all right, to start the meeting, we have got a recognition of officer Juan Penwell for the Tasro school safety specialist. So, at this time, Officer Zeke Eubanks from Hartsville Police Department, if you'd like to come forward. So, hello. I'm I'm Zicky Banks. I'm a member of the Hartsville Police Department. I currently serve as an SRO. With me today is Seth Sullivan, Coleman PD, and Mike Coward who's currently with the Morton County Sheriff's Office, but is one of the retired Decator Police Department. So, the three of us are here and you wonder why would they be at Decator City Council meeting? And the reason is is this is so we serve on a board known as Pasro, which is the Alabama Association of School Resource Officers. So across the state, thousands of educators, law enforcement professionals, mental health professionals, school safety advocates, uh we come together each year uh at our annual conference to train and and get better to make our school safer and do do for our kids, right? Uh with that being said, uh we established a training curriculum for our officers across the state to better themselves to help serve their communities and their students even more. uh the APOS commission which is the Alabama uh commission on standards and trainings for law enforcement sets a minimum right and and they have a standard that you have to meet each year for post postcurriculum training and we at Tazra believe that we can do more than the minimum right if you're doing the minimum you're often falling behind in law enforcement right and so officer with us today we're here to recognize him uh he has been awarded a certificate as a school safety specialist he has met all the training curriculum that we have required of him and today we want come and recognize him for what he does for Decator City and for their schools.

My name is Donna Underwood. I live at 1210 Terode Avenue Southwest Decar, and I'm in District 1. Um, I'm here to speak about the ordinance uh that will allow uh 3M to construct a force man to allow pre-treated waste water to be put into a force man which will then go into our sewer system. Um, first of all, let me say that I know the ordinance is a technicality and I'm not here to discuss the technical merits of the ordinance. I'm here to discuss as a community how we want to be aware of what's going on in our community. Okay. Um, I'm in favor of remediation. I'm in favor of cleanup. However, as a cis as a citizen citizen, excuse me, of this community, I have a lot of questions about what's going into our sewer system. Okay. First of all, where is the transparency from our city leaders? Prior city leaders and the current council. Um, if you look at the uh original permit that was granted, it was granted in 2024. Okay. Why as citizens did we not know about this? Okay, we're not technical people, but we should know what what's going on in our community. The second thing is that um the original permit from 2024 allowed for uh discharge activities to go into at least three to four Decar utility manholes that was trucked to these manholes and dumped into our sewer system. Why weren't we aware of this? Okay. Um the

other thing is what is the pre-treatment method before discharge? Okay, what are they using? How are they pre-treating? How are they remediating? If you look at, and excuse me while I kind of If you look at pages in the permit, pages one through through four, go through what they're supposed to be looking at and what they're supposed to be monitoring. Well, on page two, it is listed forever chemicals. So, how is that being treated? There's specific ways to remediate forever chemicals. Okay, so that's a question I have. The other question is where is the sampling and monitoring being done? On page five of the original permit, it lists the manhole covers where it is currently being dumped. Okay. What kind of monitoring is being done? The other big thing that I have is who is doing this monitoring? Is

Uh all they're asking the developer is to change some of the schedule of of some of the Decar utility projects and move some of the sewer or drainage into another location. It's no additional cost to the city. And that's what this does. It just swaps out what was cost exhibit C1 and exhibit C2 and replaces them with new ones, but does what I just what I just shared.
