Up the air. We use that money to extend the connectivity of the trail as well as to install safety features like solar lights and chain link fencing along the bikeway. The MSRC contribution to the San Sabine Trail project is one of the many projects that we fund through our overall work program, which distributes each year approximately $16,000,000 Since the m r c MSRC was created in 1990, we have distributed more than $500,000,000 to clean air projects in LA, Orange, Riverside, and San Bernardino Counties that have helped to remove as much as 16,000 tons of air pollution from the skies of Southern California. The MSRC will continue our support of these kinds of projects by providing opportunities for cities and other organizations in the South Coast Air Basin to be able to secure funding to the to help offset the incremental cost of projects that provide clean air benefits. Again, we applaud the accomplishment of the city of Fontana and remain committed to expanding this kind of success throughout this region.

And whenever I see her, I give her a hard time, but she knows I love her. So I wanna bring up my partner in crime, Rancho Cucamonga Mayor Pro Tem, Lynn Kennedy.
This is why I don't use a podium. Can everybody see me? I never use a podium. But this morning, just because it's mayor Warren and on behalf of our mayor, Dennis Michael, as well as my colleagues, the city staff from Rancho Cucamonga, we wanna thank you, mayor Warren, city council members for your partnership and leadership in making sure that this trail was completed. And as you mentioned, it was years in the making but the dedication that you showed and the commitment you and your colleagues showed you did not give up.
And this trail is not just about infrastructure, it is about connection, it's about partnership. It is about a healthy lifestyle. It shows what we can do when we work together. We ignore boundaries. We make sure we all come together as you mentioned.
This is a regional project and your leadership in the design, making sure the funding was there, reaching out to the different agencies to make sure that this project came together. So thank you for your hard work, your commitment, everything that you do on behalf of the city of Fontana and this region and sharing the project with us and giving us the opportunity to work with you on behalf of our residents. I happen to have a certificate which you will put up in your office. It is from the city of Rancho Cucamonga and it says, the city of Rancho Cucamonga is proud.

two weeks. And I also I see doctor Wolfe. Doctor Wolfe is the principal of Etiwanda High School. He came over here because he said his students use this trail every single day. Thank you, doctor Wolfe. When the community comes together, it works for everyone and especially our children. So congratulations on this wonderful project.
Thank you. As we continue to build a healthier region, we are seeing more cities having to work together because we don't have borders. We don't have time for that drama. We're just a region trying to make sure we help each other. And it's just like the way we are within our cities. We have time for drama. We have to serve the needs of the people that we serve.
Driving around Fontana, I'm sure we've all noticed more potholes. And due to heavy rains, the number of potholes on our roads has increased. Our team fill in the ones they know of, but sometimes some are missed. And that's where you, our residents, can help using Fontana three one one. That's right. Fontana has a 311 system. This system allows our residents to easily request services from our city, like filling in potholes, of course. But with Fontana three 1 one, you can also request to clean up graffiti, illegal garbage dumping, fire hazards, and many other services. So let's harness the power of 311 together to fill in as many potholes as we can. Let's work

Thank you Chair Valles. At this time it's my honor to introduce our aquatics coordinators Jessica Barragan and Josh Marquez, and they are going to give a presentation to you all.
Good evening, commissioners. We're excited highlight the city of Fontana's Special Olympics program and the Fontana Lions, celebrating our athletes, community impact, and continued growth through inclusive recreation. At this time, we would also like to recognize and thank our lead coaches and volunteers, many of them who are here this evening, so please give them a round of applause. To understand the impact of our local local program, it helps to start with the larger organization behind it, the Special Olympics Southern California. Special Olympics SoCal offers 12 sports across four seasons serving nearly 25,000 athletes through the community and school based programs in 11 counties.
Beyond sports, these programs help athletes improve their health and wellness, build leadership skills, and much more. All of this is made possible by a dedicated team of staff, thousands of volunteers, partners, and donors, and the community at large.
The city of Fontana launch excuse me. The city of Fontana launched the Fontana Lions in 2016, creating a space where athletes of all abilities could train, compete, and grow. What began as a single sport has grown into a year round program offering a variety of sports each season.
Fontana Lions athletes enjoy year round sports. In the winter, our athletes gear up for floor ball within 31 participants. As we move into spring, they dive into athletics, swimming, and basketball with 25 to 31 athletes in each sport. Summer brings bowling, attracting up to 50 athletes. As the Leafs fall, our athletes take on tennis, softball, and soccer with 25 athletes participating in each. Every season is packed with opportunities for athletes to compete, continue to grow, and shine.
To become an athlete with the Fontana Lions, you'll need to first complete the online athlete registration form. Once your registration is cleared, a Special Olympics Southern California staff member will connect you to a local team. Finally, you'll connect your team connect to your local team's program coordinator to kick start your journey in the upcoming season. Athletes need to be at least eight years old to join.
Get involved by connecting with your local program coordinator who will guide you in practices and competitions fostering community engagement. Join in, make a difference, and embrace the opportunity to lead or support.
Our athletes complete compete in local and regional competitions across multiple sports and seasons, promoting sportsmanship, teamwork, and personal achievement while fostering inclusion in the broader community. In addition to competitions, our team actively participates in signature events such as healthy athletes, the Temecula Torch Run, and the regional spring games.
What's next? The city of Fontana is excited to host its first ever Special Olympics Polar Plunge on Sunday, April 19 from 9AM to 2PM at the Fontana Park Aquatic Center. The freezing for a reason event will bring community together, celebrate our athletes, and raise awareness and support for our Special Olympics programs.

