So this um call today's meeting Thursday January 8th of the day planning commission to order to the flag of the United States of America and to the stand and power of Indivisible liberty just on our agenda. So we have now um section E election of the planning commission chairperson and like to nominated Dave Mackin to be commission chairperson. Okay. Section F would be public hearing guarding LA2 20226-1 legislative public hearing for the text amendment to the comprehensive plan adopted adopting the 2025 parks and recreation master plan and supporting development code amendments. Exhibit exhibit one. Exhibit one, exhibit A, 2025 parks and recreation master plan. Two, exhibit B, comprehensive plan, CH7, DOC1, amendments, and three, exhibit C, published public notice. Dave back in here, planning comming planning commission commission chair. I have a legislative hearing script which I need to read. The planning commission will now conduct a public hearing to adopt an updated parks and recreation master plan as a supporting document in the data comprehensive plan. These proposed changes are included as exhibits A and B of the staff report dated January 8th, 2026, which the planning commission received as part of tonight's agenda packet. For reference, the city case file number is L A 2026-01. I will now open the public hearing at at 6:34 p.m. local time. Approved criteria for legislative decision-making are found in section 7.3.112 of the date land use and development code. These criteria are also cited in the staff report addressed to the planning commission. The hearing shall be conducted pursuant to the planning commission's adopted
rules of procedure. Following procedure will be followed for receiving presentations and oral testimony. Item one, a presentation to the staff presentation of the staff report and other applicable reports shall be given. The public shall be invited to testify. Three, staff shall be invited to comment on testimony. Four, the public hearing may be continued to another hearing date to allow additional testimony or it may be closed. Five, the body's deliberation may include staff, may include questions to staff, comments from the staff, or inquiries directed to any person present. Hi everybody. So, we're here to adopt the parts master plan into the comprehensive plan. It's uh substantially the same document that Steve Dub of conservation technics uh previously prevent presented to you all. So um you had previous opportunities to red review the document and and um and make comments to the uh project consultant. Uh previously, um Commissioner Anderson uh had caught a couple typos uh yesterday and I forwarded those on to Steve and he made those corrections and those the uh amended document that's in the amended uh agenda packet uh includes those changes. Uh the actual document is included in exhibit A immediately following the staff report. Uh exhibit B immediately following the parks master plan document is some uh implementing uh language uh changes to the text of the comprehensive plan where it references the parks and recreation master plan, removes old findings from the previous plan. um and is uh the text where that's adopting the the new revised plan uh by reference. Uh as usual, the staff report includes the required findings addressing the city's approval criteria as well as statewide planning goals. Uh you have the standard um sample motions on page six of the staff report. uh page 10 of the packet.
And the recommendation is uh motion one to adopt the staff report um and the amended plan as recommended by staff for the event for the adoption of um the amendments by city council. There were just a couple typos. They were very minimal. Um, unless there were other changes other than those two typos occur, those were the only Let me get out. Those were the only ones. There was a there was a previous reference to Seaside instead of Dayton. I suspect that the that Steve was using a previous project, a previous document that he prepared for Seaside as a template and uh didn't change that that reference in the final document. Yeah, that was
then there there was another one that was really just a confusing word not really substantive but so the one was on let's see page 37 of the actual master plan of the packet it's just a totally minimal thing the trends and flavors on top the seaside resident. Oh, all right. I I possibly thought they were being referenced for some reason, but that makes sense.
Uh, the other one was page 65 of the master plan 79. Oh, wait. It was paragraph six, which is on the right hand side of the page where it says Let's see. Yeah, that on the right hand side, second paragraph down, it's it just said it had a word that it didn't make sense to me. Dayton's level of service expected pitfalls. Is it Oh, was it expectations maybe Kurt the actual word or did we just cross out
page? Uh,
can you give me the page number again in the plan? The page number of the master plan is 65 and it was paragraph six. If you have countdown from left and wrapping over the paragraph that starts uh from the NRPA metrics, the smallest community size I mean I'm sure this is completely metal whatever got changed but uh with a population of under 3,000 residents state's level of servants of service something falls well below Parkland Anchorage per resident
they They replaced the the word expectantly got swapped for something. The new word is understandably. Ah, okay. And I think he replaced ex expectant. Expectantly I think was the word that you that didn't make sense to you. Yeah. So you replaced it with understandably makes sense. Okay, good.
So I assume we we can just proceed with that. Nobody has any objections. Is that works? All right. Very good. Any other questions? There's been a lot of work done. Yes. So unfortunately it's going to have to figure out from this point forward. Our next item is I will now invite members to the public to testify. Don't have anybody.

Yeah, I did have a question about that. Um we we've seen in the documents a number of times and it struck me especially the printed out documents. We're using a lot of paper to print out things that we've seen before. Is there a legal reason why we need to do it that way?
No, they're just really nice at drawing out packets to us. Okay. I guess it's like it's like and I mean again I'm not suggesting we have to do anything about it right this minute. It struck me that having the online version having the complete complete text and the printed version having what's changed might be a suitable way for us to save on save on how much paper we're using. Yeah. When we've seen it a few times, I see that being otherwise things I appreciate for copying. But something we haven't seen before and I like to mark them up. Oh yeah. But yeah, things like this where we've seen it time.
Yeah. Something new. Absolutely. I I would support the idea of having that be put out on paper. Yeah.
But and would not not a matter for tonight, of course, but I just wanted to bring that up. I thought I'd make sure that I wasn't burning up the wrong tree. That there's nothing says yes, we have to do it, but the law says so. If you don't like it, go talk to the legislator. Something we could explore we can do with this budget year is getting you all some tablets if you want. So you can look like packet sitting around. um unless it's a yeah unless it's a particular reason why would we need that particular that particular device. Now I have a number of devices I can look at the thing on online including Rosio. Is that how you say your name? I think with an issue like like this where it's uncontroversial. Yeah. Um, and it's been the subject of public outreach and we've seen it many times. I don't think there's any requirement that everything that the materials have to be distributed in paper. Other things that might come before you that people are more concerned about and there are objections and issues that need to be worked out. Those should be distributed paper so people have them. the materials available in whatever media they're comfortable with.
