So on Saturday, September 28, me along with another rec staff went to the LA Arboretum. There were 43 attendees with 25 children. It was in Arcadia, and we explored the different ecosystems and hiked around to explore the wildlife and the plants. Upcoming, we have on Saturday, October 19, we're going to be at the Richmond Center learning about nonrenewable energy resources. And then on Saturday, November 23, we're going to do a hike at Carbon Canyon in Brea.

So we will be hosting along with the Asian American Senior Citizen Service Center and Caloptima Health, a health fair at Topaz Elementary. And we will also be having on-site Medi Cal enrollment and an opportunity for the kiddos to do some face painting and some other activities as well as trick or treating for them.

So we want to make sure that the kiddos have somewhere to go while the parents are still working during their fall break.

So I'll be touching base on the events that we just recently had at the Hunt Branch Library, which was our Puptoberfest event, which was on Saturday, October 5. As you can see in the pictures, the first picture on the left, that mug we were giving out for free participants and to the dogs for Puppuccinos. Did film with whipped cream. It was a very warm day, so it was very nice seeing how excited everyone got to give their dog a Puppuccino. And then the top picture, as you can see our races, we did have different categories. So we had a puppy category, a senior category, small, medium, and large breeds. You can't see in the picture, but in front of the girl in the white tank top, can see the white line on the ground. So we had the different endings for the different size of dogs. Large, obviously, was really a lot farther. The small ones, we actually had to make it smaller than what it was because they didn't want to run.

So I think we ended up being, like, 15 feet from in front of the gate. It was a lot smaller for them. As you can see the picture on the right, we did have a big photo booth area for people to come in. That was inside of the hunt, which we also had a German band playing throughout the event as well inside. And then there's a picture just of patrons enjoying the event. I'd say we had an estimated little probably a little over 800 people that were there throughout the day. It was from twelve to 4PM. We also had 12 vendors and three different food trucks and one food truck that actually was serving our else alcohol, the Rasta Margherita. And they were doing the beers, the margaritas, Michiladas, and a bunch of different alcohol drinks. And the patrons were able to walk around the entire area. And this day, you were allowed to take your dog into the Hunt library as well too to actually enjoy the music and go in there. So it was a great event.

Okay. We're at adventure play day. The last one we had was last month in September. We host these adventure play days when the school district has a non student day, and the next one will be November 1. I apologize. And the kiddos get to do crabs, go to the playground, and just enjoy some more activities while their parents are at work. We did do a conference week as, like, our trial run, and there's about a 140, I could be wrong on that number of kids, that were there Monday through Friday for a few hours. That was weird. We did host an Independence Park Community Meeting now about two weeks ago, and it was at the Fullerton Community Center to discuss the proposed design the initial proposed design draft for Independence Park. It was relatively well attended.

I think there was about 30, community members that stopped by as well as RJM Design Group, the art landscape architect who's working on the program and on the new design for Independence Park to gain some feedback. A lot of people, to our surprise, really like the racquetball courts, in the backup hunt. So it was a really informative community meeting, so we're looking forward to gather the survey responses at the end of the month and then present them to the Commissioning Council. We do have an update for Union Pacific Trail. Staff has been working with the architects.

We are awaiting the 60% drawings, but we've made significant progress. On your screen, you can see our, proposed timeline, which we're looking to have, like I mentioned, the 60% plans completed, and it's it's a really nice, based on the, like, the initial design that we've that we've been shared by KTUA. We're very excited, once these plans are done and that we can present it to the public, but we are updating our website as we move forward in the process. We do have some very exciting, projects on the horizon and relatively soon in the next couple of months. The first one on my left, is the Valencia Park.

We're actually ready. This is ADA improvements at Valencia Park. Working with our engineer team, they're looking to add additional turf area at the entrance. And this is actually a site that we've, applied for a Kaboom grant for the playground.

Valencia Park in the next three months, we're looking at an RFP at this time, and then for UP Park in the next six months. So we just finalized our Friday Night Live concerts with Redneck Rodeo the October at Amridge Park, and this was a very, very well received concert series. It was actually a lot of fun. Our staff, Ece, and his team and a lot of the rec leaders really put a lot of effort and thought into every single location, the band selection, the rotation because it's not an easy task to set up a concert at different parks, especially when you don't have built in lighting like at Independence Park.

