All right, mine it does work. If everyone remain seated and come to order, the uh Dixon County Planning Commission for April 10th, 2025 is is hereby called to order. Uh Mr. Ramy, if you would, if you lead our minds in the word, please do so. Let us pray. Lord, we thank you for this day. Thank you for the opportunity allowing us to serve on the commission. God, we lift up brother Tyl who is recovering from injuries. Dr. continue to lead us to guide us as we conduct this business on tonight. Keep allowing us to serve your people, Dixon County, and all that we do. In Jesus name we pray. Amen. Some of you all may have noticed from that devotional word that uh remember Todd Lindsay uh he's been a good friend to a lot of us for a while. Fell off a scaffold and broke his neck uh the other day. he is recovering and knows how blessed he is to survive that bad of an event and we look forward to having him back with us. Uh Mr. Darnell, would you call the role at this time? Mr. Chairman, we do have a quorum. Thank you, Mr. Darnell. Uh before we go any further, I believe all of you received a copy of the minutes of the last meeting. If no one has any additions, amendations, or corrections to those minutes, then I'm going to order them to be entered into the record as submitted. uh are we have visitors here and I hope all of you have availed yourselves the
opportunity to sign yourself in and if you haven't done that please do that upon leaving the meeting because we love having the record of your visit with us. Uh no one applied from the general public to make public comments. So it's going to be in order at this time. I guess for those of you who don't know I'm Robert Walls. I represent the fifth district. I was elected chairman at the last meeting. Uh I was just saying to somebody, I've been to about 190 of these, but only one from up here about 15 years ago. If Mr. Barry was here, I don't know if he would remember even when they called me up as I don't even know if I was a senior member present then, but I've done it once before. Uh I tend to be I may be long- winded in just general conversations, but I tend to be somewhere between tur and abrupt doing this. So, I want to give you the chance to speak, not at at any length, but everyone, I don't want to cut anybody off as long as they're saying something addressing the issue, but I I will I like moving on, too. And we're going to do that right now. The first item under consideration, we need to do the the minutes. Oh, we do. I motion. Oh, are we have to have a motion? I can't just Okay. Does someone move that we approve the minutes? Jeff, I think you and Do you have a question, Mr. Brown, or you just want a second? Okay. Well, all right. Put put one put one of them down as moving and the other one is a second. J made the motion and Tom Brown said. Okay, sounds good. Those in favor say I. I. Those opposed say no and the opinion of the chair of the eyes have it. The minutes are approved. Item number one on the agenda is the final plat of the Harris and Robertson
subdivision which is defined as being on tax map 48 parcel 8.02 consisting of 8.04 acres located on highway 49 West Vanlier Tennessee in the A1 agricultural zone and in the first district. Okay, this was surveyed by Brown Land Surveying creating six lots. Uh some of you may remember, I know some of you were not here, uh the preliminary plat was approved at the December 8, 2022 meeting. Uh at that time it did fall under the old 1acre requirements. Uh the vested rights are valid for three years, which means they run through December uh 8th of 2025. And if it's not finalized within that time, then it will need to meet the current regulations. So you may see some discrepancy what we currently have. Amanda, thank you. So I have no additional comments and u review revealed no no corrective comments on the plat. Uh with no discussion upon item number one. What is the will of the commission? Obviously our first district representative isn't able to be with us here tonight. So someone else is going to have to move if we're going to get off this item. I'll make a motion to uh pass the Harrison Robinson subdivision final plat. Mr. Piller has moved that we approve the final plat of Harrison Robertson subdivision. Is there a second? I second. Okay. Mr. Ramy is seconded. So it's been duly moved and seconded that item number one the final plan of Harrison Robertson subdivision on tax map 48 parcel 8.02 8.04 04 acres on I highway 49 west in Vanlier be approved as it was submitted to you. Those in favor signify by saying I. I. Any opposed? In the opinion of the chair, the eyes have it and the item is
