Thank you for continuing to create a space where we can hopefully be transparent and happy Father's Day belated to everybody that that applies to. I wanted to just come in and talk some more about ECRSSA. And we're kind of past now, I think, the point where it's not just about ECRSSA and the program. When this program was presented to you, there had been 103 people over several months to come down here and speak on probation and parole. And the transparency that was needed in this body, the conversation that was needed in this body, this attention to vulnerable populations, that is more people than had come down to speak on any one topic for the whole year. So it seems very ironic. quite disturbing that with that many people of such an emotionally charged topic that there was not due diligence done to researching to bringing in re-entry specialists people not on the advisory board people who are affected by re-entry families subject matter experts to do some due diligence there have been so many things that as a body you have paid attention to that Not that they are not as important, but not as discussed that you have done the due diligence for. There has been so much more attention paid to transparency and truth and the years and years that we dealt with issues from the previous County executive administration. And to be honest, it's starting to feel like maybe he was not the only problem. Um, and that's upsetting. Um, Because I personally, and this is nothing that's a secret, have my own issues with that person. What is really becoming very apparent now is that several of you are not even sure that you should have made the decision that you made, that you may not have been educated on the situation. that you may not have given it due diligence, that you may not have reached out to people that you had phone numbers for, that you may not have really had a grasp of the whole concept. So we have that narrative being put out by several people on the council, several people in the community, that maybe this is not the way it should have gone, right? And this whole time was presented, we're in a hurry. We're in a hurry. It's a hurry. The program's ending March 1st. The program was never ending March 1st. We have documentation. This is not conspiracy theorist. This is documentation from right to know requests that cannot be falsified or fabricated. So we have documentation when the program was actually going to be ending. There was no hurry. There was plenty of time to take 30, even 60 days to look into the program. There was conversation about, well, we were out of money. That also was not true. That's also documentation. There was also issues with, oh, there was a bill that had to be paid and we had to pay it right away. There's been so many stories that have come out about the urgency of moving this forward. And now what we're seeing is this very haphazard effort to kind of right the wrong. And I think what we're forgetting is you've already impacted the people that you said were so important that you had to make the decision so quickly for. I was at a meeting today down at the Department of Human Services. Everybody in that room admitted readily that there have been a gap in services, that it was probably not done right, that they are struggling to make it run right. We've got city council president standing up saying, We're not doing a study session on ECRSSA anymore. County told us it's going to the public defender. We come to county. Public defender is not the answer. It might be going somewhere else. We're not sure. It's influx. I'm going to be very honest. Influx is not an answer you give to your constituents. We voted you there. We have a right to know what in a state of flux means. And when a young female comes down to discuss a question in a political setting, I do not expect for another female council member to shush or belittle her right to speak. That is not anything a fellow female should really ever be in a position to be doing to anybody. This program, wherever it needs to go, it now needs to be done right. Being a very justice-focused person, I do not understand for the life of me why there cannot be a statement. You know what? We are not infallible. You voted us here for all of our good and all of our bad. The good decisions we make, the bad ones we make, we are just like you. We did not do due diligence by the way that we conducted this vote. It is now time to put that aside. Let's fund the program where it is right now, if we have to, for three months, and let's take three months or take 30 days and really investigate into what this needs to be and to do it right. Because right now, there are so many violations of the administrative code, of the home rule charter, of Pennsylvania state law that are in existence with how this was handled. It's not even funny. It's so discouraging. It's so discouraging to see that the people that you were in such a hurry to help are now the people being affected by the fact that you won't even say I was wrong. I'm pleading for you to do the right thing. I don't want any of you to be caught in a crosshair, but it's time to just show some bravery and do the right thing and say, we weren't given the right information. We didn't make the right decision, but we're going to do it right now. So I'm asking for that. And I'm also asking to put forward a resolution that there be no more skipping of readings. However anybody would like for me to put that in writing or wherever I need to submit it, then I would like to do that. First reading one meeting, second reading the next meeting. Thank you.

So as we know, I've had questions about the finance and personnel meeting and that not being recorded. Um, we've heard that meeting, but I do have an email here in front of me, um, dated Tuesday, February 17th. Um, just noting that this is 48 hours before that meeting from Karen Chilcott to Terry Scatella, rock Copeland and Charlie bail subject meeting with courts on Thursday at three 30. Good afternoon. Bob Cataldi and Beth Herz would like to meet at 3.30 on Thursday prior to the Finance Committee meeting. They have placed an item on the personnel agenda and would like to discuss prior to the meeting. Charlie, Terry asked me to copy you on this since you are the liaison to the courts. The link to the agenda packet is below. I'd like to know what was discussed in this meeting.