I think those are really great opportunities for you know, those children to see very beautiful natural places that, you know, they may have not otherwise had the chance to see. I wanted to start off by bringing to the Commission's attention a very serious issue affecting our local trails and parks mostly for about like the past ten years has been an invasive bore beetle that has infected and killed many trees within Fullerton's parks and trails. And specifically over at Hilcher Park, there has been major losses of 80 year old native California sycamores and oaks. And unfortunately, I have recently observed several trees which were heavily infested, reported them to public works and landscape department, and I recommended a local contractor who provides treatment services that could potentially save some of these trees and potentially prevent infection in others. And it should be known that Helcher Park, about 15, almost 16 acres, is home to Fullerton's largest grove of native oak trees, which is a coast live oak. And most of these were planted around the late thirties, early forties.

And these are very majestic, beautiful native trees that are really the defining character of this space. Any family that will visit Hilter Trail will notice the really extensive beautiful sprawling canopies. But, you know, unfortunately, with without proper awareness and action, a lot of these trees can continue to be infected and and killed. So I was hearing overhearing a little earlier some discussion between commissioners about volunteering opportunities. I think that this commission should seriously consider the implementation of a volunteer tree care group, much like Adopt a Trail or Adopt a Park programs have been very successful.

This item is brought to you for the renaming of Valencia Park to Tommy Lasorda Park. I know in a previous meeting, this commission, had moved forward with renaming a Fullerton Sports Complex field for Tommy Lasorda. However, in the time since then, a couple of items were brought to staff's attention.

And so we looked into it a little bit further, events. And I'd like to share that Fullerton City Council actually adopted a resolution in 2018, which adopted certain policies, objectives, and principles as a guide for the naming of public parks and recreation facilities as stated in the resolution. The City of Fullerton Parks and Recreation Commission, this body, shall assume the responsibility for naming all public parks and recreation facilities within the limits of City Of Fullerton. So the Commission will review the recommended names and make the recommendations to the City Council. In addition to that, at Valencia Park, there's been an active group who has been very vocal in kind of revitalizing Valencia Park.

There's been some unfortunate incidents in the last few months at the park site. So the Boys and Girls Club and some local organizations, the Fullerton Collaborative, OC Health Department, the school and city staff, and also OC United have shared their concerns. You know, I think I know the area that he lived in and I don't know that this park is actually part of that community. I I also question, is Valencia Park Elementary School the school that buttons up to the Valencia Park?

I guess my dissension is only because it doesn't represent what Tommy Lasorda represented, and that was baseball. When you think of Tommy, you think of baseball. And while I think it's a great gesture, and certainly I can understand why the family would be supportive of the gesture, I question if it's the right location.

However, we're currently working with a different organization to operate out of that Orangethorpe Community Center, and they have a much grander vision for what that space would become. So once we're working out discussions with the school district to determine feasibility, we'll bring back plans and discussion for that location.

I do want to mention, though, about two years ago, there was a very unfortunate, occurrence at Valencia Park when, three of the original 70 year old Chinese elms, had been cut down that actually provided, all of the shade for the about, like, 10 picnic tables, that, you know, when you first walk into the park off to your right, there's a whole area of picnic tables where, you know, any sort of, like, gatherings and, you know, large groups of people would be sitting. And unfortunately, those three elms had completely shaded that entire area.

And Valencia Park is one of the few parks at around the '40s, like Byron Park, Lemon Park, Adelina Park had an entire planting of Chinese elms. So they're very characteristic to the park. They're very defining of the aesthetic and the character and, and the atmosphere of the park because, you know, they as they are about seven decades old, they're they're very, mature, beautiful, trees with very large canopies. I'm wondering what measures would be taken to conserve, the health and the structure of those trees in coming years as a lot of Chinese elms all across Fullerton have faced a lot of compounding stresses from, mismanagement. And, unfortunately, those elms, just like many others, throughout Fullerton's streets and parks have been improperly pruned, and, some of their canopies have actually been topped in the past, which leads to future, health and structural defects.

So, in the spirit of wanting to, you know, look at improving, this park as a community space, you know, I think con conserving the 70 year old trees on-site, is very integral to that. And, I know that this isn't exactly related to the naming naming of the park, but if that is, in turn, part of the intention is to help, improve the image, the, like stated, reputation, and quality of the park, I think that it's very integral that the plans that are being drafted for, the park include measures to, also prevent any sort of, disturbance from construction of any of the new features. And, I heard that some concrete was, potentially to be removed, which is always good to improve soil health, if that is the case, if concrete is going to be removed. So just hoping that some of those considerations can be in place in planning for the park because, like I said, a lot of compounding stresses from improper pruning, improper irrigation, a lot of mechanical damage from mowers and string trimmers to the base of each tree trunk, which over time has led sometimes to, root decay. And, you know, if any of, you know, the commissioners or staff has, you know, ever been to, you know, Valencia Park, Byron Park, Adelina Park, or Lemon Park, you you know that the Chinese elms are the defining feature, you know, aesthetically, and their presence is really important.

