I have a few things up here. We have some business cards that our outreach committee worked on for CAC, so they're here. Please take some. They'll just be housed at my office, so if you don't take any today and you want some, you can let us know when we stop by. I did also bring some extra copies of our senior times. This is for the month of July. This is something that our senior activities puts on. This is a great little paper. It's wonderful. It is $5 for an annual subscription and it gets mailed to folks. We do offer free two copies for businesses. So if you have an office, have foot traffic and you'd like some, we do send two copies for free. If you want additional, just pay for that. It's there for you guys to enjoy. And then the last thing I have is we do have a few new members and if I know many of you have already signed probably three copies of this conflict confirmation. But I will be requiring everyone. So I'm going to pass it around so you guys can just sign it. And then on the back is a copy of the conflict of interest. So if you need another copy, please take it. That is me. Hello. Good morning. Um, uh, so, you know, kind of what we normally report on here for you updates on our programs. Um, you have asked before and I didn't have it in my brain what the rate for senior daycare is. And Rebecca, um, suggested we include this in here, which I think was a great idea. So down at the bottom of page one is the new rates. They went up July 1. There was a board item a couple, I guess, two years ago now that increased the fees at the same daycare, the club. And so as of July, they'll go up each fiscal year. So that's there, the new fees. As always, we are we still have availability. So if you know an adult who needs, you know, with dementia, dementia related diseases or other health issues that would require them to have care supervision during the day, the club just might be the place for them. And it's a lovely place. And we're based in Placerville. So there's that senior nutrition program. Information is there. They put out a lot of meals, and it's pretty remarkable. We have a kitchen in our senior center in Placerville, and then we also have a kitchen in the senior center in South Lake Tahoe. So meals for congregate dining in both locations, and then also home-delivered meals that go out over many, many routes across the county, mostly the home-delivered or volunteer-driven. So if you or if others that you know of would be interested in volunteering, we always have a lot of volunteer opportunities in SEOM services in particular.

Don't they reimburse for gas? Did I hear that?

Yeah, yeah, yeah. And then just updates on some of our other programs. Any questions? Or actually, Rebecca or Amy, is there anything you guys want to add? No, we didn't put it on there. But for YANA, since you mentioned volunteers, we are in need of a... So our YANA program, which is You Are Not Alone, which is a daily call for people who live alone and request that service to just kind of have a check-in. And if for some reason they don't answer after a few calls, then their emergency contact would be alerted and then potentially a hospital or a welfare check for the police or sheriff's office.

Who mans the phone?

So it depends. The sheriff's, I don't know. The STAR volunteers for the sheriff do, I think, most of the week. And then we have volunteers who cover the weekends. And we are in need. We being senior activities do have volunteers. And so we are needing someone to make those calls. It takes, what, 20, 30 minutes on a Saturday morning?

Yeah, which is Saturday need. Saturday morning every week, holiday or not. So it is Saturday morning. That's the one I need. Yeah, that's the one I need a volunteer for.

And do you remote call forward the calls?

Yes, most of the people call from home. Okay. Some of the sheriff volunteers call from the sheriff's office, but most all the volunteers call from home.

So if you guys have anyone in your group who would be willing to volunteer.

I think some of the human services students that I'm mentoring at Folsom Lake College might be interested.

So you've been around the county for a while.

Yeah, and I started at Utah State, too. So I've been in a few departments in the county.

So I said we're trying to come to terms with the different options. And Alan came up with my own.

But we did give a recommendation.

Yeah, there was. Well, I'm just kind of saying that. Of course, he came up with a lot of different recommendations, which was greatly appreciated. Thank you very much for that.

It was great. We went over everything. And, yeah, and so we've made some decisions. And what were those things?

That's okay. For the discretionary funding, leadership had recommended as well, too, and it kind of coincided with some of Alan's recommendations to support. We used to have funding for a fall prevention program. That funding is no longer available, so we're hoping to use some of the discretionary to help with the fall prevention, and that will look like hopefully ramps installed for some of our folks, grab bars and things to make people age in place safely. And then being that the funds are not very large, we probably will be able to expend most of it through that fall prevention program. And then also for our YANA program, again, having folks be safe at home, just help with marketing for that since the budget, we don't really have any options. Was that through our friend's safety? I don't know. We're exploring options. Honestly, I don't know how we're, which all that, all those details, but we are exploring the options and safety was one that was mentioned in the meeting.

I know. And we also talked about getting started earlier this next time around.

Because we were kind of at the last minute thing.

And I think naturally, and Amy and Lynette can share too, sometimes it is just a natural last minute. Exactly.

But aren't you going to have a be prepared list?

We'll be starting a community needs assessment in probably the next three months or so, which is what we do next year. And that will be a good opportunity to review community needs and that I don't from there right what's future potential for.