Chair, if I can. You're correct on the guidance on the Sunshine Law that answering questions is encouraged. I will say, as a council member, I try really hard to listen to what people are saying.

we can pause your time okay thank you um you know if i start getting argumentative with people that i agree with or disagree with or start applauding people that i agree with like i feel like that we're not listening like this is your time to tell us what you think about things more than happy to step aside after the meeting and talk about all the things off the record right No, very on the record. We can record it if you want. But I just want to support the chair in that we don't want to engage in a back and forth because it causes issues.

I don't either. I just wanted a simple answer. That's all.

My name is Freda Tepper and I live in Erie. I have three things. I hope I make it through all of them. Right now the EMTA is in a planning process. They have a survey about some proposed route changes. You have to go to the EMTA website, go to the planning website, and then you can find the survey link. I'm hoping they'll make it easier to find. I encourage everybody within the sound of my voice to comment on that survey. I learned from the EMTA the amount of funding that the city and the county provides to EMTA impacts the amount of state match that they have. So I'm encouraging the county has an employee named Emerson Bannon, and he doesn't know him, you're mentioning his name. and his job includes multimodal transportation. And I would urge the county to encourage him to research. There's a lot of different things out there related to pedestrians and transportation and walkability and everything that would have to do with matching funds and such like that, and to explore ways to improve the amount of funding available to EMTA from the city and county so that there can be more matched. That's number one. Number two, right now the Federal Register is accepting comments until July 2nd on a proposed rule that the United States Post Office would only send and receive mail-in ballots that are on the list submitted by the states to them. And I have sent emails to several of you with that information. This is a violation of our privacy, right to privacy. It treads on the ability of the state, the right of the state to control elections. it's not a legitimate function of the USPS. I would encourage the county council and the executive to comment on this via the Federal Register and to anybody, again, within the sound of my voice. If several of you have my comments that I submitted, if you Google Federal Register USPS and mail-in ballot, it will take you to the Federal Register, and you have to submit an email. So I encourage people to do that. It's just quite ridiculous. The third thing I want to mention is I understand that there's going to be a vacancy at the director level of the Human Relations Commission. It's extremely important that we continue the Human Relations Commission and that, especially right now with the threats to trans people, to people with disabilities, to people who need to have in-home care, we need to have a robust Human Relations Commission. So we need to be sure that people apply for the job and that whatever factors led to this person leaving so soon, that we address them in the future. Thank you.

Hello. Dave Uelig, City of Erie. I have comments on three items. First, I had expected that the Erie County government would have been rid of petty, vindictive actors when the last county executive was voted out of office. But based on your actions at the special Board of Elections meeting, At the end of April, it seems that this group wants to continue with petty, vindictive actions rather than focus on your most important job. which is to ensure efficient and effective county government, including oversight. Oversight requires asking questions and bringing in lawyers in response to these questions is wasteful and inappropriate. Sadly, it seems county staff has already decided to take that path rather than the simpler path of transparency. Improved oversight by a majority of this council and transparency by county staff would have prevented the previous county executive from mishandling the West County farm lease, the Blaskow Library giveaway, and the ongoing tiny homes fiasco. Oversight is your job on this council. You should be providing it, and staff should be open to it. Second, I'm waiting for this council to revisit the ECRSSA decision, as three of you have expressed regret about your apparently ill-informed decision. At the very least, you owe it to your constituents to fully examine the decision. Third, your vote against a resolution asking the county executive to convene relevant parties to develop reasonable accommodations for the use of mobile devices at public meetings held within the courthouse was a disappointment. It really showed that the majority of you want to keep cell phones out of your meetings. Some of you stated that a resolution wasn't necessary because you shouldn't be telling the county executive what you want, but that's exactly what you should be doing, and a resolution is the proper way to do that. In summary, I'm asking you to improve your performance as a governing body, improve your oversight, improve your decision-making, and improve your use of the tools you have available to direct the governance of this county. Thank you.

