This meeting is being livereamed on the city of Alcohon website. Appeals of final decisions of the planning commission made this evening must be filed in writing with a city clerk before 5:00 PM Monday, August 18th, 2025. and must include the payment of a filing fee. If you wish to speak on either a non-aggenda or an agenda item tonight, please fill out a request to speak card located by the secretary and give it to the secretary who will call you up to speak when the agenda item comes up for public comment. We ask that you give us your name spelling your last name. Speakers are limited to three minutes. The display on the podium as well as the other monitors in the chambers will show time counting down. At 30 seconds, the podium clock readout will turn red, signifying you have 30 seconds until the end of your time. Applicants and individuals representing groups of people may be allowed more time if appropriate. All public hearing comments should be addressed to me as the chair of the commission and not to individual commissioners or to staff. Yeah, CF Moto. A request is outdoor automobile display and sales. It's SQA exempt and staff's recommendation is to approve. Staff. Good evening, planning commissioners. My name is Mike Fleion, senior planner with the community development department. Item two on this evening's agenda is a request for a conditional use permit to add outdoor vehicle display and sales to an existing vehicle repair facility with indoor sales. No changes to the building or site improvements are proposed. The subject of the application is 1062 North Second Street, which is located at the southwest corner of the intersection of North Second Street and Sumar Avenue. The site is roughly 2/3 of an acre and is situated at the city's boundary with the county of San Diego. The property is surrounded by a mix of commercial uses fronting North Second Street and various residential uses generally to the west. A restaurant and single family residence abuts the property line of property along its southerntherly property line and a duplex abuts to the west. The property is designated general commercial and has a consistent general commercial zoning designation. The existing building was originally constructed in 1960 as a post office and is approximately 4600 square ft with a central primary work area accessed by
rollup doors. Accessory retail loading areas are at opposite east and west ends of the building. In 2003, conditional use permit number 1939 was granted authorizing sales and repair of generators and appliances for recreational vehicles as a limited automotive repair use subject to conditions to ensure compatibility. In 2023, the community development department approved minor amendment number 2023 0001 with additional conditions. The minor amendment added repair services for powersport vehicles like ATVs, UTVs, and motorcycles, as well as new parts and accessory sales to conditional use permit number 1939 as consistent automotive service and repair uses. Later that same year, ordinance number 5136 was adopted and added indoor only sales of new automobile as a permitted use in the general commercial zone. The commercial use regulations, however, otherwise require a conditional use permit for auto sales and thus it is necessary with outdoor vehicle inventory or sales displays to obtain a conditional use permit. The subject CUP application proposes to add outdoor display and sales of powersport vehicles to the repair uses authorized by conditional use permit number 1939 as amended and the indoor sales permitted by zoning code. No alterations to the existing building or site improvements are proposed as display is confined to existing paved areas. Should I pause?

No on-site vehicle testing is proposed, though street legal vehicles may be tested on public streets and highways. As is currently the case, the business anticipates operating from 9:30 to 6:00 p.m. Monday through Friday with three employees. Two to three customers are anticipated at a given time. The project site plan reflects the proposed site condition. Notable existing features include the existing six-foot masonry boundary wall along the westerly and southerntherly property lines, a trash enclosure, as well as existing landscape planters with mature trees along the street frontages. Existing gates off Sumar Avenue provide access to 11 parking stalls, which can be found sufficient for the anticipated demand of the business and its customers with the conditional use permit. A proposed condition is included to ensure that the site maintains adequate parking and that no employees park on adjacent residential streets. The primary vehicle display area is located in the existing parking area at the northeast corner near the intersection of North Second Street and Sumar Avenue. A secondary display is proposed south of the building entrance off North Second Street on the existing paving behind the planter. Consistent with municipal code requirements, these outdoor display areas do not displace required parking nor landscape improvements. A proposed condition of approval limits display to the identified areas to ensure that parking areas, drive aisles, and landscape areas are not further diminished. The proposed automobile dealership resulting from the addition of outdoor display and sales is categorically exempt from the re review requirements of the California Environmental Quality Act pursuant to the exemption for existing facilities. Required findings to grant the conditional use permit can be made in the affirmative. The proposed use is consistent with general plan goal number nine and its policies related to
fostering expansion of successful local businesses and realizing a competitive commercial base. existing operations have not resulted in code compliance complaints. Further, adapted conditions of approval from the prior use permit are incorporated and supplemental conditions will ensure ongoing compatibility with surrounding properties. No public comments were received. Staff therefore recommend approval and are available for questions. I would also note that the applicant is here and has completed a speaker slip should you have questions of the applicant. Yes. I have one question. You mentioned that there's a secondary display site between the building and the landscaping. So, the site plan included with the agenda report doesn't show it, but it is described in the uh the agenda report itself. Um it's kind of highlighted in the screen here um to call attention to it uh which is here. And here's the building entry uh with gates accessing North Second Street. So, it's an existing paved area immediately between the landscape planner and the building frontage. Okay. I guess those are for really small vehicles then. ATVs.
