Good evening. Chair Reynolds, Commissioners, Josh Kincaid with the Community Development Department. And yes, your first item tonight is the Lakeside Church Remodel. This is a planned development permit modification application that also covers the design of the building. Turn this thing on. Hey, there we go. So the project is bound by Oak Avenue Parkway, East Bidwell Street and South Lexington Drive. The church was first built in 1999 with a second youth ministry building constructed in 2004. I'll just show the locations of those buildings. This is the worship building and this is the youth ministry building. The city also approved lot line adjustments and mergers earlier this year for Lakeside to sell off some of the vacant property that you see out here. Here's an image of the project site viewed from the street. Shows the worship building on the right and the youth ministry building known as the block to the left. The applicant's requesting a plan development permit modification for updates to the Lakeside Campus that include a remodel to the worship building and new shade sails you can see here. A remodel of the block building and a large covered canopy. It's not visible on this site plan here, but it does call out on the plan where it's located, and we'll see it called out elsewhere in this presentation. A new 1,800 square foot metal storage shed, which you can see right here. and development of an outdoor activity and event area that includes a gathering space, a playground, and landscaping. And that would be right outside of the worship building. Staff confirmed that the project meets all of the development requirements of the business professional zoning district in which it's located. Staff also confirmed that adequate parking exists for the additional interior gathering space that's being proposed as part of the project. The two buildings themselves are not being expanded, but some of the interior space is being repurposed, I guess, for some additional gathering space. So looking at the elevations of the worship building, along with the proposed interior improvements to the building that include the renovation of the auditorium, lobby, and children's and family spaces, the applicant is proposing to repaint the building and have new wood grain aluminum facade parapets that you can see kind of along the building, kind of these. beige accents and as well as the new signage that you see around the building, the welcome signage, the new Lakeside sign and the we love this place and the Lakeside kids signs. And here we have the elevations of the block building. The applicant's proposing to reconfigure the existing interior space to create additional gathering and community function space in the building. On the exterior, they're again proposing to repaint the building and add this 3,000 square foot standing seam metal canopy that you see. on these elevations and it would have this V shape for In the roof and that area would be used for some additional gathering space Here we have the proposed new colors and materials of those two buildings for reference and And finally, for the elevations, we have the sides of the proposed metal shed. The two sides are essentially repeated on the other sides of the project. It's a simple structure, about 20 feet in height. The roof's proposed to be white standing seam metal, and the metal siding's proposed to be chosen from the color palette shown on the previous slide. and staff was comfortable with any of those colors being used for this, the shed siding. And here we have a 3D rendering of the worship building, and you can see the storage shed in the background as well. Staff found that the proposed new color scheme and aluminum facade parapets provided a nice, more modern look to the building while adding some additional depth to the building with the new materials. We also found that the shade sale area is in scale with and compatible with the building. And we found that the storage shed was appropriately placed and compatible with the building. And here's a rendering of the updated block building. Staff found that the proposed canopy was in scale with that existing building and the V-shaped roof was complimentary to the building's roof form, kind of having a V-shape itself. I'll note that while this rendering does show some grass under the canopy, the landscape plan shows the area to be paved for gathering space. Staff found that the updated building would be compatible with surrounding development, and we do support the design of all three buildings. And finally, we'll discuss the proposed site work. The applicant's looking to provide enhanced landscaping with some additional trees, shrubs, and ground cover that we can see in this image and in the packet. They're also proposing a new outdoor children's play area as shown in this plan right in here, right outside the worship building. The materials proposed for that play area are also shown here, but as shown on the landscape plan, that area will be mostly shielded by a proposed tree canopy, so wouldn't necessarily be visible from adjacent properties of the street. You can see the canopy area next to the block building as well is proposed to be paved and surrounded by trees to help shield it from exterior uses. Right in here. The City Arborist is requiring an arborist report for any trees that are proposed for removal on the project site. We'll note that there is a large London plane tree that is shown as being proposed for removal on the preliminary landscape plans that's located right here. But after discussing with the city's urban forester, the applicant has chosen to instead retain that tree. So we're happy to hear that, to have a nice large tree retained. And they'll be modifying their landscape plans that come in along with their building permits to reflect that. Staff found the project was exempt from CEQA under Section 15301, existing facilities. We did send a public notice to neighbors within 300 feet, as well as posting it in the Folsom Telegraph. And we have not received any public comments. So with that, we do recommend approval of the project as conditioned. And we can take any questions. The applicant group is also here to take any questions. Thank you.

