talked about this a couple times. Um, we are, I think, at the position where we can recommend that you approve that. Essentially, we're going to, if we don't, we're going to leave about $730,000 on the table to finish this up. Uh, Lee needs to get the project started so we can take advantage of some grant money if we get it done in time. Um, and so if you have any questions, I think Lee told me he's going to be there that he could answer some questions as well, but I think we're ready to go forward. Lee is here and he's standing at the podium, so I believe he's got something to say.

0:36 – 1:15Speaker 1

No, I was just going to answer questions. said this is uh they've updated it so it comes down to $730,000 that Olsson Design Company will be paying Steph for the drainage fixes on the Sherwood Forest project. Plus, it leaves open a possibility of a lawsuit with the engineers. No, it does not. Oh, really? It has a release in there that we're releasing liability from. Okay. confidently that this will take care of the drainage issues that are down there.

1:12 – 1:57Speaker 1

Uh we had both the county engineer and John Heights from the city um review the plans. Um they provided feedback to the Olsson design team and they made some changes. Um so we Bill Com, we also have the stakeholder um behind us that if there's issues that arise that they'll step back in and and get some engineering done. Great. Well, actually part six in here does allow uh not for us. No, not for us, but for an outside instrument. Correct. Okay. And this will solve the problem.

1:59 – 2:42Speaker 1

This again, we hope. I'll make a motion to approve the agreement for the Sherwood Forest Park. Hey Jim, I'll second. Oh, Steve, we got to see you. Okay, it's been moved and seconded. Further discussion hearing? None. Kim? Jim? Mr. Clark, I don't know what happened. Boost is Can you guys hear us? Now I can.

2:42 – 3:26Speaker 1

There. Now I can. Can you get my eye? Yes, you said I. I believe. Uh, Mr. Clark said I. Levi. I. Mr. Dollar. Hi. And Bill is I. Let's get that thing drained. Thank you. Well, it's signed right now. So, you could take it. No, they're going to add the supervisors on the agreement right now. They are not listed. I've talked to their attorney this morning and Jordan, if he's you can just type a signature line in. They're we're good with that. If we still have typewriters in the courthouse, I don't know. That's past my time.

3:28 – 3:39Speaker 1

I would even know how to do that. You want me to take care of

3:43 – 4:05Speaker 1

and then how do you revive the the loss of the revive the right our next item on the agenda is approval resolution 2026-5 Angller's Bay Trail. Jordan, would you like to read that? Yes.

4:05 – 5:10Speaker 1

Whereas Dickinson County has been a strong supporter of the development of the Dickens County Recreational Trail System and we recognize that recreational trails are beneficial to our residents. Whereas the Dickens County Trails Board is proposing a recreational trail segment known as the Angller's Bay Trail. Whereas the proposed trail segment will begin at the north end of the Jones pasture trail and extend east and north along Angller's Bay for two miles to the rural bicycle route along 270th Avenue N56 and through existing trails connect to the entire Great Lakes trail system. Now therefore, let it be resolved that the Dickens County Board of Supervisors encourages and supports the efforts of the Dickens County Trails Board in their application for all grant grants to which they qualify to fund the cost of construction of this recreational trail. and Dickinson County will provide the local match funds to the Dickens County Trails Board development fund. Let it also be known that Dickens County will be responsible for the maintenance funding of the trail as administered by the Dickens County Trails Board and as determined necessary and appropriate by the Dickens County Board of Supervisors for not less than 20 years from the date of completion of the trail.

5:10 – 6:01Speaker 1

Any questions about this project? It's been probably 20 years in the making. If you recall back in 2006 when several donors in the Iowa National Heritage Foundation um saved the Irons Wildlife Management area from development and um we did get the Jones pasture trail completed back in 2020 and um obviously our focus has been a lot on getting connected to Lake Park and with Klay County, but this has been sitting in the wings for quite some time obviously and we it's time to start going after some funding for it And um the Iowa Natural Heritage Foundation also has um $112,000 set aside for continued improvements on the property. So tap into that. We're looking at 450,000 for this grant.

