All right. One more time.

0:03 – 0:371

All right. Recreation and Cultural Services Board meeting called to order at 05:31. Roll call. Teresa order of business is our are we allowed to welcome Teresa first? Oh, that's unnecessary. Welcome Teresa. We're excited you're here.

0:382

For the next three and a half hours.

0:390

Thank you. And years. Forever. Okay.

0:451

First order of business approval of minutes. Can I get a motion to approve?

0:490

I'll make a motion to approve. Second.

0:521

Roll call. All in favor? Aye. All opposed? Okay. Old business.

1:020

I have a little bit of an update. I went to

1:051

We're not there yet.

1:060

It's the old business update.

1:081

I was just kidding, anyway.

1:10 – 1:560

So I went to the city council meeting to represent the board at their last thing for approving Teresa, and in doing that, I let them know that basically what we wanted at our last meeting that we had said that we were going to grow our board from five to maybe five to six or seven, we didn't put an actual number on it. So I guess it got stopped. Is that correct? Basically we made a motion, but our motion wasn't done exactly right, so we needed to have an exact number instead of saying six or seven. So it actually didn't get put on the agenda.

1:57 – 2:270

So when I went, I just went and let them know that we were planning on expanding our board, and that is why they gave me the approval of Teresa. I guess they were I don't know, they had a lot of say and a lot of questions about our board. So I just want you to know that I did represent us there. They did follow through with her and said in hopes that we would grow our board as well, because there were three applications.

2:27 – 2:441

Well, I think that we talked about the reason we wanted to try to do seven was the odd number, but also worried about getting seven people. Right. So I don't really know where we

2:45 – 2:570

Well, came I feel like because I was there and they were looking directly at talking to me, that I at least have to vote for us expanding the board.

2:571

Oh, I agree, but I'm saying do we want to do Yeah, six or yeah, oh no, I agree Five. Bigger

3:030

Five. And

3:041

we had two more applicants?

3:060

Yeah. So we could get to six.

3:081

Correct. But that's not completely normal.

3:100

Right. Okay.

3:111

Usually because think about it. Usually there's like one person who applies.

3:152

Right.

3:151

Is that correct? We don't normally have three applications for one opening.

3:202

But can you go to six, being it would be an even number? Would be tie lock? We

3:28 – 3:400

don't really have things that we vote on where we're not a unanimous force. I I'm not saying that we can't. I agree. That's the only reason, but we're all pretty much on the same page. I don't see that being a major problem You for our

3:412

have the option to grow to seven, but you don't have to be obviously staffed

3:44 – 4:121

or was going to say, can we say up to seven? So that's what you were asking. Got you. Okay. I don't know. I'm down for either one. The seven only worries me because this is the first time I remember there being more than one applicant for the opening. Right. There could have been others. It's just I don't remember. Can you think of any like in the past five years?

4:142

Yeah. I don't think you'll

4:161

have a good seven. You think we'll be able to fill seven?

4:202

I think you will

4:202

able Well, You're at six right now, hypothetically, if you take that other applicant. Who is it? Only at five. We're at five right now. Oh, yes. But you would take another applicant at six.

4:29 – 4:431

We actually had two more applause. So you could get to seven now. We could. It's just keeping seven. Because I will say we also have people who are only on for like a year. Like Zach wasn't here very long. Caroline wasn't here. I'm not trying to

4:430

No, no, no.

5:05 – 5:161

I'm open to both. I think six would be okay. I do too. I can't see three and three. Like on the stuff we vote on, it's not like we're voting on like

5:18 – 5:310

I've never seen us not be a unanimous vote I in the eight years or whatever I've done don't think I've ever seen where there was a problem with voting.

5:311

So is that part of the board bylaws update, or is that something separate? Yes. So

5:360

we would need to make a new motion to send to city council for having board of six.

5:45 – 6:161

I think quorum of three is still fine, right? Or does it have to be majority, so it would have to be four? Yeah, we've had to cancel. We haven't had to cancel in a while. I know that you have more people on. Do we want to leave it three for that reason?

6:172

I meant tonight's the there's three for now. I like that.