Yeah, our understanding that the project has gone through a variety of changes over the past several months. The applicant may be able to speak to whether that amphitheater that's referenced there was part of the former project when there was a larger area, or whether that's just the area under the canopy. But I'll let them speak to that, because it is shown on the... Landscape plans that this canopy area would be for some gathering space and would be paved so okay Thank you, and then the shed building.

Yeah, I think in terms of use, it's all kind of part of a church, which is allowed by right in this zone. We have all these kind of ancillary uses, gathering spaces that could be stretching that. Okay. I'd imagine, but the original use that's currently operating here did not require a conditional use permit. It was all just part of the plan development.

Okay, and then the signage that was showed on the renderings is actually going to be actual signage, and are they going to have to come back and get a permit from the planning department, or this is part of the approval?

The signage is subject to staff level review. We did check it to see if it would meet the standards or if they should try to fold that into part of their plan development modification. We found that it met the standards. The signs that don't say Lakeside are not considered commercial signage, they're more artwork, and so they would be exempt from our sign review. or from commercial sign review. Structural review, it's still subject to that, if there's any structural.

Yeah, we're excited about the future of Folsom, future of Lakeside. and the property was built 26 years ago, so this is kind of our first remodel. A few things about the project. The canopy, this is a master site plan, so we put in everything that could possibly happen in the future, and there is no plan in the near future for the canopy, so that's just an FYI, but it would be used for any kind of shaded gathering. so basically not at night likely or you don't know yet yeah it was originally like the idea of it could be a wedding venue it could be um you know a shaded gathering we hold a big kids blitz um summer and so there's not a lot of shade so anything that would would provide that kind of gathering but it was more ideation of possibilities for that space best usage of that kind of unused space right now on our property

Yeah, as far as the signage, like the we love this place, there's no plan for that sign or that phrase, so I think that was just more of our rendering artist using some of our current, that's usually over a map of Folsom, not over a map of Lakeside, so it's more about loving Folsom than our building, so that won't be a part of We don't have any actual signage other than that lakeside sign, which even that was just a rendering concept, but it's more just like our current lakeside sign being replaced.

Okay. And would you like to say a little something about what you're going to do inside the larger building?

Yeah, pretty much a master remodel from the inside out. So there really isn't a room or a space that isn't being remodeled. So we're looking at updating the auditorium. We're really thinking about how much the city and other organizations use our building. And so we're looking at a remodel that would be beneficial for both our church and for mass gatherings that have to do with banquets or galas or whatever events that we host. So we're really excited about what those possibilities are. We're building a grand stairwell in the lobby so that it's easier to get upstairs. Right now you have to kind of walk down halls or go through a side stairwell. The plan is for a small balcony, about three rows, just pretty small, For anyone checking their kids in upstairs, want to be close up there, they can pop into the balcony and have access there. The seating will increase a little bit. We're going to tear down the stage and make it smaller and push it back. Right now it's very high, very small. detached from the people on the floor. So that'll create some more seating. Upstairs is our offices. We're moving our offices over to the block so that all the square footage upstairs can be utilized for kids rather than us take up space in the offices. And then there are already offices in the block that are largely unused. So we're gonna utilize that space for offices and then use a portion of the upstairs for office space as well. And then over at the block in the basement where students normally gather, that's a great size space, especially for the city of Folsom. A lot of people look for a venue that's around that 200 to 250 person. It's been used by students for 20 years and it smells like it. So we're very excited to brighten that place. We're going to strip it entirely, reroute some things. And we're actually going to create that as a multipurpose gathering space for venues primarily for adults. And then upstairs, there's vaulted ceilings, a great room that is more beneficial for students. So they'll move upstairs into a venue up there. So those are just and then outside speaking to the amphitheater on the patio right now, which is connected to our auditorium. It's just concrete right now. We have the sail shades that are planned, as you saw. And then the back of that patio, which is unused space, kind of landscaping, putting an amphitheater right at the back of that patio. patio for seating purposes primarily. So whether it's, we call it party on the patio, just kind of gathering spaces outside after a gathering, a great place for seating. It could be a small gathering. We have baptisms outside sometimes, so a viewing audience for things like that. But just a great space to gather. And then during the week, what we hope to do is use that outdoor space and our lobby space with the playground that's planned to just be open to the public so that they can come, you know, moms or families can come, let their kids play. People can do work, open up our lobby for kind of a, we work space. That's just free to the community to use. That would be, um, hosted with our new plans. We have the ability to secure the rest of the building, but have our, our lobby open, have it hosted with coffee. So kids can be playing. People can be working. We have the outdoor with sales shades and it's detached from neighborhood and busyness. So we think it's going to be a pretty great space. And that's one of the things, uh, for the history of Lakeside. Just try to do everything that we do with the community in mind. And so we're pretty excited about how these upgrades will help both the church and the community.

