Uh, the book of Jeremiah instructs us to pray for the prosperity of our city, our land, and that's what I'm here to do. So, to pray for the prosperity of our beautiful city, the city of Douglas. Let us pray. Father God, we just want to thank you this evening for one more year, the year 2026. Lord God, as we pray for the prosperity, for your blessing, for your peace, Lord God, over our community, Lord God, as we pray for you to instruct and guide, Lord God, our leaders as they lead our our community, Father God, and we pray for all the citizens of our community, Lord God, as we pray for a prosperity to come to our land, Father God. We pray for the businesses. We pray for jobs. We pray for peace. We pray for security. We thank you for tonight, Lord God. We put this year, the year 2026 in your hands. My goodness. Thank you, Mr. Mayor. Yes. Uh my name is Pastor Fernando Bettinort, citizen of um the city of Douglas. I love this community. I love this border town. Our our church is a Christian church, the Land of Blessing Ministries at the old Kmart building, if you're familiar with that area on Highway 80 out there. Our services are every Sunday morning at 10:30 in the morning. Uh bilingual services and we are just to uh be a positive uh you know to our community be shine the light of Jesus into our community and love our community and help our people help this community to prosper and be better. And I'm always thankful because our community is very God conscious. They have faith in the Lord and uh I'm just glad to be part of this city. So we're out there anytime you need us to help to serve. That's what we're here for.

Hello from the aquatics and recreation departments. The aquatic center will be closed for renovations of the men's restroom. Updates will be shared when they become available. On January 31st at Paul Huber Middle School, Thunder Mountain Wrestling presents The Summit. Doors open at 4:30 p.m. and the show starts at 5:00 p. p.m. VIP tickets are $20 and general admission is free. Love is in the art. Join us on February 6th at Raul Castro Park for a glass painting, Art in the Park Workshop. This fun activity is free for everyone to participate. So, come fall in love with art. Youth session starts at 3 p.m. and ends at 5:00 p.m. Adult session starts at 6 p.m. and ends at 8:00 p.m. Bring your creativity and make something that's truly special for Valentine's Day. This is what's happening in the month of January at the Douglas Public Library. As always, we have a calendar that you can find on Facebook, Instagram, or here at the library. So, you can follow us there or visit the library to learn more. On Mondays, we have relaxing activities for all ages from 2:00 p.m. to 5:00 p.m. So, you can come color, do a puzzle, play a board game, and more. Tuesdays, we have Steam Club for kids ages 6 and up at 3:30 p.m. Sometimes we make snacks, art, we do crafts, we play with STEM kids, and we learn about money using games, and that is at 3:30 p.m. every Tuesday. Wednesdays, we have movies for kids and teens with free popcorn and juice at 300 PM. So, you can come and watch a movie and enjoy some snacks. Thursdays, we have story time for the little ones at 11:00 a.m. We will read, sing, dance, and we will have some playtime afterwards. On January 22nd on a Thursday, we have a movie for teens, the Fantastic Four, First Dips, and they can come and watch a movie and have some snacks. On January 23rd, on Friday, we have our winter paint night for adults. You can call or register um at the library and all materials are included. We will also have a special event at the end of the month on January 28th. We have an event called Songs and Stories of the American West. So, you can come listen to live music here at the library and learn about the American West. Yes. So, last month on uh December 20th, we had um well, I don't want to call it a town hall, but uh I had an event for our youth that so I can um gather information about what they like about our city and what they would like to see in our city. Um so, I joined in with the um ice skating uh one of the ice skating days. Um, so that day I um had a really good turnout. Met a lot of kids attending the ice skating which was really fun. The kids really really enjoyed it. Um, so I had some interactive posters that day where I had different questions that asked um things about what they like about their city and what they would like to see in their city. So I'm going to just briefly summarize some of those things. Um so in one of the questions um they they had a high demand for recreational spaces and activities. They want more places to hang out and be active. And I know that's in the works with the Boys and Girls Club and and some of the other things. But some of the things they mentioned here were uh more parks and outdoor spaces, a sports complex. Um and then it said a community center which is already in the works. Um and then they also inquired about indoor spaces for teens to gather. Um, and so they have a strong interest uh for free or lowcost events, but they prefer that if they have to pay a little bit of money, they will rather than a free event. Um, so they enjoy um the movie nights at the park. of course they'd like to see more concerts and

