Let us go before the throne of God. Father, we come boldly before your throne of grace on this evening. We posture ourselves in prayer that we may establish your purpose in this place. Father, we pray right now today, God, that you said no good thing you would hold from them that walk uprightly before you. Today, as the county government stands before you today, God, we're asking that you would open up the proverbial windows of heaven. Pour down blessings upon Douglas County like they've never seen before. God, you said, if any man lack wisdom, let him ask of you. Who give liberally will not hold our faults against us. We pray that you will endow this council tonight with the wisdom of God. God, give them what they need, God, that they may lead us in the way that we should go in Douglas County. Father, we pray your blessing of protection, God. Let that canopy be over Douglas County like never before. And God, you promised us that if we keep our minds stayed on you, you'll keep us in perfect peace. So tonight we're asking you for a peace that passes all understanding. Peace that rules hearts and minds. Peace that gives shelter to their God and protection. Let it be a canopy over this meeting, over the affairs of this government today, God, over every citizen today, Lord. Let this be a special county today, God. God, you said we are the apple of your eyes. And so today, God, I pray that you will look at us in a peculiar, special way and just shower us tonight. Blow our minds in this meeting. Good evening Madam Chair, Vice Chair, Commissioners, County Administration. It is indeed my honor and pleasure to present this, the citizens' commendation. Many times we look at heroes being the ones that run into the fire, the ones that ride the fire trucks, the ones that ride the ambulances, the ones that deal with the mobile integrated health. public safety, things of that nature. But today I'm going to read a ceremonial declaration of commendation for Mr. David Anderson. And I have Battalion Chief Dan Callen here with me. Special thanks to him because he's the one and the crews that are here today are the ones that also responded. So whereas on July 26, 2026, an emergency occurred at 8507 Timber Lane Drive, requiring immediate action to ensure the safety and well-being of a citizen in distress. And whereas David Anderson, with extraordinary courage, composure, and selflessness, took decisive action to assist the affected individual by reporting to 911 his neighbor's house was on fire alerting the sleeping occupants inside and ensuring they evacuated the burning home safely and whereas the swift and heroic response of david anderson provided vital support prior to the arrival of of professional first responders significant significantly contributing to the preservation of life and safety and whereas such acts of bravery and civic duty exemplify the highest ideals of community spirit compassion responsibility serving as an inspiration to all residents of douglas county Now, therefore, the Douglas County Fire EMS Department, under the authority of the Douglas County Board of Commissioners and Fire Chief Dr. Miles N. Allen, does hereby proclaim and declare that David Anderson is officially recognized and commended for his outstanding actions during an emergency. Be it further resolved that the ceremony declaration of commendation be presented to David Anderson as a testament to his valour and service with heartfelt gratitude of the Douglas County Fire EMS Department and the community we serve. Before I get started, I just want to say a quick thank you to the board for all the support that you give us through the year. Thank you to all the athletes and the parents from Soga. Thank you to the staff for all your help throughout the year. The Douglas County Parks and Recreation held a second annual Drive 4 Calls Charity Golf Scramble. brought together 36 teams, 144 golfers, and more than 50 sponsors for an incredible day of community support. Thanks to the generosity of our participants, sponsors, volunteers, and staff, the tournament raised $24,865 for Special Olympics Douglas County. These funds will directly support year-round sports, training, equipment, competitions, and inclusive opportunities for our local athletes. We're incredibly grateful to everyone who helped make this event such a success, and we are proud to present this check to them today. And I hate to make you guys get up. Before I read the proclamation, I'd like to thank the board for their continued support, the county staff, and the residents, as construction can sometimes be inconvenient. I'm also pleased to have our DOT leadership team behind me, here with me, and these dedicated professionals help design, construct, inspect, maintain, and improve our transportation infrastructure every day. I'm grateful for their presence and their continuous efforts. With that, Whereas National Construction Appreciation Week is observed during the third week of September, September 14th to 18th. Whereas the American construction industry is comprised of more than 11 million dedicated professionals whose skilled craftsmanship and hard work form the foundation of our nation's infrastructure, schools, workplaces, and homes. And whereas construction professionals play an essential role in building and maintaining the roads we travel, the building we learn and work in, and the communities we depend upon every day. And whereas, the Douglas County Department of Transportation, along with its engineers, field crews, inspectors, project managers, and staff, works diligently year-round to design, construct, maintain, and improve the county's roadway network and transportation infrastructure, ensuring safe and reliable travel for residents, businesses, and visitors. And whereas, these individuals demonstrate commitment, teamwork, resilience in an industry that requires both physical skill and technical expertise. And whereas the construction industry continues to provide meaningful career pathways and opportunities for advancement, helping to strengthen local economies and support the development of highly skilled workforce. In regards unprecedented rain we got over the weekend for the roads that were washed out my district there were unpassable the potholes that washed off ports of roads within a matter of 2 days. your team had all of those fixed and I was out there in a director at some of the roads that we have to see had to block off because they were impassable. You guys are quick to respond to get up and block off those are his eyes want to thank you guys did a great job.