6:20 – 6:501

Yeah. Let's leave the quorum three. Okay. And so do we need to do roll call on that or no? Or do we need to okay. Take a vote. All in favor? Aye. Opposed? Perfect.

6:522

It's getting everybody.

6:57 – 7:261

So then Well, careful. I'm like, use your cane, don't use it as a decoration. So Tiffany, will we need to go in front of council again? Okay.

7:272

It was just for the agenda. I mean, you could go if you'd like to represent again. Would go on the agenda and just for approval.

7:361

Okay. When is the next council meeting?

7:412

Well, it wouldn't be on next council meeting.

7:431

It would be two away, right?

7:440

It actually will be on this one. Andrea knew we were going to be voting for

7:482

it. I misspoke. That what I need to She ahead of

7:510

the game. I know.

7:542

That's the heartbeat. Right.

7:56 – 8:121

Okay. So then new business. Anybody Anybody have new business? No. Welcome, Teresa. Yeah.

8:120

Hello. Thanks.

8:13 – 8:281

I guess with new business, my question will be we'll have to revote on the new opening, correct? Okay.

8:302

The one applicant the last time did not come.

8:360

Crystal? Crystal. Crystal. Oh, right. But she did reach out me.

8:402

Okay. Well, I just didn't know

8:411

if she Yeah. And there was the other lady who was fantastic who was here.

8:442

Yes. Gary Snyder's

8:51 – 9:393

I have something that's new and unusual and probably not worth a damn, but anyway, it's, I got a, I've been talking to somebody and I've been thinking about this for months. We're doing everything we can to put signage out there and put notices and flyers and everything out. And on the real important stuff, maybe even get the radio station to put out a spot for us. I have some of the cities have gone to an information site that runs twenty four hours a day running, you know, things posted or written. And sometimes they go to live stuff.

9:40 – 10:193

And, sometimes if you had an emergency in the city, they'll put broadcast out on you. If you go to Spectrum and it's in the 400 range or 400 channel range. I was wondering if there was a possibility that the city might wanna go to that, that anybody can tune into it or it could be a low wattage 5,000 watt AM station. I don't know what the rules are for getting that accomplished through the FCC. But it's just something that I'd like everybody to think about.

10:193

Of course, you can't do anything about it today. But if anybody has some ideas I think events? Events or

10:341

specific drive thing? Is that allowed? Well,

10:37 – 10:512

mean We have a PIO officer who does typically stuff that loaded up. I mean, social media is a big thing they're using now, platforms. We've used the RadioW. Well, I could

10:51 – 11:093

Daytona, Fort Orange, they've all got this side. I can go on 02:00 in the morning and see stuff, you know, it's kinda like a on a roll. And if there's anything, if they have a meeting, it also comes out on that.

11:091

Oh, so you're saying it's like almost like a ticker that just says like this meet like a slide show type of thing that just like gives announcements? Okay.

11:163

And if they have meetings like the meeting would broadcast on it.

11:210

So And New Smyrna has it and Yes.

11:233

It's like, I don't know if New Smyrna does,

11:262

but if

11:263

you go to 490 on your TV, if you've got Spectrum four ninety, 491, 492, one has a

11:350

Interesting.

11:353

I think of like the

11:361

cruise ships that have like the stuff Yeah. That

11:39 – 12:042

I think of like beef for the advertising, bowling. I understand what you're saying. We talked about doing something like that internally, like if you're in City Hall, having our events on a digital screen constantly going or any type of things that need to be broadcasted, holiday closings, road closures, things of that nature that need to be broadcasted. We talked about doing it internally.

12:051

Well, and he said that. I also think about like Facebook stories,

12:111

posting stuff in stories or reels like so that people can see it. Which that reminded me, I have not seen anything about the phishing derby out yet. Is it still happening?

12:203

It's the twentieth. I've been sending the flyers out.

12:251

I just haven't seen it on social media or anything. Usually,

12:293

I have. Well, if we all get on Facebook today. I know the banners

12:36 – 12:472

go up next week, Friday. This Friday. Friday, yeah. So this week. Know they just kind of rotated from Nager's Fitness Challenge to that. We've just got so

12:470

many events. Probably why.

