She's sick. Good afternoon and welcome to the March 12th meeting of the city plan commission. My name is Lisa Bado, vice chair of the commission, and I call this meeting to order at 1:59 p.m.

If I can have you read the statement. Okay. Thank you, Madam Vice Chair. Kevin Smith, the plan inspection statement to the public. The city planning commission has sole and final approval authority over subdivision maps, which is statutoily limited or to ministerial examination of the application's conformance to all applicable code provisions. The staff report for an agenda item may include conditions, exceptions, or modifications. The commission may approve the item with all staff report conditions, exceptions or modifications, including additional measures regarding the item as imposed by the commission. Otherwise, the staff report with all modifications, exceptions, and conditions is approved and the applicant shall comply with all provisions of the staff report. Commissioners will consider all agenda items other than subdivision items in the form of a public hearing. The normal process is as follows. First, a commission will hear a staff report followed by a statement from the applicant. Then, members of the public may speak followed by any final statement from the applicant. Finally, the matter will be closed for further discussion or motion amongst the commission. The commission shall then make a recommendation that will that will be forwarded to city council.

Uh we do have uh item number seven we're requesting to be postponed for two weeks. Item seven uh this is a presentation and discussion for purpose amendments to the landscape ordinance. So again this is being requested to be postponed for two weeks. Um other than this uh just just uh as a note we have a multiple revised staff reports um but this is the only change.

Yes. Now we're on the um item number four on the regular agenda. This is Visa del North Estates Unit 5. Thank you. Good afternoon chair and members of the commission. Ma with planning and inspections. Item number four on the agenda is Vista de Norte estates unit 5 involving a major combination application. This development is within the city of El Paso limits and is located south of Petro Boulevard and west of Dyer Street. The applicant is proposing to subdivide 108.79 acres of vacant land to create 550 single residential lots, one 7.91 acre park, and two drainage ponds with a combined acreage of 6.75 acres. Primary access to the subdivisions will be from Carlos Armas Drive. This development was being reviewed under the Vista del Soleni land study and portions of the current subdivision code. Here we have the preliminary plan which consists of three different pages. This is page number two and this is page number three. And here we have the final plot page one. page two and page three. And with that, staff recommends approval with condition of Vista de Norte States Unit 5 on a major combination basis as it complies with title 19 requirements. The condition being as follow that the applicant is required to landscape the rear of all double frontage lots in according with section 19.23.4 4 H3C of El Paso City Code. And that concludes my presentation.

Salontis with planning on inspections. Item number five is on the agenda is north ghosta subdivision involving a major combination application. Next slide, please. Here's an area view of the development. This development is within city limits and it is located west of Satagosa Road and south of North Loop Drive. Next slide, please. Here we have the aerial showing the subdivision superimposed over the imagery. The applicant is proposing. Sorry, next slide, please. Oh, guess we're missing a slide. Sorry about that. But in the aerial we have the subdivision superimposed over the imagery and the applicant is proposing to subdivide 7 acres of land into two lots for commercial use. Lot number one is 2.03 acres in size. Lot number two is 4.9 acres in size and storm water drainage for the subdivision will be provided by way of on-site ponding. Main access to the sub subdivision shall be from North Loop Road and the subdivision was reviewed under the current subdivision code. Next slide please. Here we have an image of the preliminary plat. Next slide. And here we have an image of the final plot. Next slide. Here we have um the applicant is requesting three exceptions pursuant to the El Paso city code. And number one is to wave the dedication of 20 ft of rightway along Pelway. Number two is to wave the construction of 5t of parkway along Pelway. And number three is to allow for the sidewalk to above the roadway along Pelway. Next slide. Here we have the proposed cross-section for Pelway.

Staff recommends approval of North Coast subdivision on a major combination basis as it complies with title 19 requirements and recommends denial of the first exception that was requested and and approval of the second and third exceptions that were discussed. Um so just to rephrase re uh restate uh the ban before the first exception on your revised staff report um and the approval would be for the second and third exceptions. Thank you.

Good afternoon, Chairan. Members of the commission. Mir Nagila with planning and inspections. Item number six on the agenda is Spanish Courts replat A involving a resubdivision combination application. This development is within the city of El Paso limits and it's located north of Gomez Road and west of Westside Drive. The applicant is proposing to resubdivide 1.06 acres of vacant land to create three residential single family lots. Storm water drainage will be managed by on-site ponding and this development is being reviewed under the current subdivision code. Here we have the preliminary plan and here we have the final plant. The applicant is requesting the following exceptions from the city plan commission and that is to weigh the dedication and construction of six feet of additional rightway along Masimo Drive to weigh the construction of a 5-ft planter strip along Maximo Drive and to weigh the construction of of a 1.5 ft of sidewalk along Maximo Drive. And that is to match current conditions. Next slide. Here we have the required and the existing cross-section for maximum dry. And here we have pictures showing the existing conditions of the lawn that is being subdivided where it shows that throughout the subdivision there's 3.5 ft of sidewalk. The exception request to weigh the required improvements meets the criteria under title 19 of the El Paso city court ordinances. And with that, staff recommends approval of Spanish courts repat on a resubdivision combination basis and approval of the exception request as

they both comply with title 19 requirements. And I'm sorry I did skip a slide. There was u public notice published in the El Paso Times on March 6 of 2026. and also notices were Melton neighborhood properties within 200 feet of the subdivision. Also on March 6 of 2026 as of today, there was one person inquiring about what was happening with the land and that happened when I went to take the pictures of the property, but no nothing in support or opposition to it.
