Thank you, Chair. Yeah, I am remote, so I can't see who's in the room. But if I recall correctly, we postponed this item to get some additional information from Felicia, our new opioid settlement coordinator. because there was a lot of interest that she expressed in helping and leading maybe the effort to do a comprehensive needs assessment. But obviously, she's very new, and we wanted to give her some time to come up with maybe a little bit more of a work plan related to what the study would look like and if she needed additional resources and just flesh out some of the ideas moving forward. That's my recollection of where this conversation led us to at the end of our discussion last meeting. So I don't know if she's there hopefully with some information. And we can hear from her.
Unfortunately, she is not here. But thank you, Supervisor Reg Leitner, I do recall. And that is what we decided to give her some time. So she can kind of get some of that stuff together. Do we ever decide when we're going to put it back on an agenda? Or does anybody have any suggestions on when we would like to put her back on? I think she was supposed to reach out to me and touch base as well. But I haven't heard from her. So I know she's really busy.
I thought my recollection was that that was why we had it on the agenda today, but I'm not opposed to us moving it to a future agenda.

These questions, you can tie yourself up in knots about them, but there's kind of a quick test that I will show you at the end that should kind of help you guys kind of go through them as we proceed. But let's just go ahead and get started. So ethics, again, the purpose essentially has always been to prevent undue influence, self-dealing, and disappearance of impropriety. It's also to help the public, the constituents believe, to have some confidence in what we're doing here. That the decisions are being made based upon what they want, what they've asked for you to sort of look out for, rather than for something more... THE ETHICS ORDINANCES THAT WE HAVE COME FROM STATE LAW, AND THEN WE'VE ALSO ADDED ADDITIONAL ORDINANCES OURSELVES. THEY'RE STRAIGHTFORWARD, BUT AGAIN, MODERN-DAY EXPERIENCES REALLY CHANGE HOW THEY APPLY TO YOUR SPECIFIC CASE, GIVEN ALL COMING FROM DIFFERENT BACKGROUNDS, DIFFERENT EMPLOYERS, DIFFERENT CONNECTIONS IN THE COMMUNITY. YOU KNOW, MADISON AND THE DANE COUNTY AREA IS NOT VERY LARGE, SO THERE'S GOING TO BE A LOT OF KIND OF CROSSOVER EFFECT BETWEEN YOUR ROLE HERE AND YOUR PERSONAL ROLES AT HOME. All right, who so ethics rules apply to all county officials that includes us as elected supervisors as well as county employees. We're only going to talk about those rules that apply to you though tonight. So, what in general they seek to prevent the. county officials from using your office or position for any personal gain. They try to prevent you to ignore, they want to prevent you from ignoring any conflicts of interest, and they want to prevent you from being inappropriately influenced. All right, so Wisconsin Statute 1959 is the code of ethics for local government officials. These apply to everyone statewide if you're in a municipality. And the number one that falls underneath it is that you cannot use your office for private gain, right? The language here specifically says you can't use your office for personal financial gain or for anything of value, quote unquote, or for gain of your immediate family member or for an associated organization. That's state law. You cannot offer or receive anything of value, which means you can't solicit or accept from any person anything of value if it could reasonably be expected to influence a vote or an action. Our ordinance has gone so far to define what it means to be anything of value. And essentially it breaks down to something, anything at all, that has a value of $13 and above, or $39 yearly. So the bar is extremely low. And so this goes back to kind of we talked about originally, actually Supervisor Eicher kind of brought up this idea of disclosures, this idea of it's better safe than sorry to make sure that if you do feel like there's something of value out there that you just recognize it as such and you take the action that's required. You also cannot take action on a matter which you have a financial interest. Right, so you can't take, you can't vote or take any official action if you or your immediate family member, an affiliate organization has a substantial financial interest in the matter. We define substantial financial interest as anything that you have to disclose in your disclosure forms when you have filed them in the county clerk's office. YOU CANNOT USE YOUR OFFICE TO CREATE A SUBSTANTIAL BENEFIT FOR YOURSELF OR YOUR MEDIATE FAMILY OR AN ORGANIZATION YOU'RE ASSOCIATED WITH. MEDIATE FAMILY MEANS A SPOUSE OR DOMESTIC PARTNER OR ANY RELATIVE WHO RECEIVES HALF MORE OF YOUR FINANCIAL SUPPORT FROM THE OFFICER THAT'S IN QUESTION OR PROVIDES HALF OR MORE SUPPORT. And then associated with an organization is actually somewhat limited. It just means you, it implies to you or your immediate family that serves as a director, trustee, or controls at least 10% of a business's equity, or if you serve as an authorized representative. So that's one of those rare situations where your membership in an organization isn't necessarily going to be triggered as something as you being associated with under the statute, as long as you're not a board member, a director, or someone that's authorized representative in it. cannot take action on a matter which you have a financial interest. So if you're faced with this, you must not, A, participate in any discussion, deliberation, or vote. And you have to ask to be recorded as abstaining. What often gets missed when there is, when an elected official realizes there is a conflict, they believe that, well, I'm going to go ahead and abstain. But before they do so, they're jumping in and talking about the matter, you know, and putting their two cents in. And that's not really what the statute contemplates. The statute requires, it contemplates someone making the decision, okay, I have a conflict here. I need to sort of step back and not get involved. But you have to do that from the beginning. You can't just assume that your abstention is in and of itself sufficient to avoid any potential ethical conflicts. We're gonna shift to now our Dane County chapter nine. It's local ethics code and incorporates what we just talked about under statute. But it also adds a few other things. We've added a few years ago a requirement under Ethics Code to prohibit elected officials from engaging in sexual harassment or discrimination on a various basis. Interesting quirk that many organizations have is that those sexual harassment policies or that those policies that prohibit sexual harassment, the laws that prohibit kind of discrimination, the organizations tend to focus the application of those, the implementation of those on employees. and often forget that elected officials don't really have a direct connection to it. So in order to remedy that a few years ago, we actually added that as part of the ethics code for county officials. You cannot use or disclose information that you gained in the course of your service, unless it's already in the public record, if it's gonna somehow result in you gaining something of value. Again, more than $13.

