At this time, we're going to call our meeting to order the Edgefield County Planning Commission our work session for June 11, 2026. At this time, we're in order. And we're again with our whole business, which is review of the suggested changes to the proposed impact fee study.
OK. The one suggestion you all made was swap around introduction and executive summary, which I did that. And then, when it went before council, we sent it to John DeLoach in Columbia. He's the Association of Counties Chief Attorney. And they had some issues with the percentage-based fee. So, I rewrote the whole fee structure. to make them happy. So I've heavily edited it. We'll be going back to council here shortly for that. We did talk with the city of North Augusta to see about applying the impact fee that's inside the city limits portion. It's still Edgefield County, but it's in the North Augusta city limits. That went well during their study session, so As far as I know, everything is good. I have one chapter in the data section where I have to break down the number of available lots over the period of time that I have to finish up. But other than that, it's complete and pretty much approved, other than council's readings. But if y'all have any questions on it, I'll answer them.
So, in the introduction, you talked about possible exceptions for the fee. So, yes. Like rebuilding from a fire.
I added agriculture, utility structures, et cetera, in there.
Okay. So, you had, like, rebuild from fire. That makes sense. But you also had affordable housing.
So, the state law requires us to make exemptions for affordable housing if you don't have enough lots in the area to hit their threshold. Right now, I think we do because Ivey's still there. But if that were to change in the future, then there might have to be some sort of exception. But as of right now, there would not be one.
So is that a state definition of affordable housing that we have to follow?
So we wouldn't have to do that unless the state sends us a letter or notification stating that here's the criteria that you have to exempt, basically.
Okay, so that leads me to another question, because one of the things we talked about was if a family had the land and they wanted to add on a mother-in-law cabin, you know, cottage on their property, Would we want to impose the impact fee on something? We don't have a choice.
If it is a new residential structure, it has to be charged because it's considered impact, and you can't charge one person and not another person.
So that wouldn't be considered affordable housing?
If they want to do something like an addition or an alteration to their existing home, then that would be exempt.
Exempt, right, because it's just an addition to an existing house. Okay. Okay. Well, I didn't know what their definition of affordable housing is.
They don't define it unless you run into, you know, basically someone has to challenge it, and then the state housing authority has to come in, and they have to basically tell you, you know, this is what we're defining as affordable housing. This is what you have to exempt.
But I don't foresee us running into that.
What's changing on those percentages? So we're not, it's a flat fee now. So it'll be a flat $1,600 unless council decides to, you know, make it less or more. At $1,000, we could pay for the number one project, which is the substation in five years. At $1,600, it should be collected in roughly three. So right now it's at $1,600, but council, of course, is They can move that up or down depending on if they have other projects they want to put on it or whatever.
So, that flat fee, regardless of if it's a $50,000 house or... That's correct.
So, the way I had put it the first time was it was a percentage based off the valuation of your project. Right. So, if you had a million-dollar house, your fee would have been more than if you had a $300,000 house, but the state attorney does not like that. He says that's not fair. So... I had to make it a flat fee. I just report the news.
The developer is developing 50 houses. He only has to pay one flat fee?
No, no, no, no. It's per lot. It would be per permit. So if he was building 500 houses, he'd pay 500 times 60.
Right, but still, if you're doing a little mother-in-law suite, you pay the same thing.
You'll pay just like one lot in that subdivision.
You can't go by, like, square footage.
So we did exempt things like you build, you know, any agricultural structures, utility structures, that sort of thing. So you build your barn, you won't have to pay it on the barn.
Well, that makes sense because you're not bringing in more people that require those services.
That makes sense. You came up here with cash and you didn't get enough for Joe Schmoe.
And of course, that's on top of your regular building permit fee. And the building permit fee is percentage-based.
It's half a percent.
Well, so the building permit fee is worked out to pay for the building and planning office. So it's not exactly earmarked fund. Building and planning is still part of the general fund, but we're self-paid for. So, it's worked out to basically collect the right amount of money to run the office. And if I ever had to expand building and planning, you know, hire another engineer, plan reviewer, whatever, then I would have to change the way the fee structure works.

Item number one would be land development application submitted by Warren and Doolittle regarding the proposed board and RV store to be located on Highway 23, Parker, ID 032, double out, double out, double out 3, triple out. When he says storage buildings, he's actually talking about boats and RV storage, so not personal item storage.
Yeah, not the mini warehouses. Closet space, so to speak. Go ahead. Hoes, campers, jet skis, what have you.

