City Council - Regular Meeting

All right, thank you for attending this week's public utility meeting. The updates from the contractor, I'll let you give the current project status, Nate.

Um, current project status, H&W has completed the sanitary sewer on Broad Avenue from Bates to Prairie. That was the last stretch of sanitary sewer there. Um, they completed the, uh, sanitary sewer on Elm Avenue between Wind Street and Crescent as well, which as far as sanitary sewer main goes, there's one block left on Crescent from Elm to Broad. As far as the water main installation, they have finished Broad Avenue all the way from Crescent to Summit. Currently working on water services between Crescent and Prairie and pressure testing and bacteria testing from Prairie down to Summit. Claflin has completed base course install on Broad Avenue from Center to Wind. They have also completed Elm Avenue between Prairie Street and Summit Street. They have done light work to both blocks of baits from Park to Broad. As far as the concrete goes, concrete has been on schedule following up with Claflin. They've got the curb and gutter all done at the intersection of Center and Broad as well as one extra block abroad. from center to wind, and then they've moved over back to Elm to get curb and gutter in on that stretch behind Clavelin. Future work? John, you want to say that or me? It doesn't matter. Okay. For the future work that's left, there are five blocks worth of utility work. One block they're finishing up water services this week, and then they're waiting on bacteria tests for the last two blocks abroad to get services. And then they're going to finish up utility work on the blocks around the church where we go from Winn to Crescent on Elm, and then from Elm to Broad on Crescent. That stretch has half a block of sewer and both blocks of water to do yet. And then after that, Claflin or H&W hopefully is still going to be working on grading the roads back once complete. And then concrete to follow. And then I guess the other big thing is we'll have paving still in schedule for Thursday, Friday of this week. They'll be mobilizing in Thursday and starting to pave Friday.

And that'll be five blocks worth. So there'll be two blocks of park. There'll be the block of Elm from center. To wind, that'll be the block of center from Elm to Broad, and then there'll be the block of Broad from center to wind. Okay, so that's Thursday and Friday paving? It'll be Friday to start paving, they'll mobilize it on Thursday.

How much do they think they can get all five blocks covered in a day?

No, no, it'll be probably four days worth of work.

Okay. I was going to say, if they're lucky, they could get probably four blocks done with the first lift.

Yeah, it'll be, it's going to be weather contingent. It's going to be a big thing on Friday. All right.

So I'm going to do a quick summary for the public, and then we'll talk more about the future forecast and all that. Quick summary, there's five blocks of utility work to be finished up, but that's shrinking rapidly, so that's gonna change before the end of the week. There are... seven blocks of grading and base work to be completed, and seven blocks of concrete work to be completed, more or less. I mean, that's kind of where we sit. So there's about a third of this project that still needs a lot of heavy lift to reach completion, I guess we'll say it that way. Thinking about where we're at in work, they just paved curb and gutter on the two blocks of Elm between Prairie and Summit. That concrete would be strong enough to sustain asphalt paving alongside of it. So do you forecast, and I'm not committing you to this, but I just want to plant the seed, do you forecast that you might be able to have strength in that curb find the gravel to add those two blocks of asphalt paving to the overall schedule to get to seven blocks instead of five.

That is our hope at this time, yes.

That's what I would hope we could do. I mean, given there's going to be a four-day paving window, That gives you four more days of grading work.

Yeah, I just got to get, they're going to come in and do all the bottom lifts first like they did before. So our guys are working on park right now. We got the other three blocks done, let's say on the southwest part of the project, the block of center, elm, and broad. So we're working on park. If we get that hammered out here and the concrete looks good over on elm, our intent is to get that fine graded as well.

So is elm the only thing that's kind of on the bubble?

Yes.

I just wanted to have that conversation because that's how I see it. You're going to have a big enough window to hopefully get some more work done. Alright. Now I'll go into my other miscellaneous stuff for the public meeting and then we can talk about more details as we need to. For the general public, what I want to discuss is that any If there's school bus traffic that has to traverse through the area or if there's any special access needs. Especially special access needs and if there's any events at the church in the next three weeks, I'll say please get those announced as soon as we can so we can react to it. But there's gonna be a lot of parts moving. Right now we have I'll say the lion's share of the project is closed off to traffic due to barricades, but as we get asphalt coverage, those barricades will slowly start to disappear, and then the final construction work will intermingle with normal traffic. And what I mean by that is if there's some grading behind sidewalks, seating operations, things like that, that we can have the street partially open but still work on it. We'll have to intermingle those traffics safely and according to what we can. So there might be some moving parts on traffic control. So if somebody can adjust where they have their mail delivered or parcel deliveries, If you think that's going to be a problem for you, make other arrangements. There's going to be times when UPS and Amazon and FedEx and all those are going to have to find a way around routes to get deliveries done. I know that firsthand because I just drove through the project and had to decide how I was getting around it myself. For that, church, have anything?

