I did receive a communication from resident Kelly Glisten addressing a couple um of issues. uh relating to police response calls um at particularly Walmart and the cost to the city um also um stop lights um and um the busing situation at cast 63. So um I have uh passed on um his concerns to the respective parties that would um need to know this.

Um, I I received an email from Dan Tishler in my ward and I'm going to take a minute or two to read this because, you know, we always say people that are, you know, upset about one thing or another, and rarely do we get an email like this. So, dear Mr. Alderman, my wife and I have proudly called Darian home for over 30 years. It has been a wonderful place to raise our four children, all of whom went through the public school system, Fairview, Mark Delay, Eisenhower, and Downs Grove South. We've been consistently grateful for the quality of education and the overall experience for our family has had here. I know it's often easier for people to find time to voice complaints, but I felt it was just as important to take a moment to express appreciation. Now that I'm officially retired, I have more time to reflect, and I want you to know how thankful I am for the care and attention given to our community. The streets are wellmaintained, sidewalks and curbs are in great condition, and the landscaping throughout the city is always kept looking its best. During my working years, I commuted early each day to our family business, traveling through several surrounding towns. I can honestly say that none matched the efficiency and reliability of Darren when it came to snow removal. The work done by public works has always stood out truly exceptional. I recently more recently I also wanted to mention the landscaping company Yellowstone which trimmed the parkway trees in our subdivision. Their work was excellent and their attention to cleanup both in the streets and on the sidewalks did not go unnoticed. Please know that these efforts truly make a difference. We are not we are not just fortunate to live in a nice place but in a great place to live and raise a family. Sincerely, Danny Tishler.
Thank you for Thank you for that, Joe. All right, it takes us to the mayor's report. We have two items under the mayor's report. The first item says recognition of the durian Rotary Club.
U that's there under false pretenses. Actually tonight what we're doing is we're recognizing a member of the Durian Rotary Club by presenting them with a heart of Darian award. And I'd like to read the following. Our recipient moved to our area from Arizona as a young PhD to work at Argon National Laboratory. In 1974, he joined the Durian Rotary Club as one of its charter members. Since then, he has dedicated his time and effort in making Darien and the world a better place to live. He helped create the Darian Rotary's grant and aid program, which has provided over $400,000 to local residents. The grant program is spec specifically designed to fill gaps left by other programs. For example, one grant went to a nursing student on a scholarship to buy a new microscope that she needed for her research. Multiple grants went to local to fund local students participation in the durian youth organization sports program when they could not afford the fees associated with their participation. As a result, under his leadership, the Rotary set up a formal and ongoing scholarship program for the DUIC. He was also instrumental in a variety of programs within the club, including the food for kids supplemental nutrition program. Over the years, this program has met the needs of local school children who normally went home on weekends to a household without food. With his efforts and that of others, these students went home with a bag of nutritional items that would carry them through the weekend. He was also part of our dictionary program, which provided a dictionary. Some would call it more than just a dictionary, but rather a comprehensive guide to history in our world. He has also led projects to help senior citizens in Darian along with projects to support the Darian
Historical Society. During his years as a Rotarian, he has served in many leadership positions and he represented the Darian Rotary as governor for district 6450 and currently serves as the Rotary Foundation chair. In short, he has worked for decades to make Darian a nice place to live. His efforts at improving our community have shown how he has given a part of his heart to our community. And for that reason, we honor Dr. Christopher Riley with our Heart of Darian award. Many of you might several of you might know uh Dr. Riley is uh incapable of joining us tonight. Chris has been uh in poor health, I would say. Uh he's not ambulatory. He doesn't get around very easily. He wanted to be here tonight, but uh it would have taken a major effort to do that. but instead uh British Shaw who is the president of the durian lines during Lions sorry during Rotary Club's going to come forth and I'm going to present you with the heart of Jarian award We're going to take this last minute change.