12:484

The Fitness Challenge starts on Monday, so we're going to change the banner on Friday.

12:54 – 13:052

And we just the city had just officially took over the nineeleven event, so we're going to do that internally from now on.

13:07 – 13:323

You used to have a link to the Edgewater site from your phone. And that link don't work anymore. So I have to go you'd look up cityofedgewater.org, know, punch it in. I mean, it's no problem. I know where to go to. Some people would go to the website, click on the thing where it says, you know, sometimes those informational little don't work.

13:32 – 13:451

Yeah, because I even went on there to try to find it, and I was like, it wasn't on there. It might be now, but last weekend when I was trying to find it, it was not.

13:452

Well, speaking of that, we're looking Andrea has been working with the vendor. We're going to get our electronic board upfront updated and replaced. We're going to bring you

13:554

a new board

13:573

signed. Well, I always see that one in front of your office.

14:022

One side now. You can see it from one side. Quite sometimes, it's one side. Only

14:071

time it may be

14:080

must be the right side. Only time

14:103

it may be distracted is when some nice people get out there and put up the Christmas decorations. It's so bright out there.

14:170

Yes, I love it. That's cool, Glenn. We'll have to look into that.

14:231

Any other new business? Public comments? Just hanging out? Okay.

14:342

These are potential seven.

14:371

So then it goes to you.

14:400

Yeah. Basically,

14:44 – 14:592

far as events go, like I said, we've had quite a few events we're taking on. We've got the Derby coming up. We've got nineeleven coming up. We've coordinated with the high school shop class and theater class. They are going to do the Haunted Force this year.

15:00 – 15:382

So we sat down with them and came up with a plan. They're going to get some students involved, and then the constructionshop teacher is going to do a lot of the props, and then he can help us with the Christmas props as well. So we've kind of ventured into a joint relationship with the high school, which we had years ago, and we're looking to kind of broker that. So it's coming to kind of fruition, which is good. So trying to think of projects, we've been doing a lot of internal construction projects, like I mean, everybody sees you, potentially walk up that ramp and it goes nowhere now.

15:38 – 16:152

Bathroom expansions, clerk expansions, city hall expansions, we'll be working on a fire department expansion. There will be a new fire department being constructed out in that houses out there on the lake on 442. That sits out there. We're going be converting that into a fire station. That's going be converted. And we've got things happening. We're kind of winding down the mowing season. We're going into sports. We're getting some of the baseball fields ready. We've got some reservations that just came up from baseball fields. Can you think of anything, Chris?

16:154

Think you covered the majority of it.

16:170

How are the lights coming out there? I know that was a big project.

16:20 – 16:512

Lights for the fields? For the field soccer. We've got them. Finally got them. I got with the contractor a week ago, walked with him. He just sent his quote actually physically today. So we're going get that going and installed. We should have them up in the next month or so. So that should be a big cost savings. Pickleball should be coming to completion at the end of this month and hopefully soft opening October ish. So that's going to be done. And then it will

16:513

be Phase two. Do we have help reliable help on the garden out here?

16:57 – 17:322

You're looking at her. That's just it. Mean, She's kind of taking it under her wing. She's been at it. I mean, this season has been brutal. I mean, it's in full bloom for sure, and it's been hot. So Andrea did some work, and I believe the volunteer helped you? Or someone who you came in this Saturday. She worked Saturday and did it. But there was Javier or somebody helped you with it a couple of weeks ago. Think it was Dave. Dave?

17:44 – 17:592

early on, but it's been hot. I'm trying to think of some other projects we've had going on. We've had a lot. We're expanding out the gun range. That's another one. A ton of track what

18:000

then to

18:10 – 18:482

year. We'll with I'll the Chang'e Law. We just did that. We got a section of that done. So we got some order too. Yes, all the gates at the park. So we've got instead of traditionally, we've manually closed them with barricades and relied on the police at like twelve and nine. Now got physical gates for events and storms. If we have to react, they can be closed, which is good. So

18:494

I don't know if anyone has seen the renovations down at Veterans for the landscaping.

