Thank you. Thank you. Next item is C3. Related to parking too large vehicles in residential areas, please discuss the details of the city's ordinance code. Greetings Mayor, Council Members. My name is Derek Hull. I am fortunate to be able to serve as the Community Services Director. I am here today to give an overview of the Prohibition Ordinance for vehicles with excessive weight. This issue is presented here by Mayor Lynn and Deputy Mayor Pro Tem Rogers-Neal. We will discuss some of the details that we have shared with you and some of the issues that we have discussed with you. We will also discuss what kind of instruments the council should use. We will also discuss what kind of instruments the council should use. So, to provide some detailed information, as you know, the CET Council has engaged in a strong discussion especially about the large vehicles in our residential zoning districts. Of these, in 2025, to be precise, the training sessions held in the months of April, September, October and December will be held. This year, as part of the history of the meetings that took place on March 17, the staff made the final announcement. According to the council's work, a task force was used to receive feedback from residents. Some of them own large vehicles, and it also helped to provide more information about the features in the community. In the last March 17th meeting, Deputy Mayor Protham Neel requested the staff to bring the trailers that we saw in the city. I am happy to announce that our community service staff have conducted an investigation and that we have collected about 174 trailers from the city. So, when we think about the changes that need to be made in relation to big vehicles, we think that this is a help. So, let's start by explaining how we can look at big vehicles. We design such vehicles as commercial trucks, luxury vehicles, boats, trailers, etc. When such vehicles are parked on the streets, the reason for their size is that they cause damage to the roads. When our drivers travel from one place to another, they tend to forget the right view. It diminishes the beauty of our surroundings. The ability to walk affects the things that start to attract people, and can cause problems in long-distance traffic. There are two special ordinances for driving large vehicles in the Nileville Farmers Branch. Chapter 82, Article 3 is the first chapter for large vehicles. It establishes rules for parking large vehicles in the city. It also gives instructions on what these large vehicles are. These vehicles are also banned from parking in public places. Our police department is responsible for implementing this ordinance. In addition to this, there are a number of other facilities that are not connected to large vehicles. Chapter 56 of the Code of Ordinance prohibits the parking or maintenance of large vehicles in residential properties. Only if they are completely hidden from the public. As we have pointed out, it is necessary to use any kind of equipment that is suitable for carrying heavy or heavy vehicles or that helps to carry large vehicles. In Chapter 56, some contemporary measures have been applied to transport vehicles, goods, and services, as well as for public use or government facilities. Since the interest in buying large vehicles from the farmers in the Farmers Branch continues, it is important to address some of the administrative shortcomings stated in Article 82, 56 of the Act. It can also be used as a reason for the strict rules and regulations imposed on those who are deprived of these rights, those who are exposed to them, and those who are unable to maintain the safety and security of their homes. So, when these activities started, our staff conducted a municipal survey and examined seven cities in Dallas Fort Worth for the survey. In these cities, Addison, Carrollton, Colesville, Flower Mound, Garland, Irving, Richardson were included. There are some common things in the ordinances for each municipality's large vehicles. One of them is to stop parking in residential zoning areas. All the ordinances we have adopted have been regulated by the length, width, height or weight of the large vehicles. In some cases, we also use the combination of these four requirements. If the vehicle is larger than required, it is not allowed to park it in residential zoning areas. So, after evaluating the ordinances in the seven cities we examined, we began to figure out how an examined ordinance system would work with the help of CET Adorni. First, we believe that it is important to control large vehicles in residential zoning areas. This is again one of the three municipalities that we have examined as a project. Make the same arrangements for our municipality. Disclose the lines of vehicles in the streets and residential zoning areas. Make sure that the entire living conditions of our residents are maintained. In addition, make sure that our residential streets are not polluted. Again, these measures have been implemented and included in the revised ordinance. So, what is included in this revised ordinance? This is Article 56, which is going to be revised. Therefore, four special requirements have been included in the ordinance. First, we provide vehicles. All motor vehicles, trailers, cambers, wheel-tubing frames, recreational vehicles, etc. are included in the regulations in front of you. Boat trailers are also included. There are special regulations related to the regulation of this ordinance, including RVs, RVS boats, box trucks, dump trucks, tow trucks, trailers, and more vehicles with a width of 8 feet and a length of 21 feet. Again, this is based on the things that were stated in the ordinances of other municipalities. Parking systems are implemented to ensure that vehicles do not get lost on the back and sides of the road. This can be avoided by using a temporary road or valley, landscaping or both. There are some facilities for RVs, RVs, and travel trailers to be temporarily parked. This time is clearly set from 5 pm on Friday to 8 am on Monday. Finally, if you decide to accept council benefits, you can apply for a 12-month permit. In places where large vehicles are used more, you can apply for a specific permit. Mayor and council members have had a lot of discussions on this issue. Again, we have had strong discussions on this issue between 2025 and 2026. When this ordinance was passed, the staff asked what actions you would like to take regarding the issue of large vehicles in the city. With that, I would like to end my presentation. I would like to make things clear. No one is against owning such vehicles. Even so, large parts of the Farmers Branch have not been able to maintain such vehicles. That's why. So, this is what the Task Force tried to do and tried to bring some instructions to the Council to implement. I think you have included some of this. In addition, some of this has been included in Tharadamya, along with other cities. So, we are not trying to deny these things. Just know that there is a right way to avoid them. We can protect ourselves with it. We can make the streets clean and we can stop the pollution of the streets. So, I am going to the comments of our council members. But if that is the case, it will be a big deal for those businesses.