Oh, so say something because he's going to get called. Well, okay. Um, as he as Mayor Marque said, um, I'm Breit Shaw, the current Rotary Club president of um of the Darian Club and on behalf of Dr. Christopher Riley. It is an honor to receive this award. And as you said, he's a charter club member. So, thank you. Thank you, mayor. Thank you, city of Darian. Why don't we have all the Rotary people come up and let's get one picture with everybody. Bravo. I'm enjoying your picture of the award since he's not Sorry. Sorry. Sorry. I don't have my rotary pen.

For those of you who don't know, we developed a heart of Jarian Award about six, seven years ago to acknowledge the efforts of people who do special things within our community. It's a little different than our citizen of the year award. In my mind, it's it really is a special award because it really singles out someone who's made outstanding contributions that may not be known to the public. So, uh, congratulations to Dr. Riley. Uh, next I have a resolution of the city variant in support of the Illinois America 250 commemoration. Please bear with me. Whereas the United States of America will commemorate its 250th anniversary on July 4th, 2026, making a historic milestone in the nation's history. And whereas on July 4th, 1776, the Second Continental Congress formally adopted the Declaration of Independence, asserting the American Colonies freedom from British rule and laying the foundation for the principles of democracy and self-government. And whereas the US Cesan Centennial Commission known as the America 250 Commission was established by Congress in 2016 to plan and orchestrate the 250th anniversary of the signing of the Declaration of Independence, aiming to engage all Americans in commemorating this historic event through educational initiatives. Whereas the Illinois America 250 Commission was established to develop, encourage, and execute an inclusive commemoration in observance of the founding of the United States of America in Illinois's imperative role in the nation's history. And whereas the Illinois 250 Commission encourages communities, libraries, schools, local governments, historical societies,
cultural institutions, and individuals of all ages to develop inclusive commemorations that reflect on Illinois's role in the nation's history and development. And whereas recognizing and supporting the Illinois America 250 commission will help ensure a meaningful and educational commemoration for all residents and future generations. And whereas the commemoration provides an opportunity to reflect on the state's historical significance, honor the achievement of its people, and inspire civic engagement. Whereas the city of Darian hereby formally supports the Illinois America 250 commission and its mission to commemorate our nation's 250th anniversary. Now therefore, be it resolved that the mayor and city council of the city of Jerian expressed its support for the Illinois America 250 commission encourages all Illinois communities to organize and participate in local events leading up to and culminating on July 4th, 2026 to celebrate America's 250th anniversary. And again, it's we're encouraging all of our local groups within the city of Jerry, including the Rotary, to become very involved in our planning and carrying out our celebration of the our country's 250th anniversary. All right. Texas Department head information and questions tonight. Chief Thomas would like to give us an annual report on our police department. Greer two. Of course not.
All right. Uh I think mayor, city council, and uh others present here or on video. Give you an opportunity to uh talk about what happened last year uh police wise within the city. So uh talk about awards uh later in the year but uh good things happen during uh the year uh like this situation where officer Servin ministers two doses two doses of Narcan while he and officer uh Nelson uh complete chest compressions for about four minutes before the uh fire department arrived. paramedics uh took over and the person uh survived. Uh tonight though, we're going to concentrate on crime, calls for service, crashes, concerns, community engagement, and uh general administrative issues. Uh, one thing we don't do is shy away from discipline and uh, making sure that officers in the Darian Police Department are um, uh, working within the constitution, working within uh, good moral uh, issues, ethical issues. Uh, so we u look at performance issues and uh, where there is one, we complete a performance complaint. uh when there's um even when there's not a performance issue, but it's a high risk issue or liability, high liability issue, use of force, um driving and the like, uh pursuits, we uh automatically do an investigation whether or not there is a complaintant. Uh so in uh 2025, there were seven civilian complaints against officers. Six of them were
unfounded and one was sustain sustained. There were 21 incidents of uh force being used with 40 officers. Obviously there was um times where multiple officers uh were in the situation and in all those situations uh proper force was used. Uh training is big to make sure that uh officers are doing what they need to do in um any number of situations whether it's use of force, it's driving, uh it's investigations, whatever the case may be. And uh Austers completed 3,199 hours of uh training last year. on page uh it's 11 or 19 and 20 of my report and I think it gets reumbered when it gets into the packet but it's 19 or 20 of uh my report. You'll see that we respond to uh a number of calls and um uh it's gone down this year a little bit uh 1.7 uh percent. Um it's gone down just a tad like that every year for a few years. Um not exactly sure what's uh to say about that other than uh everybody's been told and repeatedly told you've done it uh for us and it's appreciated to call 911 when there there's an issue. You email me. Um you may or may not get a immediate response especially during Lent. Uh that was uh my uh thing to give up was using my phone. So uh I would answer phone calls and text messages and then I would only look uh every hour for any kind of uh email thing that needed to be taken care of. So once over so now I'll answer your question issues.