Is outdoor music allowed by right in this zone, outdoor, amplified, like an event type space like this allowed by right under this plan development?

um under the planned developments i i'd have to check the original document to see what was called out and not called out it's not prohibited to have you know outdoor amplified music amplified sound if it was the primary use if that if someone was moving in here and saying all we're doing is outdoor amplified entertainment, then we would need to check it against the code requirements for BP to see is that allowed, whether the use permit is allowed at all. Because it's an ancillary use to the church as a whole, the church is the primary use, and that's what really did not require the use permit, so that's kind of how we looked at it.

Interesting, okay. So if I were to, for restaurants, for example, that do outdoor live music, do they need a CUP too, or is it because ancillary, it doesn't matter?

It depends on, I think there's a carve out in the commercial section of the code that calls out live entertainment ancillary to a restaurant or bar. Specifically? Yeah.

And if there were to be, I guess, concerns by neighbors, I mean, there is a neighborhood right over there, and I can't remember topography-wise if the sound would carry, but is there something that if they were to go to the city and say, hey, there's amplified music at like 11 at night because they're hosting a big whatever, right? Is there a way that neighbors could say, hey, I mean, is there a process by which we could then ask them to maybe have a use permit around that or some guidelines around that?

It's a good question. I mean, they're going to be subject to the noise ordinance regardless of whether or not they have a use permit. So they would be potentially subject to enforcement of that if we do start receiving complaints and we would work with them to to try to mitigate those issues. If we do hear them and if it becomes more of the primary use of the area, it's something that we could revisit with the director to see if we believe that it does warrant a CUP or if it's just more of an ancillary occasional use.

All right, so for the second and final item, we're looking at the Folsom Lake Kia Remodel and Addition Design Review. A little pointer back here. So the project is located in the Folsom Auto Mall. The buildings were first constructed along with the first phase of the auto mall in the early 1990s. Folsom Lake Kia operates out of two separate buildings. One's a 3,000 square foot showroom and sales building that you can see on the right here, and the other is a 16,000 square foot service center. You can see on the left. So the applicant's proposing to remodel the existing buildings to align with Kia's current core branding standards, as well as a 1,500 square foot expansion of the showroom and sales building. Additions totaling about 1,600 square feet to the service center building. Additional outdoor display area outside of the showroom you can see in here. and relocating some of the parking spaces to account for these additions. Although there's no additional or reduced parking as part of this project. These modifications are subject to a commission level design review and staff reviewed the application and found that it meets all development standards of the auto malls design guideline documents. Also, staff found that what was being added did not trigger any additional parking demand based on how parking is calculated for these uses, as we described in the staff report, so no additional parking analysis was needed. In terms of architecture, the applicant's looking to completely redo the exterior materials and colors of both buildings. This is the proposed showroom elevations. We've got some light gray synthetic wall cladding panels, black aluminum composite panel accents, and windows and glass doors with silver trim. This slide shows the remodeled service center. The same colors and materials are proposed for each building, as you can see here. In case we need to reference the color and material board, we do have them here. And here's the 3D rendering of the project site. Staff found that the remodel meets the design guidelines for materials called out for in the Auto Mall Plan Development document. The document was created in 1992, so they were able to, we felt, both comply with that document while creating a much more modern, up-to-date look for the buildings, similar to some recent remodels that we've seen in the Auto Mall. We found that the project was exempt from SQL under Section 15301. We placed a notice on the project site for this one because it's a design review, and that is consistent with the design review requirements of the code right now. And we have not received any public comments. So with that, we do recommend approval of the project as conditioned, and the applicant group is here to take any questions as well. Thank you.

Yeah, hi, my name is Jeff Lucky. I'm with JDA Architects. We're the architects for the company, or for the project. I'm here basically, I think Josh did a really good job of explaining the project. These are all requirements that Kia corporate is placing upon Folsom Lake, Kia's property to, they've rebranded all the cars. I'm sure you've noticed the Kias look very different these days than they used to, as are the new showrooms and sales centers throughout California and across the US are all being kind of mandated to, rebrand that aspect of it along with the automobiles themselves. We're excited to be part of the project. It's been great working with Josh and city staff to get to this point here. Very cooperative. And I'm just basically here to, if you have any questions specific about the project or any curiosities, I'll do the best I can to answer them.