shows and they want al also to see more youth or teen le events. So that was interesting. Um so of course there's clear requests for more food and shopping options which is also right in line with the you know all the constituents of the community as well. um their preference. So, it was like if they had $100,000 to improve fund in the city, what would they do with it? Of course, uh restaurant choices was probably their number one to name a few. Um they like a Chick-fil-A, Sonic, which they're that tells you that they weren't here when we had a Sonic, right? um a Hibachi Grill, Eegis, um American Eats. So those are just to name a few. Okay. Um so just and we I also had the parents participate as well. Um so of course their choices were more shopping options, a shopping center, of course they want Food City or Fries back in town. So I mean that we already know. uh specific attractions teens want. Um and something maybe we be worth looking into. Uh they mentioned a trampoline park, uh mini golf, and of course something they would love to bring back they said was the bowling alley. Um and of course like [clears throat] almost every kid said uh to bring back was the movie theater and and we already knew that. Um so in terms of safety and uh safety and infrastructure concerns uh they'd like to see better street lighting um safer crossings and uh better grass in our parks. So

that's a quick little um summary of the information I gathered from our youth here in our city. So, it was a really great event, well attended, and they did have some wonderful, great ideas. So, I just wanted to share that with everyone. Thank you. Thank you, Mrs. Rodriguez. Mr. Montano,

uh, couple things. I I met with a few of our constituents. Um, most of their concerns or questions were Boys and Girls Club and then and the community kitchen. Uh, so I answered some of those those questions that they had. I still have to get some something back to them because I wasn't I didn't have answers to a couple things. So, I need to get back to them. Then another thing that happened earlier in December, we we invited a group of golfers from down here uh just so we could hang out, have them come down. So, about 22 of them came down and and there was a match Douglas and [clears throat] uh they they came here, they spent a little bit of money on breakfast. Then we went out there uh we played and then uh we also gave them a a a briefing on the progress of the golf course. So they were they were impressed. They're looking forward to it and then uh we talked about what how we get him down here more and basically they said golf because Sher Vista is the same distance away. So they said as long as we keep inviting them they'll come. That's all I have. It was a close holiday season. So that's all I have.

So I've been on the job for one week. So um but ever since uh everyone has c congratulated me and they told me about their issues. Um the main concern have been the streets especially after the heavy rainfalls that we just have a lot of potholes throughout the city and uh and uh events on G Avenue. just uh the organization. I went to a couple businesses and that's the first thing that came up. Uh just better organization and better um to be more public about the events. So, uh people show up and that's up to where I am right now.

Yes. Um I can talk tonight. Last meeting I couldn't and I wasn't even sick. That's the crazy thing about it. Allergies. Anyway, I've had a number of people coming up and saying the golf course now is looking great and they're excited about it. And these [clears throat] are constituents that are here in Douglas that been here for years and they can hardly wait now until the back nine they can start playing on it. Um, and I've had compliments now on the airport park, especially the walking area. Um, how many of you go to the park and walk? Okay, we've got one, two, three, four, five, six. Okay. And um, you know, it's been greatly improved and um, I've had a number of comp compliments. I go by the Ross parking lot and they say not only Ross is doing good, but this has helped um JC Penney have more customers, which is which I think is great. Uh ice skating. My um three grandkids were spent several years up in uh Calgary, Canada, and they know how to ice skate. So, not only them but other people have been complimenting us on the ice skating and then also the sidewalks on 10th Street. U that's this is in my area and I've had uh one person that has been asking me to do it for a number of years. So, hopefully he's not listening tonight. I'm gonna send him maybe a

Christmas card and say this is a early Christmas present. So, uh the sidewalks are are are going on and so that's uh that's a great thing. So, Douglas is looking up and people hopefully have um good attitudes about Douglas. We're a community, you know, that doesn't have quite as much funds as say your Scottsdale or some other communities, but uh we up here have been working to um get a lot of completed things done that need to be done. I [clears throat] just have a few uh recognitions tonight. I wanted to thank the city for all their hard work in putting on all the holiday season events. Uh the activities were well attended and I also wanted to thank the community for supporting coming out and enjoying all the fun. Also, congratulations to our mayor for a successful state of the city address. Um mayor, you've accomplished so much in your first year and you've brought Douglas forward. uh you inspire me to be better at my role as a city council member. So I thank you for that. And also congratulations to Mr. Martinez, our finance director, treasurer and his team on the certificate of achievement for excellence in the financial reporting. Great job there. Um thank you for keeping us in compliance. Thank you.