So we I know we we've done some changing with the way data has been uh calculated over over the years. So yes. So in the last probably three to four years. So is a lot so all so the new system we have going through that's pretty much clear. So the the numbers you're given this year are probably a true reflection of where the numbers are at as opposed to saying well you know we're now calculating the the numbers a little differently this year than we have in the past. Yeah. Yes. You're um actually you're I was on this slide so you're one slide ahead. So, uh, now, yes, now you're correct. Um, you mean I'm not always correct. Thanks.
Calls for service hasn't changed, but you're correct in that, um, how we count crime has changed. Uh, person crimes, I think, um, uh, when we talk about person crimes, you're usually talking about violent crimes, murders, sexual assaults, um, assaults, batteries, uh, and the like. Um, in fact, that's one of the changes that you're referring to. uh armed robbery and robbery used to be a person crime, now it's a property crime. Those type of things. So, it's um trying to count crime over um longer period of time pretty uh difficult if not impossible because I I had noticed that the domestics from 20 20 down through last year we're on we're on a decline
which is which is a good thing. It is a good thing. And you know, sometimes you're just wondering if is is that just, you know, uh stat statistics or is it we're actually, you know, doing something from an enforcement standpoint to make those numbers come back down or a combination of both. Um I I think it's just a trend that um it goes up, goes down and different things. Uh COVID years, they really spiked and so now we're coming back down off of uh those years. um we really haven't implemented um a significant change into domestic violence. Very hard because it's inside the house. It's not a street crime.
Hard to hard to deal with. Uh property crime 2 has decreased this one by uh 12%. Comparing um 2025 to 2024, uh 353 uh reported crimes in 2025, down from 401. So, it's uh decreased quite a bit. This is probably a chart to help you out. I'm kind of um it does reflect um crime over time and what is it 2020 we or um actually I think was 2022 we changed to neighbors but because of the software we were we were using at the time was implemented in 2020 I was able to go backwards two years and recreate that data. So you have a little bit um longer data strength. So it actually goes back to uh 30 years I think 1996 and shows um uh crime over time. So it's um it's continued to go down quite a bit. uh crashes. Um we had a obviously a real big dip in 2020. Again, COVID, nobody's driving, so that had a big change and we're um on an uphill trajectory that uh hope to uh curtail, but it's still much lower than it was precoid years. Concerns. A number of you u receive u complaints from the public for a number of different things. uh speeding, passing a SC school bus, stop sign violations and the like. Um last year I think there was or 2024 there were I think 54 cases and this year 2025 were 29. So that's down significantly. uh officers dedicated um about a little over 190 hours and um conducted over 100
uh observations. Um this was a late entry. I don't know if it's in your packet because uh Stan was out of the office when uh putting the annual report together, but it just always uh intrigued me at how many pounds of those tiny little drugs we take off. So, you think about how heavy that little capsule is and then figure that we took 240 pounds of drugs that were turned into the police department in that little mailbox that's in front that uh people can uh return unused drugs to. It's it's a crazy amount. Um community engagement, there's uh quite a few fundraising events such as St. Baldricks for cancer, cop on top for Special Olympics, No Move November for uh Men's Health. Uh several thousands of dollars were uh raised uh companies helped out volunteering time, space, and the like. So that's always appreciated. Uh and in the annual report, they're the they're actually listed out there. uh number of outreach events. Uh Westmont car show, Lamont Car show, cops and bobbers, which was new this year. Um officers taking uh kids out to uh fish and uh interact with them. Uh in fact, that's coming up June 6, I want to say. We'll figure I'll I'll get the right time for you. uh trunk or treat, faith and blue, shop with a hero, touch a truck, uh Indian uh Prairie Public Library outreach program continued. Uh officers um again volunteering a lot of time. Uh they didn't get paid for all any of those events and again a lot of companies helped us out with u uh providing space and um providing u money