Thank you, chair Vaez. At this time, I wanna give a round of applause if we could for the man who puts all this together every time we do these things for community services manager, Gino Farrar. So, Gino, if you wanna come out and do the presentation, that'd be great.
Hi. Good evening. Oh, I love these meetings when there's lots of people here. Usually, there's one cricket in here, but this is awesome. Appreciate everyone coming out tonight. My name is Gino Ferrara. I'm the community services manager. And luckily for me, fortunate fortunately, I get to, be responsible for sports in the city, and there's nothing more rewarding than youth sports. It's one of my favorite things to go out and see, and it brings everybody together. And one of my favorite programs is our middle school sports program.
And tonight, we are recognizing our first season of the year, which is our volleyball season. So I'm gonna have I'm gonna bring up the girls ruble champions. Come on up. So this so the city, in partnership with the school district, puts together three intramural sports seasons. The first one is volleyball.
In the winter, we do basketball, which we are right in the middle of starting right now. And then in the spring, we do we do soccer. The city runs the leagues, and the schools give us the participants to run the leagues. And there are seven schools in the city. They compete for real deal championships. It is for so much fun and so rewarding. And I'm saying congratulations, and well done to the Ruble Girls. Well done volleyball champions for 2020 I'm gonna say 2025. Yeah. Yeah. We're gonna say that one for right now. And I'm gonna give it over to the so she can give her team props. And parents, please stand up. Take pictures. Yes. Come on. Thank
you, everyone, for coming out and bringing your children with you. We're really, really proud of this group of young ladies. They worked really hard. They worked well together. They communicated. They learned the the sport of volleyball. A lot of these young ladies have never played volleyball before this year, and some of them have. But now they've kinda come together, and some of them have looked into clubs and are looking forward to playing in high school and hopefully even further and beyond that. But we had the privilege of getting to know them and coach them, and we're really proud of them.
Alright. Yes. I I couldn't be more prouder than these girls. I mean, the dedication that they showed, in years past, it used to be a coed program. This is the second year that it's been a girls team and a boys team. And the year before, we did get a boys win. This year, we got a girls win. And just these girls came. It was almost every single practice that we hosted, and they always wanted to learn more. And they they listened to us.
They're very coachable, and we're just excited that they love the game as much as we do. And we can't wait to see what they do in the future with this sport and others and just in their life. So, again, thank you parents for bringing them to all their practices and the games and sharing us on and all of your support throughout the season. We really appreciate it. So good job, ladies. And just one more for our parents. We are gonna be in the back room for a few minutes, and then we will be escorting your children out to the front. And as the coach was talking earlier about the ruble coach was saying that our volleyball program was coed until two years ago. So we would field a JV team and a varsity team, and then the schools came back to us saying, can we just go boys and girls? And it absolutely worked out.
It was a little tough at one of our schools, but now we are able to field full boys teams and full girls teams. And these are the Sequoia twenty twenty five volleyball champions, and I'm gonna give it to the coach for a moment. Come on. Just stand right over there.
Good afternoon, everybody. It's a pleasure to be here and the honor. I love coaching this team. They gave all for practice and during the games. During practices, they wouldn't wanna leave, so I had to kick them out of the gym. Principal had to kick us out. I mean, sometimes I would stretch it to two hour practices because I knew what caliber of a team I had. They had a lot of energy. They had a lot of hopes. They went down the wire to every game.
So I enjoyed coaching them because they gave me a 120%, and I'm gonna miss them. I wanna say thank you to the parents because you allowed them to join our our our team. And even though I said practice was only a hour and a half, I kept on longer and you're waiting for them in front of the school. Sorry about that. But here is what so hard they work for.
We faced some great teams out there. They're really difficult and that's why we would go three sets on some of the games, and you saw that when you went to go play. So if anything after this school year, I encourage you to keep supporting them even if they don't play volleyball. Each and even every one of them, I mean, I'm gonna miss them next year. I think there's only two students here that are staying for next year as eighth graders, and it's gonna be challenging, but I'm always gonna look back to this year.
This is my third year coaching, and it's it says a lot about Fontana and the city and what it supports out of the local middle schools. With that said, they're gonna take pictures like the other coach said from Ruble. Outside, we could take pictures with the trophy. Yeah. With that said, I was blessed to coach this year at the Skrupas kids in Fontana. Thank you.