18:53 – 19:162

Yes, we did the yes. Yes, that one turned out really nice. There's a lot of play material there. So we did that one renovation. But yes, it's been a hectic mowing season, but we're almost done. And then we were talking about did we talk about the butterfly, the photo op?

19:180

The mural?

19:192

Yes. We're going get with those folks. As it winds down, it's been crazy.

19:250

So you already have enough contacts, though, as far

19:27 – 19:392

as What you said, and then we were going get with Cameron as well and kind of try to come back to that and get some I'll get with those folks and try to get some conceptuals and maybe bring them back to the board so we can get it voted on.

19:390

That's

19:392

what we talked about.

19:420

This is to bring you up to speed on that, it's going to be really cool. It's going be like a photo op, so a mural that will be butterfly wings at Hawks Park. Other

19:56 – 20:202

than that, Light of the Night is coming. We're going be decorating for that. Banners go up for Thanksgiving. Fall festival is coming. And then they say Night of the Lights. And then we've got the Christmas parade. We've got three floats this year again. So I'm going to try to get one of the floats to the high school for them to build a float.

20:21 – 20:462

we provide all the materials. It's the ability to get their hours, get some experience, get some skills, and not have to have the school rely on funding from the district. So it's a win win. Helps us with time, gives them the option to do it, and the knowledge from the teacher to give them kind of guidance with it. And then we get the end result.

20:461

Do you know who you have you reached out to anybody for that yet?

20:492

Yes, we've already talked to them. Got a plan together. We've sat down with them two weeks ago, I believe, and spoke to the theater teacher. I met with him on

20:561

the Oh, he's doing the float too?

20:58 – 21:172

The shop teacher will be helping us. They're going to build Santa's House this year and a chair. So they'll be doing some things. I think actually the theater teacher, I think today sent over kind of a material list to Amy to get, so we're working on that right now. We should have that together.

21:170

Do we know what the theme is for the parade this year?

21:212

Something to do with Christmas wishes. Okay. Broad. It's always needs

21:330

to be broad. I get that.

21:342

I get that. I know it always is. And

21:37 – 21:530

then there is one other thing just to, I guess, brainstorm, unless you already know. But we always come up with the grand marshal. We usually vote on that in our group. We do. Do we have someone?

21:54 – 22:172

Last year was a little creative, because there was a couple. Great. It did. It did. We had three vehicles, so it was you know what, as far as I'm concerned, you were the grand, grand marshal.

22:173

Yes. Well, I was happy to have all those reefs. I know. Were able to pull all those

22:242

I was kind of a dual purpose. Were handing the torch over to reefs across America and your grandma used

22:310

work Yeah. Out So are we going to let Diesel do that?

22:35 – 22:502

I don't have it. Let me get back and make sure that I'll get with Joe and see how Diesel wants to handle it. Maybe we do a couple. I mean, don't think that's a bad thing. No? No? When's the next meeting?

22:500

We haven't scheduled it, so that's why I was thinking. I'm like, okay, it's going be in a couple months. We might at least want to start brainstorming.

22:561

It won't be until November, right? Is that going to be enough time?

23:023

For what? Well,

23:042

be after Halloween. And the lights as well.

23:090

I mean, Diesel might already have an idea of

23:112

Maybe what

23:120

we have to

23:14 – 23:423

a week before Thanksgiving. And by the way, one of the things that I was thinking about that I didn't tell you about that, you know, the thing on TV. The mayor in Daytona gets on there. He does a recorded thing that will run every like every hour or something like that. He can put messages out there. That might be interesting for our mayor to do that if they give us some support.

23:442

Look into it. I think it's a Yeah,

23:450

that's a good idea.

23:48 – 23:592

Yeah, maybe we kind of piggyback off one of the other cities and see how they kind of work together and figure it out. Maybe a great thing for the PIO officer to get involved as well.

23:593

Yeah. Well, they've got a couple channels that are open in that four

24:042

ninety or four eighty. So if we do a weather forecast, would you be willing to be the weather anchorman?

