Okay.

All right. Very good. So time being critical to all projects, just a quick overview on the project. The city manager's office seeks authorization to increase funds for the Franklin Recreation Center to include spaces in the original plan. You all hear okay, or is it not? Is it not?

Speak louder. Is it not? That's caring. Okay. So it's a little, a little more sensitive than it realized. Excuse me. All right. So the city manager's office seeks authorization to increase funds for the Franklin recreation center to include spaces that are in the original plan for additional lockers, community rooms, and a weight room. The spaces were removed from the construction bid drawings to finalize architectural plans with the awarded construct contractor. The recreation center is one of three major capital projects funded by general obligation, geo bonds in 2023, totaling $7.32 million, which also funds the courts and the temporary courts and the Franklin South Hampton County radio towers project. The recreation center is also funded from the United States department of housing and urban development, us HUD $2.5 million separate from the other projects. Just a status of activities to date. You can see what's been checked off. We've been through project plan, budget, funding, design, and agreements that took place over about a five-year period, 2021 to 25. We're in the construction phase, which is 2026 to 2027. It's not all 24 months of those two years, but those are the years that it spans. Demolition and remediation of hazardous materials has completed. You can see in yellow site work is in progress. Vertical construction is in progress. Activities in the future, construction in the contract, as I mentioned earlier. Site work is in progress. That's in the contract. Vertical construction is in progress. That's in the contract. Work not in the construction contract to be completed during concurrently and during the construction phase is to add the locker room, community rooms and weight room pending your authorization. City directed civil engineering as needed outside of the construction contract. City directed pavement repair, renewal and improvement outside of the construction contract, again pending your authorization. And city purchase of furnishings and equipment that were excluded from the construction contract. And again, the civil, well, not again, the civil engineering and the furnitures and equipment was specifically precluded from construction to avoid markup by the contractor. Typical 7% to 10% markup is excluded by managing it directly. However, we need funds for it. This is Your Coming Recreation Center. You can see the sign on the site. That's what we're looking at. Front elevation, block is up. You see scaffolding left and right sides. Scaffolding on the left with block in earth. Scaffolding on the right. This is concrete being mixed, so this is work in progress. These are materials laid down, ready to install. So what is requested is to increase the authorized expenses by $2 million to cover the items I covered earlier that are not part of the construction contract with the $10 million ceiling. Here are some reasons why. Provide for increases in construction and other economy-wide costs since the original budget estimates were created over two years ago in May and July of 2024. Provide funds for the change order approved in December 2025 to take the plans to 100%. Obviously, the biggest reason why is to build the recreation center to the original plan and what's shown on that board when you look at it on the site, including the spaces in the gym that are usable by the general public and Paul D. Camp Community College, furnish the building, finish the site, and provide some allowances for contingencies because we're in a period now where global economic contingencies have hurt the city. So those are... That is the ask, and those are the presentations. This concludes presentation work session.

So if I might, in our discussion to prepare the agenda on Wednesday or Thursday, Wednesday of last week, we talked about the fact that the original estimate from the architect was well into the $13 million. Council approved, this was two and a half years ago, Council approved $10 million The bid came in under the 10 million, but at the same time, it did not include all of the things like furnishings and so forth, which are gonna be, obviously, we're gonna need to buy. So this is typical, normal cost overruns that nobody wants, but everybody gets.

Yes, Mr. Mayor, I'm glad you connected that dot and made it clear. That is absolutely true. The idea was to scale it back some, but you still have to pay for the things you need. So furnishings and equipment are necessary. There's site work that has to be done. It was taken out of the construction project, but it still needs to be provided for.

And it's still well under the 13, it's about a million under the 13 that we're told. Correct, that 13 was almost 14 million. It was almost 14.

Almost, yeah. Yes, sir.

And at this rate, Paul, the camp can last the facility. Isn't that correct?

right so basically um gym would include community rooms locker rooms and a weight room and that would allow multiple uses by the general public and the community colleges it's a difference between can you it's a difference between can use it and is it there was question is it going to be regulation for other college games because they were saying it won't be regulation for other college games for college games So, can the quality use it? Yeah, sure, go ahead and use the gym when we're not using it. But is it gonna be regulation that other colleges can come here and play tournaments? And from what I understood, it's not going, it's short by maybe 10 feet or something like that.

Not for tournaments, but for regular season game is what I understood.

I will have to get back to you on that question.

That's when we expanded. Council expanded the locker rooms and some of the other space when the, when the building came in so far under budget, but they never, they council approved some expansion, but they never ex extended the larger amounts of money.

