Thank you, mayor. Um update on the emergency services building. The elevator shaft is pretty much built which is a cinder block rectangle the height of the original building. Um or higher it may be the tallest structure built on Cino Avenue in the last 100 years. I don't know. Um and uh the water man project uh is obviously slowed down a bit by the weather. Um they poured it up to about other side um last week and the magic number appears to be 17 degrees. It can't dip below 17° for I think it's 2 days um for them to be able to have the concrete cure. Then the ground has to have frost out of it. And um so when you take everything together um they may have to heat the ground and and then put blankets and stuff on to um cure it, but we're told by uh the company that they intend to have it poured the remainder poured in the next two weeks. So um I'm glad that they're committed to that, but of course the weather and things have to cooperate with that. Um the uh I'll skip um three for a second and thank the crew. Um public works folks did a great job. We're out for how many hours?

30 about 30 40 hours. 39 39 40. Yeah. So constant work um keeping [clears throat] the streets cleared and uh this is the culvert at um first street in the parking lot. Um it's completed except for the uh asphalt. So this is everybody remembers was pretty much covered probably uh 80% covered by other structures and filled in. Um now uh that arch there is the culvert that goes underneath the railroad. It is um what 4 ft high?

Yeah about about 4 ft high and that wide. And um then the grate on top that's a concrete well that goes down to the depth of the uh culvert. And so there are three um major storm drains that empty into that and then um it's below the level of First Street and so the water will flow onto there and you've got all that cover all that great uh space to take water in. So, um, we don't we don't know how much we were utilizing of the culvert running underneath the railroad and, you know, where the next choke point potentially is, but uh, just the volume of a pipe like that going all the way under and over to um, uh, Clark Wolf's property uh, is a a large volume of water for a large range. So, we think that's kind of neat. Um and um that is my report.

25-1206 discussion and possible action to approve a resolution authorizing execution for the sale of surplus property in the city of East Debuke. So we have up here um just to go through kind of what our what the plan is on vehicles for public works. Um, as I think everybody knows, uh, one of the large dump trucks, uh, lost a leaf spring and basically there's nothing to connect it to. So, um, that truck is pretty much done. Um, we have three. So, that one's done. Um Tony and I in in discussions um feel that we don't get enough use out of the large trucks to maintain multiple large dump trucks. Um especially they're they're more to maintain than they're less they have less use for us. Um you know a lot of what they do is haul gravel for water mane breaks and things like that. So, um you'll see in the agenda coming up, we're going to propose downsizing um to a truck that's uh in between the largest small truck we have and the smallest large truck we have. Um so that we have something that we can use for plowing and salting and and it's still big enough to haul gravel only. you know, if we have to make two trips to fill a water main break, that's a small price to pay to have another uh really serviceable vehicle. So, with that in mind, um we'd like to sell the um 2007 Sterling truck, which is the red um truck down there. Um it's got some pretty good life left in it, but it's not a vehicle that's very useful for us for very many things. and have that help

to defay the cost of the new vehicle that um we'd be buying. Um also we're we've got the concrete barricades. Um I think it we got a very nice face lift on the parking lot down there going from those big concrete blocks to the um railroad concrete railroad ties um which Tony found um at a very low price. Discussion and possible action to approve all liquor and city licenses of the various classes for calendar year January 1st, 2026 to December 31st, 2026 for all completed applications in the city of East Debuke, Joe Davies County. So, the only um it's all pretty much as it's been in past years. Uh the only difference is that we go from uh four of the 330 licenses to two of the 330 licenses. So, um aside from that, I think it's pretty pretty much what you've done in the past.

