't have

1:27:32Speaker 10

a chair. Yeah.

1:27:34 – 1:27:47Speaker 6

Okay. And I also feel like kind of like number two. I'm also kind of involved in that too, kind of through there also so that's why I picked those two. Okay. Since

1:27:49Speaker 8

we are dropping one of the committees is there any reason we can't have four on the ones that people wanna be involved in?

1:27:58Speaker 1

Regrettably, yes. Regrettably, yes. Because if there's four, that's a committee quorum

1:28:05Speaker 1

it becomes a public meeting.

1:28:07Speaker 7

The Brown Act.

1:28:09 – 1:28:50Speaker 1

Yep. Yep. The Brown Act says one of the four can't can't be can't be part of the ad hoc. And I'm I am generally, by the way, all of you, impressed that all of you are so willing to step up with I don't doubt your calendars are as full as Richard's and mine, and I think it says a lot for the committee that we are presently oversubscribed for the four remaining ad hocs. But we do have to the four of you have to put your heads together and pick who's not on that ad hoc.

1:28:52 – 1:29:12Speaker 1

I'm I deliberately did not put myself up for that one, although I would like to get out in public more at some of these events and speak of the committee. I know I wouldn't be able to make it. I have too much happening as it is. So at least it's not five of us trying to form a commit an ad hoc committee of three. But we do need to weed down the

1:29:12 – 1:29:34Speaker 5

street for now and what. I'm willing to remove my name if, you know, I'd I'd love to serve on it, but, you know, we can't have four people. So I'll step up and and what I wanna tell the the committee though is I'm available to, you know, do any of these things that are in there when three other people aren't there.

1:29:35 – 1:29:54Speaker 1

Where do we sit in terms of the Brown Act if one of the three ad hoc committee members calls upon a non a senior committee member one on one in a call saying, could you get this done for us? Is that legal?

1:29:58Speaker 10

Looking at Sierra because she's the expert

1:30:01Speaker 1

here on the head shaking over there.

1:30:03Speaker 2

No. It's commonly referred to as a serial meeting. So, no, you wouldn't be able to.

1:30:10 – 1:30:31Speaker 1

Okay. So we'll have to watch out for that as to who we involve to stay legal. Although I don't think someone charged with enforcing the Brown Act is peering over our shoulder, ready to pounce if we screw up. We do have to be careful.

1:30:31 – 1:30:43Speaker 8

Is it possible to have three people on the committee but one that just volunteers time off and on to to implement? It's a different role.

1:30:44Speaker 2

No. If they volunteer their time from here and there, if it's all four at once, they can't.

1:30:52Speaker 8

But if it's not at a committee meeting and it's something that they're assigned after the committee meeting, they can follow through on that.

1:30:59Speaker 2

I would have to check with our city clerk, but I would say no at this time.

1:31:04 – 1:31:32Speaker 5

Well, are you talking about, you know, attending the, you know, there's the we have a booth at the Thursday night market or whatever. And because you've the city has said we would love to have a senior advisory committee members there. So I don't, you know I know no more than three of us can be there, but I don't I I would imagine any seven of us can represent committee at the booth. Yes.

1:31:32Speaker 8

But is that commit considered a committee when you're going and volunteering time at an event? No. That's different. Yeah.

1:31:39Speaker 2

But I think your question was if the ad hoc would assign that committee member

1:31:45Speaker 8

to do something. Committee member

1:31:47Speaker 9

would be. A non ad hoc committee member?

1:31:50Speaker 8

Member would a committee assign a non committee member a responsibility? Would it

1:31:56Speaker 2

Is that committee member on the senior advisory committee? No. Wait.

1:31:59Speaker 9

One No. Of these

1:32:00Speaker 2

You wouldn't be assigning

1:32:01 – 1:32:36Speaker 1

them anyway. It's pretty different. It's pretty strict in that regard. Only the commit the ad hoc committee members can act for the ad hoc committee. You can ask general people to say, hey. Can you join us at this booth so there are more seniors there talking to people about what the Fullerton senior committee does and needs, but it can't be one or the other senior committee members. It's the reason we never see more than two city council people at any at any public event.

1:32:37 – 1:33:28Speaker 10

Committee member Reese, kind of for point of clarification. So if the members at the ad hoc committee working on goal one share with staff that, you know, in order to achieve this goal, we should have a senior, committee member present at the Thursday night farmers market. Then as city staff, we would make that invitation and then any of the seven members that would like to be given information out at that meeting or at the booth are more than welcome to if there's, you know, less than three, because then it constitutes a meeting. So that way we can. But for the ad hoc committee to assign a kind of a volunteer member from that ad hoc committee, that's where it starts to get very dicey.

1:33:28Speaker 10

We start working in between the

1:33:30 – 1:33:42Speaker 1

sanitize by passing through staff to become a general invitation to other senior committee overall senior committee members that there's an opportunity to show up there.