I think because our presentation comes before our next meeting in September, we really should have a decision on who will be presenting. This is only the third year that we've had to do it, and Kelly's been able to do it for the last two years. Kelly's been chair. So we didn't know, Shannon, if you were interested or if Kelly, since you're vice chair. Honestly, I don't know. Staff, we don't care.

I mean, typically at commissions, we'd have the chair or the vice chair do it, but there's no hard and fast rule about that.

It also has to be somebody that has knowledge because if they get questioned, they have to have some answers.

And we can support you as staff. Oh, yeah. Right. Yeah. Yeah. So it is at 11 a.m.

Sorry? Can I make a suggestion? That is under the purpose and objective of the very first one to include the amount of CSBG that the county receives because that's a direct funding from the federal government and there's very few dollars that come directly into the county from the federal government. I think the Board of Supervisors is interested in knowing how much that is.

They definitely know. But yeah, I understand what you're saying. You want to highlight that.

You guys want me to add that? Would that change? It's up to you guys.

I believe this slide is for what, like the history, the regulation requiring the council, what I want to say, the edict or the mandate, what we have right to do.

Well, maybe that could go. I haven't looked, but under challenges, that it's hard to do some things because of lack of funding. And it's You know, I don't know whether that would come under that category or not. But look at that. I mean, when we tried to, you know, come up with.

And I was just going to add, Alan, the annual contract, which would include, you know, the amount goes to the board each year. So and, you know, I mean, they are aware of the funding. It's, you know, part of the county budget. So for what it's worth.

I understand that. But I'm thinking not only just for the supervisors. Do you mean more specific than just as a challenge? Because it is the first bullet point in the last page. Well, you can do it there. Yeah. Okay. I mean, I just wonder,

If I remember correctly from presenting before, we don't have a whole lot of time. And the thing is that two BOSs in particular will like to ask questions. They'll ask you questions to expand on things that we're doing. So I don't know if that's maybe a little bit of a slippery slope or something to have to maybe talk about that, if someone would expand on that more than just a bullet point that's in here. You know what I mean?

I look at it as information. I mean, we can only do so much because of.

Yeah. But what I'm saying is, do you all think that this bullet point challenge as the number one challenge that we have is enough said, or do you feel like we need to go more into it, that specific thing compared to any other challenges or whatever that we're having or that we foresee is what I'm getting at. Or we could always keep the, I mean, because isn't the nature of the ad hoc, like, As we have discretion issues, yeah, with the topic, with the task that we're oriented to. So I'm not sure if it would be appropriate for this presentation, is what I'm saying, to expound on it. That's all I was thinking. But if you all think different, then maybe we ought to have a discussion about it.

I don't think there's anything that you do. Well, and that's the thing. And it is known, and they do. I think it isn't even voted on. And it's frustrating because there's so much we want to do, but sometimes your hands are tied.

CSBG at the federal level is a discretionary program, so it's subject to annual appropriations.

And our charge, our task as a community council is to be advisory on stuff.

I don't know anyone. being just kind of general overall how we feel.

I do think, you know, Shannon, in your notes, and we can, you know, help you with this, you can just have it there so that if someone reads this and says, oh, what is the federal funding this year? Then you can say, oh, it's X hundred thousand. Yeah, that's a good idea. So you're 26, 27, yeah.

Yeah. Because Lori loves it. the time so I could get on with it. Yeah, we have all of August and half of September. You've got a lot of time.

And the board asks these presentations because they'll have others as well, about 20 to 30 minutes, so not longer than that. And they will have questions, which is nice. The interaction is nice.

October and December speakers so we've discussed about if anybody could bring like one or two suggestions of people that you might like to have um be guest speakers at our meetings um does anybody have anybody else besides Alan that would like to um see about you know somebody coming here that would be good um maybe good representation of some of the things I mean it could go right into some of these other things that we have but If you have any suggestions, get them to Shannon. I know last meeting we talked about, like, the heat or hot team, housing El Dorado.

There was a few different people that we were thinking. I'm not sure. I don't remember who was going to reach out. That was me.

And they do, they have commissioners that are working on all different areas of things, which are very good resource.

That'll be nice. Our chair of the Commission on Aging is very interested in staying on top of what other commissions and councils are doing so that she can also help inform the aging commissioners. I think that's a really nice thing to do. Also, because if you are going to provide, you know, if we do provide discretionary funding to fall prevention, it might just be a nice, you know, have a little information about that as well.

We found that out, you know, with Caldor and stuff like that. And so, you know, we work with the sheriff's department. Oh yes. And so, you know, we are contracted for all in kind donations. So kind of like with Caldor, you know, hopefully we'll be getting the mattresses and the things like that, you know, from different vendors and we'll be able to store that there along with, you know, tents, sleeping bags, blankets, you know, of course, hygiene, water, hygiene kits, all of that. So that when there is an emergency, we could be kind of the boots on the ground and get out there and get things set up. And then we're also, you know, our goal is to have like a commercial kitchen so that we could do food packing ourselves so that we could just take like TV trays out to an emergency, you know, because a lot of times If you just take a food box out there, unless you've got a little camp stove or something, you know, it makes it a little bit harder.

