Okay. Before we start, I noticed when I could check on my little Zoom thing that we had one attendee who, if I'm not mistaken, has testified in the past. And is there anyone else either in the hearing room or online that I just missed?

Okay. Um, so let's go on the record now. It is just about one o'clock, uh, PM on September 3rd, 2026. And this is a hearing for Deschutes County file numbers, 2 4 7 2 6 0 0 0 0 5 4 dash CU and 2 4 7 dash 2 6 dash 0 0 0 0 5 5 dash SP. My name is Greg Frank and I am the hearings officer assigned to this matter. And before we turn to particulars of this particular hearing, uh, I'd like to turn things over to Ms. Stewart, uh, to describe, uh, kind of what's going on in the electronic process and where we may be going to with today's hearing.

Good afternoon. For the record, my name's Audrey Stewart and I'm an associate planner with the Deschutes County planning division. The item before the hearings officer is a conditional use permit and site plan review to establish a dog training facility. Prior to today's hearing, the applicant requested a continuance of this hearing. The county's procedures ordinance requires today's hearing to be opened, and if desired, anyone can testify. Pursuant to Title 22 of Deschutes County Code, this continuance request is at the discretion of the hearings officer since it is not a continuance of the initial hearing. Hearings Officer Frank will consider the continuance request and will make a decision on when the next hearing will be scheduled. Hearings Officer Frank, can you confirm if you would like to hear from any parties prior to making a decision or are you ready to make a decision?

Um, I'm ready to make a decision, I believe, but I just want to check, um, and I may mispronounce it and I apologize because I didn't go back and listen to the, uh, or watch the recording. So Ms. uh, Rassier, is it R-A-S-S-I-E-R, um, is she wishing to testify today?

And we do actually now have two other online attendees. Um, one of which is from the applicants team.

and can you hear me now i can hear you now i apologize uh technology um i i don't need to testify as there's not we haven't received any additional um information from the applicant um via the the dial but i am wondering um what day the 150 day deadline will be okay

Ms. Stewart, if you want to respond to the 150-day deadline, if in fact this continuance is granted.

Okay, thank you for your patience. It looks like December 14th is the new 150th date. And those two continuance requests paused the 150th day clock. But after this hearing, I will double check that at my desk and send an email if it's not correct.

Okay, Mr. Sear, is that okay with you?

And the second thing is, and I know we don't have to do this because quite honestly, both you and I and everybody else is responsible to go and check the record, but have we received anything from the applicant over, let's say, the last week or two, Ms. Stork?

No, hearings officer, I haven't received any new materials since prior to the August 4th hearing.

Excellent. Okay, thank you. Mr. Sear, I think that answers both of your questions. Anything further?

Okay. Thank you so much. All right. Then at this point in time, I'm going to rule that we will grant the continuance. There will be no further testimony in this case. It's my understanding, Ms. Stewart, that we are looking at September 29th at 1 p.m. for the continued hearing. Is that correct?

Correct hearings officer. It'll be 1 PM on September 29th and the in-person location and the zoom link will be the same.

Okay. Alrighty. Uh, anything else from you, Ms. Stewart before, uh, we, in essence, take a recess.

All right. Uh, so the hearings officers concluded that, uh, continuance should be granted in this case. Um, in a, in answer to a participant's questions, 150 days, approximately December 5th, 14th, uh, 2026. And Mr. Stewart will convey, uh, to Mr. Sear if that is in fact, not the case. And obviously it convey to me as well. And, uh, also confirming that we've received nothing from the applicant, uh, since the hearing, those two things being in place, I'm going to continue to hear it until September 29th at 1 PM. I will see you then and i'm hoping i'm in person, so we can all swallow each other and exchange and exchange information so wish you well until then this hearing is now closed.