And you are planning on having the sides enclosed? They're not just going to be open, considered open?
We don't know yet.
The original plan is for them to be closed off. Yeah, to be closed. So the original plan, which I believe you have the drawing of, the plan is for them to be enclosed. So there won't be any power structure to them that would be self-storage with rolling door opportunity. But of course, just self-storage bays. The sketch is drawn up for 10 bays on one building. So you'll have one facility infrastructure with 10 bays that'll be self-storage. They'll have closure to the fronts of them only. And of course, it is on the three acre portion of that 10 acre lot. So it's just on a small portion of that centerage, which if you look on that plat there, you'll notice there's almost three sections in that plat. The center portion right there is where you'll see your drawing is actually where that portion is allotted. Towards the middle section right there where that plat number is, right up at north in the corner of that center plat is essentially where that three acres is allotted for.
Are y'all going to have electrical running there for them to like to keep their campers or boats or?
So the electrical will be provided for the gate units that will be self-sufficient for the gate to open and close on a monitoring system. Also, for security, there will be power on the property for security and power cameras as well. So there will be power for that aspect. And lighting. And then, of course, the lighting for the parking lot for security.
But you're not offering electrical for them to keep their things charged?
Not in the bays itself. Yeah, no. For fire structures and things like that, we're just being protective. So the bays themselves will be... non-electrical. The only thing they'll be is just hand crank opening doors for them to be able to self-handle those, but there won't be any power to the building supplied to any of the residents or anybody who's purchasing the property.
No battery chargers or nothing like that be hooked up.
Yeah, those are fire hazard.
That's what I don't want. The only power that we supply is for the security and the gate.
You'll have security lights?
Yes, security lights will be out there. The last I checked would be there'll be directional light, so that way it's not affecting outsourced neighbors, so they'll be directional towards the property alone. But then, of course, just for security as well, having the cameras out there, and then power for the gate itself to be functional, which will be its own kiosk, so guests can pull up and purchase a lot from that kiosk, and then it'll open up once they've made their payment. Of course, then it'll let them get into whatever bay that's available.
What's your backup for power outage?
So the option for backup would be having a generator opportunity, something that would generate the small power that's needed to run the security and power lines. If necessary, just the power itself, but not necessarily the security. We can always look at an alternate opportunity for that power to be sustained.
Have we had any neighbors complain or anybody from the public put in anything?
I haven't heard them, but through the grapevine, I've heard people, but they haven't told me.
So, I see on your preliminary plan, you've got plans for 10 and then possibly expansion. Go ahead. I'm sorry. And that's on just that, the three acres, that red square, is that correct?
So the red square is a little more than three acres there. That's just the property plot that we were setting up for the three acres itself. However, we did think ahead and say that if this was something that was to grow, what opportunities do we have in that space, essentially, to be able to expand. Now, that's just future thinking. However, the idea is to work with the 10 bays that we have. And then, of course, just making a determination later on in the future if there's opportunity for expansion. Where do we go on that device there? So what you see in blue essentially is that one plat, which is the whole section. However, he's got livestock on one side and, of course, a water pond on the other. So we were just focused on that center portion. And with that, there is some more room for expansion if necessary. With the same idea of build non-powered, of course, still sustaining the same reasons for the previous set up.
Okay, I mean, that makes sense to me because my first thought was all that expense for 10 storage units, are you going to profit... from that, which is 10 bays. Yeah. Just see, yeah.
As we see, because we've realized that development in North Augusta, not just in Edgefield, is expanding, of course. So with that in mind, if this does become an opportunity for growth, then we do have the expansion opportunity. So while we were doing the plans of the 10 bays, we did take in consideration what other space we have and how far we can expand. So that's why you see the blue as well, because those are also future opportunities if necessary.
So, you're saying 10 years down the road, you may fill up that whole blue section? Possibly. But right now, you're just looking at half that red section, really, right? One side of the red section. A third of it. Mm-hmm.
Now, how have you gotten around the state grant, ag grant?
What?
All that you had, state grant, ag grants, put your well in and all.
I don't think you need a well.