ATVs. Okay. because I noticed the flag pole in that area and I'm just trying to picture how things are going to get in there. I'll ask the applicant. Electrical bicycles. All right. Uh any other questions?
I did have a question. I I you were mentioning the test driving of the vehicles. Uh I didn't get to hear that. Um, I am a little bit familiar with test driving of motorcycles in in another city where my buddy was and there was problems with it. There's no changes to the test driving and if not, where is the test driving going to be located? Just for my own knowledge. So, um the applicant is not proposing any on-site testing of vehicles. Uh street legal vehicles um uh particularly probably like certain kinds of um dirt bikes and motorcycles um would or could be tested on commercial streets uh similar to any other sort of vehicle on those streets. Um a condition of approval is included to restrict that testing to only commercial streets um and public highways.

Yes. I'm the owner if Moto of Alcohon. So, and we're just uh trying to add to you know the Alcohon and and uh it's a franchise. It's a newer franchise dealership that we're, you know, looking to bring into Elcohone. So, I think it's going to be good for, you know, definitely good for the economy, high tax rate that, you know, we're going to produce. So, I think it's going to be good for for Alcohon to have them. So, you know, I don't have anything else to say other than that. You expect business to expand? Yes, actually. Yes.
So, I've had multiple dealerships. Um, yeah, I had a Players dealership that was in Kernney Mesa, which was Ivan Stewart Motorsports and then I owned one in a dealership up in Victorville and I just recently had sold that and uh that's when I was introduced to CF Moto and uh wanted to bring it to San Diego to East County and I purchased that building three years ago to make sure that it was outside of that 10 mile radius for CF Moto. So, I wanted that opportunity uh to bring that here. So, I think it's going to be a a good add-on to uh to Alcohon. Oh, thank you for doing business in Alcohon. Yeah. thank you honorable chair and commissioners. Uh my name is Miza Mazini. I'm the junior planner with the community development department. This item is a summary report um describing administrative determinations made since April of 20 um 24 which was the date of staff's uh last update to the planning commission. Next, thank you. Um pursuant to chapter 17.10 10 of the zoning code. Staff must provide a report to the planning commission regarding administrative determinations that are made uh primarily related to the director's um determinations of minor amendments and um substantial com um confirmance reviews. Next, please. Since April of 2024, a total of 12 determinations have been issued. The determinations included in this report cover a range of requests um across existing commercial, religious and residential uh projects. Um these include facade modifications um interior alterations and minor additions such as um the installation of solar shade structures um and energy and fuel storage equipment. Um the report also includes uh site refinements and operational updates such as adjustments of planning areas um parking configuration and on-site um vehicle circulation. The recommendation from staff is to accept the report. Um we appreciate your consideration and any feedback that you might provide. Mr. Alvi and I will um respond to questions regarding um this report or any of the determinations. Thank you.
Thank you, Melissa. Well, I I read here the uh the report the summary decisions here. I didn't see anything overwhelming here. I don't know. Did you gentlemen see anything or ladies and gentlemen? Yes. I had two questions and one was on the bees bees layout refinement. It was just a refinement to the layout of the storage facility. Could you tell us what that's what that is? That's the SDG battery storage, but what's the refinement?
The refinement for the battery storage. So, this was the battery storage facility that's on the east side of Johnson Avenue. um after they um started working on the site, uh they determined that the feasibility of retaining some of the buildings um wasn't going to work. So, they demolished uh several of the buildings um where they were going to have the batteries inside the buildings and then they made some refinements to the fire lane access that went through the site and that's the side that's on the just north of the school. Correct. North of the school and south of Jeromes.
Yeah. Okay. Okay. And then the other question I had was on the pizza restaurant and alcohol service that moved to an adjacent suite. Um I think I know where this is. It's across from uh across from Outback Steakhouse. Is that about where it is? Uh just yes, generally speaking.
So they were uh in an existing restaurant. They had gotten a conditional use permit that was approved for the alcohol sales and they needed to relocate into a different tenant space that was substantially similar in size and scope. And so we process that uh with a minor amendment. U the minor amendment means that we provide notice to the surrounding property owners and with the ability to appeal that to the planning commission if they had any concerns. Uh we didn't receive any responses. So the determination by the director was final. Yeah. So it's essentially just a one space the next space. It's not
