Here tonight to present for your consideration conditional use permit number P24Dash04504 and the related environmental document. The project before us this evening is located in District 1 at 3484 West Shields Avenue between North Valentine And North Brawley Avenues.

This is a multiunit housing project proposing 36 units within its 2.23 acres of land. An affordable housing component is also included in the proposal. The subject property can be seen in the center of this map outlined in red. It is zoned RS 5, which is a single unit residential designation. As you can see, there are a mix of zone districts in the vicinity.

While properties immediately adjacent to the subject property are all residential uses of different types. To the north, east, and south of the subject property, there are mobile home communities, while to the west, there are single unit residences. This property, being zoned single unit residential, may only be granted a multiunit housing, a multiunit housing use subject to the approval of a conditional use permit. In the Fresno Municipal Code section fifteen nine zero six, duplex and multiunit residential standards, the Planning Commission is listed as the review authority for such projects. Here we see the site plan as proposed by the applicant.

36 units and a community building will be spread across the seven buildings on-site with 73 parking stalls to accommodate both residents and guests. Additionally, these residential structures are two story stall. To mitigate high concerns, the project is conditioned to provide screening along the west side of the property. Furthermore, the project has been conditioned to comply with all relevant sections of the development code. Partner agencies have reviewed and conditioned the project as well.

Of particular note, the Department of Public Works has conditioned the project to dedicate a 52 foot easement for public street purposes in front of the property, which includes a sidewalk, curb, gutter, and paving for additional travel lanes. 35% of the total units on-site have been proposed by the applicant to be affordable for lower income households. A covenant will be entered as part of the conditions of approval to ensure that these units stay affordable for a minimum of thirty years. This proposal grants the property several incentives. Prior to this, the maximum number of units allowed on-site would have been 27.

With this 35% bonus, however, the property is allowed a maximum of 36 units, which is the current proposal. A meeting was held late twenty twenty three for the benefit of introducing neighbors to the project. Notices were sent to all property owners within 1,000 feet of the subject property, and the meeting was held at a nearby public location. Seven members of the community were in attendance that night, and the property owners presented the project to them in detail. A notice was sent on December to both property owners and tenants within 1,000 feet of the subject property to inform them of tonight's hearing.

Staff's recommendation tonight is to, one, adopt environmental assessment number P24DashO4504, a determination that the proposed project is categorically exempt from the provisions of CEQA pursuant to a class 32 infill development environmental assessment. And two, we recommend that conditional use permit application number P24DashO4504 be approved subject to compliance with the conditions of approval dated 01/07/2026. So I just wanted to pretty much go over briefly why would why it would be the the best idea for the Fresno to build this first 36 unit apartments. Fresno is growing, and with the growth comes of really really need for more housing options and well maintained property, professionally managed and rental housing for workers, families, and professional individuals who live who want to live close by to their jobs and schools and their services that they perform. This project is not about overbuilding.

Every part of the project is designed with a long term impact. It's not just about five year, ten year, five years, six years, seven years. We're thinking about next thirty years. We're gonna increase the housing supply, and we'll be able to give more affordable housing to the low income people. And it's also gonna generate, obviously, the tax revenue for the local community, and it would be better for all over.

In my present residence since 2022, I attended the meeting at the pizza business, three years ago when they sent out notices to, bite the public to talk about the proposed project. The proposed project, what would be the, hopefully, the back of the units that are gonna be built there. And I'm I'm here to just voice my opposition to the said 36 units that are proposed to being built there because I think it'll bring, unwanted congestion. Three years ago, the representatives for the developer actually said that the value of the already 40 year old homes actually goes up when they put a project in like that. And I have to vehemently disagree with that because, you know, anytime and I'm not I'm not picking on people that live in apartments.

I started out living in an apartment. But whenever you plunk down a large scale project like that next to single home dwellings, they go down in value. We have almost 73 parking spaces. Right? And the housing, if the house is right next to it, I believe we have trees. They're gonna have their own privacy. I don't really see this too much of a big concern because either way, Shield is pretty the area where there is there are a lot of empty lots as the individual said.

Sure. The one thing that I would encourage the commission, so is to instead of specifying a specific cultivar is to specify a type of tree. So obviously because of the sustainable groundwater management act, are required to have trees that are drought tolerant. There is another tree that's also called out on the site plan, is Mexican redbud. It grows 10 to 25 feet tall, but it is a wider footprint tree.

The specific, Natchez crepe myrtle grows, up to, 20 to 30 feet, but they're both specifically one, drought tolerant and two, fast growing. So what you really want to specify is the height that you're expecting. Is it 25 feet? Is it 30 feet? With the Planning and Development Department, staff bring forth for your consideration vesting tentative tract map number 6443 and related environmental finding. This application was submitted by G and B Estates LLC. The proposed track map is located on the West Side Of North Hayes between West Shaw and West Gettysburg Avenues.

The planned land use for the site is residential medium density, the property to the north is residential urban neighborhood, the property to the south and much of the property to the west is also residential medium density. The property to the east is residential medium low density. The general existing land use uses surrounding the subject property are primarily single unit residential neighborhoods and and rural residences. Adjacent west and east of the proposed subdivision is a single unit residential neighborhood. Adjacent north and south are rural residences.

The proposed track map will be comprised of 11 single unit residential lots on approximately 1.32 acres. The project proposes a residential density of 8.33 dwelling units per acre, which is consistent with the medium density residential range between five and twelve units per acre. The proposed lots have an average size of 5,346 square feet. The project contains a trail that runs north south and is located just west of Lot Number 11. Construction of the trail will allow for future connectivity with the surrounding sites.

Per code, there is no open space requirement for the project because it contains less than 50 parcels. However, the project proposes approximately 13,534 square feet or 0.31 acres of open space, including the trail. The project complies with all other development standards of the RS5 Zone District, subject to the conditions of approval. The Council one Council District one project review committee reviewed the project at the regular meeting on 09/12/2024 and recommended that staff plan according to public transportation in the area and consider possibilities to direct traffic away from Shaw Avenue. This slide is a representation of how the proposed track map fits into the existing vacant parcel.

Hello. My name is Philip Lima. I'm representing Greenwood and Associates to speak about this map. As far as your question, the developer is looking at around 400 to 500,000 in that range, in the range of, like, 2,000 square foot homes. One thing I would like to speak on about this track is there were a few challenges to developing this map.

One being there's a very large flood control pipeline that runs along the northern part of our border, which was part of our reason for the lot layout and and how the the parcels are are developed. The road is basically gonna be going over the top of the pipeline that is already in the ground, and it goes south through the middle of basically near the trail and through the neighboring subdivision that's gonna be going in as well to that local basin. So it's a nice protection for the infrastructure that's already there, you know, and we will be adding to it as well. We've worked with the fire department to ensure what we are putting in is going to help them, you know, meet state and local regulations for access to anything they need and to kind of maximize the open space that we're putting in. Initially, we had considered, having the cul de sac, you know, closer, but we elongated the street a little, made it bigger, easier to turn around, things like that.