6:01 – 6:29Speaker 1

Uh John, if the county was low on funding, could they be forced to pay for this maintenance? I think that's part of the contract. So even if we don't have the money, somehow we have to come up with it. I would think so. Okay.

6:27 – 7:04Speaker 1

The way we're building trails nowadays, I I think that we would be certainly good for 20 years at least. And I imagine I we've done fairly well keeping our trails maintained and and keeping them from getting in seriously disre serious disrepair. and being responsible as far as we take we've done an excellent job of taking care of the trails here. So, I'm confident that we can continue to do that. It's going to be paved concrete or asphalt. Concrete. Concrete. Okay.

7:01 – 7:27Speaker 1

Overall, less um more upfront costs uh but less long-term maintenance costs. I think the the contract says something about at the discretion of the supervisors, but I don't think that means that you can just ignore it. But you could maybe minimize costs that way.

7:31 – 7:48Speaker 1

I'll make a motion. Oh, go ahead, Levi. Sorry. I'll make a motion to approve resolution 2026-5 English Bay Trail. I'll second move. Kim is seconded. Further discussion.

14:26 – 15:32Speaker 1

I talked with our county engineer. I kind of wanted an update on the bridge work that's going on in the county and he assured me that Lower Gar and the A43 bridges are progressing well. A lot of that is due to the great weather that we've had back there. So, that's good news. It sounds like we're on schedule to get done as it anticipated. Um, I also appreciate the communication that continues about the trees that are being collected at the regional collection center. Uh, those communications will continue. I know Lee was there this morning and he's obviously a big part of those uh communications, but we will continue to take a look at what is best for that program. And then finally, I want to continue to remind all employees to complete their online assessment and set up their physical wellness at exams so that we can once again reach our 80% participation and get the maximum 5% reduction which over the years has been a tremendous savings for our county. That's all I have.

15:29 – 16:09Speaker 1

Okay. Now, a lot of those trees are from the DNR. There are a number that are. Yes. But there are others from commercial groups that bring them in as well. But the DNR obviously is one that in when they have big projects that that's a case like that. And that's something certainly that I think Lee and the conservation board is going to have to take a look at what is best. We've we've started conversations with the landfill as well. So, uh, those communications are ongoing. Okay. Keep us updated on that. I will. I will. Mr. Dard.

16:05 – 16:34Speaker 1

Yes, sir. I had a very light week this week. I just fielded some phone calls. Um, researched a few things and, uh, attended the re uh, called the convention for on Saturday for the Republicans. And that's about all I did had this week. Next two weeks look got a little more busy.

16:30 – 17:15Speaker 1

Okay. Uh Pastor Clark, uh I had I attended no meetings last week. I will be back in De Moine later today and I'm going to the Isac conference. Uh the legislative meeting is tomorrow night and uh then we have meetings on Thursday and Friday. I'll I'll take good notes and keep the board updated on on all the controversial subjects that are happening in the legislature right now. Can't imagine that. Okay. um Lee Clark,

17:13 – 18:18Speaker 1

uh last night I attended Milford City Council meeting. Um well attended. I think I counted there was 18 in the crowd. So that was a surprise. They've got students that are coming in and getting their requirements in. Uh so it's good to see the young people uh involved. Today I hope to make the trustee board meeting at the sanitation district. again, depending on when my deliveries show up and how long it takes me to get them installed. Uh, tomorrow night I have a board of health meeting and Friday morning I have a trails meeting. Okay. Well, I had a week like Mr. Dollar probably did the same things. Um, tomorrow we both have a veterans meeting in the morning. That's all I've got. Is there anything from the public that hearing nothing that Steve

18:16 – 19:01Speaker 1

I'm trying to just it's okay. It's just feedback I think. Yeah, I have it on speaker phone so I've been turning it off so that way you don't hear it because he's still listening on his computer just in case it comes through. Okay. If not, I'd ask for a motion to adjurnn. I'll make that motion. Mr. Dard moves. I'll second. Levi seconds. Further discussion. Hearing none. Mr. Dard Levi. Hi. Mr. Clark. I am M. Hi.