1:33:42 – 1:34:04Speaker 10

Yeah. And it would it's fair to everybody everybody has the opportunity and staff because that's technically what we currently do. We'll invite commissioners, councils, and we would invite the senior advisory committee members to any of the events, and then we would then guide that conversation of who's in attendance and not violating any Brown Act.

1:34:04 – 1:34:27Speaker 1

So there is your procedural workaround as long as it's routed that way. It does add a little bit to staff staff work city staff work, but it's a reasonably lightweight ask. I don't think it's going to happen a huge amount. So I think we have an answer on that.

1:34:27 – 1:34:56Speaker 10

Yeah. Chair Harrison, because for goal number one, it says to increase senior visibility in the community. So that ad hoc is giving the committee and staff recommendations on how to do that. Mhmm. It doesn't necessarily then mean that those individuals are the ones that have to be at those events. Because that might also be a scheduling issue if we're hosting an event when they're not unavailable, but we still wanna attain that goal. We would open up to anybody that's available to attend.

1:34:56Speaker 1

Excellent. Since all of us are pretty much guaranteed to have scheduling conflicts. Okay. I think we've settled on who's on number one.

1:35:07 – 1:35:31Speaker 9

I'm sorry, chairman. I I have to go. I have to get back to my office. Okay. If you all don't know what I do, I'm I work at Meals on Wheels Fullerton, and I'd my office is just around the corner. But I've got my volunteers coming back, so I have to go open the chambers for them to return. So if we can wrap it up quickly or

1:35:31 – 1:35:50Speaker 1

almost done? Well, the only well, we can we can have a final vote without you since Okay. We since we have all seven. Okay. You had an interest in number two. So let's speak briefly on number two if we are oversubscribed, and then I think you can escape harmlessly.

1:35:50 – 1:36:04Speaker 9

Okay. I I'd like to remove myself from commit or goal two, and I'd like to be on one and work with Richard on four. Okay. We can keep it at that. Okay.

1:36:05Speaker 4

Thank you. Alright.

1:36:08Speaker 1

The rest of our real lives draw heavily on all of us. We do under we do understand.

1:36:16Speaker 2

Goal two didn't have more than four.

1:36:19 – 1:36:30Speaker 10

No. Goal two had three. So if committee member Nelson would still like to be on goal two, she's more than welcome to. But if removing, it's fine as well. It didn't it just didn't have more

1:36:34Speaker 9

That was already on one.

1:36:35Speaker 10

Okay. Got it. Okay.

1:36:40 – 1:37:06Speaker 10

So, chair Harrison, the only other one that has multiple committee member interest is goal number four. There are five interested. Committee member Kroll, that's their his only one with the recusal of goal two from committee member Nelson. That would be her second one. And then committee member Herzl removing herself from goal one.

1:37:06 – 1:37:33Speaker 10

This is still her second one. Committee member Reese, this would be her second one as well. And, then committee mem so, yeah, everybody would have two at that at this point. So there are five total committee members interested with yeah. It looks like it is. Yeah. Committee member Wasek as well. So

1:37:36Speaker 1

Okay. I'm sorry. I lost your thread there, and I apologize.

1:37:40Speaker 10

We There's five committee members.

1:37:42Speaker 1

We still have five interested in number four? No. Take one second. Okay.

1:37:48Speaker 10

So we have four.

1:37:58 – 1:38:24Speaker 10

Committee member Reese withdrawing from that committee. So I think that that resolves that. There's three committee members there, so that shouldn't be so just to recap, goal one, we have committee members Nelson, OSPEC, and Reese. Goal number two, we have committee members Herzl and OSPEC. Committee member or sorry.

1:38:24 – 1:38:45Speaker 10

Goal number three, it will be modified to be removed from the work plan. Goal number four, we have committee member Kroll, Nelson, and Herzl. And then goal number five, we have, chair Harrison, committee member Reese, and Wulsek.

1:38:45 – 1:39:24Speaker 1

So that So that covers what would who would be on each of the surviving ad hoc committees. I'm open to further comments before we make a motion and a vote. Everybody good? Okay. I'm not seeing any hands waving or expressions of outrage. I will make the motion and ask someone to second it.

1:39:25Speaker 3

I'll second. Okay.

1:39:27Speaker 10

Before we can you clarify the motion. I know I went through it in review. Okay. I know it's a lot of names so.

1:39:35 – 1:40:03Speaker 2

Yeah just for clarification. So there are three recommendations to this item. So one is to approve the formation of the five standing subcommittees, which we have determined are it's only gonna be four. Two, confirm the scope and responsibilities for each, and then three was the assign, the committee members to each ad hoc. If if I just want clarification on what your motion is.

1:40:03 – 1:40:17Speaker 1

Okay. Certainly. Can the motion be multimodal or do I need to make three motions for each of the three motions? Okay.

