Martha Lofgren I'm the attorney for the applicant applicant and we actually suggested the continuance to staff, we had some questions regarding a few of the fire district conditions that requires their further consultation, we also had a neighbor raise an issue. that actually the applicant was not aware of. Her father was the original applicant. He passed away. And I think some of the communication was with her father and she was not aware of it. So she asked me to request the continuance so we could meet with the neighbor as well.

Conditional use permit CUP 25-0018 to establish and operate in Eldorado Hills Muslim Community Place of Worship in an existing 7,988 square foot tenant space on property identified by assessor's parcel number 117-110-001, consisting of 0.18 acre, located on the west side of Golden Foothill Parkway, approximately 1,350 feet southwest of the intersection with Latrobe Road in the El Dorado Hills Business Park, located in the El Dorado Hills Community Region in the El Dorado Hills area, submitted by JTS Engineering Consultants, Inc.

Good afternoon, Zoning Administrator. My name is Michelle Dre-Hobel, Assistant Planner for El Dorado County. Thank you, Debbie, for reading the project description into the record. Please note the initial publication stated 1,350 feet southeast of the intersection with the Trove Road. This has been corrected to southwest. The project use consists of short daily indoor prayer gatherings with limited attendance, usually five to seven people, as well as one weekly congregational prayer and occasional religious observances. The applicant anticipates approximately 20 people in attendance at a time. The number of attendance is not limited with the project description. Staff discuss 24 hour open access for prayer services. The project is a change of use within an existing building located in the Eldorado Hills Business Park. The project parcel has a general plan designation of research and development, with adjacent parcels also designated research and development. The existing office building for the proposed project, along with three similar building units, have their own assessor parcel numbers within a shared parcel in the El Dorado Hills Business Park. The four buildings have shared parking and landscaping. The project parcel is zoned research and development with the design control and plan development combined zone because this project is only an interior alteration the design control and plan development requirements do not apply. The site plan for the proposed project shows the existing building and parking for the project. And this depicts the proposed project floor plan with the existing building the floor plan includes reception corridor prayer areas, a Community room several offices to kitchen along with to kitchen areas and restrooms. The existing building will not excuse me existing building will be used as is no exterior modifications structural changes or additions are proposed. And staff has reviewed the project and has determined conditional use permits up 25 dash or one eight is categorically exempt pursuant pursuant to section 15301 existing facilities of sequel guidelines, which includes interior alterations. And staff recommends the zoning administrator take the following actions. Find conditional use permit CUP25-0018 to be categorically exempt pursuant to section 15301, existing facilities of the CEQA guidelines. And approve conditional use permit CUP25-0018 based on the findings and subject to the conditions of approval as presented with one additional condition. Attendance no greater than fire department occupancy allowance. And then thank you for your attention to this application. The applicant, Omar Siddiqui and Fahad Ahmed will be here shortly to assist with any questions that you may have for the proposed project.