And that the municipal code says, real clearly, you can't put signs on parks and trails.

So we're going to we put together some of the general questions on the sales tax ballot measure data that was requested last time just so the committee has it in like a written format.

The committee at the previous meeting also requested the percentage of the salary adjustments for over the term of the different bargaining group contracts. We have also information on the police department grant funding, and we have captain or chief John Radis who's going to be presenting that information remotely. And we also I think we had at one point his analyst as well to answer any questions. From that point, we'll go into some of the questions about the Business Improvement District and I believe we have CED here present to answer those questions.

So with that, on Slide three, I think some of the last meeting questions came up as to the approximate amount that the sales an add ons transaction and use tax or the add on sales tax measure could potentially yield an additional general fund revenue. So we just wanted to memorialize this and make it an easy reference point for the committee. And as previously conveyed, about a one percent add on sales tax would generate pretty much equivalent plus or minus to what the city collects in sales tax revenue, which is about $30,000,000 And then just conversely at 0.5%, 0.5% sales tax would be about 15% and then at 0.25 sales tax would be about $7.6 So you could do the math upwards or downwards, but I think that 1% add on sales tax at about $30 is a good starting point to do any calculations backwards or forwards. On Slide four, this just kind of memorializes the different bargaining groups.

So I haven't done this via Zoom before, so I apologize if, if, it's not, as clear as it could be if I was there. We have quite a few grants that we get from both the state and the federal government. The first one is the Department of Alcohol Beverage Control. It's the ABC. We get roughly a $100,000, $99,000, and that funds ABC operations enforcement, which includes a shoulder tap program, our ability to do, checks on, establishments that sell alcohol, both liquor stores and, restaurants, to make sure that they're in compliance.

It also allows for, training and education for the establishments as well as, for patrons that are actually in the in the businesses themselves. We get the congressional community project funding. That's about $2,500,000. That came from congressman Lucrea and congressman Michelle Steele. That's, to do renovations and restorations to our building, which is a very old building.

It, is obviously in constant need of upgrades. The county of Orange, gave us 500 I'm sorry, million dollars for our two year pilot program for two behavioral health clinicians. We're the only ones in the county that will have this. And there are, mental health workers, social workers that will be out in our community responding to calls for service and then responding with our officers as well. We also did the BSCC, which is the board of state of state and community corrections.

That was for a wellness fund for, our officers, roughly $80,000, that funds different wellness programs for the officers, whether that's for mental health check ins, for equipment, for workout equipment, and that's for our employees. Through the California Highway Patrol, we get the cannabis tax fund grant, and that funds programs that we teach. We're one of three agencies in the state of California, which is the California Highway Patrol, the Los Angeles Police Department, and Fullerton PD. And we teach classes called DRE, which is drug recognition expert, and that's an international program. Again, we're one of three in the state of California that teach it as well as advanced roadside intoxicated driver education and standardized field sobriety testing.

And so we teach officers obviously within our own agency and then throughout the state of California. Actually, really, the nation come to Fullerton for our training. And then it it also allows for, the materials that we use in that. We received a grant from the DOJ, the Department of Justice, and that's, that was this year. It was it's called a JAG grant.

We received about $27,000 to upgrade, our DNA storage freezer in our property division. Through the California Office of Traffic Safety, we received, it's called a STEP program, which is selective traffic enforcement, about $285,000. That's for DUI checkpoints. We do five to six a year. And then, traffic safety enforcement, which would include DUI saturation patrols.

We do regularly multiple a week. We do traffic, enforcement as it relates to seat belt enforcement, red light enforcement, pedestrian safety enforcement, bicycle safety enforcement throughout the year. We also received the prop 69, grant, and that was and this year was about $80,000. That was for, different various equipments for our crime scene investigation. And then lastly, we received, the tobacco grant, through the California Department of Justice in the amount of $291,000, and that's to enforce both, those that are selling tobacco, and then underage use of tobacco as well.

We did receive more, last two years ago, and that was to help purchase a mobile command post, but we are pretty well established. Actually, we received the same amount. Part part of it went to a mobile command post, but we're very well established with with cannabis, the California cannabis grant.

Yeah. Thank you. So asset forfeiture is when, our narcotics unit or any other unit that deals with, really mostly narcotics, seizes funds. There's a, a process that goes through the the federal government where we can seize those funds and use them for law enforcement purposes. It's through the or the the the federal Department of Justice, and those funds are governed by the DOJ's Equitable Sharing Guide.

