Mr. Goh, we have a few really positive statements about our phenomenal employees tonight, but I leave you the start with the first of the awards for the rescue swimmer training of the American Red Cross. Thank you, Mr. Mayor, Mr. Mayor and the Council.

Yes, that's us. We are very happy to have some of our leading employees from the aquatics area for this award here. I hand over the floor to our director of parks and leisure facilities, Amy Markle, to guide us through this point. Thank you, Dr. Markle.

Yes, thank you, Mr. Mayor and the Council. I am very happy to be able to tell you tonight that the city of Eden Prairie of the American Red Cross was awarded as one of the best training providers of the United States for the year 2025. This is the fourth year in a row that we have received this recognition. This is not only based on the quantity of aquatic training, but also on the quality and satisfaction of the participants. The Park & Freizeit team is very proud of our performance in 2025, with which we have trained over 650 participants in 75 different courses. The courses include things like HLW instructions, instructions and certifications for rescue swimmers as well as water safety courses. This is a major part of our facility. In the Eden Prairie Community Center, many of our employees, but also staff from the entire region take part in it. And this helps the staff, you know, hundreds of different locations throughout the Midwest working with rescue swimmers. This award honors our deep commitment to water safety and the positive effects it had for our community in Minnesota and beyond. We are very grateful to our head of the swimming area, Nick Ramey, and his talented team of rescue swimmers for the daily leadership work they do to protect our community both on the beach in the open and in the hall bar, as well as for the cooperation with the American Red Cross in providing such excellent opportunities. I am pleased to introduce our head of the swimming area, Katie Bailey and Sam Muir, who will tell you a few words about this special award. Please come forward.

Thank you very much to all of you for acknowledging this program. It's really incredible to see how it has grown from less than 60 participants in the first year to over 600 participants. So we are the leading educational institution of the Red Cross in the Middle West and actually one of the three best in the whole country. And we see participants from about 12 different federal states of the country who use our programs. So we are incredibly grateful for all the support we have received from the city and the community. So thank you all very much.

