I've had no request to speak tonight, but I would like to address a change in the agenda. On item B, contracts. If you want to discuss that tonight, it will be
We've got a good background and we want to be closer to home. So we've got that good opportunity to be closer to the family.
Thank you. You're welcome to make any comments if you'd like. Or you don't have to.
If you would, take a minute to just take us off, please.
one two three one two three thank you
Good evening, Councilman Wilson. I come before you tonight to introduce an employee who's been with Waterford for quite a few years, but I'd like to let you know that he was successful in passing his distribution license to the highest grade department with the County of Denver Water Department, so-called DSL.
Worked hard, studied hard, and he passed the exam, and he couldn't along with that. I also promoted him, he's now the assistant
You can come over and I can take pictures, it's fine. You've seen me before. I'll share. And so I looked at all of them and went over some of them and it's really not an easy fix to the problems you got here with this. But then I talked to somebody in the town and they were telling me, I live on 200 West, and if you look at your print there, 200 West and 36, that intersection right there, I come out there every morning, 10 or 15 minutes to get out. On the weekends, the same thing, people going to the lake. And if you follow that road down, the traffic starts backing up about where the Miles Farm dumps on the 36. Birkin ground, easy to do. But we've got a little time constraint here before Miles tries to do something there. And then I've had people say, well, they've got a PUD. one of the roads, one of the
All right. Next up, proclamation report. Good morning.
With your permission, I'll go ahead and read this real quick. Proclamation by the Danville Town Council. Designation of Javai as part of the recreation loan. Abuse and molestation. Excess policy.
Travelers was a shade different In the years past, the reason we wanted to stay with Astro is because we had been with them and the ability to transfer over was problematic, to be honest with you. That problem has since been eradicated. We don't have to worry about it. All of the figures and the numbers are now transferable. I believe this. I know it wasn't the drones, but Carrie, I don't know if you were calling on it.
No, I did not recall.
I don't want to throw any more point at the bus, but I was just glad and disappointed that the agent is here to answer questions for us. I would agree with that.
Okay, we'll probably put him on the show.
All right.

So we have the host future fund committee and we meet every quarter and go over reports given to us by Pennington Bank about how our money's doing in our investments. Beside that, those meetings, the only other topic that we talked about was increasing the contribution to the host future fund that we presented last year. No, I said two different ones. And so this would eliminate that committee and have everything referred to the Board of Finance, which the Board of Finance is
We used to have citizens doing this, but it's difficult to find citizens at this point that are willing to build this role and have the expertise needed. So just working in class, I have no issue with probably getting anything done.
We're maybe just trying to get some clear eyes into the statue. Okay. Okay.
or did you start looking at a bond with one of the friends you did?
unless somebody has an issue with some of the quality of work, right?
And the reason behind it is more for our protection, right?
If Adam's sitting there and thinks he has to come back every six months and beg for his job, he's not going to be thinking about us when we give him a call or when a new statute or something comes up. He knows he's our bond counsel until otherwise.
I tend to agree, as long as the staff is happy with the performance.
Yeah, I think the idea is you get somebody in and you develop, and they understand how your planning is going to work out, what your future expenses are going to be, instead of changing every year or every time you leave tomorrow.
And there was some of that, I will admit, coming in five years older than I came in.
And we're in a different spot now. We're very comfortable with it. We have providers, we have employees. And so it's a possible part.
motion to continue to retain our
on committees that the council would be appointing other councilmen. I'm forming a committee and I need you to take me in council. I would like to be on that committee. I think it would make sense that I would be on the fire station committee. But I would appoint myself.
I can take two.

Any further discussion? All in favor? Aye.
All opposed? Motion carried 5-0. Thank you. Thank you. or two council members on this committee it says any member you have to understand the