1:40:17Speaker 2

I just want the other committee members to understand what that motion would Okay. Look

1:40:22 – 1:40:58Speaker 1

We I believe we have settled on which are the four of the five ad hoc committees that we have selected to move ahead on. So the original proposal from staff is modified and sounds like it has been well modified in that regard. Individual ad hoc committee members may likely change the goals of their ad hoc committee as they go. And I don't or They do we have to

1:40:58Speaker 1

change the nail them down in concrete now in the motion.

1:41:02Speaker 2

Yeah. What was listed on the paper, the attachments, that it that's the

1:41:07Speaker 2

That that is Alright.

1:41:08Speaker 7

That's the goals we're voting on. Okay.

1:41:12Speaker 2

Those are the goals.

1:41:13 – 1:41:37Speaker 1

Right. Unless the members of goal one truly feel they are up to organizing a senior day at the park or a scene similar senior focused events, I would propose that our motion strike that first goal from the list. Oh. And I am seeing at least one nodding head.

1:41:37 – 1:41:50Speaker 10

Chair Harrison, chair Harrison, just for clarification. So the goal itself is to increase senior visibility in the community. K. The goal led activity committee led activities are examples.

1:41:50Speaker 1

Okay. So we don't examples and they're not Yeah. Bullet points they must meet.

1:41:54 – 1:42:15Speaker 10

Correct. Right now, it's just the goal number one is so the highlighted in blue is that's your goals that were established during the work plan Okay. Discussion. And we just remove or modified this this work plan to remove goal number three. Okay. But those goals are established. I don't think committee wanted to change those.

1:42:15 – 1:42:59Speaker 1

Certainly, in the five, now four blue lines and the sentence objective sentence directly under each of them, I do not see any problem with us explicitly going with those blue terms unless anybody else does. So that's two of the that's two of the three requirements met. And I believe you've well summarized who will be on each ad hoc committee. And you have that clear for the motion as it's going to be?

1:42:59Speaker 2

I do. And if you'd like I can repeat it back.

1:43:02Speaker 1

Okay. Then by those goals it's permissible for me to make that motion?

1:43:13Speaker 2

Your motion is to approve all recommendations on the item or the

1:43:21 – 1:43:47Speaker 1

To approve to approve the recommendations on the that there be these four ad hoc committees Okay. That the four committees have the already written down in blue goals for each committee or ad hoc committee and that the members of those committees be the list we have discussed.

1:43:47Speaker 1

Okay. Does that work as the motion?

1:43:50Speaker 1

second. Then I so move.

1:43:52Speaker 3

And I second.

1:43:53Speaker 1

And it is seconded. Okay. I believe you may call the vote. One one. Oh. Richard?

1:43:58Speaker 7

Let's be clear on the motion, please.

1:44:00 – 1:44:26Speaker 2

Okay. So the motion, we are confirming the scope and responsibilities for each ad hoc. There are four ad hocs. The first one being committee member Nelson, OSPEC, and Vries. Number two being committee member Nels I'm sorry, Herzl and Osek.

1:44:30 – 1:44:48Speaker 2

Number four, because number three we had removed. So number four is vice chair Kroll, committee member Herzl, and committee member Nelson. And number five is chair Harrison, committee member Reese, and committee member Walcic. I have a motion and a second.

1:44:49Speaker 1

Clear on on what I'm voting on. Unless somebody raises their hand quickly, please go ahead and call the vote.

1:44:57Speaker 2

Okay. Member Herzl? Approve. Member Nelson is absent. Member Ossbeck?

1:45:08Speaker 2

Member Reese?

1:45:13Speaker 2

Member Walcic? Yes. Vice chair Kroll?

1:45:17Speaker 2

And chair Harrison?

1:45:21 – 1:45:44Speaker 1

K. Token up of the gallon. Okay. Now let me dig back under all of this for our my agenda script. I believe that completes the agenda.

1:45:46 – 1:46:26Speaker 1

Before I call the adjournment, I would ask staff to, if it is possible for you in this next week, to email each of these ad hoc committees the name email address and phone number assuming you have them of each ad hoc committee's members to facilitate them getting in communication and setting up their first meeting? Is that within scope of things like we can ask the ask staff to handle for us?

1:46:29Speaker 2

Yeah. That's fine.

1:46:34Speaker 1

That was a that was a yes? Yes. Yes. Okay. Excellent.

1:46:41Speaker 1

Any last appeals for sanity or last moments?

1:46:44Speaker 7

And Yeah. I'd just like to say thank you so much. Good job. A lot of hard work. Let me tell you. Trying to keep everything straight. Yes. It's not it's not easy.

1:46:54 – 1:47:32Speaker 1

This committee as a whole has been a bit scattered and unfocused as we literally learn on the job what it is with not just how to do the business of the committee, but what the very business of the committee is. Staff has put a lot of work into this and speaking as chair we are quite grateful for the effort put in on our behalf. Okay. This meeting is adjourned. Thank you all.