Yes. Uh just very briefly, I mean being the holiday season, I did try to get around few constituents and it's mostly a high school students have a concern. I know right now they're at second semester where they have a lot of projects, especially like the HOSA students competition and so forth. Uh there's been quite a group of kids that have been trying to get together, not you know around school or their homes. So I did get a couple of calls uh this past weekend and as a matter of fact last night about you know they want to go to certain places in town. The only place that they could really hang out and study is McDonald's which you know it's kind of crazy there. They can't focus. So I know we have a few businesses in the town that close early. So if you know any of them, you know, just recommend that we have a lot of kids and those kids have money. Let me tell you, being a parent, I know they they make sure you deposit on the debit card, right? But you know, I mean, like the Gatson has that cafe was closed. You know, the Blueberry Cafe closes early. So, and then same thing with Dunkin Donuts, the traffic there does not allow them to focus on what they're there. Plus, we also have a bunch of college students that like to drive into town and hang out instead of going and staying out there in the lobby at Coochis College. So, you know, we do need places and I think it's great for our community. So, let's uh you know, let's get the word out, especially the business owners that there are kids wanting to hang out and study and, you know, and do projects, work on projects. I mean, this is our youth. Our youth is is vital for our community. And when you have uh phone calls from parents knowing that, you know, we're an educators and I'm involved with the city council, you know, they're they really want a place for their kids, the safe place where they could hang out and study. So if you know these businesses, you know, just uh reach out to Douglas High School and let

Thank you, Mr. Aosta. Um, I'd like to thank everybody who went to the state of the city. That was a great showing. Um, especially being the first time in at the park in public. Um, I do I want to thank uh my count or my counterparts in Naweta who went, their council went. Um, also the mayor of Sawarita came all the way down with his council uh for uh for the state of the city. So it was pretty much uh it was very much appreciated. Also the wrestlers from Thunder Mountain Wrestling who have taken Douglas as their second home and also um push for Synergy Home Care to not only come in and create jobs but set a a office front here uh in the city of Douglas. So all their support is very much appreciated. Um, I want to thank the Herald. Um, not because of me, even though, you know, but I got person of the year, but I'm just glad we're getting good notoriety, good publicity. Uh, you know, not from me, but the mayor seat that that that got uh the the the notice because again, people are paying attention to what we're doing here in Douglas. So, it's very much appreciated. Um, I'm want to say congratulations publicly again to Mr. Duraso. I didn't want to say this. If you notice during the interviews, I stayed very quiet. I have known him for around more than 20 years. We're actually from the same graduating class for 2005. I didn't want that to play for him nor against him, so I stayed quiet. Um, but I'm very proud of him uh or sending my condolences as they said, depending on how uh uh you know, how he feels about it. But uh he's very active in the community. He talks to people um and he's uh he has a lot of good ideas especially like how we mentioned with the golf course and the airport. Um did want to give an an update on the asphalt plant. The I know Mrs. Kiko might say something about it but we are sending our employees for training so they could use the new asphalt plant. It's not the old one. We didn't redo the old one. It's a new one state-ofthe-art