Thank you once again to the middle school staff, the coaches that came out, families, and for twenty twenty five champions. With that, we'll move on to item special presentations, item C, special events update. And we'll turn the time back over to Community Services Director, Daniel Schneider.
Thank you, Chair Valles. I don't know where everyone went because they forgot about Diana's great presentation that's coming. So it's my pleasure to always introduce our special events staff who do a great job. So tonight, Diana is going to be presenting a bit of a presentation for you. Thank you.
Good evening, commissioners. It's a pleasure as always to be back. Happy New Year, but didn't get to see any of you guys. Today, I will be going over all the events that took place, October 2025 to December 2025. Let's see if this works.
Okay. So we kicked off the month of October with our Pumpkinpalooza event that took place on October 4 at Fontana Park Aquatic Center from 12PM to 4PM. All our participants enjoyed an amazing day. We had DIY pumpkin station, arts and crafts station, music, photo booth opportunities, vendors, and obviously, the floating pumpkin patch portion of that. And we had about 400 people in attendance for that.
And the next event that we hosted in the month of October was the Fontana walks hosted by Healthy Fontana at the Sycamore Hills Park. They basically did a breast cancer awareness month for that October month, and they tied pink bows to the trees in support of breast cancer to honor survivors, support fighters, and remember their loved ones. And they had a total of 80 people in attendance for this event. If you guys made it out, this was a very beautiful celebration. So very a big shout out to Healthy Fontana.
And the next event was our Spring Street Night Market. It was the last one of the year on October 17. It took place on Spring Street from 6PM to 10PM. We had about 4,000 people in attendance. Patrons enjoyed music from kid DJ Sonic.
And for this, last night market, we made a little special collaboration with Fontana Expanded Learning Program to have their middle school students from the DJ enrichment section showcase their talents. So we had a total of five students from that program sign up, which they did amazing, and we hope we continue this next year for another one. And then in addition to our entertainment, we did have patrons that enjoyed the beer and wine garden. We had over 40 food and novelty vendors, a free photo booth area, kids zone area, and our graffiti artist. And then the next event for the month of October was the Halloween Howl.
It took place at Fontana Park dog October 18. This event was from three to 5PM. We had about two people 200 people in attendance, and the event consisted of costume contests, treats, and festive fun at the dog park. The following weekend, we had the Pumpkins in the Park event. It took place at three different locations, Fontana Park, Southbridge Park, and Central City Park, and it took place from 2PM to 5PM.
Families enjoyed festive activities, pumpkin themed fun, and community spirit. In total of for all three locations, there's about 10 people 10,000 people in attendance. And we ended or for the month of October, we did have two co sponsored events. One was on 10/04/2025, not 2026, at the Jesse Turner Health and Fitness Centers for living it was hosted by Living Your Legacy, and it was about 75 people in attendance for this event. It was their first year hosting this.
This event providing accessible resources for individuals and families across all ages and groups. And then the next cosponsor event hosted during that month was the Water of Life Trunk or Tree at the Water of Life Church, and there was about 10,000 people in attendance. The event featured over a 100 decorated trucks handling handing out candy, game booths, food trucks, rides, bouncers, and they had a laser tag area. And they also had live entertainment for all ages. And we've hopped on over to the month of November.
So we had our Veterans Day celebration that took place on November 11 at the Steelworkers Auditorium. If you could guest speakers, David Harding Barnes and one of our very own CSD staff, Doug Johnson, who emceed the event for that day. The doctor Charles Kolar Writing and Knock contest winners were recognized during the program, and then we had over a 150 people in attendance. And then for another cosponsored event, which is which took place on November 26 at the Central City Park is the eat and be well event hosted by a project Boon. They provided 2,500 warm thanksgiving meals and groceries, offered free haircuts, stage entertainment, and had over 15 resources vendors.
And then the month of December, we kicked off with our annual tree lighting ceremony took place on December 4 at Fontana City Harg. It began at 6PM. Families of all ages enjoyed the lighting of the tree, a visit from Santa and missus Claus, a live musical performance, refreshments, crafts, and we had a total of 300 people in attendance. On December 13, we hosted our festival winter event took place at Miller Park Amphitheater, and this event was from 11AM to 4PM. The event included entertainment, crafts, pictures with Santa, attractions, food, and novelty vendors, and we had over 50 tons of fresh snow to enjoy in two snow areas.
We had a total of 4,000 people in attendance. And early in that morning, we had the Fontana Christmas parade on December 13 on Sierra Avenue. This is hosted by the exchange club of Fontana. The parade interest included decorated floats, community groups, show vehicles, and more. There was about 3,000 spectators lined up the streets to enjoy over 95 parade entries.
And that is all the events that took place from October to December 2025. I'm happy to answer any questions or if you guys have any comments.