I think we need to get clarity on that because at one point, uh, it was, um,

approved where they could play games yeah and tournament and oh maybe so I might be wrong on the tournament I know they can play I know I've been told that they can play regular season games the last I remember because it was two years or so ago is the college where it was a controversy as to college uh contributing

to get into it and the college was not contributing to it because it would not meet the criteria to have tournaments and stuff with the college. So we do need clarification and I think we should also have an exact figure because a figure of what it's gonna cost. We started out with two million to improve the armory Now, then we jumped up to, what was the first bid? 14, 16 or something like that? It was some way up there and we only had one thing to look at. We said, go back and give us some other options so we can choose from. And we went with the one in the middle. We didn't go with the lowest. We went with the one in the middle. And it does not include any sort of swimming pool. And if it don't, and then I was like, what about meeting tournament size? And from what I recall, it won't meet in tournament size. That's what I remember. So we need some more clarification. I think I do. I can't go along just to get along and just approve spending more money on this thing.

So this is an item in your work session. We would suggest to you that we can get an answer to you in the regular session. So I'll reach out to our Parks and Rec director before you get this item. If you were to add it to your agenda for the regular session, you will need to amend the agenda for that meeting.

Can I just say something? So I do get the college portion, but I will say, we kinda have a dated high school, and even though it may not be proportion for a college tournament, I can definitely see it being a benefit to our high school, because I mean, I've been to the games. South Hampton versus Franklin had to be there by default with the cheerleaders. And I mean, it is like super jam packed, um, because Franklin high school is an older, it's an older gym. So in my opinion, even if it doesn't meet the collegiate standards, we should take it and still take it into consideration for our local high school and for our youth.

What is going to be the capacity of the new gym?

Seating capacity? I don't know the answer to that, but I'll get that for you.

And I did have a citizen ask me about a swimming pool, so if you could, I don't know if we could, that could be an addition later, but if you could get some information on that, I would appreciate it.

Absolutely. I do know that everything I've seen has not shown an addition planned for any other use. There's no planned addition. Like a lot of buildings might have a planned wing or a future addition. I've not seen anything that includes that. To be able to To be able to put it on the site, you saw the photograph that shows where you have some green space in front. There is land in front between the parking area and the street on Armory.

We need an indoor pool.

I would like to make this point. With the project, the college cannot give money for building the building, but the college president said he would help out with the maintenance of the building, the maintenance of it, there's a certain amount they would contribute. Because of state law, they cannot do that.

I had a similar conversation. I don't remember the last part, but I know he is interested in using the building and there may be some fees involved with their use of the building. I don't know about maintenance of the building, but I don't know that you're wrong. I just...

Right.

So we do, I mean, just to answer, you know, a partially asked question, we have facility use rental agreements now with charges. And so it would be like, I mean, not the same as it'd be like any other facility.

What would the college.

would they be exempt no I said with the college we have mous in place I'm not saying mous I'm saying individual uses so if somebody wanted to rent this room for example we'd have a rate for this room right and just like the gym so so we're going to use this as a rental facility as well no I'm suggesting any room that could be rented has a rate yeah well right so we got the Martin Luther King Center what are we going to do with that

There are a lot of organizations in Franklin that actually require meeting space at the same time. And at one point, at the Martin Luther King Center, people were trying to get in to have all of these meeting spaces.

We'll probably pull some business from the Workforce Center, too.

Well, I hope that we can have a work session before we approve more funds. We need to have a work session that includes all the stakeholders, including the college, so they can tell us exactly what they're prepared to do and answer the questions, will the gym accommodate collegiate activities? But why exclude the people who are going to be involved from a work session so that we can compile all the answers before we make decisions?

I would add that there's something that's glaringly missing, that this is an active construction project. if you do not act that meter's rolling and you are paying for every day every hour every minute that all that materials just laying out there and there there will be more costs associated with that so any type of delays and i understand there's lots of questions around it but i want you to understand also that there's an unsaid thing or hasn't been said to this point that that's an active construction site and that does

add time which also adds money to the total construction costs and so I just wanted you all to be aware of that fact that hadn't been said that to this point in addition we've got a situation where as you say that the construction we couldn't come to a construction stop and if they pull their people there's we're still paying per day but we're paying for them to be somewhere else and we're paying Yeah, we're tying up their equipment. They're tying up their materials. And we're not gonna increase the size of this building. At this point, the building footprint has been set. And if we say we're not gonna give additional money to finish it, then we've wasted our money.

So we didn't get a final cost in these proposals. This is what we will charge you to build this facility. Okay, so until this building is complete, we've already paid or agreed to pay up to 10.3, so they can't get 7.8 complete and say, well, you gotta give us some more money. Is that what you're saying, that we gotta give them more money to complete the building?