where you have to be trained uh to uh to use it. So we're we're very excited about that. I think we're sending like around five or around there. Um I do also want to mention uh staff um asked me if we're going to keep doing G Avenue events. We're going to get together on that if any council member wants to be active in that and energize Douglas even take those you know into block parties other parts of town. You can be part of the process. It's just starting with me right now to you know to to just start it off. But if you have any ideas, want to be a part of it, want to help organize it, uh feel free to let staff know or let let myself know. Uh as I mentioned before, I want to thank Mr. Garcia from Los Aapsson. Uh and also and also Rosie Mendoza. So Rosie Mendoza reached out to me and said, "How can we get Los Aapsson here?" And I said, "Well, let's just the the city do it. We need more events." So she got me the contact information for Mr. Garcia who plays in it. Uh, and I the the um the date that's set is for uh Valentine's Day uh in next month of February 14th. And as Mrs. Kiko is going to mention, we're going to sell tickets and we're looking just to have another thing to do not only for our youth but also for Mrs. Pedro, go over there because I know she's probably excited about it. Uh so, uh it's going to be fun just having more activities around. Um I did get a a concern about a sidewalk on 15th Street in front of Huber Middle School. Um because there's kids that walk home and there's no sidewalk there. So uh they'd like to know if we can put one in. I went uh driving around with um Mr. Rockwell. I think he's here. Carl Rockwell when we went for the uh for a KGA 9 interview and then I'll mention that right now too. There's a house I think two houses that have the sidewalk, others don't. So the kids are actually going into the street to walk. So that's very dangerous. Uh if we can get an update on on possible sidewalks there. I also want to thank KGA 9 for their not only article but their interview uh for

the lights in Quail Run. I told Alexis Ramen I just didn't think you know putting lights up in Douglas was a big deal but apparently it's again positive publicity that that we're looking to uh make our our community safer just by having something like that. Uh and I want to also thank staff for that. Had a you know my chat with the mayor is usually an hour. I had a three-hour chat with the mayor uh at Blueberry Cafe. Around seven or eight people went and then the next day I had an evening chat with the mayor that only one person went, but like I told that one person, even if nobody shows up, I'm looking to make myself accessible. Just having it out there because you never know when somebody might have a a need uh in the community. Also, I want to plug uh January 31st Thunder Mountain Wrestling. If you've ever seen the movie Nacho Libé with Jack Black, the inspiration to that movie is Coming to Douglas. A Freight Tormenta who's a priest who wrestled under the mask to help out orphans in Mexico. He's coming down. The original's coming down is and his adopted son, the adopted son, Afrey Tormenta Jr. is going to wrestle too for the Thundermount Wrestling Championship. We also have former WWE stars Heath Slater and Rhino coming. So, uh, we're getting a lot of attention even from wrestlers. They want to come and wrestle in Douglas. So, that's good to know. Um, I met today with the business looking to open uh at an old bar in Ward 6 uh down avenue. Don't want to mention exactly the bar, but uh that that was there, but uh they're looking to start up a business. They met with me and we're looking to help them along the way tomorrow. And I just got a call today or a text message today that a hotel investor wants to come tomorrow. So, I'll be meeting with them. Staff is also going to make time short notice. So, I appreciate that. Uh we're also looking to have the uh the World Boxing Council WBC presser uh soon with our consultants Verdus where I think they want me to go up to Phoenix just so we can make a big deal announce it. The plan right now is USA against

Mexico. We're hosting uh Arizona, New Mexico and uh Texas against Edmos tenatively Nogales Sonora and Awapeta Sonora. And Mrs. Oro will mention too that we're going to have our futures meeting January 28th. So, I mean, that's when we all get together and it's what do we want to see in our community? How do we know what we want to see in our community? We work for you all. So, you guys all have to tell us what you want to see so we could take all those ideas and present them to our staff and to council and and come up with a plan uh to get all those things done. But that's my um that those are my announcements and we'll move to item number seven, proclamations. First proclamation is Black History Month. Whereas Black History Month was officially established in 197 uh 1976 by President Gerald R. Ford, who called on the public to seize the opportunity to honor the two often neglected accomplishments of black Americans in every in every area of endeavor throughout our history and has been since recognized by every US president. And whereas the national com commemoration of black history in the United States dates back to 1926 and was initially observed the second week in February to coincide with birthdays of Abraham Lincoln and Frederick Douglas. And whereas the city of Douglas founded in 1901 and incorporated in 1905, founded by a diversity of people coming from all parts of the world looking for opportunities and feeling oppression arrived in Douglas to become the foundation we were built on. And whereas it is in this early foundation of Douglas, people of African-American descent began to arrive. They came as ranchers, entrepreneurs, business owners, laborers, and buffalo soldiers. They came as all who came looking for opportunity. And whereas the city of Douglas honors the contribution and advancements made by African-Americans in our community, our state, our nation, and throughout the world in such areas as education, medicine, art, culture,