Just wanted to thank city staff for all the work that they've done. You guys done an amazing job out there and I just want to say thank you for all of your time.

Yes, I want to echo Faye's response and her comments about the city staff. Thank you so much for what you do and you do an awful lot. I can't wait to see what's in store for 2026. I'm excited. Thank you.
Thank you, Commissioner Roldan and Commissioner Glass. And I echo their sentiment. Especially want to highlight Veterans Day. It not only left an impression on a lot of families that had attended for the first time. But just the way that the city comes together and really highlights the love and dedication that we have to acknowledge our veterans citywide was really special.
And if you saw Commissioner Roldan in full uniform and gear, let me tell you, he alone brought a lot of attention to the event. And we look forward to see that in 2026. I connected with the family that was unaware walking through the park and invited them over. And it was their first time in attendance. And they were unaware that we held the event, including the Winter Festival. We extended the invite. They get the brochure in the book, but they don't read it. They see the multitude of classes. And for them, the feedback was, well, we thought it was just programming. We didn't think it was special events.
But as much messaging as we do, there's still areas that we're trying to see that how we get the communication and the invites to the community across. But they came back, and they were left impressed by that event. First time attendance, but we're appreciative of it. And it's similar as I am at times left at awe with how great of a staff we have and the outstanding job you do. So thank you.

Hi there. Thank you so much for welcoming me. So I wanna introduce myself. My name is Florisel Valenzuela and I'm the newest community services coordinator for the after school program. I do come from I do come from the city of Pomona.
With my experiences there, I am I worked in the community services department for the after school recreation program. And there I coordinated the program, a team of one, and that is where I actually found the love for serving the community, specifically the youth. And since then it has been my lifetime goal to establish and highlight the importance of community programs that have proven to enhance the quality of life for all residents. And I am very very excited to bring my contributions to the innovative city of Fontana. Thank you.

Commissioner Alba, I just wanted to say welcome aboard. I grew up in the city of Pomona. So it's kind of interesting that we both end up in the city of Fontana, right? But with that said, you are joining a really, really great team. And I'm not just saying it because I live here or I'm part of this commission. The youth have a very special place in my heart as do our seniors. And I'm sure you'll be able to affect the lives of many, many children. You seem very passionate about your job, so welcome aboard. Thank you.

Just would like to say welcome aboard.
And I echo the sentiment of my colleagues. So welcome, miss Valenzuela, to the city of Fontana. And it is second to none, and I am very proud of the supportive staff that we have here from the director level all the way down. I firsthand have seen the mentoring and the investment that we see to ensure that staff members grow and have that opportunity. If you at some point felt that you weren't able to echo your feedback and ideas that you have to see how we either become more efficient or see how we can create additional events or programs, this is that space.
That cohesiveness amongst the group here, again, from the managers to the directors, it's really unparalleled in as far as how supportive this staff is. So you are in great hands. If you did not know, I want to be the first to echo that. So thank you once again for being here.
Thank you. Thank you all for your kind comments and words. I appreciate that. I definitely have been feeling very welcome since I stepped foot here or even the beginning with the welcoming process of, like, interviewing and so on. It and it's just been amazing.
It's been great. I am looking forward to expanding my roots to Fontana. You know, like you said, Commissioner Alba, we gave city of Pomona the best that we could, and now we're expanding those roots into a different city and giving this new city and our children and all of the community members the best that we possibly could. I'll probably just echo everyone's statements already. Once again, I've been able to catch a tail end of a couple of things like the Christmas parade and a few events here and there. I heard nothing but great feedback of the Veterans Day event. But ultimately, as I always say, I definitely appreciate the staff getting to see coaches' hard work today paying off and the dedication that they have to to the youth of Fontana is definitely something special. It takes a lot of commitment and dedication to, to make a team successful, and obviously, they're doing that.
Once again, I always appreciate the directors, management, all the supervisors, and the people that are out there doing the work day in and day out. I commend everybody for coming in and always giving 100%. And, just wanna give a special thank you to Jessica who, always, gives me text messages when I don't check my emails, which I'm pretty notorious for. So I really appreciate that. Thank you. I look forward to, twenty twenty six. 2025 was really great. As I always mentioned, it's a very well oiled machine. I don't know how you guys do it, but you definitely do it, and you keep do outdoing yourselves every year. My family really enjoys it.

We're gonna try to minimize programming interruptions to everyone, but that's gonna happen in the next couple months, and just to thank our city council, our executive team for making sure our buildings have the funding to actually make these remodels and keep our buildings up so we can have these programs, and then to our public work staff that keep our older buildings functional and looking good.