It's my honor to read this proclamation declaring September 17th through the 23rd as Constitution Week in Georgia. So I'll get down to it. Okay, Constitution Week. Whereas the Constitution of the United States of America, signed on September 17th, 1787, established the framework of our federal government and continues to secure the blessings of liberty through the enduring principles of representative government, separation of powers, checks and balances, and the rule of law. And, whereas, the state of Georgia holds a distinguished place in our nation's constitutional history, being the fourth state to ratify the Constitution, demonstrating an early commitment to the principles upon which our republic was founded. And whereas Constitution Week commemorates the signing of the Constitution and in 2026 marks the 239th anniversary of this historic document, while honoring the 250th anniversary of the Declaration of Independence. and whereas the National Society Daughters of the American Revolution initiated the observance of Constitution Week in 1955, leading to its official establishment by congressional resolution and presidential proclamation in 1956. and the Georgia State Society continues this long-standing tradition by promoting constitutional education, patriotism, historic preservation, and good citizenship throughout the state of Georgia. And whereas Recovery Month is an annual observance dedicated to promoting the benefits of recovery, Highlighting the success stories of individuals who have achieved and maintained recovery and encouraging individuals to seek support and treatment. And whereas the theme for recovery month is home, health, community, purpose. As these are the factors that all individuals need to live healthy, happy, independent lives and reach their full potential. And whereas through education, awareness, and advocacy, we can break the stigma surrounding substance use disorders and mental health conditions, empower individuals to seek the help they need, and celebrate the strength and achievements of those in recovery. And whereas it is essential to recognize the dedication of countless professionals, organizations, and volunteers who worked tirelessly to provide support, resources, and compassionate care to individuals and families on their recovery journey. Now, therefore, the Douglas County Board of Commissioners hereby proclaims the month of September 2026 as Recovery Month in Douglas County, Georgia. Good evening, commissioners and county administration. September 15th through October 15th is National Hispanic Heritage Month. And here in Douglas County, we celebrate that in a few ways. One is we have a wonderful art exhibit in our courthouse gallery featuring artists of Latino and Hispanic heritage. And tonight we have nine of those artists here with us. And two of them will read the proclamation, and they represent nine countries from Central and South America. So I'd like to just recognize Tanya Sanchez, Yesica Cortez, Lelys Burnett, Rosa Obregon, Wendy Annette, Marissa Serban, and Pablo Alfaro. And also our friend, Veronica Toscano Leger, who is a cultural liaison for the government of Guanajuato, Mexico. And she helps us put together the Hispanic Heritage Art Show. So I want to thank them all for being here. And two of our artists, Emano Luquin, will read our proclamation in Spanish, followed by Uriel Ortiz, who will read the proclamation in English.

Whereas each year, Americans observe National Hispanic Heritage Month from September 15th to October 15th by celebrating the histories, cultures, and contributions of American citizens whose ancestors came from Spain, Mexico, the Caribbean, and Central and South America. And whereas the observation started in 1968 as Hispanic Heritage Week under President Lyndon Johnson and was expanded by President Ronald Reagan in 1988, to cover a 30-day period. And whereas the day of September 15 is significant because of its anniversary of independence for Latin American countries, Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua, Mexico and Chile, celebrate their Independence Days on September 16th and September 18th, and Columbus Day, or Dia de la Raza, which is October 12th, falls within its 30-day period. And whereas America's diversity has always been a great strength of our nation as we celebrate Hispanic Heritage Month, we recognize and applaud the extraordinary accomplishments of Hispanic Americans And whereas, from America's beginnings, Hispanic Americans have served as leaders in business, government, law, science, athletics, the arts, and many other fields. It's just an honor to celebrate this month because my aunt actually sent me a picture the other day of my grandfather when he come across and his first year when he served in the US Army in his uniform. Very old picture, but that makes you feel proud because I would not be in the seat today had my grandfather not came here. So I just wanted to say that and wish everybody a National Hispanic Month. We certainly, Board of Commissioners, it was an honor to recognize our amazing community for all the proclamations, the four that were presented this evening, and certainly we commend and honor them all. All right next we have the public hearing before us clerk please begin with that public hearing.

The first public hearing this evening would be military public hearing.