religion, public service, economic development, politics, and human rights. And whereas Black History Month is an annual opportunity to recognize the central role of African-Americans in the history of our nation. And whereas Black History Month is an opportunity to understand black histories going beyond stories of racism and slavery to highlight black achievement, it is a time for Douglas to celebrate our own black history and honor our roots that helped build our community. Now therefore, let it be resolved that I, Jose Grihadva, mayor, and on behalf of the council, do hereby pro proclaim February 2026 as Black History Month and and urge all humanity to join in celebrating the contributions of African-Americans. And we have a rich culture of black history here in Douglas uh that we will get to uh to honoring. Also the second proclamation is MexicanAmerican Heritage Day. Whereas on February 2nd, 1848, the Treaty of Guadalupe Edalgo was signed, marketing a pivotal moment in the history of the United States and Mexico, reshaping the cultural and geographical landscapes of North America. And whereas while the treaty seated treaty seeded lands that make up most of today's u US southwest it it is also granted US citizenship to the Mexican citizens living in that territory thus creating a new ethnic identity the Mexicanameans and whereas Mexican-Americans compromise the largest indigenous ethnic group in the United States representing nearly 40 million people. We also acknowledge our historical roots with the people of Mexico and that we are separated only by an artificial border. And whereas February 2nd, 1848 symbolizes the birth of a new identity for Mexican-Americans with activists expressing this identity through through literature and culture. And whereas this legacy endures through the preservation of culture, language, traditional values and honor, demonstrating survival and resilience in the face of marginalization and

discrimination. And whereas this day honors the vital roles Mexican-Americans have played in building and strengthening the fabric of this nation, reshaping the US economy and society, creating a new genre of art forms, serving in its defense in time of war, and advocating for civil rights and labor reforms. And whereas this day does deserves recognition with events and activities that are appropriate to the nature of cultural values we seek to preserve and to the respect of our city's history that we must pass to our youth and children. Now, let it be resolved. I, Jose Grihaga, and on behalf of the council, do hereby proclaim February 2nd, 2026 as me MexicanAmerican Heritage Day in the city of Douglas to continue fostering greater understanding and unity in a diverse America and thereby enhance recognition of the history and cultures that the American people hold in common. And also to that, uh, the wall of faces is a huge part of our history where Jeannie Jordan can go on for hours. She's not here. So, I'll pick on her about uh those across the border that help defend our nation in times of war. So, we thank uh them. We thank our those uh with black his uh that help us celebrate back black history. That helps us see how diverse Douglas is and we're very proud of that. Item number eight, presentation of awards. Item A, award of certificate of achievement for excellence in financial reporting for financial audit 2020 for fin for reporting of financial audit 2020 2024. Mr. Martinez.

Thank you, Mr. Mayor, members of the council. Uh the city of Douglas uh finance department has been awarded the certificate of achievement for excellence in financial reporting for fiscal year 2024. Uh of note is that the city has been the recipient of this award uh every year since 2008. This award is the highest honor in government accounting and financial reporting. Receiving it shows our strong commitment to doing things excellently, honestly, and openly for our community. It is a respected national award that recognizes the hard work of our our finance department. It also boosts the city's reputation, which can help improve our credit ratings and make investors more confident in our solid financial management.