and those types of things to make these things work. Uh, unity partnership is a cultural diversity uh, outreach that I have um, meetings with uh, monthly. Uh, and that's gone well. Social media blasts. I think when they trickle out, you don't really get to count. And then when you see all the numbers together, 13 public safety um, alerts, 13 community events, um, 16 public safety tips. Um, so here's another one that you can uh look at in the annual report if you wanted to see those uh a number of investments. Again, um when you see that crime drop, that's a a nice thing to see. But uh I know you guys don't pat yourselves on the back, but and uh there was a nice letter that was written uh that Alderman Kenny read off today. But uh when you think about the money that I've come and asked you for for uh LPRs, drones, drone car computers, uh evidence upgrades, um upgrades to the multi-purpose room, uh and uh even morale things like uh employee appreciation plaques and the like. uh come through, you say yes, and then we use that and I've come here at different times and showed you a video or uh explain how the drones were used or how the LPR solved the crime and stuff. So, uh that's all appreciated. Uh but also that's taxpayer money that you and uh I and Dan and other people have to make sure that we're properly spending. And so, uh when you see the results that are happening, uh that's a good thing. So, uh, last thing was questions and answers. Before we go there, um, Alderman Sullivan had asked if I would
talk a little bit about an issue um that had happened um on uh Janet. So, um, discuss that for a second. There was actually um, she would talk about the uh, notices that were given. There's actually three pieces of software we used during that uh, issue. One is code red. That's our text messaging system that we implemented I think a year ago. Um we used to only use Twitter and before Twitter before I got here and actually when I got here we were still using Nixl only about 380 people used it. So on Twitter, I think we're up almost just shy of 3,000 people on there and I am forgetting the number on code red, but it's um I think well over a thousand that are on uh code red. So a number of people are getting notified. And then on that situation that we're talking about on uh Janet, we also used reverse 911. We do not have that capability, but um the county does. And so we ask the county to very uh limited um places within a couple blocks of the situation to put out um a special alert to make sure that people stayed in there. The code red was um message that if you signed up for it, you would have gotten it. It said stay away from the area. We got a situation going on. Uh and then uh Twitter also um had that um same message there. Uh what had happened on uh the afternoon of March 26, 26, Daring Police Department responded to an incident on the thousand block of Janet Avenue involved in a subject uh experiencing mental health mental crisis. And uh so we got there originally looked like a hostage situation. and the officers are able to
get the other parties out of the house quickly. So, but on a bundance of caution, we just made this community alert uh to try to tell residents to stay inside their house, let us run the operation, uh get us to resolve the situation and then uh resume normal activities and so that was done. Schools put on lockdown. I think anytime the schools put on lockdown, everybody's radar goes up and naturally so and rightfully so. Um but in this case situation there was uh it was always contained to the house and never um left that house. So but uh we're going to make that notification and we're going to make sure that people are try to best we can to be notified of what's going on. Uh we had eight officers respond. Uh we had uh 20 officers from 11 different agencies uh help us out and uh I sent letters to all the chiefs thanking them for uh letting us use their uh personnel. So I just um a lot of people want a lot of information right away. It just cannot happen. So uh I was thinking about uh Deputy Chief Jump who was the incident commander on this situation. He's going to get there. He's going to get an inner perimeter, an outer perimeter, establish an emergency response team, start gathering intelligence that continues throughout the operation, set up a resolution team. Oops. Uh, bounced on. Um, he has to set up a staging area for uh to tell the other responding units where to go to. Uh, may or may not set up a medical location. In this situation, there was no need to, but so the ambulance was on standby at our staging area