Second. Second for Mr. Dodd. All in favor? Aye. Opposed? Motion carried 5-0. I would like to also make a motion to put Eric Erby on the public safety bill. Motion to vote.
So while this project started back in February, I think the planning department itself went out and did a site play review on 20 West Main Street, started talking about what they were doing, talked about the DEP wanted to do the North Alley activation we had done in the east, south, and west. And at the same time, we had a lighting, a square lighting, to the town. By doing that, that created an issue with possible budget restraints from any department that was going to fund this. So it would have to come out of our operating budget and money would be reimbursed to the town. So as part of the BOT, we have a reimbursement program on the BOT. So this kind of fit perfectly for this type of project. So that is my request to get consensus to move forward with an agreement to bring to you hopefully on the 15th of this month. be glad to answer those um and we can address the agreement when that comes up 150. i just have one comment or i know that these are in for the alley in the south side of the square um they probably hung up stances along the brick building and i walked out there and asked them what are you going to plug those in
and lights, and the sconces are still there. So I guess that's my concern, going with the same companies.
So let me explain, because I know you and I had a conversation about those lights two years ago. The problem came because nobody was involved with the town at the time the DEP was doing that project. The DEP got all the approvals for doing all the work. I came to the picture and said, hey, are we going to have a condo for the bowels? And they were like, same look. Nobody knew what was going on. So before there was a chance to put an electrical condo in and power the bowels, there was no thought from start to finish on the project. So that's kind of how the town got involved. We kind of started partnering with the DDP to make sure this didn't happen. the cost because there's cost savings in all of this. You can see some structure here that this project we're able to save money because we're partnering with those projects. I can assure you that was not RNN's problem.
They came out and put it in and they gave us the looks.
They were asked to put the sconces on the wall. So I think the look that they were going for was a retro sconce and to add to your point is nobody got permission to mount that onto that building. So I said, we're not going to light those. They need to come off and get them off the building and make sure that there's not any penetrations or issues there. And they promised they're not going to do that. There are no sconces going to be on any buildings. We will not attach to buildings at all ever again unless it's our building. I'm going to send you guys out. West Main is going to put a retaining wall in so there's savings there. We were going to continue this alley all the way down to Clinton Street, but we can't do it until the power goes in, so that was struck from this line item. The last thing was a different pavement, but we're holding off until we get the power because there's going to be an H stand put in the town's right-of-way right there that's going through power. Everything north There's a master electrical plan and lighting plan that we've been working on that ties into the Christmas lights this includes two bollards in the alley there's parking spots on the north side of 20 recipe that they will be able to access from clinton's community we can't close that off because of the structure yeah if you have any questions before that's that um
Okay, so we stop right here.
The H student with the power pedestal will be right here. We will eventually go this way as part of to line up for innovation. And then we've already got cut sheet for the light poles. They will match the existing. So we won't have to replace them with replace heads, but there will be new light poles installed through this project. This will be about a three or four year project.
Any other questions?
Thank you. Next up, council liaisons. We just, earlier this evening, a joint meeting with the fire territory board where, among other things, we discussed the partial independence and separation of fire territory from the town. That, coupled with the knowledge that there will always be a council member on the fire territory board, currently we have two, but given that, we no longer have a need for a liaison for the fire department. Also, I am the designated liaison with the streets department, but I find I'm spending much more of my time with admin and planning than I do with streets, so I think I'd like to correct that. Additionally, there is a benefit to periodically rotating liaison, but it gives council members a broader and better understanding of all the operations of the town. so for those reasons plus the fact that we've been the same for two and a half years uh we're going to rotate the liaison assignments tonight with mr gerald going to police mr herbie to utilities mr chad of the streets mr dobbs parks and i will be admin planning and going forward i think it would be a good idea for the council president to always liaise with uh admin and
If this is something that you want, address that when I'm addressing the council procedures. Last thing I want to just reiterate, I've sent a lot of emails out that we're making great progress with it. I think we're moving forward on specifically two different locations, possibly a third. So be prepared with the next meeting. We will be discussing funding of design for all of those road projects. handout is waiting for us to submit permits, but I can assure you, contrary to anything you may have seen,
thank you for the proclamation awesome yes i wanted to let you know that um madison and i have gone over to the diavel high school into the last summer and spoke with someone in the admin office about how they communicate with language barrier different residents and then we went out to penrose and watched them interact with some citizens And so I felt that maybe we needed to move forward with something, so I worked on and got an agreement with Proprio that's $500 a year for 1,000 minutes. And I signed it up for the town so that any department can use it. So if a place needs to use it for something, or if a street department is out and somebody comes out and asks questions about what they're doing, they don't understand our language, we can use this service. and I can work with them, and then when the utility people come in and pay the bills, have questions about their bills, they can use this service. I think it's a very good service. I know Susie's Place uses it, and they're very happy with the service. So I signed up for this, so I just wanted to let everyone know that I think it's a good opportunity for us and the citizens of the town. Thank you. Mr. Carroll. If you weren't here earlier,
members of the Sheriff's Department go above and beyond and they were recognized tonight, so I thought that was a good gesture, so thank you. I'll get over to that and break shirts. I just want to say I appreciate all the employees that have kind of worked out in this just muggy blistering heat the last few days. the draft that comes out of that but i just want to thank them for the time um congrats on the promotion long time coming happy to see it love the the bell out front i want to say really nice great spot and that's wonderful that keep us just operating day in and day out. You guys are real troopers here. God bless the town of Danville and God bless the USA.
Have a safe and happy holiday.
Mr. Chatter.
Just a couple of things. Number one, a proclamation from Parks Tonight.
Well-earned, well-deserved.