No can opener or anything like that.

Exactly. So, you know, work on that. It'll have classrooms, too. So, you know, if anyone needs to use it for training purposes or even just like that.

Good question. Yeah. So this is going to be in place of like the Cameron Park Community Center?

Right now, we're not saying it's going to be an evacuation center. So, but, you know, if need be, you know, obviously, these are all things we would be working out with the sheriff on a one by one situation.

But a much needed resource. Yes, definitely. Yeah.

You know, and, you know, we're going to have it open to the public where, you know, people can charge their phones or bullying center, you know, things like that. But whether people are physically housed there as an evacuation center, that is still, there's a lot of things that go on with that, you know, so, you know, I don't want to say that that's exactly what it will be.

Yeah.

It's going to be more, We will have all the resources to set up an evacuation center if need be. Like I said, food, tents, all of that kind of stuff to support.

And then it's open to the community.

So if it needs to be a cooling center, it'll be a cooling center. If it needs to be a warming center, it'll be a warming center. If it needs just people come in and charge their cell phones in a time of emergency, will be something like that.

That might be a good thing. Do you think that if there's, as you learn, I don't know what's happening, if you could keep me updated. Oh, yeah, definitely. It's very crucial for us over at Marshall to be able to know what resources are available, especially with pooling centers, especially if it's 105 degrees. People need to pool.

What's the time frame on that completed project? I don't know.

Well, Mark, since you brought it up, right now we don't have a completion date. You know, we're hoping, you know, to do them later.

Oh, I was going to say a year, like this year or next year.

You know, ideally, you know, we would love it to be done this year. Things just kind of move a little slow, you know, when you're trying to get things done like that. So, you know, if we could do it this year, that would be absolutely ideal.

So you guys have all the permitting and the funding and everything in place to build out?

Oh, we've already built it. So it's a shell right now. Oh, OK. So yeah, we've already got the shell and plumbing and all that kind of stuff. So our next step is to finish that stuff up and then start working on the inside.

Are you guys looking for volunteers, like for construction people that will give some of their time or services?

Yeah, definitely. Yeah.

Is there going to be bids or stuff?

Once we get just to maybe the very next step, then we're always open for volunteers to come in and, like you said, provide their services. Because that's one of the things. Anyone trying to build here in the county, it's so expensive. Contractors are so expensive. How are you? um through we had a grant with um the state and then you know through donors oh wow i'm so excited for you yeah it'll be very exciting once you know everything is set in place and it's you know and it's pretty centrally located it is it is you know and i think you know unlike you know being in you know where the disasters are the more rural areas you know, we are centrally located. So, you know, we won't be affected by the disaster. And we've got, you know, trucks and, you know, vehicles.

Have their hands in right now? No, Val. I could give another update about Title 25. Okay, great. The second home is almost completed, and so we expect that this year we'll have a total of seven.

Oh, awesome. Thank you for all your work on reducing the times for individuals. And this is just something I've heard is that individuals are now, they're going to start having a time for people who are still living in their trailers to build something or go somewhere else with those trailers.

We're going to extend that as far as we can. We don't want to force people to become homeless. Some of these people are still waiting for the next round of Title 25 homes. We're still looking for developers to do the volunteer work for the next six homes or seven homes. And so, yeah, we're going to extend it.

I think code enforcement is a different deal. We don't have any control over that. But, yeah, we've been talking to Karen about she's a planning building director. She's the one who would work with us to extend the requirement.

Is Caleb's group still out there doing stuff?

No, Caleb is, he's not doing TIDA 25 homes anymore. They don't need it, apparently. Really? Yeah, Karen Gardner founded HomeAid Sacramento, which is a nonprofit that enlists the help of developers to build these homes. And it's the first time HomeAid have done this too.

Everyone is kind of like blazing a new trail on this.

Yeah. Okay. Well, whatever works, right. Whatever gets results. Um, so I just wanted to update everybody. Um, for those of you that asked me about the firewise barbecue now remember, um, so firewise is the designation that communities get, um, we always say to hopefully lower the fire insurance, but it doesn't seem like that. Okay. So in, in, in Grizzly flats, I know that our insurance is now more than the mortgage of the house. Um, but you know, it's just, it's another one of those things. And it doesn't seem like anything's really moving or selling with the real estate and how it is. And, a lot of people still believe not if, but when is something like this going to happen again, because we've already had for any of you that know flare ups on the burn scar itself in grizzly flats. Um, so, and, and I don't, are there any trees left to burn? Yeah, there are lots of trees actually. Well, for instance, in our property that abuts the forest and stuff, we still have our view shed like that we had, you know, when they first bought the house, our relatives, but, um, I get goosebumps when I talk about it. Just going out to Leone Meadows, for those of you that know where that's at, it's a Seventh Day Adventist retreat. And it's actually where the first embers came and started the fire that went into Grizzly Flats from Omer Ranch.