uh a uh media area. There was no need for a media area. Uh channel 32 and channel 9 reached out to me. Uh we told them what was going on and they didn't respond so we didn't have to do those things. Uh relocation area because kids had gotten out of school and so now buses were in the area. We're trying to reroute those, get them to a place where they can uh get back with the parents or guardians, drop off the kids, get them into the house safely and all those things. Um scene safety was obviously a a big concern. Um getting the uh potential hostage out was big concern. uh establishing those emergency and resolution plans. Huge. Um so there's really no time to do anything. DC Jump was so uh involved in getting this resolution done. I can rattle these things off in no time, but the actual time is um tremendous. Um and and then the city still has to run. So during this situation, we had a code at one of the schools. So now people have to um either respond from another another jurisdiction, which they did in order to help us out there. Um Deputy Chief Jumps listened to three radio stations all at the same time. So he's listened to the police main, he's listened to the scene channel, and to the Merit channel because Merritt came out to assist. When we put out information, we have a lot of restrictions on us. So, we can't put out HIPPA information. We can't put out personnel personal information. And this particular situation wasn't criminal, but there's certain uh pieces of information in a criminal investigation that we would not be able
to put out. So, a lot of things going on uh all at the same time. Extremely busy. uh Alderman Sullivan, you reached out with an email which um is appreciated because now uh we can answer that at an appropriate time and then obviously when we're done, we just uh made notification that the scene's secure and you can go about your normal business. I in your your report you were talking about some of the the new agents or the new officers coming through and the you know some of the retirees left. Um I met one of our new officers yesterday. I didn't see his name on your report here today. So how many how many do we have coming through? Four. We have four. There's four currently in the field training programs. Okay. Just one updates uh real quick uh in regards to Ninsting uh which is the bill the proposed billers that you'll be looking at tonight. They've also the owner has come forth with a economic incentive that he'd like to present to us. So staff is currently working on that and we'll be forwarding information regarding this economic incentive to the city council here shortly. Dan, when's the light going to go on at uh Henswood? Should have been on already last week and I wish I could tell you more. It It's Comet again. We know that. We know. And hopefully the press picks it up and says, "Commed, where's the light at?" Because I I I just can't do anything more at this point.
No problem. appreciate Ted, don't complain. I've been waiting for the light at Oakfield and North Field for seven years. Yes. I'm Paul still. Period.
Thank you. Last fall, I had um asked Dan, especially when we were doing our uh preparation for budgeting um since um there's a special service area in the Tara Hill subdivision related to um when a controlled burn might be happening and um postcards were sent out for Terra Hill North that the North Basin would be um hopefully getting burned this spring. So residents did receive the postcard and um just thank you for reaching out to um Christopher Burke Engineering to get that process going. Yes. And just uh comment on that, there's a lot of logistics that goes into a burn. You know, there's notifications to
obviously first and foremost the residents, uh the EPA, the fire departments. Um, so it's really an logistic operation where everyone is aware of things and you know if something happens the emergency personnel are able to respond immediately and it they did give residents the option in the postcard um if they want to be no I mean because the it's a pretty big window March to April of 26 or November to December and I know it's got to be like perfect conditions but um there is an opportunity for you to um get notified of when it's actually happening. None. It's falling on deaf ears. I know. Uh they're looking at putting an EV charging station. So, we're hoping to work through some channels on there. But the problem and somebody's been dumping stuff in there recently. It's a mess. Someone's actually dumped a lot of garbage inside now. The wet land area there. I walked by there yesterday and it's quite a bit of a mess. What's the lo uh precise location or close? I can I can Let me call you out. I I I'll send you a picture. Okay. Thank you. Yep. Do you have any update on the on these condos that are going up on Planefield?
