I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. We could just pause a moment and um reflect on the fact that this is the last month of this year. We've done a lot of stuff this year uh in our community and um all good things. And um keep in mind those people who were um injured this weekend. Um just think good thoughts for them, their families. Thank you,

0:47 – 1:320

Miss Tanner. May we have a roll call, please? When I hear your name, please stay here or present. Mr. Reed, present. Mr. Briggs. Miss Baron here. Mr. Lee, Mr. Faren, he said here. Okay. Mr. Picket present. Let the record show all council members except Mr. Briggs and Mr. Lee were present. Thank you. Okay. Before we start doing reports, I do want to introduce our newest, almost newest member of our community. It's Andrew Bar and he's our only town person that's here tonight. I think that's pretty cool. This is a special meeting. Lucky me. Yes.

1:32 – 2:040

Well, welcome. Well, you forgot about Randy, myself, Gail. You guys aren't special. We're not important. No, you've got you've got Yeah. parts to play. Okay. They are players in the game. They are players in the game. Okay. Chief Vanderberg. Oh, it's not Chief Vamper tonight. No, we need to Okay. All right. Well, good evening.

2:00 – 2:370

Uh this this past month, we have had a total of 40 EMS calls and uh of those 40, 19 were transported. Uh for fire, we had six calls. None were in Edgewood, but we had one in Anderson, one at East Madison, two at Lafayette Township. Um, Yep. And that's uh Yep. Sorry, I'm I'm I'm having a hard time reading reading my notes here. I'm not going to blame a certain fire chief. It's Dale's handwriting, isn't it?

2:36 – 3:210

Um, those EMS, how many of them were Edgewood or were they all outside? We don't bring it down. You don't take it. Okay. Thank you. And we have a um a parade coming up as well for uh it's the the Santa Claus parade coming up. So those that have uh have little kids that want to come out and and participate in that, that's always a really really fun really fun thing. Yeah. Yeah. Yeah. Big kids, too. Okay. If I wasn't participating, I' i'd be out there having fun, too. But, uh, yeah, that's that's what we have going on for the month of December. When is the parade? The the parade is, um, next Saturday. Five o'clock. At 5 o'clock.

3:18 – 3:560

That's the 20th. The 21st. 20th. 20th. 20th. 20th. Okay. You said at 5:00. Yes. Okay. And it's fun. It is. It's a blast. You need to get your kids here. You guys will be posting that route on Facebook. Yes, it'll be on our Facebook page and people will live into it. Okay. All right. Thank you very much.

4:00 – 4:170

Randy, are you up for the police report? It's me. is different.

4:14 – 4:530

So for the month of November, we had 66 calls for service and uh six arrest or citations um on the 50 traffic stops that occurred during the month. Um kind of the colder weather, things tend to slow down a little bit and police work, which is fine with us. Um last week we did have a um an incident that we helped out with. Um there was a an armed robbery in Noblesville and uh the guy displayed a handgun and took a a 1k 1 karat necklace from somebody outside of a store

4:51 – 5:330

and they got a description of him and the plate and the car and they put it out to us. I I looked them up on the computer and the guy lives in Anderson. So I came out here and sat and lapel sat down in in their area and about five or 10 minutes later I heard the Captain John Buffington get on the radio and say I'm behind him. So I took off west cuz he's we don't when you do a stop like this the guy we know he has a gun so we're not doing one officer stop. You wait for a second at least a second officer and I tell you by the time it was finished we had about five of us out there. So it didn't take long. There were officers coming from every part of the county to, you know, back us up. So, okay.