Doesn't us it goes by usually how I have these presented to me. So this time I will have Mrs. Pedro go. But in the other times, we will respect the order that these are presented, whether it's first to last, whatever they're here for. So, Mr. Pedro, 3 minutes, cuz I gave you I gave you more last time. I'm here because I passed a petition. a petition where 247 citizens and may I tell I got I could have gotten a lot more but 247 which is like 16% of the so-called 15,000 members citizens of the uh Douglas they're not happy with what is going on with the widening of the sidewalks they're

widening up with three feet on each side narrowing the street creating chaos because they're removing the turning lane. The citizens of Douglas do not want that. Mr. Montano and Mr. Aosta, you had barely been um what it I don't know what you call it when

appointed when you voted for this. There's no way that you had the opportunity, sir, to speak with the constituents. Most of you weren't even here, Mr. Shelton, when I spoke with you, you don't even remember having uh voted for this. You said we haven't voted yet. I do believe I'm not saying let's start all over because I Mikho said it's going to cost a lot of money. No, one thing nothing is done in concrete. We can still change modify. Why do we want to go to narrower streets? Douglas, if you know the history of Douglas, Mr. Douglas built the city with wide streets. Why do we want to narrow them? Why do we want to take out the uh turning lane? People currently that signed this petition were upset because they said it's already hard when they're driving and we are angle driving. Originally, they wanted to make it parallel. We protested. What I have for you, mayor, is the signatures of the 247 and I also have the original one because if you know and Mr. Oro can explain it to you, there was different different um plans and the last one that was voted on by Mr. Huish was not even one that we had seen prior to that day. And and I know she's going to say yes, we did surveys. If you want to speak to your constituents, speak to Mr. Bond. He was there at one of these town meetings. And he signed the petition. Mr. Bond told them it was wrong because the very first SE survey did not allow for comments. So what they did, they revised the survey, but if you had answered the first survey, you weren't allowed to answer the second one. How do I know? Because I was one of those. There was no comments. So the survey itself, I don't know how

I'm here to address recent statements by the current administration labeling protest groups like ours Douglas Indivisible as terrorist or criminal organizations. Indivisible is not a terrorist organization. That description is false, dangerous, and contrary to the values and laws of this country. Indivisible is a nationwide network of Americans who engage in peaceful, lawful civic organizing to protect and strengthen our democracy. Peaceful protest is not terrorism. Disscent is not extremism. Our members are constituents, voters, neighbors, community volunteers. We organize nonviolently in accordance with the Constitution to advocate for democratic values, equal representation, and accountable government. Peaceful protest and civic participation are fundamental American rights. When a government labels its critics as terrorists, it puts real people at risk by encouraging harassment, surveillance, and denial of due process. Um, I wanted to talk to you all about um, I'm really glad that you guys are dealing with the county islands in the city of Douglas. As you know, I came to you about 6 months ago realizing that it was illegal and there's a statute, Arizona statute saying that there cannot be county islands and municipalities. So, putting the lights is is is a good step. And I just want to make sure you guys look into the area around the Jewish cemetery as that is also a county island. On that aspect, I am meeting with Sunnyside Fire District tomorrow because as you guys all know, you annexed part of their area that they get money from. they had done their budget. Now they have to go back and redo their budget because they had passed it in July and didn't know what you guys were doing. So one of my issues here is I think we have to have a lot more collaboration. In my speaking with uh SECCcom, they wanted me to let you know that the next step for the city is to notify SECCOM of you taking over that area that you annex for the fire district because they will have to change the districts on the maps and they will have to also have to change I think some of the phone calls and some of the areas that they need to know what you all cover. So I'm not sure exactly. They just wanted me to give you a shout out to please contact them. That's Tammy Joe at CCOM and SAR Vista to tell them exactly the outline of the district and what you annex. So this is I think really important that we have to have a lot of collaboration because Douglas is going forward and we need to bring you into the county which means we have to have open communication. So in that matter I wanted to let you know what my plans are for the next three months. Um, we put out an RFP for an economic study, basically looking at the city of Douglas and the port as being the number one area to look at and then corridor 191