Gotta consider inflation and the tariffs. I mean, I wish it didn't cost more, but that's normal.

If the construction company has to take a hit because of the inflation and the tariffs, then that's not, we approved a certain amount of money for a completed facility. No, you did not.

No, we did not. $10 million did not include all of this other stuff that has to go into the building. It did not include it.

And the building being complete should have nothing to do with lockers.

Well, it does. We can't use the bill until it's finished. At any rate, the longer we delay, the longer we delay.

So are we gonna, someone's gonna amend the agenda to either add it tonight or?

I'm gonna get you an answer on the question about tournament use, so you can at least have an answer to that question. You know, facility charges are based on the value, you know, if somebody, anyway, without getting into all that. But we'll get an answer for you on the first one early in your agenda for your regular session would be when you set your agenda for the rest of the meeting. So you'll need to make a decision about whether it's in your amended agenda for this evening. Again, as Mr. Freeman said, if delay is caused, it will be very disruptive and expensive.

So actually it's something we need to act on tonight.

We are requesting you act on it tonight so we can continue to move this project forward.

But you don't know how much more we're acting on. Just keeping an open check, a blank check, whatever. How much are we voting for to approve?

Good evening. My name is Brenda Peterson, and I do live in Ward 6. I wanted to talk to you about two different things. The first one was about Juneteenth. I don't know how many of you guys got out and got to participate in any of the events, but I did want you to know if you didn't, you missed out because the events were amazing. Every single location that I went to, lots of fun, clean fun, no trouble. Everything was fantastic. I do want to take a second and highlight your... community leadership roundtable that you had at the King Center, Mr. McElmore. Not only was that a great event where you had community leaders and community advocates there to discuss what was going on in the city, how to handle things, but there was great dialogue all the way around. Nobody was out of line. Lots of great ideas were thrown out there. I would like to piggyback on one of those ideas, and that was having a community round table for students for children we'd kind of discuss some ages but those early teen years up until they're adults up to 18. but you might want to take that and just tweak it just a little bit and take one of those representatives and have them sit up here at your council meetings where you can ask them directly different ideas or thoughts on what they seem to think the direction of the city is going and since they're going to be the next generation and your next voters The second thing I do want to take a moment and share is you have five candidates tonight that you'll be voting on for your school board. Wards 1 and Ward 3 had five candidates total, but three of them are phenomenal. And I would encourage you to please choose one of those three. And that would be Dorothy Boone for Ward 3 or Kenny Bergen or Lamont Hill for Ward 1. There is no need in repeating the same mistakes that we have made in the past by continually putting up the people that have already been there. It's time for a change. It's time to go in a new direction. And the only way we're ever gonna do that is get some new blood up there. All three of these people have phenomenal ideas, care about our community deeply, and really would do a phenomenal job. Thank you.

Thank you, Mr. Mayor. And I appreciate the enthusiasm. I think we were going to do a work session so we can talk about the ordinance of resolution. This is the same one we talked about. Yeah. So the structure of the Utility Advisory Board and how it looks. And I know council expresses strong desire to have representation from each one of the wards and at large. And so we have a couple of ordinances slash resolutions from areas that have similar or the exact same type of board. So what I was gonna do is get with the team, Mr. Gillespie and others, and come to council to make a presentation during the work session just to make sure everybody sees the same thing look at an ordinance that kyle's had opportunity to look at and i'm going to try to keep it as bare bones as possible that's one of the things we've noticed so it's not too covered down by a lot of details And and if council likes it, then we can move to adopt it and then do exactly what you're doing. I think I spoke to somebody from your area that's very eager to be part of the board. So I love that energy.

So, yeah, I think there's a lot of interest. So, yeah, yeah.

Okay. First question, is it going to be collegiate regulations size?

Okay, I'll go in the order. I can answer that one. That was not the order that I was asked. First question was how much room is there in seating?

Sure, so that is 638. And do you know what that is compared to what it is at the current gym? the workforce center?

The council lady made question that the high school was crowded and this gym would help with the high school games. So do we know what the difference in the capacity is?

I do not know the capacity.

We have somebody in the audience that does know that.