5:31 – 6:140

But we kind of we came in at different directions from him and pinched him. He pulled into the old pet hotel and we took him into custody without incident. So, but he did his gun was sitting between his seat and the center console. So, it was fully accessible if he had decided to grab it and start shooting at us. So, I'm certainly glad he did not. But that's, you know, it's kind it's good police work on our part. It's also a warning that these people do come through Edgewood. We do have a major road that runs through here from Noblesville, Hamilton County to Anderson. So, did he have any prior convictions? You could I don't know. My my guess would be he probably did. Just a guess. I'm not I don't know,

6:12 – 6:470

but it it was one of those things where we called Nolesville and we just watched the car. We didn't touch anything. They came, did the whole investigation, so we didn't have to do any any kind of arrest or pick work or anything like that. So Oh, that's good. Yeah. No paperwork is always those are the good ones. You get the bad guy and then you don't have to do paperwork on top of it. And I I don't think we have any other activities that we did to report on. So it's everything was back in October before. Okay. Thank you,

6:44 – 7:280

Mr. Ferguson. Good evening. First of all, roads are slick. We're doing the best that we can, so please be careful throughout Edgewood. Uh it's going to be warming up here for most likely it's all going to melt off soon, but we did throw some good salt down today in the uh intersections and things leading out onto 32 Park Road. And so hopefully that'll help out tomorrow. Uh, I think it's supposed to be 51 by Friday. Yeah, it's supposed to get 51 on Thursday and rain. So, that probably take care of most of it for sure.

7:24 – 8:020

I saw at least two county trucks come around the corner there. Were they doing the school or I couldn't tell you. They didn't they didn't do anything in on our streets. Yeah, I I did see a city truck uh an Anderson city truck uh salting over here, but I couldn't tell you why. Okay, we appreciate it, but I couldn't tell you why. And I'm not complaining about it. Come on, use your salt over here. Okay, nobody watching at home don't tell on that guy. So, you know, we'll absolutely take that,

8:00 – 9:580

you know. Um, real quick, we only had uh one call for uh frozen water and that was somebody that left their garage door open. So, um, after the cold weather that we had, it looks like everybody's got everything insulated. So, you know, good. Um, also the second water filter is done. It's been up on for about a month now. So, haven't had any issues with that. Nobody's calling or complaining about any kind of water quality. So, that's always a nice thing. And then, um, the last thing I have today is is Wesler has called me, which is the engineering firm that we use for our lead service line stuff. I thought that we were supposed to have these letters out back in November, but um, he finalized those and he's got to put stamps on them, send them out. Um, one of the things uh that is going to be in there, those are our specific letters to 40% of our residents in there. Those 40% were picked by the state to be identified as to whether they have lead lines or not. Um, in that letter it states what you need to do and then also has the phone number for the office that you can call and make an appointment and I will come out and I will inspect that line myself. Or you can email me a picture. My email is in that letter as well. If the resident would take a picture of what the water line is below where the water meter's at and email it to me, then we can document that and that would be good enough. Um, anybody that has us come out, um, please be aware. We are going to change the water meter at that time if we're there. They all need to be changed anyway, so we're just going to go ahead and change them out while we're there. Uh, we did have a new resident that moved in today, so we went to turn their water on. uh

9:56 – 10:410

your neighbor at Longfellow actually right right across from you. Um so we went ahead before we turned that on, we changed the water meter there as well. So that's what if you have us come out and do an inspection at your home, then we're going to change the water meter while we're there need to be done. So um give us a call. We'll set up a time to get in and inspect the water line and we'll document it and I'll take a picture. move on from there. Other than that, any questions? Thank you. Okay. Member reports, Mr.

10:40 – 11:220

Anything bad to add. Okay. Kurt, do you have any report tonight? Oh, what? He said no. Nice. Kurt, are you there? Kurt? Yes. Are you Do you have a report? I do not. You do not. Okay. Thank you. Uh the only thing only thing I have is that the U presentation from the special board meeting on December 8th is posted on our U. Yeah.

11:19 – 11:550

Excuse me. Okay, the presentation from the special meeting on December 8th is posted on uh the Town of Edgewood website and we did get access to the Town of Edgewood Facebook page today. So, we're starting to update stuff on that. Also, we do have the Town of Edgewood Facebook page, the fire department Facebook page, and the police department Facebook page. So, we should be covered on social media for a while. That is reach 76564.