As far as events, nothing planned yet outside of normal Sunday service, and there are events that are happening on Sundays, but other than that, no. And then I have some other questions pertaining directly to the church. I don't know if you want to talk about those now or wait until the end.

There's no other delivery or issues the city needs to discuss? My big thing was asphalt. We talked about that.

Okay. All right. Yep. Our council's meeting tonight, so when... Would you like or when do you need what we decide as far as where we're putting in like the ADA compliance there on the north side of the building?

I mean, is by the end of the month realistic?

Oh, absolutely.

Okay. I mean, with the utility work going on, we still got to get the grading work, got to get the base course, and then at least, you know, that give them time for staking needs to be able to accommodate that.

I'm hoping that we get it figured out tonight, but at least I know that. Yeah. Okay. And then with not being able to change the west entrance there, is there any way that we could put the same EDA style approach that's going on the north side of the church along the west side of the church south of the main door by that pine tree? I know that sidewalk's already been poured and whatnot, but just to offer our members another place on the church side to get dropped off for handicap accessible versus parking on the corner and or crossing the street.

Okay, I need more clarification on the logistics. Do you know where he's talking about? It's south of the ramp.

West side of the church, south of the ramp that we poured that we're going to leave in place now. And you're saying the one where we're walking in and you've got to turn left or right to get out?

Yeah, there's a doorway down there that's not a main door, but there's a sidewalk leading to a side door. If we could do something in front of

They are south of that ramp. Okay, how would it be close to the, how close are we to the alley there?

It'd be north of the alley, a parking spot or more.

Yeah. Okay, so what my thinking is, we have an alley approach there, correct?

You'd be farther than that, so you'd be at that door. So you're probably 25, 30 feet.

Right, no. Catch what I'm talking about. If we create a parking spot and can use the ramp that the alley is, we can kind of piggyback that. Is that alley approachable? Is it steep or is it flat?

I don't want to say it's 8%. I think it's steeper.

Steeper than 8%?

I would have a doubt.

Okay, anyway, yes, we can maybe look at something there. Is the city okay with entertaining that? Okay, we can look at something maybe goofy there. Goofy meaning different from what's current there. But yeah, we can look at whether it's appropriate to have a ADA route on that end. Because right now the primary ADA route, just to be clear, is at the intersection of Wind and Elm. and we would create ADA spots there and then they could go down, but if that other door's in play, we can look at moving one of the spots down that direction.

So the big thing is, with that accessible being right on the corner, where do people park to drop individuals off to utilize that? Gotcha.

Okay, I see what you're saying. Yeah, you just drop them off at the corner and go park. that conversation internally with the city and start looking at that.

Okay, and then I cannot get Austrimes to come and give me a quote for that sprinkler system.

Okay. Is that who you typically use?

That's who put the system in, and I've called them multiple times this week, and I cannot get them to come down, they cannot commit to when they can come down and give me a quote. Okay. So I don't know how that affects... Well, we're moving forward with that.

I mean, it's not going to affect much, because we're going to want to get it seeded first, obviously. It'd be nice if the sprinklers were there to help the seed take off. But, who is it on our off-stream?

I've just been calling the main office. I've been speaking to a gal, and she says that she talks to her supervisor, and I'm not sure who that is.

I can see if I can help push it a little bit. They've done some work with us in the past. That would be outstanding, if you could. Yep. I know the kicker is right now everybody's popping back in the seating window, so everything that's been worked on over the summer months has probably been booked and getting crammed in right now, so they're probably trying to get that stuff knocked out. We'll see what they can do, though.

Okay, so just to recap, we're looking at ADA options on the north side of the church for that north entrance, and where the drop-off would be for the west end of the building somewhere along that route, just so we talk about what the easiest thing is.

there's a chance that April had her do that, but I can't remember. I thought there was at one point, for that south door. So I thought it was kicked around like that might have been a better option, instead of the main door.

Yeah, because here's my thinking, is that if we, if we can bring the ramp, or bring it down, bring that alley approach down, literally get down, and then they just come up the gradual ramp. But that's... We'll check with that. That might be a better lending solution. And, it would also work technically for funeral drop-offs, too. If we need it to come up. Okay. Alright. Do you have anything, Tanner? No, sir. All right, well, I guess if the city doesn't have any other comments, do you have anything to finish?

No, I was just going to say, the only other thing that just wasn't on here is the cedar tarp in town actively would have been great as well. On the blocks that have been backfilled adjacent to the driveways, back a curb, and sidewalks.