I 25-1208 discussion of possible action to approve the purchase of a dump truck up to the amount of $90,000. So this is uh as I referred to um uh I think we get a much better use out of a vehicle that is in the um for those who know the 5500 class um a vehicle that's a gross weight of around 23,000 lb. And um Tony I think um put a lot of good thought into this on um what we really needed something that would carry more than the smaller trucks we have. Um but also have a tighter turning radius and the ability to use it on our streets without tearing the streets up. Um, and so the the lighter trucks, the heavier trucks, if you put them out on the streets in a snowstorm, those the bigger blades are going to do more damage to the streets. Um, and they have, you know, we've you've got to do a lot of turning and a lot of turning around um here to make it to be useful for um those purposes. So, I think this is a a great um compromise. It gives us a an everyday truck that's useful and um also the ability to haul heavy stuff we need. Um we've done a lot of looking and I think there's a little bit of uh competition going on. Um uh earlier on the police vehicle um Chief Kavasic and I had you know a little bit of competition. He and he found a lot of ways to lower the cost of his vehicle. And I'm and uh on this one um Tony has been really shopping hard

and uh every time he finds a better price then I try to one up him. But um I think it I'd just like to add at this point that this is I'm really proud of the management team here because I've been in a lot of places where a manager of a department will just try to get the most they can get and the most money and the most nicest fanciest things. And here in both these cases, um the managers of the departments are leading the way on limiting the cost of what we're looking to buy. So um this would be a uh new or lightly used uh truck. Um, I think Tony and I both, you know, would like to be able to find something that's uh already put together, but once you buy the truck chassis and put a a dump box on it um and set it up for plowing, it the price does get up there, but this should be a long-term solution for the city. We think it is. Um we think it is. We've been doing we've for the last what three or four weeks we three weeks probably we've been uh on the websites and going through all kinds of stuff and and um looking at the best trying to get the best prices and we think um it's going to push it but but basically for the truck and the the truck and the box um it will allow us to have a second vehicle with a spreader. And so that's another that's another issue not included in this. Um we've got a plow that can go on it, but it would need to be hooked up for the plow and and all the wiring and hydraulics and all that that go along with that. So I would say it's likely to push this, but I think we can do it.

25-1209. discussion and possible action to approve emergency service building change order number 002 in the amount of $73,52864 from Tricon General Construction in the city of East Debuke. So, this one's as complicated as you want it to be. And um so uh and I [laughter] Alderman Roby and I were talking this this afternoon. I was confusing uh getting somewhat confused because um the language is you [clears throat] is the same between Triricon and our architect um for how they number the change orders. It's CO 1 2 3 etc. And so the numbering between the two is is different. But um kind of be that as it may, the major items uh here that affect the cost of the project. So I will say first off, we we've got a contingency um built into the cost and I'll show you that um update, remind you of that in a minute. But um the major items on this include um when they opened up the um concrete in the one side of the building, they discovered there was a hole. There was a floor, a basement below it. Um, we think that basement held the generator, uh, steam generator and, um, because there's a 6 or 8 in pipe that went back from an old, um, generation facility behind the fire station, uh, that, uh, one council member remembers and, um, so the they had to fill that in. Um, another addition is the uh, uh, changes to the

overhead door. Once they took out the brick uh facing uh where the new bay is going to go, uh it became apparent that there were some changes had to be made, some modifications had to be made to fit the size of the door and the floor came out flat to that and it was I guess the door was more recessed than the other doors and things. So, there were a number of modifications had to be made there. Um the [clears throat] windows the there was additional masonry work. Um we had the we did the masonry beforehand but then there was additional work um opening [clears throat] up the window uh openings and fitting those out for the windows. Um the water line had complications in it also. Um and those are the I think the main items um that you can see in here. the like the the biggest one is the uh the 51,000 um which was primarily the restoration work um for the masonry. Uh when they took out the um wall inside on the Montgomery Avenue side um they didn't we didn't demo that in advance because it was a structural wall. Um so once they took that off there was more work that needed to be done vapor and you know the vapor barriers and all those kind of things. So anyway so those are the kind of things um the process is uh Tricon comes up with um what they think is needs to be a change. Um we meet uh once every few month few weeks um they when it's kind of discussed among us then it goes they make a proposal to the architect. The architect then um