11:57 – 12:080

Okay. Technology is wonderful. Okay. Mr. Austin,

12:06 – 13:030

uh couple couple things. We we did have a resolution concerning the operation of the uh of the golf course, pool, pub, and event center. And uh we had uh I'd tweak that a little bit. So if the council wants to consider that uh at this meeting, we'd want to consider that. We'll be under old business, I think. And then have been asked to just take a stab at drafting uh an ordinance about background checks of employees and volunteers. Did that sent that out this afternoon. and did a a a resolution also today. Uh it sounds like INDOT uh needs to have something on file authorizing you Patty to to sign documents. So took a stab at a resolution that would authorize you to sign documents.

13:02 – 13:330

Okay. So those those I think would be fall under new business. New business. Anything else? I think that's it. Talk to Don about something that's kind of interesting. I'm going to follow up on that on that matter with Don and I hope we get some cooperation, but we'll see. And maybe you can report about that at the next meeting. Okay.

13:29 – 14:000

All right, Mr. Serve. Well, I went to Purdue and uh received my training for pavement evaluation. Uh took the exam and passed it. So, we're good for two years on that. What was your score?

13:56 – 14:580

80. That's the minimum was 80. Good enough. So did that and uh then worked with Patty to uh get a oh a drainage inlet over on Leighton Road near Hole 14 on the golf course that somebody stuck their foot in and messed themselves up. Uh the casting was gone off of it. Went out there and looked at it and measured it. Uh, I went to Todd Davis loan us a casting from his storage lot that at least works to cover it. Uh, I had him order a casting for the town. I've got it in the back of the truck and I'll get done and Carl will figure out what to do once once uh we get out of this mess and everything. But, uh, it's it's made to fit in the end of the pipe. And then I'll give Todd back his casting. And, uh,

14:57 – 15:410

have anybody else stepping in it? No. No. Because it's it's a dome type that type that should be on there anyway. And, uh, I have no idea what it had to have casting on it at some time or another, but I have no idea what might have happened to it. It's pretty heavy, too, isn't it? The casting. Yeah, they're they're heavy enough. So, somebody couldn't just No, you just don't pick them up real real easy. I mean, they they probably weigh 75 80 lbs. So, I'm just using it for weight in the back of my truck right now. Yeah. And that's all I've got. Okay. Thank you. And I really appreciated your help on that. Oh, no problem.

15:38 – 16:230

Okay, Miss Tanner. I only have one thing to report on the town. We applied for a community crossings grant and that's for paving various roads in Edgewood and we the project's going to be $444,944. The grants an 8020 match. So the town's portion is88 $888,988 and the amount that we'll be getting from the state is $355,955. And if anyone's interested, I have maps of what we're going to be paying.

16:21 – 17:050

So I'll leave these back at the table if you're interested. Thank you. That's exciting. That's a lot of work. And applying for that was a lot of work, right? Oh, yeah. A lot of it on Catherine. Yeah. You had to um when you did the road, you couldn't do like Edgewood Drive from 32 all the way up. You had to do each individual estimate a segment to the next intersection. So, it was pretty time consuming. Okay.

17:01 – 17:390

Okay. Do we have any old business? Uh we have this one. You wanted unless you want to tackle that resolution. Yeah. Well, yes, but that's going to be under new. Oh, I think one of them was under resol the old. I think the one involving the the uh golf course pool we brought up before. I think that would be I don't know that C I didn't get a copy of that. Catherine, did you copy that one? Which one? The one for the for the golf course. No, I I didn't.

17:39 – 18:150

Yeah. So, that um here right here. Yeah, that that was sent out December 10th. Yeah, I read through it, but I didn't. Yeah. And I think one thing we talked about was was uh getting Michelle's scheme. She She said it looked great. Okay, good. Oh, that's okay. Okay, good. Yeah, I sent it to her as soon as you sent it to me and she said, "Yeah, it looks fine." Good. Excellent.