24:123

No, but I have a friend. He's a weatherman for the Air Force, actually for Space Force.

24:23 – 24:350

Well then, how about if anybody has an idea for Graham Marshall, we can e mail Andrea and then we can get the message to the mayor. And then I mean if anyone comes up with an idea.

24:35 – 24:513

Well, my preference is I like seeing somebody in uniform. But that's just a preference. Would be nice to have a four star, but there's no four stars close by, so. Or Medal of Honor recipients.

24:531

I also love like unsung heroes too, like people behind the scenes who never Like, get the not that they don't deserve it.

24:59 – 25:263

They do. But it's just kind of hard for them to understand who that person is. The name goes by and I don't know. It's Yeah. You know, like when you had the principles and stuff, those are recognizable, and, you know, people know who they are. And it's but there's a lot of people in the community who's, like she says, unrecognized heroes, basically.

25:261

Yeah. Maybe even like They

25:28 – 25:413

go out there and volunteer and these things all the time. They're in there. And I know we can find somebody in Edgewater that's just using this, which I left it at home. I'm sorry.

25:442

I mean collectively, if you guys want to send something to Andrea at the Parks address, that would be great. We can kind of come some maybe even by asking them to promote that if we come up with something collectively.

25:563

Collectively, we can't do it be then

26:002

do we'll to do

26:100

and the Board and show it.

26:133

And Yes, I'd like to have something unusual, something different. And like an unsung hero is something that we don't have not done.

26:211

Is that bad?

26:232

I mean, know, so. I'm going go for the guy that gave us free ice cream at the

26:290

Feastry Center.

26:302

Who's that? I don't know. What was that guy? You weren't there when he got free ice cream?

26:330

Oh, I did.

26:342

Not that guy.

26:351

He's a hero.

26:350

The Frosty King guy?

26:364

Frosty King.

26:40 – 27:043

We've got a couple of volunteers that will come out at every event activity that I think one served on this Board for a couple years and stuff. And it's those are the kind of people that are great to see at every event. And he sees them too because he's at every event.

27:042

Maybe, that would be kind of cool. He's the new crossing guard. He's he's volunteering at the fire department. He's a crossing guard. Walt's good, man.

27:140

Walt used to serve on our board.

27:152

That's

27:151

I've why I met been

27:163

looking for a target

27:172

for He's the crossing guard at at Indian River Elementary now.

27:200

He is?

27:242

take a run.

27:260

Now I'm going straight.

27:282

He's not the crossing guard that comes from Whistle Stop.

27:310

He's the

27:312

one that comes across the bus driveway. He's at the Far West Okay. And you know he's at the fire department. He works at the fire department now, right on 57?

27:410

You're the

27:422

station 57 too.

27:431

Really? What about okay, you just said that, and then I think about Trevor, who just retired with like a gazillion years.

27:523

Option. Send him to Andrew.

27:542

Trevor Barlow. He just retired.

27:561

Yeah, I mean, he started working with Walt would

27:582

a good one. He's given

28:000

No, know. He's nicest guy Oh, yeah. I know.

28:033

We we enjoyed working with him.

28:050

Yeah. He's so great.

28:062

Retired, and, you know, he's still giving I mean, he's volunteering at fifty seven, and he volunteers

28:122

a Great mom. He's gotta

28:153

be in his eighties by now, so we could

28:180

He's not in his 80s. Oh, man. Or

28:222

Dave Saltz. Dave Saltz, the crossing guard, the old

28:270

That guy deserves it so much.

28:302

We used

28:311

to have a great Dean?

28:322

Yes, at the school.

28:331

Sarge. Yep.

28:340

He is the best crossing guard he's the best crossing ever.

28:470

event He's the nicest guy.

28:492

Oh, yeah.

28:510

Oh, yeah.

28:522

Until traffic gets back up. He's a nice guy. No, but he

28:550

keeps it moving.

28:562

Oh, he gets I it

28:580

love him. Okay, yeah. These are Okay, I'm glad I've brainstormed a little bit. Like at least we can So

29:041

it's the final decision we're going to send some ideas to Yeah. Andrea? Andrea, sorry.