approves the proposal and sends it over to me and then we consider it here. So, um, we've got a I think we've got a good process in place. And this is just to show you the the math of this is the what we presented at the last meeting on the 17th. And if you go to that part below the gray line, the second gray line, it shows the construction bid. And then the next line is contingency 3%. That was $106,800. And then core one is the first change order of $144.89. Uh core two includes uh most of these changes that we're talking about today. And um if you look on the first page of this uh the a the uh AIA document that gives you the impact on the total cost. So you look at the top number is their is their bid $144.89 and then the um changes um to date. So that's the $73,528.64. So, um, what I showed here in the red is basically you take that $73,000 number and we 54 of that I showed you at the last meeting was already included in that um analysis on the budget. So, we take that off and basically we're that leaves us $19,000 into the contingency fund or the contingency amount if that makes sense. So then the number below 106,800 minus the 19,000 number gives us 87,000 that we're still and I'm not going to do this every time we do it,

but I wanted everybody to see kind of how it goes. So the the math remains the same. That whole bottom section of totals uh remains the same. All we're doing is shifting some of the money from the contingency line to the um to the core line to the change order line. That make sense? So this is the new um sheet with those numbers. So um and this is um as it stands now. I'll present something like this as we do the change orders and go through those. The bottom line is um we are um the the total cost of the project that is unpaid to date. So the green is things that have been paid already as we discussed at the last meeting. The green has been paid already and um the soft costs I think 323,000 of those have been paid already. um which leaves soft cost of 174,000. Um take off what's been paid up above and we're at just under $4 million uh remaining on the project. Um we've got the bonding is um a little over about 4 million 4,000 or something. Um and then we've invested that um so that the bonds so that the uh CDs come come up as we need them and we will get um I think in this fiscal year about $60,000 of um revenue from those bonds. So um all told um we've got the

contingency and then we've also got this amount in bonding which is um above the projected level of spending. So um as we go through an old building and basically everything we've run into so far has been old building related. Um and so as we go through that um we will we've got the contingency but we've also got the ability for other things before we get back to um tiff and or before we would get back to tiff and um we are not spending the tiff that we projected to spend. Uh we're spending less. So anyway, so that's where we are on these. If there are questions on any of these um between Tony and I, we can probably take a shot at him. Um, we go over and I stand there with the architect and the general contractor and we go through the whole thing in detail, but then being able to come over here and explain them is another thing. So, um, I can't promise that I can explain them very well. Any questions?

So, as you can see, everything is the the water has been hooked up to all the um the users down uh the street, the businesses and homes. It's all working properly. Um half of it has been paved, the other half um is packed in gravel right now. And um so this is just the payment um that's come through WHKS.

25-1211 discussion and possible action to approve a resolution providing an inducement to JNR rental 3 incorporated regarding a redevelopment project in the city of East Debuke Highway 20 redevelopment project area in the city of East Debuke. So, um this is not a proposal for an amount of money or a project. Um we've been in discussions with JNR Rental. Uh they would like to build a new building um and um expand their area that's um available for them for the rental stuff. and this is a placeholder um so that they can go ahead and begin to do work make expenditures leading toward a project. Um other if we didn't do this then if we wouldn't be able to uh count as reimburseable costs anything that they had spent before this passed. So um this put gives us a placeholder. It does not commit us to any expenditure. Um, but I think that it would be a a great thing to see JNR um continue to grow on their site. Um, and it would be if we can reach a deal that um encourages them to build their bill build a building um it will increase the tax base and be a benefit to the whole city. And so that's what we're headed for. That's what we're hoping for. Um, so we just want to put down a marker and um ensure that any costs that they spend um because TIFF doesn't allow you to reimburse the actual cost of a new building, but they do on things like site preparation uh clearing and and leveling and that type of thing and the architectural and some