agreed to. The second item number two is the site plan for you storage facility which is located on tax map 101 parcel 16.02 consisting of 1.67 67 acres located at highway 36 at 366 on Highway 70 east in Burns, Tennessee, zone C1 rural center and lying in the 10th district. Okay, this site plan was prepared by XL Land Company for you store it. Uh if you remember, this property was just recently reszoned from C2 back to C1 to allow self storage units. Uh, as you'll see from the site plan, they will have a chain link fence around it and they will use a type C option three landscaping buffer plus the existing vegetation ve vegetation. Amanda, no additional comments from the site plan review. The chair would comment that this is a use that's very much in accordance with what's in the surrounding property at this location and also in accordance with the now what it's zoned for. Does anyone have a motion regarding this property? Question. Yes, sir. And forgive me. I'm still a little muted. No, I there are I have concerns regarding light pollution with the neighboring homes and I'm not sure if this is the time to look at that, address it and at least bring it up. Um that along with possibly chain linking fence on the eastern side um that is closest to a residential perhaps looking at changing that to more privacy fence to help maintain u or mitigate some of the light pollution that may come from and understood there needs to be needed light here for right all these lights as you see on there are shoe box style which everybody's gone to they shine directly to the ground uh plus you will have a land buffer
between the fence and the uh you know that could be something the board you know would decide on. In other words, this chain lit fence is not going to actually be on the property line. It Yes. And you'll have your buffer inside of it. Yeah. Oh, okay. But there Yeah. There's not going to be building right up to We don't No, they have landscape buffer building invoice. Yes. Okay. All right. I have something I have questions. I'm new, so if I say something stupid, just um ignore me. Um so on the front units that are closest to Highway 70, um what is that between the driveway and the first row of A because I'm trying to figure out how they access the first row of buildings on the front. Yes. Okay. Um, yeah. I was just concerned about how those would be accessed because it didn't look like it was a road. Yes. If you don't mind it for everybody. Okay. Well, uh, you have a motion. That's a mo That's a valid motion. I haven't heard a second, but if there's a second, we'll entertain that motion. I'll second that motion. Okay, it's moved. You've got who did it right? That uh Mr. Mr. That's correct. That's correct. So, it's been moved and seconded we table this to the next meeting so that we will receive the actual site plan as opposed to what we've been submitted. Does is there any discussion on this motion? All right, we can just do a a voice vote on this motion then this now under I think we I don't know if all of us know this or not because we had so much turnover. When we table something, we have to vote on it at the next
meeting. It it's not indefinitely deferred. It's it's automatically comes up on the agenda next time and we have to decide one way or the other. And if nothing is decided, then by default, they get what they're asking for. So when I call for this the motion, if you if you vote I, you're voting to table this to the next meeting. And if you vote no, you're saying no, don't table it. Let's go on and vote on it tonight. Is everybody clear on that? Okay. I'm going to call for uh for the motion at this time. Now, those in favor of tableabling the motion or tableabling the the presentation till next month signify by saying I. I. Those opposed say no. In the opinion of the chair, the eyes have it and this motion is tabled till next month. Are there any further agenda items? No. I'm going to tell a joke on myself and we're going to flip. 50 years ago when I was just starting to college where I wanted to go to school, they they made they decided the history faculty wanted a history club for the people that were majoring in history and minoring in history and interested in history. So they called an organization meeting and of course you had at the time mostly young men all hot shots and full of ourselves and everybody wanted to talk at once and I made a comment that I I guess sounded more self- serving than it was. I said you know boys we need to conduct this according to Robert's rules of order and one of them looked right at me and said why in the world do we want to conduct a meeting by your rules of order? I didn't realize there was anybody that hadn't heard of that before. But we're not we're going to follow the rules of order when we need to, but there's not not ones that I wrote. Okay. Hey, is there if there's nothing further, uh, Mr. Well, Mr. Darn, we we appreciate
you. And for those of you who weren't able to be here, we had a wonderful retirement reception for Mr. Darnell last Friday.