And we did also provided approval for South Carolina DOT that approved the opportunity for the spacing as far as entrance. So we have adequate spacing for people to be able to come off the roadway completely without being an issue to any oncomers to be able to enter the property before even getting inside of the gate. So there's adequate room for them to be able to get in all the way. And of course they approved that, which I did supply the permit for that as well.
He said, I don't think I have anything here. He looked like that. That seemed to be the moneymaker now. I mean, everyone, I mean, McCormick kind of loaded with them. The fast they put them up, they're filling them up. All up at Modoc and everywhere, I'd say. So you're not far from Modoc. That's what I say. So you probably won't have a problem with that.
The idea was he brought it up to me. He said this was an idea of his for 20 years that he bought the property. However, he just didn't know about the right ways to do it, so I assisted him in the process of going through the stakes with it. Great idea, just the opportunity that's needed, obviously, and with the right planning, I think it'll be a success, granted what we've got going on in not just North Augusta, but also in Edgefield as far as growth as well.
Is there a, would it be an unzoned or is there any setbacks or road frontage things or anything like that?
So, yes. Would it be a commercial? There are minimal setbacks, but they've already, they've already met those.
They've met everything. Everything's okay. They like everything. It's in the order then, it seems like. Okay.

All right, let's see. Rezoning application submitted by Robert Carr regarding the proposed rezoning of particle 208, double out, double out, double out 5, triple out located off of Edgefield Road in Mount Augusta. So, you or Mr. Carr?

Give us a summary of what you got planned here.
Yes, sir. We're just going to apply for a rezoning of the front two lots there of the two-acre portion of the just shy of 10 acres there they have that is the same up and down Edgefield Road there on each side. And the main reason for it is the odd shape of that property and the house they want to build on there. I drew a sketch that Ms. April has there. OK. They want to build two houses there, and the setbacks with the zone there wouldn't allow for that. They've already had the house plans made when we were approaching this, thinking that it was the lesser of the setbacks than what they have. So we just want to rezone the front portion of that so they can meet the setbacks to be able to build those houses. And the rest of the property is just going to be left in vacant land. Where's this at on? It's right there at Ridge Road and 25 going into the Murphy Village. And I just did the one to the north there that has the. Yeah, the one. That kind of field right there? Yes, sir. Yeah.
So the rezoning is just so you have room to put two houses side by side, because in the current zoning, the setbacks on the side, you can't fit two houses on the front.
With their current house plans. With the current house plans. They've paid for it already.
Okay. But if we rezone it, then they can put those homes closer together. So that's the only reason for the rezoning.
So basically, GR has a smaller lot size requirement, but a higher setback requirement. General Commercial has a bigger lot size requirement, but a smaller setback requirement.
So right now, General Commercial.
Right now, it's general residential. We want to change the road frontage portion, so basically this section right here, to GC.

Right here, where it says 2574, this is my house and my property. My concern, you can see the traffic coming in and out of this area, this proposed. What I knew when I moved to the country, all this was agriculture. And that's one of the reasons I moved to the country to keep the country. Now we're talking about putting a boat and RV thing in there. And I don't want to be staring, I'll just be honest with you staring at an RV boat site from my front porch. And from where I think the entrance and exit is, is straight across the road there. I don't know the hours that it's going to be. That's one of my concerns. In and out, if it's day, night, et cetera. Traffic, the danger of wrecks right here. I've got this on my little list over there, and I'm just trying to remember what this is about. But the main concern for me is right here. Don't know what kind of buffer they would be if it's put there. It could be put over here. I guess somewhere else. But it don't look like it goes all the way over to Flat Rock Road. It just looks like it goes up to the fence and then just this section. So I'm assuming that the road that is about right in here is going to be the entrance and exit of this proposed property for this. So with that said, I'm the one that that I guess would be opposed to it the most, because I'm spread across the road. And that's why I'm here tonight, to voice my view on this whole thing. So I'd like to know some more information about times of operation, if it's how long it goes, or if a man can come in there at 1 o'clock in the morning I'm concerned about theft. Anytime you put something like this up, people want to steal stuff. I've already had stuff stole from my house already. I don't need nobody looking at that and then looking in my yard and saying, hey, look, I think I like his boat better than that one in there because this, whatever. I just, a lot of concerns right here. I have grandkids that come out there. We already got a ton of traffic on 23. I mean, know about it. If weekends are going to the lake, it's just traffic. Here, It's just going to be one of them problem areas that I feel like is going to be a danger zone for people to be pulling in and out, taking the boat and RVs out. Log trucks come by. Every three vehicles, one of them is a log truck. So do the math on that. Somebody gets killed right there, we've got a big problem. So there's a lot of concerns with that. But mostly, it's me right there that's having to look at this and say, and tolerate the in and out, et cetera. That's a lot of my concern. Sonya, am I missing something?
We are concerned about if it will reduce the property value of our home with that being built there. I don't know the answer to that question. Is that something we're concerned about?
Mr. Byrd, am I supposed to be addressing you?
Yes, sir. I'm sorry.
But the property value is a big thing, too. Once something like that goes in, I don't know if people are more readily to want to purchase a piece of property that's, hey, 100 foot across the road, there's an RV and boat storage facility. I just don't know. And I wouldn't. If I was looking for a house and I saw that, I'd probably put a red flag up and say, no, I don't want to live in front of that just because of the traffic, et cetera, et cetera. So anything else?
I think that's it.
So that's our concerns about the boat and RV storage, Mr. Burke. And we just, you know, we don't want it there. I'd rather have orange sheep, many cows right there, than boats and RVs. Because this is my neighbor. And I'd rather have that because it's agriculture. I'd love to have some cows myself, but I don't have the room for them. And I don't have a problem with none of that. But I do this.