18:12 – 20:110

Okay. So, I already numbered my resolution. So, this is going to be 12:15 25 C and I will read it because we need to have this read. It's a resolution authorizing the town of Edgewood to operate an LLC in conjunction with the Golf Course Pool, Pub, Dining, and Event Center. Whereas the town of Edgewood, Madison County, Indiana, acquired the golf edgewood golf course pool, pub dining and event center from their former owner who transferred these assets to the town for no consideration. And whereas it is imperative for the facility to remain in operation as it is a long as it is a long-term significant town amenity whose presence increases the quality of life and increases property values for Edgewood residents. And whereas the town has organized a limited liability company, specifically the town of Edgewood LLC, with the intention that that LLC would be the operating entity for this facility. And whereas the purpose of this resolution is to authorize the foregoing arrangement and provide an explanation to residents of the town and other interested parties and appropriate agencies about the LLC's duties and the town's rationale for allowing the facility to be operated by the LLC. Now therefore, be it resolved by the town council of Edgewood, Indiana, as follows. Number one, Town of Edgewood hereby authorizes the town to operate the former Edgewood Country Club facility by the limited liability company, the Town of Edgewood LLC, until such time as a suitable LEI is identified and takes over operation of the facility. Number two, as background for this resolution, the town has on two occasions published requests for proposals which sought an experienced

20:10 – 21:410

operator who would be able and willing to lease the facility. In response to those requests for proposals, the town did not receive any responsible and responsive bids from a suitable leie. Number three, the facility will be operated with town oversight. Specifically, the town shall have the right to designate a council member or other suitable individual to oversee the facility, maintain the facility, manage the payroll, pay expenses, pay taxes, and engage a certified public accountant to prepare appropriate financial records about the operation. The overall objective shall be to operate the facility with accountability and transparency. Number four, by having the LCD to continue continue to operate the facility as a go as a going concern, the town's prospects for ultimately attracting a suitable leie shall be enhanced. And further, there shall be financial records which will allow prospective leie to evaluate the facility and its potential as a profitable ongoing business. Number five, the town acknowledges that it may take several years before the facility is stable and where income generated by the facility is sufficient enough and predictable enough to attract a qualified less and be it resolved that the foregoing resolution was adopted by the town council of the town of Edgewood, Madison County, Indiana. Is there a motion that we accept resolution 121525C?

21:40 – 22:050

Some move. Second. Moved and seconded. All in favor? I I opposed. Okay. I make a motion we uh wave the second reading or we wave the rules and have a second reading of the proposal. Yeah, I think title only. Title. Okay. That it's a resolution. It's a resol. We have to do that. Never mind. Thank you. Okay. Okay. Hi.

22:03 – 22:420

Okay. Came in late but with Okay, we're all good with that. Then we'll just need to sign this YouTube first. Okay. And we might as well to do the easy ones, right? I'm going to do these other new business or old business. Well, I was thinking new business, but it's wherever the president wants to assign them back. Thinking the other ones were things we've not discussed before, right? Or they be new business,

22:400

right? That's where I've got them. So, the old No, these are all new business.

22:45 – 24:440

Okay. There's no other old business. We're going to move on to new business. And that would be this is a resolution and its number is 121525A. It's a resolution transferring funds within the police department MVH fund and riverboat fund. Whereas the town council of the town of Edgewood, Madison County, Indiana, has determined that it is necessary to transfer funds from one budget classification to another to cover the expenses which will occur within the department and within a fund between now and the end of the 2025 budget year. And whereas the transfer does not require the expenditure of more money than the total amount set out in the 2025 budget for the operation of the police department, MVH, and the riverboat fund. Okay, I'm just going to read totals because this happens at the end of the year just so that we can make things roll and everybody gets taken care of. Okay, so from the general police fund, the amount is $24,29857 and that's all going over to um pay police deputy marshall captain deputies and um The MVH fund is $6,800 and that's going from professional MVH to the MVH labor. And the riverboat fund is $6,1272 and that's going from riverboat insurance to riverboat promotion of riverboat education of riverboat. Flip the page here. Okay. And then the

24:41 – 25:230

general general fire fund. This is just written for the police, right? There's a second page. I But there is no that has a fire department. I'm not seeing it. Okay. Okay. So, this is an that she's probably just talking about this part. Yeah, I know it's for the fire department, but the resolution itself says just police. Oh, I didn't I forgot to ask. Okay, I'm going to put a slash and put fire. Just wanted to

25:20 – 25:550

mean what it says. Okay, so the general fire fund is $2,89.35 and it's going from clothing and car allowance and education over to u pay assistant chiefs, captain, firemen, lieutenant. Okay. So, is there a motion that we go ahead and do the transfer of these funds? So, moved. Second. Moved and seconded. All in favor? I I Kurt, did you hear that?

