We honor, respect, and acknowledge the Elk Grove first inhabitants, the plain walk the plain Miwoks who lived as sovereign caretakers of this land and these waterways since the time in memorial. Item 5.1, Sheldon Park Estates Unit 4 map, PLNG twenty five zero three three.
Good evening chair vice chair O'Connor, members of this Elk Grove Planning Commission, Antonio Oblag here to present item 5.1 to you tonight. That's the Sheldon Park Estates Unit 4. This project consists of a tentative subdivision map to subdivide approximately 30.1 acres into nine single unit residential lots. Those lots will be two gross acre minimum lot sizes and one remainder lot. Along with that is the design review for subdivision layout that's required for tentative subdivision maps.
The project is located at the Northeast corner of Waterman Road and Sheldon Road. Again, that consists of approximately 30.1 acres. It is a rural residential site and zoned AR 2 where minimum lot sizes are two acres. Construction activity has been initiated on the site. They've done some initial grading and initial improvement work for the private road that will be installed with part of this sub subdivision.
This Sheldon Park Estates Unit 4 is part of a larger approved tentative subdivision map, the Sheldon Parks Estate tentative subdivision. In 05/08/2014, the city council approved the rezone and tentative subdivision map. They also adopted a mitigated negative declaration for the overall Sheldon Park Estates project. With that project, phases one through three, those lots have all been recorded on the map on screen before you. Phases one through three are to the east on the left side of that map.
Phase 4, which is the subject of tonight's tentative subdivision map, is highlighted on the left side of the that map on the west side of the subdivision. The applicant is requesting a new unit, four tentative subdivision map, that originally approved Sheldon Park Estates map, had expired, requiring this new tentative tentative subdivision map for Unit 4 to be approved. The new tentative subdivision map is largely the same layout and lot numbers as the original approval. It remains nine residential lots. All of those lots are over two acres.
The lot sizes range from two acres to 2.9 acres gross. They are retaining a remainder lot that requires a dedication for a future multi use trail that's on the west side of the subdivision. The subdivision will be accessed via a new private road which will be Caspian Summer Place. Largely all original conditions of approval are carried over. The only exception are a handful of conditions that have been already satisfied through the completion of units one through three.
All the original easements and setbacks for floodplain, wetlands, and giant garter snake are carried over to this new tentative map. Because this is in the rural area, all lots will be served by private wells and septic systems. We did get a question about the location of utilities in relation to the subject site. On the screen before, you could see the location of both sewer and water lines. The nearest water lines are approximately half a mile away from the subject site, and the nearest sewer line is approximately one mile to the west.
Nonetheless, because this is in the rural area, all lots will be served by private wells and septic systems with the subdivision. Regarding environmental analysis, no further environmental review is required under CEQA state guidelines section fifteen one six two. This project complies with the previously adopted mitigated negative declaration and will continue to comply with all required mitigation measures that were approved with that document. And with the nine lots, the project does conform to the scope of that project that was analyzed in the previous environmental document that mitigated negative declaration. So tonight, staff does recommend the Planning Commission adopt a resolution finding no further environmental review is required under state sequel guidelines section fifteen one six two and approve a tentative subdivision map with the associated design review for subdivision layout for Sheldon Park Estates Unit 4 based on the findings subject to the conditions of approval in your draft resolution.

I guess I should turn my mic on. It sounds like you indicated that all of the conditions have been met through phase one, two, and three?
Yes. For all the conditions that were approved with the original map Mhmm. That applied to phases one through three, those have all been satisfied. In any of those conditions that don't carry over because they only applied to phases one through three of that map, those weren't carry carried over things like some of the conditions related to the streets that are already in. I believe it's like Dasani Way had some specific condition and specific conditions regarding the entryways to the existing subdivision. Since those have already been completed, there was no need to carry those over.
Okay. I was just curious in the staff report. It mentioned that there were items that must be completed to receive the final map for Unit 4 approval.
Yes. For Unit 4, there's there's still, the conditions that we have in the resolution, those are still items that the applicant must complete before they actually record, the lots for Unit 4.

And for the zoning administrator on January 12 is the next meeting, and there are three items the Skyport restaurants and bar outdoor seating, 80 Five-eighty Bradshaw Road map extension, and a cattlemen's steakhouse repaint.
And city council items coming up on January 14. There's the Sheldon Meadows map and rezone. And future council item date not yet set is the Bartholomew wine re amendment, which you heard earlier this year. That concludes the director's report.