Uh April 20th is uh we should be receiving. We have the final plan. We're currently going through a re-review on the comments that were provided by the city council in regards to the garages. So, that's been updated. There was some easement requirements also that were required through private parties. Um, that has also been accomplished recently. So, we're hoping to have the whole package for the plat and the actual changes, amendments to the plan for city council April 20th. Thank you. And one last thing. So, looks like they're going to be closing down the ramps on I-55 here at Cass Avenue. Correct. They don't have all
mid mid mid April through June 8th or something like that. I thought I saw
I didn't see the actual construction notice of what they're actually doing, but yes, I did see something that came across in regards to the closure. The notification from ID do was that the Illinois Department of Transportation announced that repairs to the bridge carrying over Cass Avenue Interstate 55 will begin weather permitting Monday, March 30th. But I mean obviously it hasn't happened yet, but it's it's going to happen any day now. It won't be completely closed though. It'll just be down to one lane. Looks like I I could swear when I was coming up. Um I saw the the electronic sign on saying that the ramp was being closed coming will be reduced from two lanes to one in both directions with various lane shifts approaching the bridge. Okay.
The ramps to and from Cass will remain open during construction and the public can expect occasional overnight lane closures on I55 at Cass. Okay. I know. I'm pretty sure I saw on their blinking sign on on northbound 55 over the weekend that the ramp was going to be closed. So, that's interesting. You say $1.8 million project which consists of joint replacement, pure repairs, and installing a new deck overlay. Um, it is anticipated to be completed in August. And this is from the Illinois Department of Transportation's website. Thank you. I got nothing else, Dan. It appears that they're starting to uh work in the backyards along Cass Avenue over there taking the trees down.

Sure. Um, this is the uh referred to as the Planefield Planefield Road at Lyndon between CA between Cass and Lynden Avenue on Planefield Road on the actual southern rightway. What the scope of work is uh basically removing the fence, removing the sidewalk, uh putting up a brand new retaining wall. In conjunction with that will be a solid architectural fencing that'll be installed on top of the new retaining wall be 8 foot high fence. Uh it's also going to have some down lighting to it. We're also looking at doing some radius improvements right at Playfield and Lynen. Um the contract uh for the opening tomorrow is strictly for the sidewalk, the fence removal, the retaining wall, um and the actual architectural wall. Uh we also have several components that are going to consist of the city taking the handle if you want to say or being the general for a drainage project that'll be implemented in there. uh the radius at Planefield and Lynen is also going to be opened up uh to have a the optimal radius that could be accomplished there. So, we'll be doing that with city forces uh through the concrete program as well as the paving program. And at the end of the day, we're also going to have a tree planting uh program uh for those residents there that have and all the trees that we've been taken down and there's more to come down yet. Um, so that package will be brought forward to the city council also on April 20 with the total cost and again this cost uh in the budget I believe was close to 800,000 of which approximately 400,000 is a cost sharing with [ __ ]

Budget's been approved. I want to thank staff uh for all the hard work to get us here. This process starts back in October. It concludes tonight. Uh and again, we have a budget that for the 17th year in a row does not raise u property taxes, which is an achievement. I gathered with a group of mayors last Saturday from 15 different communities and uh many of them are discussing raising their levy by two to 3% to meet require to meet payments for their police pension fund. We are fortunate that we have a strong sales tax base and that we are doing well financially and that we're able to provide a budget which includes all our discretionary spending and all of our maintenance that we have not sacrificed anything. So congratulations to staff, to you as a council, to Mary for her leadership on admin finance. um appreciate all your hard work to Dan the chief and especially to this guy to my left. So, thank you very much.

I just want to like echo um mayor's comments and just express my sincere gratitude. Um it's an honor and a pleasure to see the city staff, the leaders on uh staff, um administrator Vanna, Treasure Corin, um Mayor Marquees, Dan Gambeck, Chief Thomas, um you know, just it's a real collective um effort by so many um and it takes months of work. Um and they really um Lisa Clem, Julie Sans, everyone on staff really supports the whole endeavor and um it just is presented to us in a very concise manner. we have the opportunity starting back in the fall to give directive during our goal setting and I'm just grateful that we're able to come out with, you know, not having to raise real estate taxes and still provide tremendous city services with also some value ads that we provide now with our concerts and fests and u I'm just really grateful for the process.