In this area alone, we have received a number of awards of the Minnesota Association of Government Communicators, which honor the city and our employees for their work in communication. Oh God, excuse me, please. Good evening, Mr. Mayor and members of the city council. I am Ari Licket, the head of the communications department of Carver County and president of the Minnesota Association of Government Communicators, short MAGC. MAGC is a professional organization that supports communication in the public sector throughout Minnesota. We offer opportunities for communicators in the government sector to learn from each other, to strengthen their skills and evaluate procedures, to exchange with the goal of helping public institutions to communicate more effectively with people and to integrate them, whom they serve. Every year, our Northern Lights Awards honor the outstanding work of communicators in the government sector throughout the federal state. The contributions are evaluated by communication experts from outside Minnesota. The Northern Lights Award is a significant recognition for creativity, strategy, implementation and results. I am very happy to be here tonight, because Eden Prairie had an extraordinary year. I'm sure you can see it right over there. The city received seven awards in 2026, including five first places at the Northern Lights Awards. Yes, five. Exactly. I just had to say it twice because it's so extraordinary. So Live in the Prairie won three first places in the category Graphic Design, general publications, as well as newsletters or magazines. The Name of That Gummy campaign by Eden Prairie Liquor received two first places for the marketing or communication plan and for the integration of the community. The packaging for Little Berry on the Prairie received a second place in the area of graphic design. and the work of the city to digitize the communication of the senior center received, excuse me, a recognition with the third place in the category marketing or communication plan. And there is another highlight that is worth mentioning. For the third time in a row and in total for the fifth time, Life in the Prairie was named one of six nominees for Best of Show. If you don't remember, Life in the Prairie has already won Best of Show twice. First in 2018, excuse me, in his debut year, and then a second time in 2025. These results alone could already make this year a remarkable year. But there is another honor that I would like to be particularly proud of tonight. This year, communications manager Joyce Lauren received the Scott Pangeli Lifetime Achievement Award, the highest individual award of the MAGC. This award is for the esteemed government communicator from Minnesota, Scott Pengelly, who has named and honored individuals who have proven outstanding leadership and have made lasting contributions to communication in the public sector. In Joyce's 20 years in Eden Privé, the communication profession and the role of the municipal communications department have changed dramatically. When she started, the government's work focused largely on printed newsletters, faxes, press releases and simple websites. Today, this work means moving in a digital environment that requires constant attention, strategic thinking and adaptability. This includes leading public communication reactions in the city during crises and developing sophisticated marketing and engagement strategies for revenue-generating initiatives that help to compensate the basic taxes. In all this change, Joyce has not only kept pace. She has always helped to show the way. Under its leadership, Eden Prairie has set up a communication program that reaches the citizens where they are. Through a powerful website, social media, e-mail and text messages, barrier-free content in simple language, as well as publications that continue to set very high standards. And that has also struck the citizens. In the city's quality of life surveys, the residents have given Eden Prairie's communication work under Joyce's leadership excellent grades year after year. She also strengthened the organization behind the scenes by establishing brand standards, modernizing internal communication, increasing efficiency, promoting barrier freedom and helping the city to introduce new tools and technologies. Perhaps the most important thing is that Joyce established the communication sector as a trustworthy strategic partner to protect and strengthen the reputation and brand of the city. Her team has helped the city management to master difficult and public situations, to build trust in the community and to create an extraordinary balance of professional recognition. During her time in office, Joyce has built up a culture of excellence that enables her team to be innovative, take smart risks and do outstanding work. This work has brought in more than 60 awards from the MAGC and national trade unions, including 3CMA and IABC. But awards only tell a part of the story. Joyce was also a mentor and cooperation partner for communicators in our entire region. She shared her expertise generously, invested in the growth of her environment and promoted communication professionals who later took leadership positions in other communities. It means a lot to me to have you here as a representative of MAGC and to see that the work of the city is rewarded in this way. I also want to honor my team. I am incredibly happy to work with a group of talented, creative and committed communication professionals who love this community and this community loves this community and who are passionate about outstanding work in their name.

I am very proud of what we have achieved together.

And I would like to thank our city leadership and our city council. The kind of communication program that Ari described is only possible in one organization, which appreciates communication, trusts its experts and gives us the support and opportunity to be innovative, take risks and raise the bar. As city council, we are very aware of the work of our communication and marketing teams, because we see the documents that go to our residents and we receive feedback from our residents. But I personally want to say as mayor that this year, well, actually the last few years have been pretty stressful. But only in view of the fact that we sometimes have to quickly bring messages to the public and they have to say exactly what we really need. And Joyce was a phenomenal partner, an incredible author. And just to make it clear, I wrote everything I sent. I wrote a large part of what I sent. I delivered the core, but Joyce is a great editor and I think she understands the voice of the people for the or with whom she writes and that is impressive. So I can't thank her enough. And I received a lot of praise. In fact, I received praise from district officials who said we were leading in our communication during the rise of the ice in the last winter. And that is partly due to Joyce's amazing ability to communicate so well and brilliantly. So thank you. Well done. It is fantastic that our city has won all these awards for communication. And once again, Swag Gale, our CEO, you lead this team, this community of our employees. Thank you also for everything you do, by really hiring good people. And to the council, thank you for the support you have given for the high quality of our staff and the expectations that our residents have now.

