City Council - Regular Meeting

Good evening everyone it is 6 p.m. June the 1st 2026 it's time to call the Franklin City Council meeting to order mr. Jones roll call please here here here here Thank you, ma'am. Mr. Brian Reese. We're so glad you're back. Thank you.

I invite you to join me in prayer. Our father, we come before you this evening. We thank you for the privilege of being here in city hall tonight for this meeting. I pray for discernment for our councils. They consider these matters on the agenda tonight and just pray as we head into this summer that you'd be with our parks department as they just have such an increased rhythm. of programs and just pray for a safe summer and productive and profitable summer at the pool with just all the things that are on their agenda and just all the rhythms of the summer here in the city. Just pray for a great summer and just give you the thanks for your goodness. It's in your name we pray, amen. Let's stand together, invite you to join me in the pledge. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you. Move to approve the meeting minutes from May 15th City Council meeting as presented.

Okay, item number one, request approval of resolution 2026-07, authorizing the transfer and distribution of surplus bond proceeds in accordance with IC-5-1-13-2, City Attorney Lindgren.

Well, I'm going to give a shout out to Jan because she taught me something by doing her research. We had bonds and we had proceeds left over and they were in a separate fund. And she reached out to me and said, I think we can move those into a fund to be able to pay for the bond that we need to. and that would make a lot more sense, and she was right. So I looked it up, and the code sites that we have here are appropriate. So, Jan, I think you probably know the numbers better than I do, but we just move it over to a fund for accounting purposes, and it's a lot easier.

Yes, we're moving it from fund 4414 to 6202.

And then we will use that money to then pay the premiums and principal interest that are due. The statute specifically allows for that to happen. And I would also note that under the terms of our bond, if you remember, when we do a bond, you sign papers that are about this big, and there are restrictions within that bond. about what we can use the money for, and one of the things we can use the money for is payment of principal and interest. So it's also in accordance with the bond requirements that we have when we issue a bond. So kudos, Jan. She taught me something.

And we can't act on this tonight, so any other questions for Jan?

We'll go on to item number two, request approval of budgetary resolution 26-04, transfer from park and rec professional services to park and rec capital for purchase of a Ventrax 72-inch mower. Director of Parks and Recreation Chip Orner.

Thanks, Mayor. This is actually a request to move money in between accounts. We're not asking for any new money yet. No, I'm just kidding. I was interested in those bond proceeds until she said you couldn't do that. So this is basically why we want to pay for this mower. It's actually a capital purchase. It's actually a specialized mower that we mow hillsides with.

Oh, interesting. And we can do this one tonight, so is there any questions for Chip? Chip, do you run it? Do you have another? Who do we trust on the hillside? Definitely not me. And we did have that discussion today with Brett, the superintendent of the street department, about mowing the hillside that we will have to mow and make sure we're safe on the hillside. Yeah.

Chip, do you mind telling me, is this extra wide wheelbase on the tractor? It is. It's actually wide. It's 72-inch wide, but it also has four wheels. So it looks almost like a little buggy that has a mower deck on it. Interesting. Yeah. So it makes it more secure when you go up and down hills. I use the pool hillside as a great example today.

Oh, yeah.

They normally would just take a tractor up there and back it down and then go up and back down. I would never in a million years do that. But I have guys that are very comfortable doing that. This, you won't have to have that feeling that you're going to slide down.

Just back in the day prior to you being director, they used to do that with push mowers.

Yeah. Tommy Scott almost got his foot off. Yeah.

Ken? Shout out to Jan about the monies that the city has in our accounts and the great job that she's doing with those monies. She sends a report out each month, Jan, if I'm not mistaken, and you're hitting home runs after home run, so I appreciate the work you're doing.

Just one quick note. Irene knows this because she's your plan commission member, but our next plan commission meeting, which is not next Tuesday, but the Tuesday after that, there will be the introduction of the comprehensive plan and a public hearing. It's the only thing on the agenda, so if you have any interest, come and hear it. You'll see it again. It'll be again up here, but that will be our first introduction after taking public comment. That's all.