All kinds of different organizations and instead of us all spending money separately to do the same thing, it would make sense if we all collaborated and pulled our money together to even do maybe a better larger one. Uh what I really want to do is start getting a lot more concentration into east of the Mule Mountains. So with that also I am in talks with um different hospitals to look at managing a hospital here in Douglas. I'm don't want to say too much because I don't want speculators but I'm looking into land possibly to have the hospital and also different private investors that will help us build it. So that is one of the things I'm looking at. Um, just one more thing. Um, we will be doing the port of authority, new port of authority board. I will have that for the council. I'd like to be able to make a presentation maybe end of March to tell you what I think well what we feel as a county, the city, and the state could do to have a brand new port of authority that had stakeholders for anybody who wanted to do business in this new port. Not that uh for one item, not that I see anything wrong with them. Uh it's just in the history sometimes there's been confusion in the public about conflict of interest and who can and who cannot serve on committees. And so I just hoped that uh council uh could address that so that everybody understands the reason for appointments uh by city staff uh on certain commissions and committees. That was the only reason I wanted to raise that. The one regarding um um Mr. Ramirez Consulting. Um I I thought it would be helpful for the moment to remove that item from consideration simply because it seems like there are a lot of conversations going on between the city and the IDA uh recently about the DREDC and the entire relationship. I personally spoke to the IDA probably at least a year ago and raised some questions, brought some information to their attention, some of which I think they don't rem recall. Um, I also have put in public record requests for information and the city clerk's office has been very helpful, although I I don't didn't get all the information I felt like I I needed to have to make a good assessment. But generally speaking, um there have been many, many years have gone by where city staff members have been board members on the DREDC, an organization that I think it's fair to say has been a bit ambiguous and not understood even by IDA members. Uh just to to give uh the uh the background on this item, uh DUSD uh approached us about seeking ownership of the football and baseball fields in order to provide the ability for future improvements on both facilities. As they know, as you know, they've improved the football field at their cost already. Uh the city of Douglas uh and owns the aquatic center on the USD land. So kind of a similar relationship and and seeking the same abilities as well. Uh both agencies agreed to continue to pursue future IGAs to allow the continued share of the facilities and other properties are included as part of the exchange to provide equal land value um to the properties. Uh so you have before you the proposed property exchange agreement with the DUSD uh that agrees the following. The DSD would get the football and baseball fields but excludes the parking lot and Munchi Gonzalez Little League field. The

The city also gets the old uh unutilized segregated historic school on Fourth Street and F Avenue and six other vacant parcels. Uh the question came uh about the the old uh segregated school. The parcel contained an embedded circular parcel within that and we we checked into it. It's it's an agreement with the school district that they allowed them to mobilize their their mobile unit in there operate uh uh the head start lasita and and they they have an agreement with them. Basically, that circular parcel is is uh something that's called the improvement of possessory rights established through the the county's GIS system that basically outlines that uh they own that modular building. Uh but the entire parcel is owned by the district. So that's basically the the gist there. Uh the complete parcel list as you know is listed there in the agreement. the baseball and football stadiums in the aquatic center will require survey to cut out the the existing parcel. So the agreement calls for each party to pay for cost of survey for their currently owned properties. Um came up with the value of the properties based on Coochis County assess land valuations and estimated ba based on acreage of the football and baseball stadiums and the aquatic center. So the values of DSDO owned properties to be transferred to the city is $435,282

and the city property to be transferred to DSD is $438,58. Again, that's just the land value, not the assets on the the property. The properties are very close in value, like I said, and and uh it's it it it works as a um pretty much an even exchange for and and against splitting those survey costs. Um the property exchange agreement also calls for existing IGAs which we have with the school district that allows us mutual use of those facilities. Um to be terminated once they own the properties uh in and new IGA's form. Uh, an example, the baseball field. Uh, the school district mostly use it. Even though we own it, they use it most of the time, but we use it a couple of times a year for the Mexican baseball fiesta as an example. So, that's what we're looking at. Um, on the annexation question, uh, we uh before the the smallcale annexation, which is the title of the most recent one near in the Sunnyside area, um, we did meet with CCOM. So, I'm going to look back to get you who was in the meeting on their side. I just know I was there. So, I know that that took place um because we had to readjust our response area. So, I'll get to the information. I don't I I don't remember the context. Um and on the DRC, I can I can provide a quick update on that. I can also prepare a report for later. But uh we worked on um with I I think some of the things that had come up through a public records request had the realization that um there were no active um meetings of the DREC and its sole purpose had dwindled down over the years to primarily be a pass through for uh payment to one of our contractors um which was Rain uh Mr. RmIrez, uh it seems that uh two members u deputy city manager and city manager by default had been included in some of the uh filings every year as members but there was no activity. So, we worked with legal on our side to draft uh on their behalf a resolution of dissolution for that entity and that took place at the end of the calendar year because their sole purpose had really just been a pass through. Um the sole member um