Did they save Leone Meadows?

They did because they have their own fire department and they saved part of our town too. But the first house that we made an offer on was the first one to go up down at the bottom in, in what's called the, um, the flats, the grizzly flats proper. So our home is located up on the peak, which is like higher up off of Logan's grade for those of you that know that area. And I think that's the only reason why we were saved. But we also had cow fire out there, bulldozing around our the perimeters of our property, which is what saved ours. Although we did find out we had extensive fence damage in the lower like five acres, but and we still haven't on the fair plan, we haven't been able to to get any compensation for that. And it was a custom fence and now we don't have it. And now the trees from the, from the fire are all falling. They're over our burn pit. They're the whole back, you know, bottom. I mean, that's another whole conversation we can get into, but basically our one and only fundraiser that we have left that the grizzly flats fire safe council does is the firewise barbecue. And we just had that last weekend and it was a big success. We had a lot of fun and we had a lot of people come out. We made a lot of new friends. And I think we're going to have more help, which is what we're always trying to do, right? Is to get warm bodies to help you with your stuff. But besides that, um, I'm back, uh, part-time at Folsom Lake college and I'm starting my master's degree next month. Um, it's been like a 30 plus year process for talk to about it. Yeah. But, um, I'm working with the, um, I used to be president at Folsom Lake college student, student association, not president of the college. And, um, I've got this new thing in that I'm kind of bribing students for volunteer hours. We're giving them volunteer hours to help out with community stuff. So I have about, I think, 16 or 17 people now that are ready, willing, and able to help out when we need volunteers. Not just us, but anyone you know. And I'm also working. I'm a lifelong volunteer. Girl Scout and Girl Scout leader for the last almost 40 years. I'm bringing my girls up and I've got two troops that are looking for volunteer hours for badge work and stuff. So I'm really super excited about that because that's always what I'm trying to do is like pull everybody in, you know, engage everybody in whatever we need. So if any of the organizations that you represent or that you are involved with or that you hear about need people, let me know because I think this is, I'm really excited about it. And I'm on the Folsom Lake campus, the El Dorado campus, three times a week for a couple hours. I have a little office that I'm sharing with a lady, and I'm at the main campus twice a week. And in between, I'm just fielding a lot of phone calls. So if any of you need any volunteers, let me know, and I'll try to set you up with someone or at least direct you to where these – and they're from kids to adults. I mean, I have a 73-year-old that's a reentry student at Folsom Lake College that is – Yeah, that has a corporate background that is a real gem. So, anyway, yeah, I just wanted to tell everybody about that. And we have students that volunteer for our big event day in October. And the kids are wonderful. The only thing that we do require is adult supervision, and we have to cover them with our insurance and all that. So you have to be careful. Someone over 18 to be with them. You have to dot all your I's.

Is your event part of the, is it like the graveyard tours things that they do around Halloween?

No, we don't do the Halloween thing. We do tours of historical interest.

People, it seems like, are becoming more interested in realizing how these cemeteries around here have to be saved. Totally.

We've been trying to get people out to help us in Grizzly Flats because ours was partially burned. Sure. And we have a heck of a time getting people out there just to weep. I know. Just to clear off what's left.

And our funding has been cut. by the county tremendously for our groundskeepers keeping up. So we're just really seeing the need for volunteers. OK. Sure.

I'm sure there'll be people interested in that. But I mean, what I was asked to do is to get, and this is great because I have four things now that I can come back with and say, well, these are areas that, you know, we already need help in. So are you interested in volunteering for some of this? And then maybe from the scouts and the badge work and stuff from the community service hours for the students, you know, with their classes and stuff, because they actually have new class course designations that are the higher numbers. They're not like the bachelor's level. They're still at the associates. So I believe there's still two and 300, the numbers, but they have like three 99 and two 99 that are just for like community service and hours and stuff. So, if a student thinks that they could pick up some units, you know, that have translated from community hours, I'm sure that's a big draw to someone. I mean, I have so many, I don't need them, but other people do.

Also, I'm going to throw this in. They don't realize, kids sometimes don't realize how that community service, like when they're applying for college, you know, my son-in-law was, he graduated from Annapolis and he said, when you put your, A request in, like, for, he said they really pay attention.

Oh, yeah, totally. And it's great for a resume and a curriculum vitae and everything that you would have to do later in life. So, okay, thank you for that.