USE YOUR OFFICE FOR INFLUENCE OR GAIN. THIS IS VERY COMMON THROUGH A LOT OF ETHICS COASTS THROUGHOUT THE COUNTRY THAT'S KIND OF SOMETIMES CALLED THE DON'T YOU KNOW WHO I AM RULE. SOMEONE'S GOING OUT THERE SAYING I THINK YOU'RE GOING TO WANT TO DO THIS FOR ME BECAUSE I'M A VERY IMPORTANT SUPERVISOR ON THE COUNTY BOARD. SO THAT'S UNLIKELY PERHAPS BUT IT IS SOMETHING THAT A LOT OF JURISDICTIONS HAVE ADOPTED. You cannot use, this sometimes comes up, you cannot use any county property for either partisan or nonpartisan political activity unless that property is available to anyone else in the public. There is not a specific list of property that we.

Hi, everyone. My apologies for being tardy today. So I did prepare a slight budget. It's a rough budget for community needs assessment. as that's what I was asked to do last time, if I'm remembering correctly, right? I'm seeing some smiles and some eye contact, so I'm, okay, good. So the budget is relatively small. Some printing and outreach, we weren't exactly sure in a dollar amount, because there will be some, like, flyers need to be printing, some of that. But the big budget item would be $25 per person. And to be at a 95% confidence interval and about a 5.8% margin of error, we need to survey about 200 people for our focus groups. So that would amount to about $5,000. We could lower that. The 200 would be the max. So I would be... Comfortable lowering that confidence interval and margin of error as well to still get us a rough picture. of what's going on and feedback. The other things would be to consider public health's assistance with pulling a data poll for me. They have access to, and that's their role as epis in a county to pull data so they would be able to Hopefully pull data. I think we talked about that earlier today, that that would be something they could assist with. And then just something I would add to the needs assessment that I didn't really see completely outlined in here would be looking at the contracts that are there. There seems to be a lot of different community agencies and just overlaying them and seeing who's doing what a little bit more. would be something that I would, I think it's also important to add in here. So we know, you know, who's doing what within the county. Any questions?
You know, questions just go, go ahead. Is there is your budget accessible for me to read somewhere or.
I mean, I just wrote a small post-it note of it. I wasn't expecting to have a form. I mean, I only had two weeks to come up with a budget. And being relatively new here, you know, figuring out exactly what forms and everything and how that is sent to make sure that it's here in time for the meeting. $25 is just, in general, a best practice when we're incentivizing. You could do a sliding scale, but... Historically, when I've done community needs assessment, that's the number that I've always done, unless it's a bigger study.
Sure. Well, thank you for putting it together and sharing with us today. You seem to have some amount of experience doing this, so I trust your analysis so far.