Good afternoon, Madam Chair, Vice Chair, Board of Commissioners, staff, and community. I am here for our second military presentation. As you know, we did have one earlier this morning, and so I will begin. So we are here today in a revisionary manner to adopt a revised military. As we all know, on August the 18th, the Board of Commissioners adopted a military of 12.063 mils. um the documentation was uh approved signed by the chair and sent to the georgia department of revenue for a final review during that process the georgia department of revenue requested that our tax commissioner's office review and resubmit our digest rollback form prior to final approval So the final adjustments were made to that form and with that we had to make some changes with the numbers due to the revision. So we are here today with the recommended slightly lower millage rate in order to match the increase that was passed on August 18th. So today we are proposing to revise the millage rate downward from 12.063 to 12.035. That will still allow the board to pass the previously communicated 3.91% tax increase. This slide shows us the history of the Douglas County millage rate over the past five years. As you can see, over the past five years, Douglas County has either maintained or lowered its millage rate. And as I stated earlier, this is even in the face of a lot of economic pressures and service demands that have evolved in our community. And this document shows you how a millage rate is calculated. We used a fair market value of $350,000 with an assessed value of $140,000. That would make one mill equal $140,000 in taxes on a property with a fair market value of $350,000. So this is the difference between what was proposed and passed in August and what we are proposing and passing today. In August, the millage rate was passed at 12.063 mills. The rollback rate with the data that was presented, the preliminary numbers, was at 11.609%. With that being passed at the proposed millage rate of 12.063, that tax increase was the 3.91%. In order to maintain that 3.91%, we have to propose a lower millage rate of 12.035 because the rollback rate is lower due to the updated numbers, the final numbers that were submitted. And so in order for us to do that, we had to roll the millage rate back slightly. If we did not do that, then the millage rate would come before you at 3.97. And our goal was to keep any additional burdens from being placed on our citizens. As you know, even though we're rolling back, because we are generating more revenue than last year because of the growth in the digest, we still have to advertise that as a millage rate increase. And this document shows you how we calculate that. And so you'll see here, this is the document that is used by the finance department to calculate, and this is how we got to the 3.91%, basically because we are proposing a 12.035 millage rate. This document shows you what the value of one mill is in Douglas County. So the value of one mill based on our net digest is $9,099,165. With that being said, this is the difference between what was proposed if we did the 12.035% or if we did the rollback millage rate of 11,582. and that's in mills. So what will we do with the additional funding for growth? As I stated earlier, there are a lot of economic factors, the rising cost of goods and materials. We also have a growing population, and we also want to try to continue to deliver our infrastructure and public safety. As I stated earlier, we had some judicial mandates from the state last year that the county had to cover, and so we are looking to use those funds for that reason. So what will this mean for a citizen in Douglas County? If you have an average home with an average value of about $350,000 with the revised millage rate with the basic homestead exemption, you're looking at about $61 a year. And without that exemption, you're looking at $63 a year. So this is about a dollar less than what the board passed in August. And this document just kind of shows you how you get there if you have that journal exemption. There are other exemptions available to our citizens. So we have on the screen our general and age-based exemptions, but there are exemptions for the disabled and our veterans, as well as surviving spouses or our fallen heroes. We also have floating exemptions, and those exemptions vary. So we're encouraging citizens to contact the tax commissioner's office to verify their eligibility for any other exemptions. So we had our hearing this morning. This is our second public hearing, and there will be one final public hearing on Thursday, September 24th at 10 a.m., and then that's when we are asking the board to adopt the proposed military. And so I will yield at this time for any questions.

I just want to know what impact this will have my mom's property how much it'll go right up kind of we are kind of of course we oppose this but I'm sure as a county as our infrastructure needs this so please explain to us can anybody in about this. The public hearing is designed for your comments and well, we I guess we just it we are just kind of opposed to this but I do realize that things needs to be done in this County.

what we'll do we'll come back and respond when we start our discussion so we'll take a note of what you just mentioned or said but if you have any more remarks.

You could we can keep you know, I think that you know you're raising our property tax. I know that could I think you're trying to do a spot you know I think that that can be y'all are trying to do all that I don't understand why y'all have to go with the millage rate. That's all.

I would just like to add, Tiffany, if you would, to her question. Can you explain kind of that there's not a military increase and there's not a property tax increase. OK.

Yes. So this increases due to the growth in the digest as we assess the digest every year. One of the jobs of our tax assessor, our tax commissioner's office and our finance department is to work together so that we can come up with recommendations to the board of commissioners. And this is based on the growth in the digest. And as far as your individual question, we can speak with you after, because there are different factors, like I said earlier, different age exemptions, surviving spouse exemptions, things of that nature, that we would be able to give you a better idea of maybe the impact on the property.

So I'm very pleased to be here with you tonight to indicate this will be our second public hearing. If the board chooses to adopt the development impact fee ordinance, you'll notice on the consent agenda that we have two items. This will be the capital improvements element will need to be adopted in addition to the actual language that will go into the code of ordinances. As is required by state law, we are required to have two public hearings. And so this is the second public hearing. And again, I'm happy to answer any questions that you may have prior to the adoption of the impact view ordinance. So thank you.