So, this is would be my second annual futures meeting with mayor and council in a retreat setting uh to prepare before uh staff and I walk into a new budget cycle. This will be my fifth budget cycle as city manager and uh for the second time now we gather kind of an update for from all departments to mayor and counsel. Uh then we uh provide those before. We're doing it a little different this year. We'll provide that information before our retreat and they'll come in and help uh weigh in and prioritize things like our street schedule and paving schedule and street lights and see all of our gaps that we have, see all of the blight that we have and where um areas are, you

Now that the equip equipping bid has been awarded at tonight's meeting, we will initiate grant release for this and also uh for this project to equip the well, but also help with the Geronimo Trail transmission water line which is underway. Uh the waterline plans are 60% complete at this point. Uh we met with GSA recently on the port of entry. They were here in town from San Francisco. Uh we were able to meet with contractors and with their and subcontractors. Uh the project continues to move forward and the project contra construction schedule the project construction remains on schedule. Uh Brownfield coalition with SIGO is underway. This is a very exciting opportunity that we're going to jump into. The Brownfield Grant Program has assisted us in the past when it was

Uh I think it's promising and what we use those funds for if we're awarded uh a multi-county area whatever comes to Coochis County hopefully for our area is to help equip some of our historic buildings with the opportunity to assess environmental needs in different phases. we already had two or three um buildings in the community that were nonprofit uh going through a first phase assessment and when the funding ended. So, we're hopeful we can pick that up again. I think that uh funding cycle or grant application is due at the end of this month. Also, our annexation efforts. So we do have a staggered annexation plan that was approved in 23 and that was where the smallcale was uh included in Bayacres after we had attempted a broader uh annexation attempt in uh the Sunnyside area and was unsuccessful. So we we had that sliver of um community members that wanted to

be annexed and we focused only on that. But as part of that staggered annexation plan that is what we follow um we have our first phase underway for the west annexation which will eventually get us past uh the new port of entry into Kojis College but the initial steps you know we're taking baby steps to get there. So, as we negotiate uh with pre-anexation agreements on that very first phase, uh we are almost uh ready to survey um some of those parcels before filing of that paperwork. As an update to our asphalt plant, here's a brief timeline. In January, as the mayor mentioned, we have five staff members scheduled for training in Tennessee. Actually, that training begins next week. In February, staff will continue to pour the footings. In March, the main components will be erected using a crane. March and April time frame, we will bring in the gas and electric services. We may have to use a generator to run the plant initially due to the long lead times for the electric service work, but we are hopeful. In April, we plan on initial commissioning and testing of the plant and the May and June time fra per period to begin production. So, long time in coming, but everything continues to move forward and we're excited about that. Just as a a fun fact on that, in 2019 or so, there was a street assessment of the need of the street work in our community, and it was in excess of $67 million. And that's been that long ago. Uh just with inflation and costs rising. Um you know, I can't even imagine what what that would be now. But we do have a great need. Uh this isn't going to fill all of that, but that's part of why we will create an aggressive schedule uh

and work on other opportunities with our new resource. And finally, Boys and Girls Club. uh they have been active and have 20 participants registered uh since the semester started on January 5th. Uh stopped in. We've helped them set up their temporary internet until they get their internet set up. Uh we're doing some painting. uh their innovation lab which which was donated by Cox Cox communication is underway and it's very exciting to stop and visit um how they're being set up there in their temporary space. Uh a reminder they are seeking more participation. Uh the club is located on the northeast side of the former call center building at 1701 10th Street. It is open after schools and on week day well during the weekday. Um, and they begin at 300 PM and I think they stay open until 6:30 uh or 7. The innovation uh lab is still expecting to get 100 PCs or laptops as part of that donation. But they do have a 3D printer. They have an arts and craft section. They have a recording podcast area. and it's it's taking um form and it's very exciting to see uh this new branch evolve in our community. That completes my updates. Thank you.