I'm Allen Brown. I live in Northeast. I had lived here in Erie. I'm going to go without the I hads. I had been the senior case manager and the agency that I can proudly say we made the hottest agency in the city. I had been the guy that brought industry an enormous amount of lift up. I had been the guy that helped out every step of this community, even the ones that should not have had our help. Domestic relations, probation, the very people that we were assassinated for. When anyone in this city, in this community, in this industry asked us for help, we were there. We didn't fail anyone. So I walked away from a job at a global industry because I was asked to bring my experience. to the program that was so readily thrown away like an empty bag of potato chips. No one stopped to consider the fallout of that. What becomes of us? What became of us? I'll tell you what became of us. We are collecting $500 unemployment. We are still being called by a lot of people. We still help. I came back to Erie after going to prison at 16 years old and exiting prison at 62. I never stopped educating myself. I never became bitter. I never forgot what it was like to be a human being and what was on the other side of that fence. So when I came home, all of the things that I had sacrificed to educate myself, to graduate from school, to get some post-secondary, few master statuses and other traits. I wanted to bring that to everyone because I said, if I could do it as a kid, then why couldn't anybody else do it as a grownup? I first got out, I spent a lot of time talking to the drug agencies there. I don't know students, I guess you would call them. I don't like to use that terminology for their illnesses. It's just really hard for me to understand how you could see us as... We are human beings first, and we are not whatever you think we are second. But we were treated like less than what we should have been. I mean, we brought this agency up. We did so well that Harrisburg wanted us to go statewide and consider going national with our programs. Not the kind of program that should go in the wastebasket. And I just hope whenever you have a good time, whenever you're enjoying your life, you think about the grief you gave to four parents and one single individual that struggled like hell to put this city on the map. That's it.

Good evening. I have a few things to go over, just to update you on some of the things that are happening. Opportunity Zone 2.0, the list was submitted to Governor Shapiro last week. There were 25 eligible parcels throughout Erie County. We were required to rank them in highest, minimum, medium, the highest, medium, lowest. And it was 988. The first one we put as the waterfront for any potential maritime shipbuilding initiatives. Then the next four were Wesleyville, Edinburgh, Union City, and Corrie. And then the last four of the highest nine were based on input from Mayor Dublin. Erie County Community College graduation was 180 graduates a few weeks ago, which now brings the total to over 400. Their spring enrollment was 800 unique students. last week they announced that they received title iv funding which as a sponsor of the community college i think is very important to understand so this means that they can administer pell grants the maximum pell grant is seven thousand three hundred ninety five dollars but the The average is $4,500. So there was 800 students in the spring semester, of which 80% were eligible, which is 640, times the $4,500 is $2.8 million that we should see come into the community immediately and ongoing every year and that number will continue to grow it is a huge impact that I don't think people understand but it it will be transformative I think for the community and though that's all dollars that's gonna go to help people train for a better job and any money that they get in excess of what would pay for tuition goes back to the students so that can be used to pay for childcare that could be used to pay for fees that could be used for anything really The next thing, I know we did a couple of tours since I've been here last. Pleasant Region Health Department, thank you for everyone that comes to those. America 250 updates. So the birthday gala is August 21st at the Convention Center. I hope that you will get your tickets. And then the big update for the Arts and Heritage Festival, which was rained out, is August 23rd at the Erie County Fairgrounds. Gassing Gears 2 is going to judge the car show. We are already promoting that as well. The Erie to Pittsburgh Trail, we had an NPO meeting on June 17th. Rich Fitzgerald, who is the former county executive for Allegheny County, he is now the executive director of the Southern Pennsylvania Commission, was there to speak on the Erie to Pittsburgh Trail. So currently, there's 74% of the trails complete. The Rich Fitzgerald's entity went to D.C. in May, met with a lot of the people that will be involved, and they requested an $8 million federal build grant And if they get that grant, which they feel good about that will take the completion of the trail to 95%. Um, and he talked a lot about the Pittsburgh to DC trail, which when that, that now contributes $300 million in economic activity along that trail. So that will be great if it comes along. Um, we are starting the budget next week. I, and then my final thing is, you know, I've been to a lot of, um, press conferences in the last few weeks, the water street bridge, which was exciting. the War on Terror Memorial or the Global War on Terror Memorial. I went to Julia House last week, which having had three people in hospice, I thought was very moving. And I'm glad that the county was able to support that. That's all.

There's times where a single question can test you along um different lines of thinking and i just really wanted to say something about this i believe so strongly in the hrc in having uh this position filled i believe it's correct and accurate that This is the right wage to go out with. I'm going to vote yes, because I believe so strongly in the HRC and that it's survival and getting somebody there to do the good work that they've been doing for the last year. I will say, as a general rule, I still disagree with the idea that a waiver is attached to a position and not for a specific person of age. A great resume, background, history, etc. But still, I'm going to vote yes because of my belief in the HRC and wanting to get this position filled. But I would encourage this body in the future to reflect more, to make sure that the waiver follows a person and not a job title.
