The Eau Claire City Council recognized former City Manager Stephanie Hirs for her four years of service, approved a grant application for a new downtown restaurant, and appointed David Soulberg as interim City Manager. The council also passed resolutions for Emergency Medical Services Week and Welcome Back Bird Day, and approved changes to speed limits and zoning.