Where will the entrance to the RV storage be in comparison to their driveway in their view?
In the yards.
Thanks. So if you'll go back to that previous mapping that he was recommending. So if you notice on that plat site, his house is right to the right of that property line. However, the actual proposed entrance is in the center plot, which is not directly across. If you go back to the previous item, there's that opening right there that looks like a V-shaped entrance.

Yes. That is actually in the center of that plot that you saw earlier, which is away from his entrance. His entrance is more towards the right side of the property.
That is the pull-around entrance right there to the back of his property.
So, yeah, onto the, yes, to his pull-around. So his house is a little further up rather than where his pull-around is to the corner of the property rather than in front of his house.
He's got an entrance straight across from where we want to put ours.
Yeah, so the entrance of that, of the RV would be.
So that's at the corner, that's at the end of his plot right there. but his entrance would be in the corner.
So if he's looking out of his window, what will he be seeing?
So depending on which window he's looking out of, he would have to look to the right or the corner of his side of his home to see the RV park. Directly across would still be a field, which will be, of course, livestock, if you will, or maybe just a pond is over there. However, he would have to look to the corner side of his home to see the RV based off the entrance.
So based off the entrance facing y'all's property, the buildings are going on the left.
That's correct.
Which is towards the corner directly in front of you, correct?
So he would see the backside of those buildings, if you will, not necessarily a parking area.
And is the... Security light's going to be on the rear also?
It will be, yes. So if you notice there, there'll be two on the bottom side, which are directional, just towards the property itself for security. And then one at the entrance for, obviously for Vantage Point. And then one again on the top side of the building, which is also directional inward, away from the roadside. So that way it is just securing the parking lot itself.
So they shouldn't have lights pointed towards them.
Correct. So the idea with getting directional lights, so that way it doesn't shed outward around the property, but more so vantage point on the property itself.
And what are your hours of operation?
So being it is boat storage, it is self-storage, and to kind of go back on the power issue, that it does have options to be able to open manually, so that way you still can get in. However, it is an availability of 24. So it does give you opportunity to, now we talked, he mentioned security as far as theft and things like that. We do have opportunity, we have the proper procedures that are gonna allow us to monitor security. And he also mentioned traffic. We also do know that that's a big issue in that particular area. However, when we got with SCDOT and they measured off the road mappings, they did verify that we had enough extension inward before even getting in the gate that someone could pull off safely, and that's why they approved the permit for us for SCDOT, saying that if somebody was to get onto the property without having access inside, they have full availability to pull in off the road and still give clearance, so that way there's no part of their vehicle still outside of that causing any issues. That's actually on the straightaway.
So that gate's like inset then?
That's correct.
You can pull a full truck and trailer in.
Yes, you can pull, as a matter of fact, you can pull all the way in with whatever you're carrying that will allow you to get off of the roadside. And, of course, that was SDOT's concern whenever we approved or went for the plan. And so they actually came out, did the measurements. They asked for some various information. And after going through the measurements, they deemed and approved that there was enough room for vehicles to safely come off the road and there was no need for turning lanes. So that was another stipulation. If there was a problem with entries, then they were going to ask us to come up with a plan to create a turning lane to get people off the road. However, they approved that it was plenty of space that would allow cars to safely get off the road without having any kind of conjunction towards traffic.
Doc, is there any vegetative buffer requirements on the road frontage? There's not?
No, this is a completely unzoned area. There used to be vegetation there, but apparently when they were doing road work, they came and cleared it all out themselves.
Well, actually, it's under a power line. The power line actually sprayed the power line right on the fence line. The power line is right above it, so they actually just come by and spray everything under the power line.
You'd have to go further into your property to put up a vegetative buffer. If there's room, I mean, that would be a good neighborly thing to do. Sure.
And it's not out of the picture.
Just as far as the visual aspect of it, of the road frontage.