They must be expended in compliance with state and then the city of Fullerton purchasing guidelines and policies. All funds that we receive and we expend are reported to the DOJ at the conclusion of the fiscal year, and they do that to ensure that we are using them, number one, appropriately, and then two, that they're not being used to supplant our our existing budget. And so part of part of the guide says that there's a there's a specific guide on what we can use these these funds for, what we cannot use these funds for. And, essentially, it says that that the the shared funds must be used to increase or supplement the resources of the receiving state, local, or tribal law enforcement agency. The funds shall not be used to replace or sub supplement the agency's appropriate So for instance, if we, this is if we receive a part of our budget is for a $100,000 to purchase firearms, right, that's a let's say it's a budgeted through the city.

And the city says, well, we're not gonna fund that anymore. You need to use asset forfeiture. That would not be an appropriate use, and, it wouldn't be allowed by the way that it's written as as it currently stands. Also, it has to be used for law enforcement purposes only. So we couldn't be using asset forfeiture funds to, purchase something for, the the fire department unless that was some sort of shared, equipment. And on the we can go to the next slide, and we'll talk about what we can use for support.

I think it's also important to note that for the asset forfeiture money because it's kind of it's it's collected and then distributed. So from the federal government, I believe for the fiscal year 2425 budget, we budgeted an estimated $05,000,000 to be collected for asset forfeitures, but the amounts do fluctuate depending on what is seized in any particular prior fiscal year.

We would not plan purchases or future purchases because, I mean, when we seize the funds, we we have every intention and belief that we're going to receive it, but there could be an instance where we do not. Sorry, chief. Just to touch on that. It actually states in the equitable sharing guide that it is unallowable to budget for funds that have not been received. So when we put together the estimated, revenue budget, that's just based off of a very, very safe annual average. And just one other point to make is, you know, if we do have a case where we have, a seizure and back to that $100,000 example, it also, ends up going through a sharing process to where Fullerton will get a percentage of it. So we don't even receive that full amount most of the time either.

We can use it for, joint law enforcement, public safety operations, contracts and services, travel per diem, awards memorials, drugging, and other prevention awareness programs, initiatives that further investigations, overtime in some instances, and then salaries if if they're assigned to a federal task force, and it fits that need. Impermissible uses that we cannot use it for. We cannot use it for endowment scholarships grants contrary to any law.

Obviously, for personal political use, we can't purchase food and beverages. It we can't do extravagant or wasteful expenditures nor entertainment. We can't use it for cash. We can't transfer it to other agencies, purchase anything for any other agencies, payment expenses for other agencies, can't use it for lawsuits, loans, reimbursements, construction costs, donations for, community based organizations. We can't use it for flash money. Can't use it for money laundering or operations, and we can't use it for salaries except if they're on a task force. Next slide, please. No. So I think this next slide, the chief is going to address some of the questions that came from the committee regarding this the additional, I guess, police presence in the downtown area?

Yeah. So so in in downtown, and this is really related to Thursday, Friday, and Saturday nights, we do have a unit that is specifically assigned to the downtown area. That's what we call echo unit, and that consists of two police officers and then a sergeant that supervises them. And I'm sorry. The sergeant that supervises them is also a patrol sergeant. These two officers are specifically assigned to the downtown unit. They respond to calls for service in the downtown area, and and I'm speaking about nighttime downtown. So these officers work from three 03:30 I'm sorry. Yeah. 03:30 in the afternoon to four in the morning.

And these are, specifically for bar related downtown calls. However, do they respond to other calls throughout the city if the need exists? They do. But the vast majority of their time is spent downtown. Their supervisor, however, is assigned to patrol and, has other duties besides downtown.

So, that's why we estimated it about 50% of the time. The two officers, cost us, and this is based on the two officers that we have there currently, $481,000. The sergeant position, costs, a $193,000. But there's kind of a caveat to this in that, we you know, these aren't the only two officers that respond to downtown. If there's a significant calls call for service, any any fight that is beyond their capabilities, any significant incident, multiple officers outside of these two are going to respond to Downtown Fullerton to assist.

And that's a tough number to quantify because there are existing numbers that that work, patrol those particular nights. Our overtime costs that we've tracked, about $86,000, and that comes from nights where we have, or events, in the downtown area that require require more than just those two police officers. And that's specific to that and and plan for that. I will say, you know, I I show that we have two officers assigned to downtown. I was a downtown officer from 2000 roughly '4 to 2007.