Yeah, I'm sorry. Maybe I missed this. $25 an hour? $25 per group? How long are the groups?
I'm sorry. $25 per person in attendance. Focus groups usually last anywhere between 45 minutes to 90 minutes. I wouldn't do anything longer than that. I've also historically have done smaller amounts or the same amount for a smaller amount of time. So this would be individuals with lived and living experience that we would be getting the information.
Would that include like transportation costs or a meal? I feel like that might be a little on the low side, but I do not do this for a living. I'm just trying to think of like what would... What would it make make something really worthwhile for somebody to participate in a one off thing so i'll defer to the expertise in the room, but i'd be open to taking that number up so.
Yeah, I will say $25, which Felicia and I talked about, is probably actually on the higher end of what we can typically do. But again, I think we're usually bound by different financial constraints. So that's usually how we have to decipher that. So I know when we chatted earlier, I was pretty supportive of $25, but I'd be supportive of more, too. So it's hard to say kind of like what is the standard because we all operate so differently based on our financial constraints and just do what we can to get as close to that best practice number.
You know, I remember a couple of times at Madison street medicine, when we did their surveys, I think both time we offered $20 for incentive. And I mean, nobody complained about that a bit. Yeah. So 25, I think would be more than enough or even 20 with, you know, chips and soda and, you know, just some kind of snacks and stuff like that for people I think would be more than acceptable. If you don't mind sharing, I'll share a little bit more. We did talk about, Felicia mentioned some of, like, the partnerships we thought we could leverage from public health. And I do think along the lines of participants, usually, especially if we're asking them to do, like, significant engagement to get people to focus groups, we have also offered those organizations a contract. And oftentimes in those contracts, they ask for a budget for, like, food or like a dinner or something like that so I'm just saying that's also within like the realm of possibility once that gets going to think about absolutely I guess if we did when we do like when hopefully oh yeah please yeah I was just wondering if um you
So the $5,000 would be fully inclusive of all the focus groups and you don't anticipate any other costs at this?
I did mention printing budget and then potentially some outreach, you know, chips, food, things like that. But I didn't have time to talk with purchasing about those costs. Being relatively new, I still need to... Our contracts are for printing, things like that, how that all works.
But not, I mean, not huge expenses, I don't think, but do you, I guess, do you anticipate any of the sort of additional data requests to cost any money or any other sort of outside costs? assistance, professional otherwise services. I don't know that that would cost anything. I'm just thinking if we if we do like some sort of recommendation that has up to this amount or something like to facilitate completion of a needs assessment, what that, you know, what that ballpark would look like. And then also my other question was about if you had further thoughts on kind of the the timeline i do think there has been um some pressure from the community understandably about trying to, you know, get these funds where they're needed most to save people's lives. And, and it's been hard to, to do that. You know, I certainly refunded some things, but we, so I, I mean, I do think we want to be deliberate with how to do this in a really quality high quality way, but also is kind of, quickly as we can balancing that need for quality too.
Yeah, as far as other costs for data, most of the data that is in here is housed with DHS, public health, EMS, and then would be data requests for the state. So, I mean, depending on how robust we want this, if we want more data sources in here and we want to spend more time on, you know, adding more data in here from other sources, that's going to also take more time as well. So I guess it's a balancing act. You know, having worked in the public sector, I've always leveraged a lot of partnerships and collaborated with a lot of agencies. So I never really had to, you know, fund other agencies to get me to help them or them to help me. We've always just acted as, you know, we're in this together, we're working together, so yeah. for that better need of the community. So I guess I would have to give it more thought. I know there are other data sets that we could purchase, but I'm not sure how relative they would be on a county level for us. Chair, can I ask to kind of follow up?
