Absolutely. Good morning, Mr. Peters, and thank you for your time. As you stated, my name is Craig Osborne, Associate Planner. Today I bring for your consideration of approval project P24-0001, Dawson Tenants and Parcel Map. The project proposes the subdivision of an approximately 39.25 acre parcel into four parcels as follows, 10.1 acres, which is parcel one, 10 acres, parcel two, 10.1 acres, parcel three, and 9.05 acres, parcel four. The subject parcel is zoned RL10 and 10.5 community commercial, and it's consistent with the general plan land use designation of rural, residential, and commercial.

I apologize. The project is located on the west side of Deer Valley Road between Green Valley Road and Duncan Hill Road in the rescue area. The project parcel, APN 069-150-023, consisting of 39.25 acres with a general plan designation of rural, residential, and commercial. The parcel is owned Rural lands 10 acre minimum and commercial. One parcel being created is less than the 10 acre minimum needed for the RL10 zone standards. As proposed and conditioned, parcels 1, 2, and 3 will meet the required development standards for new parcels in the RL10 zone, including minimum parcel size and lot frontage. Parcel 4 at 9.06 acres is eligible for a parcel size exception per county code 130.30.040, parcel size exception, as it is less than the maximum of 10% less than the acreage required to make even divisions into the minimum parcel size to which it is zoned. With the parcel size exception for parcel four, staff has determined that the project is consistent with county general plan, RR land use designation and the RL 10 zone. The applicant is requesting approval of this tentative parcel map that would allow for the subdivision of a partially developed approximately 39.25 acre parcel into four parcels as illustrated. The subject parcel is zoned RL10 and community commercial and is consistent with the general plan land use designation of rural residential and commercial. The creation of an internal access road is proposed. Staff has determined that the project is consistent with the general plan are our land use designation and the RL-10 zone, as well as other applicable county general plan policies and zoning ordinance requirements. The project is located near the Rescue Rural Center with the general plan land use designation of rural residential and is consistent with the standards established by the rural residential land use designation. Staff has determined that the proposed project as conditioned is consistent with all applicable standards and requirements of Title 130 of the county zoning ordinance. The project was duly noted with the public notification range of 1,000 feet and a legal advertisement was published in applicable local newspapers. No formal public outreach was conducted by the county. No physical signposting or public outreach plan is required for this project pursuant to the county zoning ordinance. The project was distributed to all applicable public agencies and organizations for review and comment. Comments received have been considered and, if applicable, incorporated as conditions of approval for the project. In accordance with the CEQA, staff has prepared an initial study analyzing the potential environmental impacts resulting from the implementation of the project. Based on the initial study, a mitigated negative declaration has been prepared and circulated for 20 days in accordance with CEQA guidelines. Staff recommends the zoning administrator take the following actions. Adopt the mitigated negative declaration based on the initial study prepared by staff in accordance with CEQA guideline 15064F2. Adopt the mitigation monitoring program in accordance with CEQA guidelines 15074D, incorporated as conditions of approval, and Approve the tentative parcel map P24-0001 based on the findings and subject to the conditions of approval as presented. So this is a hearing to consider the El Dorado Ranch Trailhead Project Conditional Use Permit CUP24-0009 to allow the construction and ongoing operation of a new trailhead and parking lot to access El Dorado Ranch Wildlife Area on property identified as Assessor's Parcel Number 092-040-067 consisting of 30 acres and located on the west side of State Route 49 Approximately 1.5 miles south of the intersection with sandwich road in the Nashville area submitted by American river conservancy. Good afternoon, Zoning Administrator. As stated, my name is Michelle Drehobel, Assistant Planner for El Dorado County. Thank you, Debbie, for reading the project description into the record. The proposed project, or actually, thank you, Rob, for reading the proposed project into the record. The proposed project includes two phases. Phase one consists of grading the path to the parking lot and the first 13 parking stalls. Phase two consists of the remaining 39 parking stalls for a total of 52 gravel parking stalls. The project activities include grading, filling, and creating access from State Highway 49. No buildings or utilities are proposed with this project. The project parcel is located in the Nashville area and consists of 30 acres on the west side of State Highway 49, approximately 1.5 miles south of the intersection with Sand Ridge Road. And the project parcel, along with adjacent parcels to the north, south, and west, have a general plan designation of natural resources. The parcel to the east across State Highway 49 has a general plan designation of tourist recreational. And then the project parcel is zoned rural lands, 80 acres. The proposed use for trailhead parking is consistent with the zone with a conditional use permit. The site plan displays the proposed project area near the middle of the parcel. And then this slide shows the project plans for phase one. This phase is scheduled to start shortly after approval and consists of grading the path to the parking lot and the first 13 parking stalls. And phase two project plans demonstrate the addition of the remaining 39 parking stalls for a total of 52 gravel parking stalls. This phase is scheduled to start shortly after phase one's completion. And staff has reviewed the project and has determined conditional use permit CUP 24-0009 is categorically exempt pursuant to section 15303 new construction or conversion of small parking structures of the CEQA guidelines. And then staff recommends the zoning administrator take the following actions. Yeah, so you've got it on the phasing. In regards to the gate, so... Sort of a unique thing that happens here. American River Conservancy has been acquiring this property for over 15 years with the goal of eventually once we're done transferring it to the state. So we still own the property as it is right now. We will continue to own it through construction. And then we'll own it for likely the next two to three years until the state fish and wildlife is ready to accept it. During that period, it will not be open to the public. So we will have a gate to keep it closed just to keep everyone safe. Really, that's ultimately it. And then once transferred to state Fish and Wildlife, it'll be open your standard sunrise to sunset. Gates will remain open but available to close for any sort of emergency purposes. And certainly ARC along with Fish and Wildlife coordinating with all necessary emergency response individuals, you know, CAL FIRE to make sure that no one's locked out by any means. I don't foresee those gates being locked often. Thank you. Yeah.

Thank you for the clarifications. Yeah, I did want to just sort of for the record, read that non-residential gates that restrict access to these types of things. There's an administrative permit requirement, and that is understanding that at some point it'd be owned by the state. You know, it's kind of a sequencing, but as long as it isn't, it's subject to the gating requirements. And so, you know, I'd be happy to discuss it further, but I have... i think my intent would be to add a condition number 12 that said if if for any reason a gate is proposed for restricting access to the trailhead parking lot that an administrative permit is required in compliance with zoning ordinance section 130 52 010 and that it would need to comply with the design standards within section 130 39 090 which is our county gate ordinance and should describe the hours of operation honestly when as the applicant spoke to the safety What this does is allow us to route these very specifically to the emergency services organizations to ensure that their standards are met and to ensure that things like Knox boxes and other things are on the gate. And so it is, for the most part, procedural and it is, you know, you meet the standards and you get the gate permit. And so unless the applicant wishes to speak about that anymore or have a discussion about that, That would be my intent would just be to add this condition and it would only be applicable should you choose to put the gate in place. Okay. Appreciate that. And so with that, I will now take the following actions as modified by the zoning administrator. One, find that the conditional use permit CUP 24-0009 be categorically found to be categorically exempt pursuant to CEQA section 15303. and then approve conditional use permit cup 24-0009 based on the findings and subject to the condition of approval as presented with the modification of the addition of condition 12 that i read into the record and that decision is final unless appealed to the board of supervisors within 10 working days thank you very much staff And since this is the last item on the agenda, this concludes the zoning administrator hearing of Wednesday, July 15th, 2026 at 30 p.m.