500. 500. So currently Paul DeCamp plays their women's and men's team games at Lakeland. Lakeland Lakeland in Suffolk the court is the exact same size I would assume their seating is very comparable in size so that's where they play today they would just be closer to home obviously down the road down the street all right and then your question was about collegiate games period so they can play games there the correspondence we have from 2023 from the athletic director at the time Dr Oliver Suggests that they would not be able to host tournaments for a few reasons seating being one of them and the ability to have additional crowds So games would be possible but by not being able to cycle people through extra locker rooms and have space for Essentially officials that they would not have the ability to have tournaments And so that was understand understood by council at the time and directed to the management to cut those portions out and decrease the size of the project and

So the court will not be regulation approval for tournaments?

Not for tournaments, correct, but for collegiate games. It's not the court. It's the facilities around the court. It's not the size of the court.

Yeah, but is the court regulation?

My understanding is yes. I don't want to be wrong on that, but my understanding is yes, that the court size is fine for a tournament. It's the other facilities surrounding the court that don't support it.

So we won't be able to host up colleges for any tournaments? For tournaments.

For tournaments. I mean, this is a community college. Correct. Right.

Same thing I said.

And then the last consideration is, just to make known, it may affect the funding related to the federal grant by not funding the full project. And so we would not want to endanger that.

How much are you talking about the two point four two point something million it dr. Johnson secured Yes, that was forever. It wasn't it initially for renovation of the armory Was when when Bobby Scott got you the money I thought it was for renovation of the armory I

No, no, to be on the right. That is a part of HUD that would be considered a part of it, basically, and if we cut back on it, that could affect... And I thought we had already received that money.

No, it's a reimbursable grant, so we have to expend. And to date, we're a little over 10% over expenditures on the overall project because essentially it's been primarily soft costs up to this point. We've just begun construction. So at this point, we've not applied for any reimbursements for HUD. So the $2.5 million sits out there until we put in a reimbursement request.

Um, I'm asking council to mark this date, August 8th, 11 a.m. The honorary street dedication and sign and bearing celebration for brigadier general Schiller Baxter retired. Again, it's Saturday, August 8th, 2026, 11 a.m. At the corners of banks and Maryland street. Everyone is invited. Anything for you?

Um, yeah, I was trying to find a date for the June. I mean, the July war three meeting, but I was busy in the calendar putting your date set. So I'll come back with that. I would just like to take the opportunity to thank the mayor and, um, Council vice mayor for their participation and coming out to the celebrate Juneteenth cultural celebration. It was fantastic I thank everybody who came out all of the citizens who came out to make it a memorable experience We had a national speaker on Thursday. We had really great crowds down there on Thursday night we had entertainment even when we moved into the Workforce Development Center. We had a big crowd in there It was almost standing room only and people really really had a good time and I want to thank the city for their contribution in partnering with Amon Ra nonprofit and Council support. I wish we would have had more Participation from council in the community leadership forum because it was for leaders and and we cannot find out and as the citizen said um the one thing came out of it like when we went out our retreat we came out with a park we came out with the attorney thing well out of that leadership round table we came out with establishing a youth committee round table So we're gonna let young people have a round table and then bring their representatives to the adult's leadership. So we can, like she was saying, we need to know what these young people want, because they're gonna be the leaders of tomorrow. We can't exclude them and make the decisions as if we know everything, because they have to abide by it. And if they're not willing, then if you leave them out of the planning, you can't expect them to be a part of the participation.

No, it's on my calendar what the date is.

Um, so I will approach as I've been doing, I will let the people know when the ward three meeting is, uh, the date I'll make sure you get a flyer for that. And, um, I'm sure I'm forgetting, forgetting something, but congratulations to, uh, our recipients or the people that have been appointed to the school board. I'm very happy that they both were appointed and we look for some really positive things from our school system.

and um happy father's day happy belated father's day to all of the fathers and i hope you had a good day thank you i'd like to also thank the ones that did apply for the school board and congratulations on the ones that did get appointed so thank you for applying and getting appointed and that's all i have

I'd like to echo those comments on school board. I want to thank all five people for putting themselves out for the nomination. Thank you all for being willing to serve. I want to comment again about the Juneteenth celebration was was outstanding and I was able to be there two nights and and I was very very impressed with the crowds and very impressed with the Entertainment and just the vibe that was there We do have I believe we have on July 1st the city We have the event at Barrett's Landing for for the Independence Day That's on the city calendar.

Mr. Mayor, can I just add, we will be having, for the public's concern, we will be bringing back, because we used a part of the city's funding for the Juneteenth, we will be having an after-action meeting. and um with the city employees and amon raw and then we're going to bring it to council and we're going to let you guys know exactly how everything went so you as far as the financial contributions of the city so we you'll know how your tax dollars were spent all right next meeting july 13th right here um if we if there's no work session it'll be seven o'clock we have work session we'll start at six we'll keep you posted on that and i'll take a motion to adjourn