Yes, of course.
So then when you get that data, would you, I mean, you're not anticipating needing any sort of help with reviewing, analyzing it or would. you would kind of be doing that on your, just yourself, or, I mean, I just want to make sure you have the support and capacity. I'm not familiar with what these look like or how, you know, involved it is, but.
Yeah, I would intend to theme them out and do most of that data analysis myself, having done that before. this is a relatively smaller community needs assessment than what I've done historically. And so I have the capacity to do it. I also, you know, having the data polls from public health, most of that data, you know, is going to be de-identified and things like that. So it's not as strenuous. The epi that's pulling the data from the system is actually doing more time-consuming work. I'm just reading and looking at that data and combining it with other sources, if that makes sense.
We'll go to Arielle first, and then we'll get back to Supervisor Wegleitner.
Okay. My question actually I think maybe is for Supervisor Wegleitner. Is there a desire or a vision? I think at one meeting it was discussed to potentially have a subcontractor for this to support the work. So maybe a question is, is that maybe not just a question for Supervisor Weiglund, maybe a question for everybody. Is that still a desire? Is that on the table? Is that off the table?
I could respond, Chair. I mean, I... I don't think we're at a decision point, to be honest. And I feel like I'm not, I don't know. I would really value Elizabeth's thoughts on that too. I think she also, you know, she certainly has a lot more expertise in this area than I do. And as do you and Felicia. So I think we wanted to see what could happen sort of In the house. Right. And then I think there's also a week that had been under consideration as well. So, you know, we know our funds are are limited. So, you know, whatever we can do. um utilize in-house is helps us stretch the the finite resources of the settlement dollars so i i don't i don't know and frankly i don't necessarily feel qualified alone to um have a strong opinion on that but really you know i'm curious what other subcommittee members think and um i'm not sure um I feel like maybe it makes sense again to take this up next time in the context of our larger conversation around the recommendations for the opioid settlement funds. I mean, I think it seems like we definitely... There's been some consensus around doing a needs assessment, right? But to the extent we want to add in some additional details about who should be doing it and how much money should be allocated, I think we're looking for that additional detail from Felicia and got some today. And I don't know. I'm curious what Elizabeth would think of this and what your thoughts are. I haven't ruled anything out. I'm just trying to get more information.
I wonder, given the very small amount of time that we gave Felicia to come back to us... I'm wondering if, yes, like I would be very supportive of us coming back to this at a later meeting with a more concrete ask of Felicia to develop, kind of take what Dr. Elizabeth, I think, has offered up. I think last time Dr. Elizabeth spoke, and I know her and I've had many conversations that She did an excellent job putting the things on paper, but I still think there's more to be added in. I think that's a good start for a framework for a needs assessment. So I wonder if we could give Felicia some more time to really get comfortable with that, have some more conversations with some of us and some of the other partners at the table and to come back with like a more formalized approach. proposal for a needs assessment that maybe outlines and answers some of the questions I think we have of like, you know, my questions are very much specific around like the who, who is doing what, so that I can be as clear as possible for what the health department may or may not need to do in order to best support that. And I won't speak for For Todd Campbell, but I know we've had conversations in like in the same boat of like we just want to do what we can to make sure we can support it. So I wonder if that's maybe the direction we want to go in and maybe we can have some offline conversations with Felicia to make sure we're getting all of our questions into her so that she can make sure those are compiled into the proposal. Yeah. at a later time instead of rapid firing questions for you today.