Right where they're talking about putting, we're talking about road. I see the road right there, but where the units are going to be that's going to be storage units. If you go back to the, there you go. All right. If you look at my house from where those storage units are going to be, go back. If you look right there, that's my front door, right there where that Y is in that concrete, right there. That's my view. From right there, the storage units are going to be, from what I'm seeing, right here, right along here. I know the driveway's right here, but the units are here. So what am I looking at?

No buffer here, no trees, no nothing. This used to be timber, all timber, 7,500-foot trees, and then they timbered it. So I don't know what the deal is with the power line as far as I know they spray it, but they were timbered there for years. So my thing is that if they were timbered there, they should be able to put something there to block the view of that and to make it look more aesthetic so it wouldn't be bad. Do you see my point? So what we're looking at is this portion here that you see this line and this line, which is already fenced in, and you're aware of that in your houses. Now, directionally, I can't tell you how your windows are facing. So I'm not sure which way you would angle yourself to see. And I can see your concern. But however, the entrance being here, Those buildings will be here. And if you are looking out this window, if I assume that's one, then you would essentially be looking right at the side of the buildings. If you're looking out of your door, then you're going to be looking more so towards the back. I fully agree with you that it may not be fully aesthetic to the view. However, the idea of putting a partition or some form of, am I doing that? Yes. However, I do apologize. You should have said something earlier. To put something as far as a barrier or some type of woodage or bushes, it's not out of the question. It's just what we were going off of as far as site opportunity, what was any zoning issues. So that could be addressed to be able to help with the vision. However, the buildings in particular to where they're going, you should be seeing the backside of them rather than anything on the property itself. And lighting a question, Mr. Burke.

With lighting, I know you talked about the lights being focused in toward the unit so that there would be security, et cetera, et cetera. That's going to take a lot of light. So right there, we're in front of my house. I look around, and I'm the only one concerned about this, because I live right there, really. And maybe this gentleman back here. But I live right there, and I really want my property to retain its value of where it's at in the country And I fear that this is going to take away. That's my whole thing. I fear that it's going to take away from that and may lessen my property value or lessen my chances if I ever go to sale, selling my property. And it's a lot of concern for me. In and out, 24-7, somebody can come over there I don't know. It all concerns me, Mr. Burke, tremendously. You know, I don't know. We live in a crazy world. I don't know who would come in and out of that thing. I just don't know. And so, you know, I don't want to have to be up in the night, somebody coming in and out of that thing and being a part of my property. Maybe they wouldn't. Lights being shined on my property. They turning in and out. Coming in, I mean, headlights going here and there. And I've got enough of that coming down that road at times. So it's a lot of concern for me. No buffer. I'm looking at the trees on the side. No buffer on 23 at all. Nothing. It's just wide open. I don't know. And to grow trees, by the time we grow trees in that area that is buffered, I probably won't be able to come out of my house. Probably too old. It might not matter no how. But that's a lot of concern for me. I'm sorry, but I hate to keep coming back, coming back, because I've got questions. That's a lot of concern for me, counsel. That really is. And I don't know. The zoning that wraps around the Red Oak Grove, would that still be allowed with the minimum amount of vehicles when it was rezoned? Say that again?
When we rezoned, when it comes down Garrett and wraps around the Red Oak Grove? So you mean the RA zoning? I think so.
Because there's a minimum amount of vehicles that can be there at one point, right? It doesn't have anything to do with vehicles, but I thought with businesses and stuff, if you put it in the RA, that it would, it was like 10, minimum of 10 to 15, because it was okay if you ran an office out of your house, but if you had a full business.
So there are rules like that for home occupations, which obviously don't apply there. But RA has a lot of use restrictions, and it may have been, sorry, that's going to be old. Hold on just a second. Give it a minute. It's slow as molasses. So if it had been zoned RA, it would not have been permitted at all.
So what we're looking at here, according to our ordinance law, is unzoned. So it's permitted. It's permitted to go down here on the land. Everything is in order for us to approve it. We don't have any reason to deny it. Like I said, like he said, maybe if they want to consider for the preliminary approval, and then in the process, they probably may have to work something out between them and have to make, you know, for a buffer or something of that sort.
