Energy Management Services - Approval of a Service Agreement with Syserco Inc., for Support Services and Part Purchases for the City's Energy Management System

Recommendation: Authorize the City Manager, or designee, to execute a 5-year service agreement (July 1, 2026 to June 30, 2031) with Syserco Inc. at an annual cost of $108,857 ($33,857 scheduled services, $25,000 for as needed sole source parts purchases plus $50,000 annually for reactive maintenance contingency), with annual price increases based on CPI-U but capped at 4% per year.

Fremont Landscaping Assessment District No. 88 - Initiate Proceedings and Adopt a Resolution of Intent to Levy and Collect Assessments Within Landscaping Assessment District No. 88 for Fiscal Year 2026/27, Approve the Engineer's Report, and Set the Public Hearing for June 16, 2026

Recommendation: 1. Initiate annual assessment proceedings under the Landscaping and Lighting Act of 1972 for Landscaping Assessment District 88. 2. Adopt a resolution declaring the City Council's intent to levy and collect assessments for the District for Fiscal Year 2026/27, preliminarily approving the Engineer's Report, and setting the public hearing.

Recreation Services for Classes and Camps - Authorize the City Manager, or Designee, to Execute Agreement with Nanogen Science and Services, LLC, a California Limited Liability Company dba Mad Science of the Bay Area.

Recommendations: Authorize the City Manager, or designee, to execute a Recreation Services Agreement with Nanogen Science and Services, LLC a California Limited Liability Company dba Mad Science of the Bay Area not-to-exceed $300,000 from June 1, 2026 through December 31, 2027.

Adopt a Resolution Approving Additional Funding for the Thornton & Post Apartments Project - Approval of Additional Affordable Housing Funding for the Thornton & Post Apartments Project and Making Findings of CEQA Exemption

Recommendations: 1. Adopt a Resolution authorizing the City Manager, or her designee, to amend the existing loan documents to add up to $1,500,000 for a total of $11,176,908 in funding to the project, and take such other actions as required to increase the total loan amount to $18,776,908 to Resources for Community Development, and making findings of CEQA exemption; and, 2. Appropriate an additional $1,500,000 from the Affordable Housing Development Fund (Fund 196) for the Thornton & Post project.

Recommendation: Conduct a public hearing on the status of the City's vacancies, recruitment, and retention efforts and receive presentations from City staff and any recognized employee organizations.

Fremont Boulevard Complete Street Project - Receive presentation on proposed street design and community outreach for a grant-funded project to improve transportation safety, operations, multimodal access, and streetscape beautification along Fremont Boulevard between Country Drive and Grimmer Boulevard, including the addition of a right-turn lane at southbound Fremont Boulevard to westbound Mowry Avenue; and approve plans to remove a right-turn lane at westbound Beacon Avenue to northbound Fremont Boulevard.

Recommendation: Take the following actions related to the Fremont Boulevard Complete Street Project located between Country Drive and Grimmer Boulevard: 1. Receive presentation on the project and community outreach. 2. Approve plan to remove a dedicated right-turn lane from westbound Beacon Avenue to northbound Fremont Boulevard.