Absolutely. And I know that we are very eager and are feeling the urgency, but yes, you are just arriving. So I will just make that, maybe that's a statement. That's not emotion just yet.

Well, just thinking about our calendar, if we were to meet again in two weeks, that's also not a ton of additional time. And I also am scheduled to be on... Vacation camping on the 29th. I don't know what other people's calendars look like, but I certainly can get on from the state park or whatever if I need to. And if we do proceed to meet on that date, but also if, if that, I'm just not sure if that's enough time either. So if we could get, you know, Felicia, if you can let us know how much time you think you need, we are. kind of supposed to be making recommendations to the Health and Human Needs Committee. And I think for those recommendations to have some usefulness, they should be made in no later than, you know, August for the 2027 budget process. So Ariel Ambruster, You know how specific, we can be with our recommendations as it relates to the needs assessment, I think, would be informed by you know the additional preparation. Ariel Ambruster, You engage in in the coming weeks, so I just want to you know be be fair and realistic about you know where you're at and how much time, you would need to come back with some more some more detail.

I also can't make the 29th. I will be in the air, so I really won't be able to get on. But I'm just maybe a question because the health department operates on a different calendar. When would be an ideal time for HHN to take up the recommendation? And maybe like a part two to my question is, does this have to happen during the budget process because the money already has a home question question mark sure can i respond to that yes please
Well, so annual, I mean, under the kind of resolution chartering, so to speak, this subcommittee, the subcommittee is supposed to give an annual budget recommendation by July 1st. We're not going to make that target for a variety of transition reasons, which is okay. But I do, I worry that, I mean, these, the county budgets on an annual basis and programs, Utilizing opioid settlement funds are budgeted annually with annual contracts. So I do think it's best if we can try to get a recommendation in to the extent, especially to the extent there's numbers in that, which budget recommendations usually involve, you know, before the... The county board and the county executive, you know, prepare the budget. So before, you know, September 1st, I think. So I'd be looking at one of the, I believe the HHN meets August 13th and August 27th. So those would be that one of the two meetings we'd be looking to, to hear from the subcommittee. And I think, I think July is just not going to happen. So yeah.
Yeah, I appreciate that clarification. That's helpful. The health department's budget is due early July. So I was like, how short of a timeline do we have? So that's helpful. Thank you.

So one thing that I've seen happen in other committees that include community members and supervisors is that the staff, this happened at the Community Justice Council, that basically there was a motion that staff send the link and the recording to the members to watch on their own time and then report back that they have completed it. I'm wondering if that would be appropriate in this case. I would feel differently if we were able to have court counsel present and actually answer live questions, but because it is just a recording... And I'd be fine having like a follow-up discussion if people have questions about it, but I'm just thinking about the best use of all of our time when we're all together, including the supervisors who have all received this training as part of our regular county board. And this is the first year we've ever... we've done this and so we're kind of working out the kinks and and kind of going with a sort of an expedited process but but that would be fine with me and i would be happy to to move that um uh action to um ask staff to to send it out and ask folks to watch it if they haven't already and report back by the end of june that they've watched it it's not that long

So the other, I guess, thought about items is I wonder if we want to get into some discussion about that list of currently... funded programs and if there are some buckets of or priorities for continuation funding versus not continuation funding considering we are also likely to move forward with the needs assessment um and i do think we kind of asked well i i it would be helpful in advance of that to have an idea of how much has been spent under the current allocations and what that spending rate is like. So if there's a need for additional funding, continuation funding, or not, or if there's underutilization, or if there's any sort of issues with the programs, you know, that would inform that decision. But But it strikes me like we could have that conversation without knowing, you know, with ahead of our next conversation with Felicia. Because, you know, that will probably be a meaty one as well. But just something to consider. But we might want some additional time. info from staff on those contracts so probably following up with todd would be important on that item if you can make a note of that priscilla um i just don't want us to lose track of that because i think that's something that would be useful to that to put into our recommendation for 27. i also completely agree i really think we should go over that is there a list already or where's that at that can be found

So, I mean, I just think there's kind of like, and I don't know who the contract managers are, but it might make sense to... They might have some little blurbs about how the contracts are going. And maybe just by the category of the type of service or equipment or whatever, you know, it just, there's a range of activities that are currently funded with our allocations. And I think it would be helpful to have a little more understanding of how it's going in making that decision. At least I think I would appreciate that additional info.