29:100

I feel like these are are

29:122

Everybody ideas. I don't really like who's Dave Solz. He's the crossing guy.

29:160

We're like, oh, he's wonderful. I like both of those options So are

29:261

do we have other board reports? I feel like that's so redundant.

29:500

And we push back that date for the deadline to enter?

deadline to vote, I mean. I'm sorry. Okay.

30:024

30:04 – 30:382

Probably. Probably. Did the volunteer form? She's kind of been informally doing it.

30:381

She's the one that's been with you at the Yep. Right?

30:551

have to approve her, or is she just formally

31:01 – 31:140

this is the person that we said that we would The genealogy lady. Yeah, that we would gift her an in kind vendor booth at all of the events. We talked about that at the last time. She doesn't want to?

31:171

Yeah, got the impression that she wasn't What she really wants to do is just learn about her history.

31:22 – 32:052

I think it helps her and her business. Mean, it's something that she's done, and I think she finds pleasure in it, obviously. And she's learned so much with that one particular case that she took on that kind of morphed into a lot of local history, and she just found herself engulfed in it. She's willing to donate her time, and she's been doing it at the office with Andrean categorizing things, preserving things and trying to put things in I mean, benefits us in every way, shape and form because of it, there won't be any history if it doesn't survive. So her ability and her knowledge to do that is beneficial by all means to us. Right.

32:091

So do we want to schedule our next meeting?

32:291

want to do it before the parade. Do we know the date of the parade, by the way?

32:480

Yeah, that's probably it.

32:491

Do we want to do it like November? Do we want to do it before or after the Halloween stuff?

32:580

You need us to sleep before the Halloween for any reason?

33:042

Audrey, you think it would be beneficial to have a meeting prior to the fall festival?

33:150

Okay. So we're looking at November.

33:182

Does anybody want to represent the rec board at the trunk or tree?

33:231

Is that the same as the haunted Yes, the haunted board. I'll be there because my kid's going to be there doing theater stuff. I don't mind. I just get out. I just have

33:320

to work on Saturday. I

33:361

could try and get out of there early.

33:402

Represent on that.

33:401

I'd love to. Yeah. I'll be happy to.

33:44 – 33:582

We typically do. Yeah. The PD kinda does it. Yeah. We can. If somebody wants to be there, we can. It's not a big deal. Because let Andre know we can set something up. Okay. So

34:020

then we should look at an early November.

34:071

And that's the twenty fifth, correct? It's the week before? That's what theater has in their thing.

34:172

Who has what?

34:181

Theater? In the theater time tree, it says Saturday, October 25.

34:252

Sounds right.

34:261

06:15 to nine.

34:340

I feel it's like four to something.

34:371

Well, that's probably the haunted forest part, though.

34:404

Yeah, we went longer

34:412

than that.

35:052

10/25/2025, four to eight. Four to

35:091

eight, okay. He probably has that time for them He's there and

35:16 – 35:332

going to go an hour after the fall festival usually ends because the line is usually pretty long and he doesn't want to get there at four because obviously daylight. Yeah. So I'm glad he's got it on his calendar. Is that Mr. Porter? Phillips. Phillips.

35:331

Porter is the shop guy. Phillips is the theater.

35:362

Phillips is Porter. That's who we met with.

35:411

So do we want to do next meeting like 11/05/1219?

35:52 – 36:090

Andrea, do you want to look and see if there's anything on? Okay. Good

36:091

Wednesday is great. Yes. Yeah. Same.

36:12 – 36:283

Now, I like the nineteenth. We've got Veterans Day on the eleventh, so the twelfth would probably, I don't know. And of course, the twenty sixth is right at Thanksgiving. What's the school schedule at that week?

36:281

They have that week off. We have that whole week off. Planning and zoning is on the twelfth. Economic is on the fifth.

36:380

Let's do the nineteenth.

36:421

Doesn't appear that there's anything on the nineteenth.

36:510

05:30 work for everyone?

37:00 – 37:111

All righty. Ready to adjourn? 06:08? I did it harder. Are you proud

37:112