25:58 – 26:400

Kurt. Okay, wake him up. He's going to say yes. Okay, Kurt, were you Did you hear that resolution? Just a second. I'm going to put you on speaker phone. You could say I if you agree with that resolution. Okay. Go ahead. I Okay. Okay. Thank you. Did Did her vote on the first one? Yes. Okay. A little He was a little late, but it's Yeah. Yeah. Okay. Then it is passed and we will sign that one.

26:43 – 27:430

Oh, okay. That one down to you. Okay. Then we have resolution 121525B. And this is a resolution authorizing Patricia Faren as president of Edgewood Town Council to sign documents on behalf of the town. Whereas the town of Edgewood, Madison County, Indiana, has a six member town council. And whereas the town council functions on both the executive and the legislative body for the town of Edgewood. And whereas it is appropriate for the president of the town council to have all appropriate authority to execute docu documents on behalf of the town council including any documents or forms required by the state of Indiana. Now therefore be it resolved by the town council of Edgewood Indiana as follows.

27:41 – 27:520

Hello. Can you hear me? Yes. One, the town of Edgewood hereby authorizes you had low.

27:50 – 28:350

Be it resolved that the foregoing resolution was adopted by the town council of Edwood, Madison County, Indiana. Is there a motion?

28:34 – 29:050

So moved. Seconded. Moved and seconded. All in favor? I I oppose. Okay, that is passed. And this is mostly for INDOT, right? Ma'am. Okay. And and that could apply to other matters too. Yes. I think that might be helpful for other other situations. Thank you. Sure.

29:05 – 30:230

Okay. This one is um an amendment to the 2026 salary ordinance for the town of Edgewood. Um there was some question about um the vacation policy for the police department and we have rectified that. Um make sure which one's okay. The old policy um Um employees after a year receive 40 hours vacation starting date from anniversary date of employment on town payroll. Um we have now with the update new hire with no experience 40 hours after 90 days. 80 hours with one year experience. 120 hours with 5 to 10 years. 160 with 10 plus years. Experienced hire is a lateral transfer and use the scale above without 90day weight. Match officer years of service with above. Christmas and New Year's will be paid at time and a half.

30:23 – 31:080

Okay. Is there a motion that we accept this? Second. Moved and seconded. All in favor? I Kurt. Kurt, please. Kurt, did you hear that ordinance? And are you saying I for it? Go ahead. He said yes. Go ahead. Hi. Okay. Oh, that's too Yes, I did. Can you hear me? Yes. Yes, we do. Thanks. Okay.

31:06 – 31:370

There's a big lag between my phone and the screen. Understood. That's the problem. It's okay. Okay. Now, since that's an ordinance, this is an ordinance. We need all the reads. So, I make the motion. Wait, we haven't done it yet. Oh, I thought we did it. No, that was a transfer. And we're good. This is the ordinance. Ordinance number 121525. an ordinance authorizing the town of Edgewood to conduct appropriate background checks. Okay.

31:35 – 32:520

Whereas the town of Edgewood, Indiana in the exercise of due diligence and to fulfill its obligation to safeguard town property and town residents shall be authorized to conduct appropriate background checks of town employees and town volunteers. Now therefore beained by the town of Edgewood, Indiana the following. One, commencing immediately. The town of Edgelwood shall be authorized in its discretion and in any manner it sees fit, but consistent with federal, state, and local laws, regulations, and ordinances to conduct background checks of town employees, and town volunteers. Number two, failure to cooperate with the town in the town's background checks may be grounds to refuse to hire a prospective employee or to refuse to approve a prospective volunteer or to take disciplinary action against any employee or volunteer up to and including termination. Okay, this is an ordinance. So we got Is there a motion that we accept the first reading?

32:51 – 33:350

So moved. Seconded. Moved and seconded. All in favor? I I Oh, he got it. Yes. Okay, that was reading one. Okay. Is there a motion that we um read second reading by title only?