Mayor, city council, I also read some of the comments about Joyce. Ari, that was excellent. I mean, these comments, they really touched on a lot of topics and there was so much in there that was related to the city and I think there is so much good content. And if you sometimes pay attention to Nextdoor, then you read and it is not really legal for us or at least we are advised to answer it because of the problem of archiving. Sometimes I want to, but Joyce's team is so quick to react to what's going on out there, whether it's rumors, misinformation, errors. Do you know what's going on? And so your team, like all communication and marketing teams today, has this new responsibility to really be informed around the clock about what's going on in the world of misinformation. The road and supply project. A topic that is very familiar to you and that we have been talking about for a long time. You have already approved a feasibility study for this project in 2020. Maybe a short summary of the previous steps, as the city council has already made numerous decisions about this project over the years. The first serious talks about it took place in March 2022 when the city council, in a workshop, checked the course of the Dell Road. And then there was the March of the same year as the city council approved the feasibility study, which is required as part of every evaluation project. And then, in November 2023, the city council received this feasibility study. It was discussed in the council meeting, followed by another meeting a few months later in January 2024, as I mentioned, at which the city council commissioned the project. This made it possible for us to take the final plans and specifications for the issuance in July 2025. This was approved. Then, in September 2025, we had a premonition that this construction project might not be continued, but we had already written out offers. So we had to do something with these offers. And since it looked like it probably wouldn't go on, I mean, we rejected these offers for the construction project. And now in August 2026 we are here today because we have a developer who has actually already done a lot of work on the project. That's why we have to go on our day road now. So we are asking for a new project and will return in September with a series of offers that the council will hopefully give up so that we can start building. That was a little historical look back on some years, but I wanted to refresh the council briefly. Now to the Delrhod project. I tried, it's not perfect, but I tried to adapt it to the existing topography of the area. You see the red dotted line is the current course of the Delrhod. And I put the plans over the topography to show where the new Delrhod will run. So it moves slightly to the north in the center of this course, Burleigh. The reason for this shift is that today we have some very sharp horizontal curves that restrict the line of sight. This makes it a bit dangerous or unpleasant if you drive around some of these curves here. To improve this, we widen or loosen the curve so that the line of sight becomes better. The vertical ascents out there are pretty steep. I think we have almost 16% rise and drop in the Delrhodes area. So we're trying to mitigate this. They are adjusted to about 13.9%. So we can make some ring-fugue improvements. It will still be a somewhat steep road, but we have tried to eliminate some of the steepest sections. Water and drain lines are of course extended in order to be able to supply the Turmbull residential area. There will be a pump, since we cannot drain the drain here by natural means. So we are building a pump plant on Riley Creek, as well as a rainwater treatment. There is currently a gravel road there. A large part of the gravel is washed into the stream in every rain. This was a problem so far, because pollutants have deposited in the stream. With this project, we start the rainwater over our drain system, open it and regulate the flow before it is directed into Riley Creek. So there are also improvements in the rainwater management. And in their signing contract it was determined that a unit for the future Delro Road layout would be calculated. This was already done through earlier signing contracts. Those in white were not part of a signing contract. And you see different units from 1 to 2 to 3. This is based on how many potential units could fit on these pieces of land. Some are a little bigger and can accommodate more than one house. Some are only for one purpose. And the way in which the layout works is only to remind you that after the project is completed, a deadline is set before the layout is finally lifted by another public hearing held by the city council. But homeowners only have to pay for a unit if a house is currently on this property. The others will be moved up to a future time of construction, if they plan to parcel and add one or two more houses. Then these facilities would only be finished with this parceling. If the property is never parceled and never built on these properties, then it will never be complete. It simply remains to be seen whether a new apartment or construction should ever take place. So we're looking at a total of 17 real estate owners out there who would be part of this layout. And this is the preliminary evaluation list. So you see the Marshall Farm development up there with almost 850,000 and then all the other units that are part of this evaluation area. And then I would like to conclude with the timetable. The construction work there seems to be already in full swing. As I said, we plan to submit the application in the city council meeting in September, which would enable the construction to begin this fall. We will probably start at the bottom of the stream with the stream crossing and a large part of the earthwork. And that will take place over the winter and that is the best time for this kind of work. And then you will see in the course of the year 2027 how the street and some of the supply lines go up the hill as well as the road. A large part of this heavy construction will take place in the rest of the year 2027. Dies wird eine Vollsperrung sein.
